1 The Cree Regional Events and Entertainment (C.R.E.E.) have established these rules and regulations for the Minor Hockey and Broomball tournament. This event is organized in the spirit of sportsmanship, fair play and the gathering of nations through sport. Good luck to all teams. 1. All Coaches and/or Managers must report to the registration office before their first game to complete all necessary registration in advance of playing. 2. The roster presented on the score sheet at the team s first game will be the official line-up for the entire event. The organizing committee will not allow for any roster additions thereafter. It is the coach and/or manager s responsibility to ensure, by their signature, that all players are listed on the first official line-up. All players must play at least one preliminary game to be eligible to play in the play-offs. 3. The tournament will be played in accordance with Hockey Quebec Rules and those additional rules established by the organizing committee. 4. Each player must wear a C.H.A. approved helmet, full-face shield and neck protector. No exceptions. In the event that any one of these equipment items is lost during play, the player must immediately return to his/her respective player bench. 5. Each team requires a minimum of five players and a goalie to start a game or six players without a goalie. Teams are not required to finish the game with 8 skaters and goalie. 1

2 7. Players may play for one team only, with the exception of female hockey players who can play in two separate categories maximum, IE Girls Hockey and Broomball or Girls Hockey and Boys Hockey. 8. All Goalies in Hockey only are allowed to play goal in two different categories. IE Goalie may play for Peewee and Bantam or Bantam and Midget. Goalies can only play their age group and above. 9. A player may play in a higher category; however, they must have a signed parental letter of consent. 10. Length of games shall be as follow: Pre-Novice hockey games: 3 periods of 12 minutes straight time (stoppage every 2 minutes for line changes) each team must rotate all available players on stoppages. All other hockey games: 1 st period 15 minutes running time 2 nd period 15 minutes running time 3 rd period 10 minutes running time last 5 minutes stop time. Benjamin broomball games: 2 periods of 12 minutes running time (last 2 minutes stop time) All other Broomball games: 1 st period 15 minutes running time 2 nd period 15 minutes running time (The last 5 minutes stop time) Please note: After a difference of five (5) goals, the remainder of any game will be played in running time, even if the difference becomes less than five (5) goals at any time afterwards. A difference of seven (7) goals officially ends any game. In hockey two (2) complete periods must be played. In broomball one (1) complete period must be played. 11. Penalties occurring in running time shall be of three (3) minutes. Penalties occurring in stop-time shall be two (2) minutes. 12. Each team is guaranteed a minimum of three (3) games. Points are awarded as such: two (2) points for a win, one (1) point for a tie, zero (0) points for a loss. Additionally a fair play point shall be awarded for teams that do not exceed the penalty minute limit per game. Pre-Novice - 0 Novice - (4 minor Penalties) Atom - (5 Minor Penalties) Pee-Wee - (6 Minor Penalties) Bantam Midget Junior - (10 Minor Penalties) 2

Game time will start as scheduled regardless if teams scheduled to play are present or not. After the time runs down the first period, the team with the required number of players will win (default) by 3 goals in hockey and 2 goals in broomball and a loss in hockey will be recorded as -3 and broomball -2 goals. If both teams do not meet the required number of players, then it s a loss for both teams at 3goals in hockey and - 2 goals in broomball. 14. BREAKING TIES IN THE STANDINGS If a tie in the final standings occurs between a numbers of teams, all teams involved in the tie are subject to the following criteria until such time as one team is determined to be placed first amongst tied teams. Once the position of the first team has been determined in the standings, the procedure must be repeated from step a) to determine further tie situations. a) The most wins; b) The least losses; c) The best goal differential: Total Goals Scored minus Total Goals Against, using all games played; d) The result of game(s) between the teams involved. (Applies only to teams having played each other); e) The team having scored the fastest goal in the first game played; f) Flip a coin. 15. In all HOCKEY games, in the event of a tie game in a Semi-final, the game will have a five-minute (stop time) overtime period, with four skaters and a goalie. Should the tie remain after this overtime period, then a shootout will take place with three (3) players from each team shooting. If a tie still remains after three (3) shooters per team, then the shootout will continue with one (1) shooter per team alternating until a winner is decided. No player may shoot twice until all players have had a turn. Please note, the team finishing higher in the final standings will be the Home team. The Visitors will shoot first. In FINALS only, there will be no shootout. Games will continue in overtime with ten (10) minute stop time periods. The first overtime is played using four (4) skaters plus a goalie, aside. All other overtime periods shall be played with three (3) skaters and a goalie. The first team to break the tie shall be the winner. In all BROOMBALL games, semi-finals and/or finals, the first overtime period shall be of 10 minutes (stop time) with four (4) players, no goalies. All additional overtime periods shall be of the same duration, but with three (3) players and no goalies. 3

4 16. Import Rule: Communities with a population of eight-hundred (800) or greater are allowed a maximum of two (2) import players (Native or Non-Native) on their official line-up. Communities with a population of less than eight hundred (800) are allowed a maximum of three (3) import players on their official line-up. (Native or Non-Native but a maximum of two non-native players) For Bantam & Midget Competitive Hockey, teams will be allowed four (4) imports with a maximum of two non-native players. All import players must have a signed letter of release by their local sports representative. It is recommended that in the spirit of sportsmanship and fair play, which all your local association players are given the opportunity to participate before imports are granted positions on teams. Girl s hockey 2 non-native and unlimited numbers of natives 17. Any player that has resided in a community at least twelve (12) consecutive months is not considered an import. However the player may choose to play for his/her home community. 18. Any player receiving three (3) minor penalties in a game will be automatically ejected for the remainder of the game. 19. Any player being penalized for fighting or attempting to injure will be automatically be expelled from the tournament. Further discipline may be issued. 20. Any player and/or coach found to be under the influence of alcohol and/or drugs will be expelled from the C.R.E.E. as both a participant and spectator. Further discipline may be issued. 21. Players that are suspended from school and/or minor associations will not be permitted to play in the C.R.E.E. Minor hockey & Broomball Tournament as per the following: a) Rules and Policies set by the Cree School Board and all other school boards respecting the attendance, academic performance and unacceptable behaviour of students will be supported, respected and fully endorsed by Cree Regional Events and Entertainment and the tournament committee Therefore students that have violated such rules/policies as set by the school will not be allowed to participate in this event b) The C.R.E.E. will also respect and support all suspensions and decisions taken by all local Cree and other native sports associations, and/or the following: - Caught under the influence of drugs and/or alcohol - Unacceptable behaviour at previous tournaments and/or other events - Not respecting the rules set by the local association - Or any other inappropriate actions 4

5 These players will not be allowed to participate in this event. If any team is found using suspended players (local and imports) they will automatically lose their games, lose their inscription fee, and be expelled from the tournament. All communities, local association, and schools are requested to forward a list of suspended or ineligible players in writing, by the March 31st. 22. No protest shall be allowed during the tournament. 23. Body contact will only be permitted in Bantam Competitive Hockey, Midget Competitive Hockey. 24. One (1) time out of thirty (30) seconds will be permitted to each team per game. Organizing Committee Guidelines 25. The organizing committee shall not be responsible for any loss and/or damages to the participants equipment or belongings. 26. Each player and/or coach must show their player s pass upon entering the arena. Failure to show your entry pass will result in paying the full regular admission rate. Teams will be issued players passes in accordance to their official roster. 27. The organizing committee reserves the right to expel any person and/or team not respecting these rules and/or conducting themselves disrespectfully, unlawfully, and/or deemed as unsafe towards any committee member, staff, participant, referee and/or the general public. 28. Any additional decisions taken collectively by the tournament organizing committee shall be final. 29. We are here to set an example for the youth that participate in this event. Therefore, it is imperative that all coaches, managers, spectators, parents, recreation directors and minor sports coordinators set a good example of sportsmanship and fair play. Acts that do not reflect positively on the age of the participants of this event may result in the removal of those guilty from the facilities or the tournament. 30. All players or Elite Bears Player s that is part of a team participating at Dodge Cup will not be permitted to play at C.R.E.E. Minor Hockey and Broomball Tournament until they are eliminated. Priority will be given to the team playing at Dodge Cup. (Rule 2 will not come into play) 31. Bears and Elite players are recommended to play for their respective community unless they are released. 5
