9 I. GENERAL 1.1. IIHF authorized tournament regulation The principles and rules for organization of tournaments authorized by the International Ice Hockey Federation (IIHF) are set forth in the IIHF Charter and bylaws, regulations and other standards of IIHF Purpose of the tournament promotion of ice hockey in the Russian Federation; preparation of strongest sportsmen for participation in international competitions in national teams of the Russian Federation; improvement of international relations in the area of sports Applicability The Regulation of Ice Hockey Junior Club World Cup (hereinafter the Regulation) shall cover the IIHF authorized tournament Ice Hockey Junior Club World Cup, hereinafter referred to as the Tournament Organizers and co-organizers of the tournament The Organizer of the Tournament is Kontinental Hockey League Limited Liability Company The Co-organizers of the tournament are: 1. Ministry of Youth Affairs and Sport of the Republic of Tatarstan, 2. Non-Commercial Partnership Junior Hockey League, 3. All-Russian Public Organization Ice-Hockey Federation of Russia The Organizer and the Co-organizers of the Tournament are hereinafter referred to as the Organizers The Organizers are entitled to assign a part of their rights and/or obligations to a third party. In case of a part of rights and obligations being assigned to a third party, the liability for organization of the Tournament shall be borne by the Organizers in full Obligations of the Organizers Rights, obligations and liability of the Organizers in connection with organization of the Tournament shall be allocated in accordance with the Tournament Organization and Holding Agreement (hereinafter referred to as the Agreement). IIHF is not a party to agreements concluded between the Organizers and a third party Participants of the tournament Clubs of the following countries shall participate in the Tournament (in alphabetical order): Kingdom of Sweden; Republic of Latvia; Republic of Kazakhstan; 9

10 Russian Federation; Slovak Republic; Republic of Finland; Czech Republic. If participation of any invited club is impossible for any reasons beyond its control or due to a hard financial condition, MHL shall be entitled to invite another club in substitution to participate in the Tournament. The age of the Tournament participants: year born. Number of participants born in year 1996 is limited (no more than 5 persons in each team). II. ORGANIZATION OF COMPETITIONS 2.1. Organizing Committee The activities associated with organization of the Tournament are performed by the Organizing Committee consisting of representatives of the Organizers Principal obligations of the Organizing Committee: a. issue of necessary directives and making of decisions on the issues of arrangement and holding of the Tournament; b. approval of the structure of Tournament participants; c. activities associated with arrangement and holding of the Tournament; d. control of preparation for the Tournament, preparation for the Tournament; e. approval of the Tournament income and expenditure budget, control of fulfilment thereof ; f. fulfilment of other obligations within its assigned powers Management Board The Organizing Committee shall approve a Management Board for the time of preparation and holding of the Tournament The Management Board is composed of: representatives of the Organizers, representatives of local public and social organizations and representatives of the hockey community. The structure and persons of the Management Board are approved by the Organizing Committee. If the Organizers have engaged third party services in Tournament organization, its representatives may be also included into the Management Board Principal responsibilities of the Management Board: a. performance of activities associated with Tournament holding; b. fulfilment of decisions of the Organizing Committee. Before commencement of the Tournament, the Management Board shall inform national federations of countries whose teams participate in the Tournament, on 10

11 the details of arrangement and holding of the Tournament Directorate The Tournament Directorate shall be created for the period of holding of the Tournament, in order to solve sports and organizational issues The Directorate shall be composed of representatives of Organizers and all the teams participating in the Tournament, referee inspectors of IIHF and KHL/MHL and other interested parties The Directorate shall be headed by the MHL Managing Director Personnel The Organizers shall be responsible for appointment of qualified persons to the Organizing Committee and the Directorate, who shall perform the work before commencement of the Tournament, during its celebration and upon completion Inspection of Tournament venues The Organizers shall compile a schedule of visiting of Tournament venues for the purpose of control of preparation thereof Meetings and minutes The Organizers shall be responsible for issue and sending of minutes of all meetings of Organizers representatives. Following approval of the meetings, they will be sent to all interested parties no later than seven (7) calendar days after the meeting. III. FINANCIAL ISSUES 3.1. Revenues The Organizers are entitled to receive all the revenues from the Tournament according to the Agreement Expenses The Organizers shall bear all expenses associated with organization of the Tournament, according to the Agreement Taxes and charges The Organizers shall pay taxes and/or similar charges collected in accordance with the law of the Russian Federation from the revenues of the Tournament. IV. TOURNAMENT VENUES AND FACILITIES 4.1. Tournament venue The Organizers shall prepare two ice palaces meeting the IIHF requirements. 11

12 All the games of the Tournament shall be held in cities of the Republic of Tatarstan The ice rinks shall meet the specifications indicated in the IIHF Rule Book by their characteristics and will be suitable for holding of games no later than three days before commencement of the Tournament. Such preparedness will be maintained within the whole Tournament Illumination of the ice rinks shall be at least 1600 lx at games and at least 600 lx at trainings The Organizers shall ensure power supply in the volume required for arrangement and holding of the Tournament. The Organizers shall prepare an emergency power supply plan Premises of the ice palace All premises of the ice palace shall have clear inscriptions and signs, a respective information sign system helping to move through the palace, shall be developed (including for accreditation zones) Allocation of premises of the ice palace with indication of equipment details (for ex., office equipment, main furniture) will be performed in the course of one of inspections. The report shall be issued according to the results of the inspection and shall be signed by the Organizers together with the floor plan attached to it Each team participating in the Tournament shall be provided with a locker room with a shower, a toilet, a coach room, a massage room, a utility room, a drying room The Organizers shall provide the teams with a warm up area inside the ice palace. The warm up area is equipped with stationary bicycles and mats, has a high-quality ventilation system. Security of the ice hockey players shall be assured in the area The referees and fourth officials, and linesmen, hereinafter referred to as on-ice officials, shall be provided with locker rooms with shower and toilets in each ice palace. The locker rooms for in-field referees are located in the same part of the ice palace that the locker rooms for the players The off-ice officials shall be provided with locker rooms in each ice palace The Organizers shall arrange a doping control station and a first aid room in close proximity to the ice rink and locker rooms of the players. The floor at passages between them has rubber coating. The station and the room should be equipped in accordance with IIHF Medical Regulation The Organizers shall equip a room for the statistics service in each ice palace The Organizers shall prepare a spacious (approximately for 20 persons) room for meetings of the directorate The following premises will be provided by the Organizers for mass media representatives: a. Media Centre a room with the capacity of up to 50 accredited journalists; b. Press boxes provided in each ice palace to journalists of printed media in 12

13 one of spectator areas, 50 seats per game. These seats shall be reserved for them for the whole period of the Tournament; c. Commentary positions 10 commentary positions for radio- and television commentators in each ice palace, in one of the spectator areas on the same side with the platform of the main TV camera in each ice palace. They are reserved for the commentators for the whole period of Tournament; d. Press conference room acoustic room in each ice palace with the capacity of up to 50 persons; e. Mixed zone a special zone in each ice palace where the representatives of mass media who have free access to it, will be able to interview the participants of the games. The mixed zone is located in maximum proximity to locker rooms of the teams and is divided into three sections, where TV journalists, radio journalists, representatives of printed media work. The players are interviewed by them in the same sequence The Organizers shall prepare a transportation center The Organizers shall prepare an accreditation center The public area of the ice palaces and the adjacent territory may be used by the Organizers for promo actions, product- and general advertisements. V. COMPETITIONS 5.1. Composition of participants of the Tournament The Tournament shall be attended by ice hockey teams from participating countries of the Tournament according to p.1.5 hereof. National federations shall present information on the participating team of the tournament no later than 75 calendar days before commencement of the Tournament Time frames of the Tournament The Tournament is held beginning from August 18, 2016 until August 29, 2016 The participating teams of the Tournament shall arrive in Moscow on August 17, 2016, no later than 14.00, Moscow time Plan of the Tournament The Tournament is held in two stages. On the first stage the participating teams of the Tournament are divided into two subgroups (А and B) and play games with each other with single leg ties throughout and tabulate the results from the first to the last one. The second stage is held in a playoff format: See scheme 1. 13

14 Scheme 1 Teams which lost the 1/4 final play the places from 5 to 8, and the game for the 5th place is played by teams which took the highest place on the first stage. If the teams took the same place, participants of the game for the fifth place shall be determined in accordance with 5.6 of this Regulation. The remaining two teams play a game for the 7th place. Winners of the 1/2 final shall determine the holder of the World Cup and the silver medalist. The lost teams shall play for bronze All the games of the Tournament shall be played in strict compliance with the IIHF Official Rule Book , provisions of this Regulation. All hockey players, coaches, doctors, managers and other hockey club officials, referees, inspectors and other persons involved in the Tournament games should know and observe the provisions of the Official Rule Book and this Regulation Calendar of the Tournament The calendar of Tournament games and the training timetable shall be approved by the Organizers. These documents shall be made known to the participating teams no later than August 1, Adjustment of the calendar of Tournament games is possible only in cases of a change in the number of participating teams Scoring system According to the results of each Tournament game, the winning teams shall get: a. for winning in regulation time three (3) points; b. for winning in overtime or a series of game winning shots - two (2) points According to the results of each Tournament game, a losing team shall get the following scores: a. no points scored in regular time; b. one (1) point scored in overtime or a series of game winning shots. 14

15 5.6. Determining the team places In current and final allocation of places among the teams during and after the Tournament, in the case of two or more teams having the same number of points, precedence shall be taken by a team: a. having the best head-to-head points; b. having the best difference between the hit and lost pucks in head-to-head plays. c. having the most victories in regulation time in all the games; d. having the most victories in overtime in all the games; e. having the most victories in overtime in series of game winning shots in all the games; These criteria (а, b, c, d, e) shall be applied in a sequence If all the points are equal, the team places shall be determined by lot Form and procedure of preparation of official brackets of the Tournament Current positions of the teams shall be determined by the Tournament directorate and published in the form of official brackets of the Tournament with indication of team positions for the moment of their compilation Official brackets of the Tournament have the following format (all data for each of the teams are given for the date of compilation): a. the first column «Place» numbering of places for the teams participating in the Tournament in descending order of sport results; b. in the second column «Team» official names of the teams participating in the Tournament according to the places occupied by them, in descending order of sport results; c. in the third column «G» number of games played by each team; d. in the fourth column «W» number of victories of each team in regulation time; e. in the fifth column «WО» number of victories of each team in overtime; f. in the sixth column «WS» number of victories of each team in series of game winning shots; g. in the seventh column «L» number of games lost by each team in regulation time; h. in the eighth column «LО» number of games lost by each team in overtime; i. in the ninth column «LS» number of games lost by each team in series of game winning shots; j. in the tenth column «Pucks» number of pucks hit H and lost L by each team; k. in the eleventh column «P» number of points collected by each team in games Tournament team application The tournament team application (Appendix no. 1) shall be submitted 15

16 according to the established form to the Organizers of the Tournament. The application shall be accompanied by individual photos of hockey players in team uniform and coaches in official uniform and a group photo of the team (the photos shall be presented in digital format on electronic media) Acceptance of application documents defined by this Regulation, from all participating teams of the Tournament starts on August 1, 2016 and ends on August 19, However, the provisional squad of the team with individual photos attached must be presented before July 15, Amendment of the application form after August 19, 2016 is not admitted The application form shall be submitted by the club to the Organizers in printed A4 format in two copies and must contain a list of the team, heads of the club, coaches, medical staff, administrative personnel and must be certified by: a. the doctor of the hockey club; b. the head of the hockey club When the club submits a Tournament application, all the documents presented by the club in hard copy must be also submitted on electronic media, on a CD/DVD disc or sent to the Organizers via A tournament application list of a team may not contain more than twenty five (25) hockey players. All foreign hockey players must have an IIHF international transfer card. In the absence of such card a hockey player may not apply A club s team application shall be also supported by: a. copies of passports of the hockey players specified in the team application; b. copies of duly executed international transfer cards in respect of the hockey players who are subject to the jurisdiction of national hockey associations and/or hockey federations of other countries The team application may not contain two hockey players with the same number. Change of numbers of the hockey players during the Tournament is not admitted Team application for a separate game No later than 45 minutes before the beginning of a game, the official representatives of the teams shall submit to the scorekeeper a filled printed game application with their signature and full names, which contains the numbers (in ascending order), positions and dates of birth of the hockey players, the captain and his alternate. Then copies of the applications shall be delivered to the teams and the press center, and the original shall be kept by the chief referee. No modifications in the squad of the teams may be performed thereafter. Exclusion shall be made in cases of injury got by one of the goaltenders of the team during a warmup preventing him from participation in the game. In such a case he may be replaced with another goaltender no later than 15 minutes before the time appointed for the game A team application for a separate game of the Tournament may not contain more than twenty two (22) hockey players, including twenty (20) field players and two (2) goaltenders The application of the club team for a separate game of the Tournament must contain two (2) goaltenders. If one of the goaltenders gets an injury during a 16

17 warmup which prevents him from participating in the game, he may be substituted with a third goaltender, provided that the team application complies with all other provisions of this regulations after substitution of the goaltender Requirements to the team uniform The main elements of the uniform (sweaters, shorts, helmets, shin pads), including goaltender s equipment (excluding his helmet), in which the team appears, must be absolutely identical The home team must appear in dark uniform and the visiting team in light uniform of contrasting colour A sweater of a hockey player must have: a. on the chest an emblem of the participating team; b. on the back the number, under which the hockey player is specified in the team application list and the surname in English above the number. The number and the surname of the hockey player must be well marked and stand in stark contrast with the main colour of the hockey sweater; c. on the sleeves the number of the player, 100 mm high. The player s number must be well marked and stand in stark contrast with the main colour of the hockey sweater The player s number of 50 to 70 mm high must be obligatorily placed on the helmet. The number must be well marked and stand in stark contrast with the main color of the helmet The team players must have gloves of the same colour that the main colours of the team, as far as possible Other conditions of the Tournament After completion of each game on all the stages of the Tournament all the hockey players of the playing teams must participate in the post-game handshake. The handshake shall be performed at center ice. The hockey players shall make a conditional line and move towards the net of the opposing team After completion of each game a representative of a participating team must check the game report and sign it within 30 minutes. All records in the official game report by the representatives and doctors of the teams, must be made in the officials room. As to the official report, the teams are only entitled to make a record on injuries got by the hockey players and a note on their intention to file a protest against the game result with a brief justification of the basis of filing Each game shall be followed by a press conference attended by main coaches of the teams participating in the game. The press conference shall be held in a specially equipped place (press center) and shall begin no later than 15 minutes after completion of the game. The responsibility for organization and holding of the press conference shall be borne by the Tournament Organizers Each game shall be followed by performance of the national hymn of a country of the winning team. From the moment of beginning and until completion of performance of the national hymn, each team participating in the game shall stand in full squad (according to the game application) on the blue line. 17

18 While the national hymn is performed, the hockey players, coaches and other club officials, referees, inspectors and officials must remain on their places standing hatless with their faces to the state flags, observing the general rules of conduct and respect to the national symbols Games of the Tournament may begin in the period from until 8.30 p.m., local time. The directorate is entitled to appoint the beginning of the games for another time Rules of a separate game All the games must be held in time (day and hour) established by the Tournament calendar, excluding the cases when the Organizers make a separate decision on this matter. Apart from the cases provided for by this Regulation, a game may be postponed only in exclusive cases, such as: a. on occurrence of force majeure circumstances; b. in exclusive cases, subject to mutual agreement of the teams participating in the game and a mandatory decision of the Tournament Directorate If it is impossible to hold the game on the appointed date, the Directorate may decide to postpone it to another date and time If three periods of the games ended in a draw, an additional 5-minute period (overtime) shall be assigned. The length of overtime in a game for the first place shall be ten minutes. Rules of overtime: a. overtime shall be played after a two minute break (without resurfacing of the ice and change of ends), within which the hockey players will remain on ice; b. the game will be played to the first scored goal. The team scoring a goal will become the winner and the game will be completed. It any team refuses to play overtime, such team will be considered as losing the game; c. five (5) hockey players shall play for each team irrespective of their roles in the game. Penalties shall be charged in accordance with the Ice Hockey Rules in the same manner as during the regulation time. The unused penalty time of the hockey players obtained by them during the regulation time, shall remain valid; d. if one of the teams is charged with a penalty during the overtime, this team shall be represented by 3 field players and a goaltender, and the other team by 4 field players and a goaltender; e. if a minor penalty is charged in plays of 4 field players and one goaltender per each team, 4 field players and one goaltender shall play for each team on the rink until expiry of the penalty. In such a case the sanctioned players shall be on the penalty bench until the first stoppage of the play following expiry of the penalties; f. if one of the teams gets an advantage of two players after the penalty, the violating team shall have 3 field players and a goaltender on the rink, and the other team shall be represented by 5 field players and a goaltender. At the first stoppage of the play, when the two player advantage expires, the number of field players playing for each of the teams shall be 4 x 4 or 4 x 3, as the case may be; 18

19 g. if the regulation time ends with a 5x4 numerical advantage of one of the teams, the overtime shall be started by the teams with the number of field players equal to 4 x 3; h. if the regulation time ends with a 5x3 numerical advantage of one of the teams, the overtime shall be started by the teams with the number of field players equal to 5 x 3. On expiry of the penalties and continuation of play the number of field players may be 5x5 or 5x4. The number of field players of the teams participating in the game must be brought in compliance with the 4x4 or 4x3 relation at the first stoppage of play.; i. if the regulation time ends with the number of field players in the teams of 3x3, the overtime shall be started by the teams with the number of field players of 3x3. If the number of field players reaches 5x5 or 5x4, it shall be brought in compliance with the relation of 4x4 or 4x3 at the next stoppage of the play.; j. if the regulation time ends with the number of field players of 4x4, and the player or players are punished with unequal or equal penalties on the penalty bench, the overtime shall be started by the teams with the number of field players of 4x4. After return of the sanctioned players on the ice, the number of field players becomes 5x4 or 5x5 and will be brought in compliance with the relation of 4x4 or 4x3 at the next stoppage of the play; k. if the teams play 3x3 in overtime following application of the penalties and one of the teams is charged with a penalty, 3 field players and a goaltender shall remain on the rink with the violating team, and the other team shall be represented by 4 field players and a goaltender. If in this situation the violating team is charged with one more penalty, this penalty shall be deferred and the teams shall continue playing 3 x 4. Following continuation of the game and expiry of the penalties, the number of field players may be 3x5, 4x5 or 5x5. The number of field players of the teams participating in the game in a 4x5 or 5x5 play, must be brought in compliance with the relation of 3x4 or 4x4 at the first stoppage of the play If the scores remain unchanged until completion of the overtime of any Tournament game, game winning shots shall be assigned to determine the winner of the game according to the following rules: a. on completion of the overtime the central ice limited by faceoff spots must be cleaned from snow with an ice removing machine; b. before the game winning shots the chief referee of the game shall invite two captains participating in the team game to the referees and the captain of the home team shall chose a team to make the first game winning shot; c. the procedure of game winning shots shall start with three (3) different players of each team making shots. Lists of the players shall not be compiled in advance. All the goaltenders and field players of the both teams indicated in the game report may participate in the shots procedure; d. players whose fines have not expired before the end of a tied overtime have no right for the game winning shots. These players must remain on the penalty bench or go to the locker room until completion of the procedure of game winning shots. The players who were charged with a 19

20 penalty during the shots, must remain on the penalty bench or go to the locker room until completion of the procedure of game winning shots; e. the goaltenders must defend the same net that they did during the overtime. The goaltenders may be substituted after each game winning shot. A goaltender that is not currently at the net, must be on a sub s bench; f. should a series of 3 (three) shots of each team be tied on points, the same or new players shall make shots, one from each of the teams until a decisive goal is scored. The shots may be done by the same player until the winning result is reached. The first shots shall be made by players of a team which was the last to make shots in a series of three (3) game winning shots. The game will be completed as soon as the winning result is achieved in a two-player tournament; g. players of the both teams will make shots by turn until a decisive goal is scored. The remaining shots shall not be performed; h. in the issues which are not settled by this article of the regulation, the procedure of game winning shots shall be performed in accordance with article 509 of IIHF Rule Book; i. the scorekeeper shall record all the shots, indicate the hockey players, the goaltenders and the goals scored. The hockey player of the team which starts the shots is marked with a star ; j. only one decisive goal out of all the goals hit during the game winning shots shall be scored in the total result of the game. The decisive goal in the game winning shots shall not be included in the individual statistics of the hockey players; k. any penalty of the goal keeper (excluding the disciplinary penalty) applied before the end of the game and game penalty obtained during the game winning shots shall be sit out by any player of the team; l. a minor bench penalty charged to the team during the game winning shots, shall be sat out by any player of the team. A minor penalty which was applied to a hockey player for example, in connection with a request on stick measurement, shall be sat out by the hockey player whose stick was measured. The sanctioned players are not allowed to make the game winning shots until completion of the game; m. if a team refuses to participate in the procedure of game winning shots, the game shall be completed and such team shall be considered as losing the game; n. if a hockey player declared by the speaker refuses to make a game winning shot for any reason whatsoever, the shot shall be considered as made, and the goal shall not be scored Officiating at the Tournament Appointment of on-ice officials and inspectors for Tournament games and quality control of the officiating during the whole Tournament shall be performed by an invited IIHF inspector and KHL/MHL inspector. Games shall be officiated by onice officials selected by the KHL/MHL Referees Department, approved by the MHL Managing Director, who shall observe the IIHF Rule Book

21 The referees and linesmen are responsible for clear and appropriate fulfilment of their professional duties Games on all the stages of the Tournament shall be officiated by four onice officials directly on the hockey rink (two referees and two linesmen), the chief referee of the competitions, the chief scorekeeper and the off-ice officials consisting of seven persons: a. 1 scorekeeper; b. 1 game timekeeper; c. 1 commercial coordinator; d. 2 goal judges; e. 2 penalty judges Before commencement of each game the chief referees are obliged to: a. inspect the hockey rink, evaluate the quality of ice and its suitability for the game; b. check the work of the information display; c. make sure that the uniform and equipment of the players participating in the warmup are in place and correct; d. do another actions associated with preparation and holding of the game provided for by this regulation, the requirements of the IIHF Rule Book and special indications of the directorate In case of a disputable situation appearing at goal scoring, one of the chief referees of the game may use the Video Goal system during the game at his own discretion. When reviewing the video record in the Video Goal system the referee shall pay attention to: a. the puck crossing the line of the net; b. the puck entering the net before the net is moved; c. the puck entering the net before or after the end of play time at the end of the period; d. the puck sent to the net by hand or kicked to it; e. the puck rebounded to the net from the referee; f. the play with a high stick against the puck by a player of the attacking team before it entered the net; g. in order to determine the right time on the display, if the play time is shown on the display of the Video Goal system. h. the puck crossing the line of the net; i. the puck entering the net before the net is moved; j. the puck entering the net before or after the end of play time at the end of the period; k. the puck sent to the net by hand or kicked to it; l. the puck rebounded to the net from the referee; m. the play with a high stick against the puck by a player of the attacking team before it entered the net; n. in order to determine the right time on the display, if the play time is shown on the display of the Video Goal system. 21

22 Following completion of each game the chief referees shall immediately: a. obtain an official report from the scorekeeper, check it, make respective records and sign; b. inform the Directorate on the game held; c. in case of any punishment being applied to a hockey player and/or representative of one of the teams in the form of a misconduct penalty until the end of the game or a game penalty, the chief referees of the game shall indicate the number and paragraph of the article according to which the punishment is applied, on the reverse side of the report, in the section On disciplinary violations of hockey players and team representatives and make a report for the Tournament Directorate. d. decision on disqualification of a player on the basis of the report, game report and video materials shall be taken by the Sports Disciplinary Committee of the Tournament comprised of two Tournament inspectors and a MHL representative. e. decisions of the Sports Disciplinary Committee are final and may not be appealed Official representatives of the teams participating in the game shall sign an official report of the game within thirty (30) minutes following completion of the game In case of any errors being detected in the official reports of the games, the directorate shall be entitled to amend such reports Written invitations The Organizers shall issue invitations and ensure necessary support in obtaining of entry visas and permissions to enter the Russian Federation for members of all the teams and official IIHF representatives Representatives of Organizers The Organizers shall assign their representative for each team. This representative and the on-ice official shall maintain the relations between the Organizers and the respective team. The Organizers representatives shall be fluent in English Services provided by the Organizers The Organizers shall render the following services to all the teams and on-ice officials participating in the Tournament: a. repair of the uniform during the games; b. repair of equipment; c. skate sharpening; d. washing of the uniform and underwear after each play and training (without provision of bags for placement of the uniform and underwear); e. offering of towels for plays and trainings; f. offering of 50 pucks per team for the whole period of the Tournament for holding of trainings and warmup; g. delivery of drinks and meals to locker rooms at plays and trainings; 22

23 h. cleaning of the locker rooms, corridors, subs benches, penalty benches after warmup and play periods Ceremonies Flags of the countries participating in the Tournament, as well as KHL, MHL and FHR flags are hung in the ice palaces. The flags must be of equal size and must be placed on the same level, from left to right, in alphabetic order. IIHF flag may be also hung to the left of the national flags, on the right or in the middle. The IIHF flag may differ by its size from the other flag. The flags are hung on the most visible place The Tournament opening ceremony is held in a festive atmosphere Approximately two minutes before commencement of the game the both teams enter the ice and stand along the respective blue lines. The referees and linesmen take their places on the ice between the table of the timekeeper. The captains of the both teams approach the game referees, interchange pennants and shake hands to each other and the referees. At this time the speaker announces the first lines of the both teams. Then the field players approach their goaltenders who have already taken their places in net, and then move to the subs benches, and only the first line players remain on ice. The initial face-off shall be performed at the time appointed for commencement of the game Immediately after the end of the game the players shall stand along the respective blue lines. The best player of each team shall be awarded a prize (subject to a respective decision of the Organizers), following which the referees shall occupy their places near the red line. The hymn of the country of the winning team shall be played. The players of the both teams shall listen to the hymn with their faces turned to the flag and helmets taken off, showing their respect to the national attributes. On completion of this ceremony the players shake hands and leave the rink The cup, medals and prizes is awarded on the ice rink on completion of the third-place game and the final game. The cup and golden medals are awarded to the team winning the Tournament. The silver and bronze medals are awarded to teams occupying the second and the third places respectively. The prizes are awarded: a. to three players of the Tournament acknowledged by the directorate as the best in their roles (goaltender, defenseman, forward); b. to the best bombardier of the Tournament who got the greatest number of points; c. to the most valuable player of the Tournament (MVP) The awarding and closing ceremony shall be held according to the following scenario: The teams which participated in the final game stand along the blue lines. The players who won individual prizes enter the ice to receive them. 1. Awards are given to the final game on-ice officials (two referees and two linesmen). 2. The Chairman of the Organizational Committee hands out individual medals, prizes and the World Cup to the team winning the Tournament. 3. Finally, the hymn of the country whose team won the World Cup is played and its flag is flown under the arch of the palace. 23

24 4. Following delivery of all the prizes the Chairman of the Organizing Committee declares the Tournament closed. VI. MEDICAL REGULATION The Organizers shall ensure fulfilment of the provisions of the IIHF Medical Regulation. The Organizers shall prepare and realize a program of medical services provided to the players and spectators, recruitment of necessary staff of medical employees in ice palaces in accordance with the IIHF Medical Regulation, Order of the Ministry of Health and Social Development of the Russian Federation dd. August 9, 2010 no. 613 n On approval of the procedure of provision of medical aid at physical training and sporting events. VII.ACCOMMODATION AND MEALS 7.1. General The Organizers shall provide the persons specified in p.7.4, hereinafter referred to as the official participants, with accommodation and meals (breakfast, dinner, supper). The official participants are entitled to accommodation and meals in places of their stay (hotels), beginning at p.m. local time, on August, 2016 and ending at p.m. local time, on August 18, 2016, and ending on the day of completion of their official mission at the Tournament (including a reasonable period of time required for prompt departure from the Tournament) Booking of hotels for official members All the persons specified in paragraph 7.4. shall be provided with hotel accommodation Meals for the official participants All the persons specified in paragraph 7.4 shall be provided with three meals a day (breakfast, dinner and supper) in their hotels. The supper end time shall be assigned so as to provide the official participant with hot meals after completion of evening games. The Organizers shall develop the dietary regime and the menu in accordance with the norms specified in the IIHF Medical Regulations Official participants of the Tournament The official participants of the Tournament are: a. participating teams comprised of thirty (30) persons; b. judges Each participating team shall be provided with six (6) single rooms and twelve (12) twin rooms in each hotel. 24

25 Conference halls of the hotels may be placed at the disposal of the participating teams The referees and linesmen shall be accommodated no later than one day before the first play of the Tournament, at a hotel with no other official participants staying. The period of stay shall end on the day following completion of the Tournament. The referees shall be provided with single rooms, and the linesmen shall be accommodated in twin rooms, one room per two persons. VIII. TRANSPORT 8.1. General The Organizers shall compile a plan of flights of the participating teams on the route from Moscow to the place of the Tournament and from the place of the Tournament to Moscow. The flight plan offered by the Organizers shall be binding for the participating teams of the Tournament The Organizers shall provide land vehicles for transportation of the official participants of the Tournament: a. from the moment of their arrival in Moscow and until their departure to Kazan/Nizhnekamsk, and after their return to Moscow from Kazan/ Nizhnekamsk and until departure from Moscow; b. from the moment of landing at the airport of Kazan/ Nizhnekamsk and until their departure on completion of the tournament. c. the Organizers shall ensure transportation of the teams between cities, hotels and ice palaces to plays, trainings and meetings, as well as between hotels Transportation center The transportation center shall start its work on August 18, 2016 and complete it after departure of all the teams from Kazan/Nizhnekamsk on completion of the Tournament. The transportations shall be performed before commencement of each play and training, during the time when they are held and on completion thereof. The vehicles shall be available from a.m. until p.m. If required, the vehicles may be provided at the night time Vehicles The organizers shall provide the official participants of the Tournament with the following vehicles: a. buses and, if required, trucks for transportation of teams and their equipment; b. minibuses with drivers for referees and linesmen; c. vehicles for the Chairman of the Organizing Committee and Tournament officials; d. vehicles for service personnel. 25

26 8.4. Parking spaces The parking spaces for the vehicles provided to the participating teams, Organizers, officials and guests of the Tournament, shall be equipped in close proximity to the ice palaces. Access of the vehicles to such parking spaces shall be granted under permits issued by the Tournament management board. IX. ACCREDITATION OF THE PARTICIPANTS AND GUESTS OF THE TOURNAMENT 9.1. IIHF Accreditation Instructions The Organizers shall develop and implement a system of accreditation of Tournament participants and guests Accreditation center The Organizers shall ensure functioning of the accreditation center Right to the accreditation The form of accreditation cards granting free access to places in ice palaces and to services specified in them shall be approved by the Organizers. The cards shall be issued: a. to all official participants specified in paragraph 7.4; b. to personnel of the Organizers, volunteers, sellers renting spaces in the ice palaces, security personnel; c. TV and radio personnel; d. journalists of printed media who confirmed that they are employees of TV and radio companies in their accreditation requests; e. suppliers, PC personnel, video goal judges, uniform repair personnel; f. technical personnel invited to perform ice work in the respective premises of the ice palaces, related to the Tournament; g. members of the Organizing Committee, working management board and Tournament guests; h. other persons by decision of the Organizers. Х. BOOKING AND SALE OF THE TICKETS Rights of the Organizers The Organizers are entitled to sell tickets for all seats excluding the seats reserved according to the requirements of this Regulation Tier for teams and referees The Organizers shall prepare a tier (zone for accredited persons) for 100 persons, for players, coaches, team officials and referees, which shall be equipped with high 26

27 quality convenient seats in each ice palace. The seats shall be reserved for their holders for the whole period of the Tournament. Apart from the above seats, each participating team shall be provided with thirty (30) free tickets to the plays in which it participates Tier for mass media representatives The Organizers shall assign fifty (50) seats per each play for journalists of printed media in each palace The Organizers shall assign spaces for TV and radio companies for equipment of the commentator s positions. They shall be equipped in the upper part of the ice palace on both sides of the central line and shall be reserved for the commentators for the whole period of the Tournament Spaces for photo shoots The Organizers shall assign twenty (20) spaces on tiers and ten (10) spaces in the corners of the ice rink from the outside for taking of photos. XI. ADVERTISING Clean site rule No advertisement of goods and services and no other advertising irrelevant to the Tournament, sponsors and commercial partners of the Tournament as well as sponsors and commercial partners of the Organizers may be placed in the ice palaces without agreement with the Organizers Advertising policy All advertising policy at the Tournament shall be realized in accordance with the law of the Russian Federation. No political and religious advertising and no advertising in support of racial discrimination, nor advertising of alcohol, tobacco and pornography is admitted Advertising inside the ice palaces Placement of advertising materials inside the ice palaces is regulated by respective contracts concluded by the Organizers. The advertising materials and used means of advertising shall be placed on the following objects and surfaces: a. boards around the rinks; b. places of subs benches and penalty benches, provided that the advertising materials do not hide the ice view from the spectators; c. ice rink surface; d. display; e. ice resurfacers; f. advertising through loud-speakers only during stoppages; 27

28 g. video display, media cube; h. spaces between tiers; i. back part used during the interview in the mixed zone, flash zone and after-game conferences Advertising outside the ice palaces, and on the territory directly adjacent to them Placement of advertising materials outside the ice palaces is regulated by the law of the Russian Federation. The advertising materials shall be placed on the following objects and surfaces: a. flags and banners; b. air balloons subject to a permission received from the municipal authorities; c. external walls; d. sections under the ice palaces subject to a permission received from the municipal authorities, such as training and play zones, directly connected with the arena, press center. The rights for placement of advertisements outside the limits of the ice palaces are held by the Organizers Commercial breaks The Organizers may decide to use stoppages in plays for TV advertisements at live broadcasts of Tournament games. The Organizers shall coordinate the actions of on-ice and off-ice officials with the actions of the TV companies which place advertisements at stoppages Uniform and helmets of team players The participating teams hold non-exclusive rights to use their sweaters (playing and training) and helmets for placement of advertisements. The advertisements placed on the uniform and helmets of the hockey players shall have the following size restrictions: a. advertising at the front of the helmets 9 cm x 6 cm; b. advertising on the both sleeves of the sweaters above or below the number on the shoulder 20 cm x 10 cm. It is permitted to advertise no more than two sponsors. Advertisement of an individual sponsor of a participating team, which is placed on sweaters and helmets of the players must be agreed with the Organizers no later than 30 days before commencement of the Tournament Uniform and helmets of the on-ice officials Advertisement placed on the uniform and helmets of the on-ice officials shall have the following size restrictions: a. advertising at the front of the helmets 9 cm x 6 cm; b. advertising on the front and back side of the sweaters 600 сm2. It is permitted to advertise no more than two sponsors. The Organizers shall bear all expenses associated with placement of advertisements on the sweaters and 28

29 helmets. The revenues from the advertising on sweaters and helmets of the referees and linesmen belong to the Organizers. XII. LICENCING RIGHTS AND RIGHTS TO USE THE SYMBOLS Contracts with sponsors and suppliers The Organizers have the right to conclude contracts with suppliers of equipment and services required for organization of the Tournament. Such equipment shall include cars, copy machines, mobile devices, video cameras, video players, video cassettes, drinks etc Official symbols of the Tournament The Organizers have the exclusive right to develop the official symbols of the Tournament (identification signs, the mascot, colours, font, melody etc.), use them for commercial and other purposes and conclude respective agreements. The symbols shall not include any paid or free advertisements. The costs of development of the symbols shall be borne by the Organizers, and necessary protection of the symbols must be their responsibility The Organizers are entitled to develop, manufacture, offer for sale and sell the official mascot of the Tournament before its start, during the celebration and at completion thereof Printed products All printed advertising products and items referring to the Tournament, such as, for example, its logo or official mascot, shall contain the official name of the Tournament Rights to use the symbols The Organizers have the right to develop, manufacture, offer for sale and sell items with symbols of the Tournament Official titles The Organizers are entitled to offer for sale and sell the following official titles: a. Official main sponsor ; b. Official sponsor ; c. Official kit supplier ; d. Official equipment supplier ; e. Official supplier ; f. «Official product ; g. any similar titles. 29

Promotional products The Organizers are entitled to issue licenses to manufacture and distribute promotional products with Tournament symbols Sponsor s cups and prizes The Organizers are entitled to arrange awarding of the best players (goaltender, defenseman, forward) of the Tournament by the sponsors with cups and prizes, such as Main Sponsor Cup etc Rights to video and audio products The Organizers are entitled to make films about the Tournament, make any records on video and audio cassettes, DVD and other sound, visual media and multimedia using different methods of recording and storage of the information. XIII. BROADCASTING OF THE GAMES Rights of the Organizers All the rights for broadcasting of the Tournament games belong to the Organizers The TV rights granted to the Organizers are not limited The granted rights include transmission of audio, TV and video signals from Tournament games through the Internet Applications for use of breaks in the broadcasting games to make TV advertisements shall be reviewed and approved by the Organizers The Organizers may decide to transfer all or a part of the rights for broadcasting of Tournament games Obligations of the Organizers For the purpose of assurance of TV broadcasting, the Organizers shall allocate a place for location of mobile TV units, trucks and other technical vehicles and shall duly equip the work places for the personnel and assure unimpeded access of the technical personnel to the premises of the ice palaces. XIV. WORK WITH THE MASS MEDIA Press centers and press zones The Organizers shall equip a press center in accordance with international standards. The press center shall work from 9.00 a.m. of August 19, 2016 until completion of the last game of the Tournament The Organizers shall equip the premises for press conferences with the capacity of up to 50 persons, in accordance with the international standards The Organizers shall equip a mixed zone in close proximity to the exit of the hockey players from the ice rink. 30

31 The Organizers shall equip a flash zone near the entrance of the hockey players to the ice. In this zone, the commentators are entitled to make a brief interview (no more than 90 seconds) with the players during the breaks between the periods Tier for the mass media The journalists of printed mass media shall be provided with 50 seats in one of the sectors of each ice palace The Organizers must equip commentators positions for TV and radio companies having contracts with the Organizers. XV. INSURANCE The Organizers shall conclude contracts of civil liability insurance at public events, namely insurance against accidents at ice palaces during the Tournament resulting in damage to life, health and/or property of the assisting persons. XVI. SECURITY ISSUES Security assurance in the ice palaces The Organizers shall prevent access of unauthorized persons to the ice palaces and assure safety of the spectators inside the ice palaces. The Organizers shall develop a plan of security events in cooperation with the bodies of internal affairs and the fire protection service. The plan shall include development of the procedure of evacuation of spectators in cases of emergency. The Organizers shall assure safety of the players during the games and trainings, as well as before and after such games and trainings. The Organizers shall assure a 24/7 protection of the installed TV equipment inside and outside the ice palace Hotel Security The Organizers shall take necessary measures to restrict access of mass media representatives and fans to the hotels where the players stay, and ensure the necessary security level at the hotels Ice rink security The Organizers shall protect the ice rink from unauthorized persons. 31
