2 a stick or piece of equipment from an opponent attempting to retrieve it. 20- If a Minor and a Major Penalty are assessed (non-coincidental) to the same player at the same stoppage of play, the Major Penalty shall be served first 21- When a player has possession and control of the puck in the attacking zone, without anyone to pass between himself and the opposing goal, is prevented a reasonable scoring opportunity as a result of an infraction committed by the defending team while the offending team's goalkeeper has been removed from the rink, a Penalty Shot shall be awarded to the non-offending player in possession and control of the puck 22- The attacking team s center shall be required to place his stick on the rink surface first for all face-offs not conducted on the center red line. 23- For all Match Penalties, both referees are required to file a written game report to the USARS District Referee-in-Chief within 72 hours following the game 24- A goalkeeper may continue to play with the paddle portion of a broken stick until the next stoppage of play, or until a replacement stick has been legally handed to him by a teammate 25- A Minor Penalty for Delay of Game shall be assessed to any player NOT taking a face-off who does not remain stationary during the face-off procedure after warning by the Referee.
