3 EVENT INFORMATION 1. General Information 1.1 The competition will be played under the rules outlined in the Netball Australia Official Rules Book (revised February 2012 edition). 1.2 These competitions are conducted under the authority of Queensland Netball Association (Netball Queensland). 1.3 The Netball Queensland Competition Coordinator and Event Officer have the responsibility for the day to day operation and management of each State Event. 1.4 Netball Queensland will appoint a committee to stipulate certain criteria relating to the format, structure and conduct of the events. 1.5 Netball Queensland has the power to waive compliance with the Rules and Regulations when satisfied that special circumstances exist Any request to waive compliance with the Rules and Regulations must be submitted in writing, addressed to the Netball Queensland Competition Coordinator. 2. Nomination Procedures 2.1 The nomination fee of $ per team is non-refundable. 2.2 Nominations, Team Sheets, Umpire nominations and payments are to be submitted via Trybookings to Netball Queensland on or before the closing date stipulated on the website. 2.3 Each nominated team must supply an Umpire who holds a National Accreditation Badge. The Umpire s name and badge level must be stated on the relevant Umpire Nominations. 2.4 Please ensure that all Nominations Forms are completed correctly. Netball Queensland will not accept any incorrect or incomplete Nomination Forms. 2.5 Late nominations will be accepted at the discretion of the Competition Coordinator, and a fee of $50 per team will apply A Nomination is considered late if: - The Nomination Form, Team Sheet and/or Umpire Nomination Form are received after the relevant closing date for each event. - The Nomination fee (payment) is received after the relevant closing date for each event. 2.6 Late team withdrawals will incur a $250 fine at the discretion of the Competition Coordinator.
4 3. Team Eligibility 3.1 Any Netball Queensland Full Member Association may enter teams in the competition provided that the Association has paid the required Affiliation fee, Capitation fees and/or any other amounts due to Netball Queensland. 3.2 All nominated players must compete in a minimum three (3) Association fixture matches in the current year. Carnivals are not considered association fixtures and games played at carnivals will not be taken into account. 3.3 Players may only compete in one (1) State Event (State Age Championships or Challenge Carnival) in any one (1) year with the exception of the Sunshine Carnival. All players are eligible to compete at the Sunshine Carnival. 3.4 Permanent players of Mount Franklin Challenge teams can play at State Age Championship and Sunshine Carnival, but cannot play at Challenge Carnival. 3.5 No player may represent more than one (1) Association in the current year, with the exception of Import Players (refer to Rule 4.4. Import Players). 3.6 Challenge Carnival Age divisions: 12 Yrs (competitive), 13 Yrs, 14 Yrs, 15 Yrs, 16 Yrs Associations may enter a maximum of two (2) teams per age division Associations are restricted to only entering teams into the same age division/s as entered at the State Age Championships in the same competition year Players must be born on or before 31/12/2002 to be eligible. See section 3.9 for further details on age groups. 3.7 State Age Championships Age divisions: 13 Yrs, 14 Yrs, 15 Yrs, 16 Yrs, 18 Yrs Associations may enter a maximum of one (1) team only per age division All Associations are eligible to nominate Players must be born on or before 31/12/2001 to be eligible. 6 4. Team Composition 4.1 Associations may nominate no more than twelve (12) and no less than nine (9) players in any one (1) team. 4.2 Should your Association make any changes to the team after nominations have closed, a Replacement Team Sheet and Player Replacement Form must be completed and sent to Netball Queensland prior to the event and as soon as possible. 4.3 Composite Representative Teams Associations may apply to Netball Queensland in writing to form a composite representative team with a neighbouring Association. To be eligible to apply, each of the two (2) Associations must have no more than 200 members registered with Netball Queensland in the year of the request. Applications must be received by Netball Queensland at least two (2) weeks prior to the nominations closing date. 4.4 Import Players Associations unable to fill a team from their own Association members may apply in writing to Netball Queensland for permission to import player/s (maximum of two (2)). If the application is approved by Netball Queensland, then a clearance letter must be obtained from the Association the player is being imported from and a copy of the clearance must be provided to Netball Queensland prior to the nominations closing date. 4.5 Dual Membership Players with dual membership (ie. Signed on at two (2) or more Associations in the given year) must choose ONE (1) Association in which they will play for in the given year in any of the Netball Queensland competitions including Challenge Carnival / State Age Championships, Sunshine Carnival. 5. Grading 5.1 Teams will be graded by a committee appointed by Netball Queensland. All additional information provided to Netball Queensland will be considered (such as team performances in Regional / Association carnivals) during the grading process. 5.2 Teams entered in 12 years, 16 years and 18 years will be placed in playing pools. The number of pools will be determined by the number of nominations received. Rule 13.5 will apply when dividing teams into divisions. 5.3 Team Divisions will be published on the Netball Queensland website at least two (2) weeks prior to the event. 5.4 Associations may appeal any grading decision and must do so using the Appeal Application form. The appeal must be received by Netball Queensland on or before the appeals closing date (refer to Rule 10. Appeals). 5.5 Association may not appeal against their placing in a pool.
7 6. Conduct of Events 6.1 All teams must participate in the Opening Ceremony in full uniform and remain for the Closing Ceremony. No team is to warm up whilst the Opening Ceremony is taking place. 6.2 The scorecards for all games will be placed on the relevant courts at the beginning of each competition day. The Team Manager of the winning team is responsible for returning the scorecard to Administration immediately after the conclusion of each game. Scorecards must be signed by the Scorers. If a wet weather draw is in place, scorecards are to collected from the administration building. 6.3 There will not be a Final Series played at State Events. 7. Player Movement 7.1 Twelve (12) years players born in 2002 and thirteen (13) years players born in 2001 are restricted to playing only in their own age group, with the exception of where approval has been provided by Netball Queensland prior to submission of team list (as per section 3.9), although such approval will only be provided under exceptional circumstances. 7.2 When a team has injured or unavailable players whilst at a State Event, teams may borrow players from teams in lower divisions from their Association also at the State Event. Associations must seek permission from the State Events Committee if a 12 years or 13 years player is required to play up, but can only go up one (1) age division. However once a player has played three (3) times above her grade she must remain in the higher division. 7.3 Twelve (12) years and thirteen (13) years players are not permitted to play up a division in any circumstance unless approval is provided prior to submitting a State Events team to Netball Queensland (as per section 3.9). 7.4 Players who participate in the State Age Championship and Mount Franklin Challenge cannot compete at the Challenge Carnival. 8. Uniforms 8.1 Associations are to provide Netball Queensland with a current photograph / sketch of their representative uniform which must accompany the Association Uniform Register. If Associations plan to change / update their representative uniforms, the proposed team colours and uniform design will firstly need to be approved by Netball Queensland. A sample of the material or colour photograph should accompany the written application. 8.2 A team is not permitted to alter its colours or uniform design without first obtaining approval from Netball Queensland. 8.3 No player shall play in any uniform not registered with Netball Queensland. 8.4 Playing uniforms shall consist of shirt and skirt or bodysuit, socks, briefs and positional patches along with suitable sporting footwear.
8 8.5 Bicycle shorts are not permitted however boyleg / hot pants may be worn if part of the official uniform. 8.6 Positional patches shall be worn on the front and back of the uniform above the waist and lettering shall be not less than 100mm and no more than 150mm, and clearly visible. 8.7 Associations may identify a sponsor s logo or team logo on the playing uniform if the logo does not exceed 64cm 2. Associations may identify a manufacturer s logo on the playing uniform if the logo does not exceed 16cm 2. Sponsor, Team and Manufacturer s logos may only appear once on any one (1) garment. Both may appear on the one garment. It is not permitted to display a sponsor s or other name on positional patches. 8.8 All Association teams must wear the same uniform unless extenuating circumstances exist in which case, a letter of request must be sent to the Competitions Coordinator providing an explanation and giving as much notice as possible. Any players found to be wearing footwear with tags (moulded or metal) of any size, blades or metal spikes of any kind will not be allowed to take the court until they are wearing appropriate footwear Umpires have a duty of care and therefore have the right to examine shoes if necessary. 9. Policies 9.1 Drugs Policy Netball Queensland does not support the use of performance enhancing substances and views any such use as detrimental to the sport and the spirit of the game of Netball Netball Queensland supports the AANA Drugs (Anti-Doping) Policy, as amended from time to time. 9.2 Junior Sports Policy Netball Queensland supports the Junior Sports Policy. This policy can be found on the Netball Australia website Pregnancy Policy
9 9.3.1 All players will be bound by Netball Australia s Pregnancy Policy and Guidelines. This can be found on the Netball Australia website Netball Queensland Code of Behaviour All Players, Officials and Administrators will be bound by Netball Queensland s Code of Behaviour This is available from the Netball Queensland website Appeals 10.1 Associations may appeal a decision in regards to the division/s that their teams have been placed into for a certain event. The Appeals Application Form should be submitted and addressed to the Events Officer on or before the closing date specified for each event. Appeals will only be accepted in this format. s / written letters will not suffice Appeals must come directly from an Association Committee Member and any correspondence received from Coaches, Managers or the like will not be accepted. 11. Officials 11.1 Event Officials Representatives of the State Events Committee and at least one (1) Netball Queensland representative will be at each event for consultation if required Sports Trainers will be present at all State Events Match Officials The Match Officials consist of the Umpires and Scorers One (1) scorer must be supplied by each team for each match The two (2) official Scorers and Umpires are the only personnel permitted between the courts and courtside. All other personnel and spectators must be in designated areas Team Officials The Team Officials consist of the Coach, Manager and Captain A team official shall list on the scorecard any player who is playing above their designated division Umpires Umpires must hold a Netball Australia minimum C badge Umpire s Accreditation.
10 Associations shall appoint at least one (1) Umpire per team nominated in each event. The appointed Umpire must be available to umpire as rostered by Netball Queensland for the duration of the event Each Umpire will be included in a pool of Umpires and will be allocated to games by Netball Queensland. Umpires not appointed to teams by Associations may nominate independently and will be included in the pool of Umpires Umpires should dress in predominantly white attire, and suitable sports footwear shall be worn Umpires must be ready to commence matches at the time specified in the program Reserve Umpires will be listed on the Umpires sign-on sheet Fines will be allocated for failure to fulfil Umpiring duties, including reserve duties It is the responsibility of the Umpire to be fully aware of the Rules and Regulations of the competition. 11. Nominated Umpires 11.1 Associations are required to nominate at least one (1) umpire per team Should your Association make any changes to the appointed umpires after nominations have closed, an Umpire Replacement Form must be completed and sent to Netball Queensland as soon as possible, and prior to the relevant event. 12. Awards 12.1 Twelve (12) awards will be presented to the Winners and Runners-Up in each division Awards will be presented at the Closing Ceremony and teams must be present to accept. 13. Match Rules 13.1 Points will be awarded as follows: 13.2 Duration of Game - Two (2) points for each win - One (1) point for a draw or tie - Zero (0) points for a loss and a bye - Two (2) points awarded to a team if the opposing team forfeits Matches will be played in halves, and playing times for matches will vary between State Events, depending on the number of teams entered. Match times for each event will be displayed on the website prior to the event Stoppages
11 Injury or Illness Blood Policy 13.4 Cancellations Stoppages for injury or illness may occur as per Rule 7.1 of the Official Rules of Netball Any stoppage for injury / blood will require the player concerned to be removed immediately from court. The player may be replaced and play continues or the player s position may be left vacant whilst play continues and the injured player is treated. In this case the player may return to the court after a goal is scored or at a stoppage / interval. If the injured player is a Centre, the position must be filled If the injury is serious enough to halt the game, Umpires must ascertain quickly from team officials whether the player will continue or be replaced to enable the game to progress Injury time will not be added to the game An Umpire is required to call time when a player who is bleeding is noticed and no on Court player has called time The player must be attended to immediately or be replaced The Umpire shall decide the length of time for the stoppage and shall ensure that play is restarted as soon as possible No extra time will be given for a stoppage Bad Weather In the event of bad weather, a Bad Weather Panel will be formed. This Panel will have three (3) members, the Host Association Convenor, the Umpire Coordinator of the event and the State Events Committee Chair Person The Bad Weather Panel will decide when games are to be cancelled due to bad weather, suspended due to bad weather and when play can continue once the bad weather has passed. The Panel also has the right to cancel the competition if it is believed players, officials and spectators could be harmed due to extreme weather conditions The Bad Weather Panel will implement the Bad Weather Checklist and will use reliable sources to assess the weather condition, and in making a decision regarding play.

Each team will be given with one (1) competition point and no for and against will be awarded - If the game has past the halfway mark and entered the second half a win will be awarded to the team with the highest score
13 Cancellation of Competition 13.5 Pool Separation at the time in which the match was stopped and for and against will be awarded. - In the event that the score is tied and the match has past the halfway mark and entered the second half, a drawn result will be declared and each team awarded one (1) match point and for and against will be awarded Game being played in quarters - If a match is cancelled before the start of the third quarter, a draw will be declared. Each team will be given with one (1) competition point and no for and against will be awarded - If the game has past the halfway mark and entered the third quarter a win will be awarded to the team with the highest score at the time in which the match was stopped and for and against will be awarded - In the event that the score is tied and the match has past the halfway mark and entered the third quarter, a drawn result will be declared and each team awarded one (1) match point and for and against will be awarded The State Events Committee has the right to cancel the competition if they feel it is required due to unforseen and exceptional circumstances In the event that the competition must be cancelled, the following regulations shall apply: - If less than 75% (exclusive) of the event (by total number of rounds)has been played, no winners will be recorded - If more than 75% (inclusive) of the event (by total number of rounds) has been played, the competition ladder will stand as is and winners will be awarded The State Events Committee has the right to determine the percentage of how much of the event has been played Teams placed in pools will play off against everyone in their pool. Once these rounds are complete teams will be placed into divisions based on their results. The number of divisions will be determined by the number of teams in the age group Each team will carry over their points and shooting percentages from the games they played against the teams also placed into the same division. (i.e.teams when divided into divisions will then play against the teams they have not previously played from the other pools) From these results the rules 13.6 will apply 13.6 Final Placings
14 Final Placings will be determined by the number of points accumulated at the conclusion of the carnival If two (2) teams have equal points at the conclusion of the rounds, the order of merit of these teams shall be determined by the results of the match played between them. In the event that this match was drawn, the order of merit shall be determined by goal percentages of the two (2) teams in matches played against other teams placed in the top four (4) If more than two (2) teams have equal points at the conclusion of the rounds, the order of merit of these teams shall be determined by goal percentages in the matches played between the tied teams. 20 STATE EVENTS REPLACEMENT TEAM SHEET INSTRUCTIONS A minimum of nine (9) players is required. Players must compete in at least three (3) Association fixture games in the competition year. One (1) team sheet per team is to be submitted and returned with Association nomination form and umpire nomination form. Players and umpires who are under 18 yrs of age must return a Photograph Consent Form signed by a parent / guardian to the relevant Association. PURPOSE Netball Queensland seeks permission from the players, umpires or parent / guardian of players and umpires (under 18yrs of age) attending any of the Netball Queensland events or competitions, to take and use photographs of themselves / their child for various promotional purposes. Photographs taken by Netball Queensland assigned photographers may also be available for purchase. USE AND DISCLOSURE STATEMENT Aside from the picture itself, Netball Queensland will not disclose any personal information about any Player in any photograph taken unless Netball Queensland has obtained prior consent. This Consent Form relates to photographs taken by staff of Netball Queensland, photographer s approved by Netball Queensland or other approved personnel, and by the general media, to be used for the purposes indicated. You may, at any time, request that Netball Queensland cease using photographs of your child for any purpose by sending a written request to Netball Queensland. Withdrawal of consent to the use of photographs of your child will not affect nor apply to any publication, document or booklet prepared by Netball Queensland prior to the date of that withdrawal.
