General Information 1.1 Inc. carnivals shall be played under the rules outlined in the Netball Australia Official Rules Book. 1.2 The Carnival Committee and /or Management Committee has the responsibility for the day to day operation and management of each carnival. 1.3 The reserves the right to change the grade of a team based on the team s nomination and the available grades for the carnival. 1.4 The reserves the right to withdraw a division if the minimum number of nominations is not received for that division. 1.5 Any disputes are to be handled by the Carnival Committee and/ or Management Committee. 1.6 Protests are to be submitted in writing within one (1) hour of the completion of the game in question. Where applicable and unless stated otherwise herein, the Gladstone NA will be bound by the Netball Australia Official Rules Book, Gladstone NA Constitution and or Bylaws when handling disputes. 1.7 Netball is a contact and collision sport, all persons participating in Netball sanctioned by GNA should seek medical advice and understand any risk associated with playing the sport during pregnancy and or with previous diagnosed injuries and/ or conditions. Further information is available from the Australian Sports Commission and Sports Medicine Australia and Willis Insurance ( By nominating and participating at, Participants of the carnival are acknowledging that the Netball Aust. Insurance policy may not be available for injury associated with pregnancy and or previously diagnosed injuries / conditions and you may be playing at your own risk. 1.8 (GNA) by-laws which that all umpires must have accreditation to umpire, this by-law forms part of the Risk Management for the Association and therefore all teams will be required to supply an accredited umpire for the carnival. Teams that do not supply an accredited umpire will be withdrawn from the draw. 1.9 Penalties apply for noncompliance of the Rules and/or Breaches to the Gladstone Netball Association Codes of Behaviour (ranging from loss of carnival points to withdrawing the team from the Carnival). 3 P a g e

4 2. Nomination Process 2.1 Nominations are to be received by the Association by the closing date. -Early Bird Due- 11 th May -Final nominations Due-1 st June 2.2 The nomination fee of each team is non-refundable. Nomination fee must be received prior to closing dates for each category. $80 per team: Early Bird Nomination $100 per team: Nomination price if received after early bird date closes $50 Nipper Team Nomination (8-10 years) $40 Twilight Mixed Fast Five Comp 2.3 Each nominated team must supply an Umpire who holds a minimum of a level 1 umpiring accreditation The Umpires name and level must be stated on the relevant nomination form Please ensure that the umpire is not the team coach or a player within the team as may be required to umpire at the same time as the team is playing U10s Junior Team will be self umpiring (ie: team umpire allocation will be on same game as the team is playing) The will not provide an umpiring pool for teams to draw umpires from. All team must provide and / or source their own umpires Teams will be withdrawn from the carnival if they fail to provide an umpire. 2.4 Teams are to nominate for the Carnival in an equivalent grade as to what they would play in their own fixture competition. 2.5 Please ensure that all nomination forms are completed correctly. 2.6 Representative Teams such as Netball Queensland State Event QISSIN, Regional Representative Teams, School Representative Teams or similar will be accepted into the Pam Moore Carnival with the approval of the Carnival Committee and will be deemed ineligible for points / trophies. 4 P a g e

5 3. Player Eligibility 3.1 All nominated Players must be affiliated with Netball Queensland, or: All non-registered members of Netball Qld must complete an indemnity Form (refer to appendix 1), which is to be submitted together with the Nomination form. Failure to submit an Indemnity Form will result in the team being withdrawn from the Carnival Player/s who are not a current financial member of Netball Qld, participates with the knowledge and understanding that the Gladstone Netball Association will not be liable for player injury or accidents incurred while participating at the said carnival. 3.2 Senior players (ie: aged 18 years or older as of the 31 st December in the current year) must play in a Senior Division. The only exception to this rule is; If the player is currently registered in a junior team in their own Association. 3.3 Players must be fourteen (14) years or older to play in a senior or mixed netball team. 4. Team Composition 4.1 A maximum of twelve (12) players are allowed per team nomination. 4.2 All Players must be listed on the team nomination form. 4.3 Players are permitted to play in two (2) teams during the carnival. (eg. JNR playing up in Senior division) No consideration will be given by for dual players when compiling the draw for the Carnival. 4.4 Should your team wish to make any changes to the team after nominations have closed, changes are to be in writing to the and/or made to the nomination form prior to the commencement of the carnival. 5 P a g e

6 5. Team Officials The Match Officials consists of the Scorers and Umpires 4.5 Teams are to nominate for the Carnival in an equivalent grade as to what they would play in their own fixture competition. 5.1 One (1) scorer must be supplied by each team for each match Team scorers are to sit together and score on the official scoresheet only. If this does not occur, no disputes regarding the score will be entered into. 5.2 One (1) umpire must be supplied by each team. 5.3 Please note that at times the umpire may be allocated umpire duty at the same time as the team plays While every effort is made to the umpire allocations for Senior Teams not to co-inside with the team playing, at times is un-avoidable. 5.4 All umpires must have a current umpire accreditation. Failure to submit an Indemnity Form will result in the team being withdrawn from the Carnival Umpires who are not a current financial member of Netball Qld, participates with the knowledge and understanding that the Gladstone Netball Association will not be liable for personal injury incurred while participating at the said carnival. 5.6 The appointed umpire must be available to umpire as rostered by Gladstone Netball Association for the duration of the event It will be the team s responsibility to replace the appointed umpire in the event that the appointed umpire is not available due to unforeseen circumstances All U10s junior teams will be self-umpired. 5.7 Fines will be allocated for failure to fulfil umpiring duties. 7 5.8 It is the responsibility of the umpire to be fully aware of the Rules and Regulations of the carnival Umpires must control their side and goal lines and ensure all rules are adhered to Umpires will not start the games until all court run off areas are safe and clear of equipment and persons Umpires will stop their game and re-enforce the rules during the game if required Abuse of Umpires will not be tolerated. Umpires are to report any incidences of abuse to the GNA office immediately. 6. Uniforms 6.1 All players within a team must wear the same uniform, unless extenuating circumstances exist in which case, a letter of request must be sent to the Gladstone Netball Association providing an explanation and giving as much notice as possible. 6.2 Playing uniforms shall consist of shirt and skirt or bodysuit/netball dress, socks, briefs and positional patches along with suitable sporting footwear. For mixed divisions, shorts are permitted but must not have pockets. 6.3 If two (2) teams from the same Club (ie with the same uniform) are opposing each other in any games, it is the responsibility of the Club to provide one (1) of the teams with a colour contrasting set of bibs/patches. 6.4 Grass sport shoes of any style are not allowed to be worn at Gladstone Netball Association. Any players found to be wearing footwear with tags (moulded or metal) of any size, blades or metal spikes of any kind will not be allowed to take the court until they are wearing appropriate footwear. 7 P a g e

8 7. Match Rules 7.1 Score sheets The scor esheets for all games will be placed on the relevant courts at the beginning of each carnival day The scoresheet shall be completed by both teams, both umpires and scorers The scorers are responsible for each of the players names to be recorded on the scoresheet prior to the commencement of the game The nominated Coach of each team is to identify the MVP of the opposing team on the scorecard at the completion of the game. Where there is no nominated Coach, the nominated Captain has this responsibility The winning team is responsible for returning the scoresheet to the Control office immediately at the conclusion of each game. 7.2 Duration of Games Duration of play shall be two (2) x twelve (12) minutes halves with two (2) minutes at half time All games are centrally timed To avoid any delay between games and to keep the tight schedule as set out in the Carnival Program, Captains are asked to toss for choice of goal end or centre pass prior to the match time Teams are to be in position on the court ready for the Umpire to commence the game by the 10 second warning The changeover between games is five (5) minutes. 8 P a g e

9 7.3 Injury / Illness or Blood Stoppages for injury or illness may occur upon appeal from an on-court player and an umpire will hold time for sufficient time for the injured or ill player to safely leave the court and a replacement player to come on. No time will be held for treatment of injured or ill players. In extreme cases, if the injured/ill player is unable to be moved from the court, GNA will attempt to relocate the game for it to be continued No extra time will be given in the event of an injury or illness. 7.4 Points Where there are no divisions within a grade, there will be no final unless finals are scheduled in the draw. If there are no scheduled finals, then the winner shall be the leading team on the points table at the end of the Carnival games Where a grade has been divided into two (2) pools, there will be a system of playoffs to determine the winner and runner-up If there is a tie in any play-off, an extra five (5) minute period will be played. If after this extra period there is no winner, the teams will swap ends and an extra five (5) minute period will be played. If during the extra period a team gains a two-goal lead, the extra period will stop immediately and the team with the two-goal lead will be declared the winner. If extra time is completed, the team that is leading will be the winner. If the match is still a draw at the end of both periods of extra time, both teams shall be determined as the winners In the event of two or more teams tied on points, a count back on goal ratio of the two or more teams concerned will occur, based upon when they played common opposing teams. Goal average formula: Goals For divided by X multiplied by 100 divided by the Goals Against number of games played. 9 P a g e

10 8 Venue Information & Side Line Safety 8.1 has adopted a non-smoking and strict alcohol policy. Smoking within the grounds of the association is prohibited. The bringing in and consumption of alcohol on the grounds is also prohibited. We ask that participants and supporters support the in our endeavour to provide a healthy environment for all and respect our juniors. Offenders will be asked to leave the premises if in breach of this rule. 8.2 All participants, spectators and officials are to abide by the Associations Codes of Behaviour. 8.3 There is to be no walking or movement between courts whilst play in progress. There is space around the perimeter of the courts for movement of participants and supporters 8.4 Tents / Marquees / Shade Structures Sites Tents / marquees / shade structures are to be only in areas marked on the map attached GNA will not accept any liability whatsoever for tents / marquees / shade structures nor for any damage or injury that they may cause It is important for clubs to ensure that they leave sufficient room between tents / marquees / shade structures for a safe walkway. For obvious safety reasons: All Pegs are to be covered and Ropes placed so as to pose no risk of injury Please note: Although security contractors have been engaged to patrol the venue for this event. GNA will not accept liability for any loss or damage. 8.5 Please ensure that playing equipment not in use (for example balls, water bottles etc) are not encroaching on the court or run off area. 8.6 No Walking between courts during match play. It may mean a bit more walking to go around, but walking is good for you. 8.7 Parents please supervise your children. 8.8 Scooters, Roller Blades, Bikes etc are not allowed to be used on or around the courts. Please leave these items at home. 8.9 Pets (not even on a leash) are not permitted at Pam Moore Carnival. 10 P a g e

14 The Teams - Each team may consist of up to ten players - There are five playing position in each team whose playing areas are the same as in Netball: Goal Shooter (GS), Goal Attack (GA), Centre (C), Goal Defence (GD) and Goal Keeper (GK) - Only two Males are to be on the court at any one time. And must be split up they cannot both be shooters or both be defence. - Teams are to wear the same coloured shirts, skirts or pants. The Game - The game consists of four quarters of five (5) minutes each, with an interval of one (1) minute between the first-second and third-fourth quarters. The half time interval is two (2) minutes. Teams shall change ends at each quarter. - All basic stepping, obstruction and contact rules are still the same as Netball rules - Before the start of the game the captains shall toss for choice of goal end and power play quarter. - All other centre passes shall be taken by the team that did not score the last goal - The team winning the coin toss shall : o Choose goal end for the start of Play o Take the first centre pass in the first and third quarter o Have the first choice of a Power Play quarter - The team losing the coin toss shall: o Take the first centre pass in the second and fourth quarters o Choose a power play quarter not selected by the other team - Substitutions may be made at intervals or at any time during play and there is no limit to the number that can be made. At all times the players must meet the requirements specified in rule 2. Scoring a Goal Each successful goal will score a number of goal points as specified below: - 3 goal points : the shot (known as a super shot) is deemed to have been made from outside the Goal Circle this means the players who takes the shot shall not have any contact with the ground inside the goal circle during the catching of the ball or whilst holding it. - 2 goal points : the shot is deemed to have been made from the Outer circle this means the player who takes the shot shall not have any contact with the ground inside the Inner Circle during the catching of the ball or whilst holding it - 1 goal point: the shot is deemed to have been made from the inner circle. Power Play: The scorers will indicate when a team is using its Power Play. During a team s Power Play quarter all goal points scored are doubled. 14 P a g e

15 Players in this grade generally (GUIDE ONLY): Approximate Age GUIDE ONLY Adjust based on skill level of player Cadets 1 Cadets 2 Junior 1 Junior 2 Strong, confident players with a good understanding of the game and their team. Players use systems and strategies well in game play, show good individual skills as well as utilising combinations and can adapt to changing needs within the game. These players should have identifiable strengths that they bring to the game and are role models for other junior players. Teams may have a number of representative players included. Good execution of complex positional skills. A good strong level of play that has sound systems of play. Players may be just below their full potential, but are definitely developing towards this. Team shows good cohesion using combinations to achieve objectives, and are developing more complex skill sets. Good execution of positional skills, with development in the execution of complex positional skills. Have a good knowledge of the game, and have developed a sound to good skill set. Some more complex systems of play are evident, and players are working in combination to achieve team objectives. Generally, players are able to achieve what they are aiming to achieve, however may lack speed and strength. Sound to good development of positional skills. Have developed a sound skillset and are developing confidence in undertaking their positions. Simple systems of play are successfully implemented, and more complex systems are tested. Players are becoming more competent in positional skills, and have developed confidence in these. Junior 3 Players are starting to understand their role in partnerships on the court, and are beginning to work with other players to achieve game objectives. Individual players are developing in specialised roles more, and simple systems of play are becoming more successful. Positional skills are developing. Junior 4 Some players may be new to netball. They show an understanding of the game and basic strategies to get the ball to the goal. They are still developing their basic skills.
