1 CONDITIONS governing the 2019 Gazprom Neft Cup KHL International Kids Hockey 1. management 1.1. Responsibility for managing of the rests with the Organising Committee Work directly related to preparations for and running the tournament rests with the Executive Directorate, which is responsible for day-to-day liaison with hockey academy representatives, players, trainers, referees and other persons involved in organising the tournament, including by telephone, by post, and by electronic mail ( ). 1.. The decisions of the Organising Committee and the Executive Directorate are binding on all participants. 2. rules 2.1. Such Preliminary Application may include no more than 40 (forty) players. The application shall include the following information on each player: last name, first name and patronymic (full name), date of birth, position, and squad number. A photo must be submitted for every player included in the Preliminary Application. No sub-group shall include more than two teams representing a single Inter-regional Coordination Centre of the Russian Ice Hockey Federation Team rankings in the group stage will be determined on the basis of the greatest number of points gained in games. Two (2) points will be awarded for a win, one (1) point for a draw, and zero (0) points for a loss In the event of two or more team rankings being equal, advantage will be given to the team demonstrating the best performance in terms of the following (shown in order of priority): a) the number of points scored in games between those teams; 1

2 b) the difference between goals scored and goals conceded in games between those teams; c) the number of goals scored in games between those teams; d) the difference between goals scored and goals conceded in games with all teams in the relevant subgroup; e) the number of goals scored in games with all teams in the relevant sub-group; and f) the lowest penalty time (the lowest number of penalty minutes) accumulated in games with all teams in the relevant sub-group In the event that the above criteria remain identical places will be determined by a draw The following will take part in such draw: official representatives of the Executive Directorate, the Referee Board, and those teams tying on points. The Executive Directorate will, in advance, prepare sealed envelopes containing pieces of paper showing team rankings (I, II, etc.). The first to draw an envelope will be the representative of whichever team is first by alphabetical order, who will open the envelop showing the place to be taken by his team thereafter. Representatives from other teams will then determine their teams places on the same basis. Such draw shall take place no later than two hours before the start of the final matches Participants in the West Group and East Group finals will be determined on the basis of all sub-group matches: Those teams occupying I and II place in their sub-groups will compete in play-off matches to compete for I to VIII place Those teams occupying III place in their sub-groups will compete in play-off matches to compete for IX to XII place Those teams placed IV in their sub-group will not take part in final games In final games, in the event of a tie at the end of regulation play, teams will take turns in a five-shot (5-shot) penalty-shot shoot-out; in the event of a tie at the end of such penalty-shot shoot-out, shots will be taken, in turn, until one team gains the lead. 6.. Those teams occupying I place in the East and West Groups will meet in the Super Final. In the event that the final game results in a tie at the end of standard playing time, the winner will be determined through a penalty-shot shootout, with teams each taking a series of five shots in turn. In the event that the score remains tied, teams will continue taking penalty shots, in turn, one by one, until one team gains the advantage Penalty shot shoot-out procedure The procedure for a penalty shot shoot-out to determine a winner will begin with five players from each team, in turn, taking a shot at goal. These players will not be listed in advance. All players from both teams listed in the Game Sheet can take penalties, except for those indicated in item Any hockey player serving a penalty or penalties which have not expired prior to the completion of the overtime period is not entitled to participate in a penalty-shot shootout to determine a winner. These players must remain in the penalty box or in the dressing room during the penalty-shot shootout Goaltenders must defend the same goal net as in the overtime period. Goaltenders may be changed after each penalty-shot. The goal tender not defending the goal should remain on the reserves bench Players from each side shall take penalty-shots in turn until a deciding goal is scored. The remaining shots are not then taken If, after a series of five penalty shots from each team, the score still remains at a draw, shots will be taken by each team, in turn, by the same or new players until a winning goal is scored. An individual player can take multiple shots. The first shot is taken by players on the team taking the last shot in the preceding five-shot penalty-shot shootout. Penalty shots by either side continue until a player from one side scores a goal, and the player from the other side fails to, at which point the team scoring the goal wins the game, and the game comes to an end Re-icing is not required prior to a penalty-shot shootout Adjudication of results for matches cancelled or for which results are annulled (disqualified): where a match takes place and is completed, and the team under penalty loses, the result of the match is not annulled and remains the same where a match takes place but is not completed, or where a match takes place but the team under penalty wins, the result of the match is annulled and the team in question is deemed to have suffered a technical defeat 0:5, although points are not awarded. The competing team is deemed to have secured a technical victory 5:0 and is awarded two points In the event of a team arriving more than 15 minutes late to a game, an Official Game Sheet will be collated and signed by the Chief Referee regarding their non-appearance, with that team deemed to have suffered a technical defeat 0:5. 7. Application Procedure 2

3 7. 1. The Official Application to participate in the (Appendix 2 of these Conditions) should be forwarded to the Admissions Committee (comprising representatives of the Executive Directorate and the Referee Boards of the West and East Groups) The Official Application may include no more than 25 persons, including: two goal tenders, 20 on-ice players, and three official representatives (team manager, coach, doctor) from the Preliminary (Detailed) Application. 7.. The Official Application, endorsed by the forwarding organisation and appropriate medical agency, should be submitted in duplicate and include: the names, surnames and patronymics of all players; their dates of birth; their permanent or current registered addresses; their squad positions; and their usual squad numbers Each team is required to append the following to their Official Application: the birth certificate for every player (original); a statutory medical insurance certificate (copy); a hockey identity card for each hockey player, showing: а) a recent photograph; b) the official seal or stamp of such player s place of education; c) the official seal or stamp on behalf of any agencies responsible for registration at the player s permanent place of residence; and d) confirmation of each player s acceptance at a hockey academy, endorsed with the official seal or stamp of such academy. If such identity card does not meet the above requirements, or if a player does not have a hockey identity card, certification must be provided from a municipal or local housing or utilities organisation (bearing the seal or stamp of such organisation), or stamped certification from a school of general education. It is mandatory that these documents include: the name, surname and patronymic of each player, his date of birth, and his current or permanent registered address Assuming the above requirements are met, the participant and//or team will be admitted to the The Admissions Committee must commence no later than 15 minutes prior to the start of team training If a team, for any good reason, does not engage in team training the Admissions Committee may take place no later than one hour prior to the start of such team s first match in the. 8. Acceptance of Official Applications, team training, East and West Group preliminary rounds, meeting of Executive Directorate with participation of team officials and East and West Group Referee Boards. 2 April Opening games and official Opening Ceremonies, Young Players Hockey Skills competition. 24 April Elimination (knock-out) and final West Group and East Group matches. 25 April Final East and West Group matches, official Awards Ceremonies and Closing Ceremonies. 26 April Super Final, Awards Ceremony and Closing Ceremony. 27 April Participants teams depart. 9. Conditions governing matches Each game consists of three periods, each comprising 15 minutes total playing time Matches will be attended by doctors and medical personnel. 9.. Cleaning and resurfacing of the ice will take place prior to the start of each match, followed by at least five minutes warm-up for hockey players, on the ice Breaks between periods during preliminary rounds will be five minutes long, and there will be no reicing The following breaks will be set during final matches (excluding the Super Final):

4 between periods I and II 5 minutes; ice resurfacing will not occur between periods II and III 15 minutes; ice resurfacing will take place The following breaks will be set during the Super Final: between periods I and II 10 minutes; ice resurfacing will not occur between periods II and III 15 minutes; ice resurfacing will take place Official scorers will present match scorecards to the Referee Board. Each Game Sheet will be assigned a serial number for the game in line with fixtures No later than 0 minutes prior to the start of each match the coach will hand the official scorer, present in the Situation Room, the scorecard for the match At the end of each match the Chief Referee must obtain an Official Game Sheet from the official scorer; verify this; make any notes, as appropriate; sign it; and, no later than 0 minutes after the end of the match, give the Official Game Sheet to the coaches of the competing teams who, in turn, are obliged to verify and sign it. All signatures made on the Official Game Sheet by coaches or medical personnel should be made in the Situation Room The team shown first on the fixture list is the home team, and plays in a dark strip. The management of the winning team may determine, independently, where the Gazprom Neft Cup is to be kept, but no less than 60 calendar days prior to the next the Executive Directorate will retrieve the Gazprom Neft Cup from the winning team and present them with a smaller copy of the Cup as a replacement The losing team in the Super Final will be awarded a commemorative prize Those players and coaches taking I, II and III place in the final West and East Group games will be awarded gold, silver and bronze medals, respectively Those teams placed I, II and III will be awarded a Participant prize at the official East and West Group Awards Ceremonies Those teams taking IV to XV places in the East and West Groups will, at the end of their final games, be awarded a special Participant prize Special individual awards will be made to the best goalkeeper, best defender, best forward, most productive player (in terms of goal and passes) and best player, in each of the East and West Group preliminary rounds The most disciplined team in the East and West Groups (i.e., the team collecting the lowest number of penalty minutes proportional to the number of games played) will each be awarded a special prize. The prize for Most Disciplined Team will be awarded to the captain of that team Special prizes will be awarded to the best coaches in the East and West Groups At each match of the special prizes will be awarded to the best player from each team. At the end of the match the coach will determine the best player on his team and advise the linesmen on the rink of that player s number. The official scorer will record this player on the match scorecard. Before the teams shake hands the commentator will announce the best players of the game, who will then approach the referees table, where they will receive their awards from members of the East and West Group Referee Boards Additional prizes may be given by the Organising Committee and organisations involved in the, as listed and approved by the Organising Committee. 11. Refereeing of matches The Referee Board comprises: the Chief Referee, the Secretary, the doctor and their deputies The Referee Board s responsibilities include: participation in the Admissions Committee; the appointment of game referees; the disqualification of hockey players and team officials; participation in supervising preparations for and the conduct of matches at venue rinks; compilation of match results consideration of appeals distribution and collection of Official Game Sheets. 4

5 compilation of statistics compilation and updating of data displayed on venue information stands distribution of pucks to Chief Referees; and managing the participation of members of the Referee Board in recognising the best players and teams (placed IV to XV)) The Referee Board is responsible for refereeing games under the three-official system (one Chief Referee and two linesman) together with five (5) off-ice officials: the chief scorer, game timekeeper, statistician, and two penalty timekeepers Prior to the start of a match the Referee Board is responsible for: assessing the hockey pitch (rink) and assessing the quality of the ice and its suitability for the match; checking the bulletin board; and confirming all players taking part in pre-match warm-ups have the full and correct kit and strips (uniforms). The Referee Board at any match has the right to refuse admission to any players incorrectly equipped or dressed At the end of a match the Referee Board is responsible for: making a note in the Official Game Sheet under Disciplinary faults by players and team officials in the event of a player and/or team representative being awarded a penalty for misconduct prior to the end of a game or in the event of a match penalty being awarded; and checking the Official Game Sheet (final score, penalty minutes, goal scorers, pass makers, etc.) 12. appeal procedures The management of any team wishing to contest the results of a game must advise the Chief Referee and a representative of the opposing team of this immediately after such game. Any such appeal will be recorded in the official record of the game. Any such appeal must be made in writing, must clearly state the grounds for such claim, must be signed by the team coach, and must be delivered to the Chief Referee no later than one hour following the end of the game Untimely or incorrect appeals will not be recorded on the Official Game Sheet and will not be considered Appeals will not be considered if they relate to decisions on: offside positions; the correct scoring of goals; the location of players on the pitch; face-off spots; and any other penalties (imposed or otherwise). 1. Participants liability under disciplinary offences at the Participants' liability for penalties, for Game Misconduct, and for Match Penalties, will be determined by the Referee Board and the Executive Directorate A hockey player, coach or team official receiving a Game Misconduct Penalty (5+20 minutes), a Match Penalty (25 minutes) or two disciplinary penalties (10+20 minutes) is automatically disqualified from his team s next fixture (next scheduled game). 1.. Team coaches are personally responsible for ensuring their own and their players disqualifications are served A disqualified coach is entitled to remain in the stands or on the balcony opposite the reserves benches at the relevant sports facility, but not in close proximity to his own team s reserves bench The procedure for determining penalties and the disqualification of players and team officials following misconduct during the is given in Appendix of these Conditions The Referee Board is obliged to forewarn Chief Referees as to which of the players will miss the next match, and for what reason. 14. Official ceremonies The Opening Ceremonies on 2 April 2019 will involve three people from each team (the goal tender, captain and assistant captain). All participants must be in full kit, on skates, with sticks but without helmets The awards ceremonies on 25 April 2019 will involve the entire teams taking I, II and III place in the East and West Groups. Players on these teams should appear in full kit, on skates, with sticks, but without helmets The awards ceremonies will also involve players from other teams receiving awards for special nominations but not in teams taking I, II or III place as at the end of the East and West Group rounds. Players on these teams should be in full kit or the team outer clothing, but without sticks and without helmets. 5

6 The full squads of both teams playing in the Super Final will take part in the awards ceremony on 26 April Players on these teams should appear in full kit, on skates, with sticks, but without helmets. 15. Young Players Hockey Skills Competition A Young Players Hockey Skills Competition will take place as part of the Opening Ceremony. Two teams will take part in this competition, made up of representatives selected from teams in the East and West Groups, respectively Coaches for these combined teams will be appointed from team coaches to the group-winning teams in 2018, including, specifically: - for the East Group a coach from Salavat Yulaev; and - for the West Group a coach from CSKA Team membership not more than 17 people (not more than 16 field players and one goal tender). The combined teams will be formed by each team participating in the delegating one player, regardless of position. Goal tenders will be invited from either CSKA or Salavat Yulaev All competition participants must be in possession of full protective equipment and sticks Conditions and regulations governing the Young Players Hockey Skills Competition will be forwarded to all participating teams by 28 February Official photo sessions The following mandatory photo sessions will take place during the The following photo sessions will take place prior to the start of the (but no later than 0 minutes prior to training or, where a team, for any good reason, is not having a training session, no later than one hour prior to the start of such team s first match in the ): each member of a team, in full kit, on skates, without a stick and without a helmet; the coach/coaches and all team officials, as well as all team management included in the Official Application; and The full team will be photographed, together with their coach/coaches (the players in full kit, on skates, without sticks and without helmets); The following photo sessions will take place after the awards ceremony on 25 April 2019: those teams taking I, II and III place in the East and West Groups, including the full team with their coach/coaches (players to be in full kit, on skates, without sticks and without helmets); the best players, nominated for special awards (in full kit, on skates, without sticks and without helmets). Where players not on a I, II, or III-placed team at the end of the East and West Group rounds receive an award they will take part in photo sessions in sports kit or in the team outer clothing, on skates, without sticks and without helmets; the best coaches of the East and West Groups; and the captains of those teams receiving the fair play award (for the most disciplined teams) in the East and West Groups (in full kit, on skates, without sticks and without helmets). Where they are captains of teams receiving this award but not placed I, II or III at the end of the East and West Group rounds they may take part in the photo session in sports gear or in their team outer clothing, on skates, without sticks and without helmets The following photo sessions will take place after the awards ceremony on 26 April 2019: the winning team in the Gazprom Neft Cup Super Final. The full team will be photographed, together with their coach/coaches (the players in full kit, on skates, without sticks and without helmets); participating teams winning special prizes in the Super Final, including the full team, with their coach/coaches (the players in full kit, on skates, without sticks and without helmets); and the best players in the Super Final (in full kit, on skates, without sticks and without helmets). 17. training sessions Each team is entitled to one training session of no more than 45 minutes The schedule of training sessions will be compiled on the basis of team arrivals and will be forwarded to teams in advance Pucks to be used in training sessions will be set out on team benches by rink staff. 18. Skate sharpening for participants Skate sharpening is available at each rink from 8:00 am final match or training session of the day, for the duration of the. Skate sharpening is free for all participants. 19. Safety of participants To ensure the safety of all participants, all organisations directly involved in preparations 6

7 for or the management of the (regardless of their legal status or ownership) must be in possession of documentation governing their conduct pursuant to Order No. 44 of the Council for the Development of Physical Culture and Sport of the Russian Federation On Safety and the Prevention of Injury in Physical Education and Sport. 20. Financial conditions for the All expenses relating to the will be covered by Gazprom Neft PJSC and the Home Towns Corporate Social Responsibility (CSR) Fund, including the following: return transportation of out-of-town teams from airports or railway stations to their accommodation and, on those days on which games are played, return transportation from their accommodation to game venues; accommodation and three meals per day for those participants listed in Official Applications, for the duration of the ; the procurement and/or production of trophies and souvenirs; rental of sports and ancillary facilities, and sports and technological equipment and supplies; the provision of qualified medical personnel throughout all games; public cultural and media events; preparation and management of the Opening and Closing ceremonies, as well as other expenses related to preparation for and management of the, excluding expenses specified in Clause Out-of-town teams from other cities/towns are required to cover the following expenses; return team travel to venues; and all travel, accommodation, subsistence and transport services for any persons accompanying the team and not listed in the Official Application (including players' parents). 21. Other Conditions On all other matters not covered by these Conditions participants are governed by the decisions of the Organising Committee and the Executive Directorate The Organising Committee has the right to supplement and/or amend these Conditions provided that any such amendments do not result in any increase in the total costs of the or its duration, and provided that they do not contravene the Regulations of the Gazprom Neft Cup KHL Kids Hockey as approved by Gazprom Neft PJSC and the Kontinental Hockey League. 7
