3 Officials Coaches Managers Players Parents/Spectators Volunteers This package is meant for coaches and managers to use as a guide for communication to players and families. Each coach/ manager should have had a training session before they deliver the following. Mission Statement: Saint John Youth Minor Hockey Association will strive to provide youth with a positive learning experience in developmental hockey programs to foster leadership, sportsmanship and team work in a safe environment.
4 Why we are doing this program? SJYMHA- Does not tolerate verbal and physical abuse Fair Play, Shared Respect; see page 37 attached Hockey Canada- Roles and responsibilities: What is Hockey Canada s policy on preventing bullying, harassment and abuse? It is the policy of Hockey Canada that there shall be no bullying, harassment, and abuse whether physical, emotional or sexual of any participant in any of its programs. Hockey Canada expects every parent, volunteer and staff member to take all reasonable steps to safeguard the welfare of its participants and protect them from any form of violence. 7 Saint John Youth Minor Hockey Association Zero Tolerance Program Zero Tolerance Policy: Approved by: Accountability: Original Date: Revised Date: Players, Coaches, Managers, Parents, Referees and Spectators Executive of Saint John Minor Youth Hockey Association All Stakeholders of Saint John Youth Minor Hockey Association September 2010 August 2011 Purpose: By-Law The Board will ensure the supervision and discipline of team officials, players, parents and guardians. Mission Statement: Saint John Youth Minor Hockey Association will strive to provide youth with a positive learning experience in developmental hockey programs to foster leadership, sportsmanship and team work in a safe environment. Zero Tolerance Policy: Several negative aspects of today s society have crept into the sport of ice hockey. The increase number of verbal and physical assaults in the hockey program is a growing problem. This problem has resulted in unhappy stakeholders in the Saint John Minor Youth Hockey Association. All stakeholders will adhere to the mission of the association by supporting a zero tolerance policy. There will be no tolerance of verbal or physical misconduct at any program of the Saint John Youth Minor Hockey Association. This program will support: Fair play, positive experiences and team work. Rules and regulations of association will be followed regarding zero tolerance. All stakeholders will adhere to the zero tolerance policy. Communication of the zero tolerance program is the responsibility of the executive of Saint John Youth Minor Hockey Association. Accountability of program is the responsibility of all stakeholders. Attention: Zero Tolerance has been adopted and is now in the SJYMHA Constitution. Action
8 will be taken when inappropriate behavior requires disciplinary action.
9 Tolerance Policy Zero In an effort to make ice hockey a more desirable and rewarding experience for all participants, the Saint John Youth Minor Hockey Association will adhere to certain points of emphasis relating to sportsmanship. Several negative aspects of today s society have crept into the sport of ice hockey. The increase number of verbal and physical assaults in the hockey program is a growing problem. This problem has resulted in unhappy stakeholders in the Saint John Minor Youth Hockey Association. This campaign is designed to require all players, coaches, officials, league officials and administrators to maintain a sportsmanlike and educational atmosphere before, during and after all SJYMHA sanctioned events. If the following is not adhered to, the Saint John Youth Minor Hockey Association Executive will refer to and administer the Official Constitution By- Law 1: Powers and Duties of the Executive. Players A minor penalty for un-sportsman like conduct (Zero Tolerance) shall be assessed whenever a player: 1) Openly disputes or argues and decision by an official. 2) Uses obscene or vulgar language at any time, including and swearing, even if it is not directed at a particular person. 3) Visually displays any signs of dissatisfaction with an official s decision including standing on the boards or standing in the bench doorway with the intent of inciting the officials, players, or spectators. Any time that a coach persists in any of these actions, they shall be assessed a game misconduct penalty. Officials and Coaches Officials are required to conduct themselves in a businesslike, sportsmanlike, impartial and constructive manner at all times. The actions of an official must be above reproach. Actions such as baiting or inciting players or coaches are strictly prohibited.
10 On-ice officials and coaches are ambassadors of the game and must always conduct themselves with responsibility in mind. Parents, Spectators or Volunteers The game shall be stopper by game officials when the parents, spectators or volunteers displaying inappropriate and disruptive behavior interfere with other spectators or the game. The on-ice officials will identify violators to the coaches for the purpose of removing parents/spectators from the spectators viewing and game area. Once removed, play will resume. Lost time will not be replaced and violators may be subject to further disciplinary action by the local governing body. This inappropriate and disruptive behavior shall include: 1) Use of obscene or vulgar language in a boisterous manner to anyone at any time. 2) Taunting of players, coaches, officials, or other spectators by means of baiting, ridiculing or threat of physical violence. 3) Throwing of any object in the spectators viewing area, player s bench, penalty box or on ice surface, directed in any manner as to create a safety hazard.
