If you require any service after these hours, please contact your NOHA District Council Director. Head Contact In 2011 at the Hockey Canada Annual General Meeting, a new rule to address contact to the head was approved. The following rule changes came into effect for the 2011/12 season: Rule 6.5 Head Contact (a) In minor hockey and female hockey, a minor penalty shall be assessed to any player who accidentally contacts an opponent in the head, face or neck with his stick or any part of the player s body or equipment. (b) In minor hockey and female hockey, a double minor penalty or a major and a game misconduct penalty, at the discretion of the referee and based on the degree of violence of impact shall be assessed to any player who intentionally contacts an opponent in the head, face or neck with her stick or any part of the player s body or equipment. (c) In junior hockey and senior hockey, a minor and a misconduct penalty, or a major and a game misconduct penalty, at the discretion of the referee based on the degree of violence of impact, shall be assessed to any player who checks an opponent in the head in any manner. (d) A major and a game misconduct penalty, or a match penalty shall be assessed any player who injures an opponent under this rule. (e) A match penalty shall be assessed any player who deliberately attempts to injure or deliberately injures an opponent under this rule. Note: All contact above the shoulders (neck, face and head) is to be called Head Contact under one of the above (In minor hockey and female hockey).

3 - 2 - Harassment and Abuse The Ontario Hockey Federation (OHF) has introduced an increased emphasis on harassment and abuse towards game officials. Below is rule 9.2 from the Hockey Canada Referee s Case Book/Rule Combination: Rule Harassment of Officials, Unsportsmanlike Conduct/Misconduct Team officials shall be responsible for their conduct and that of their players at all times. They must endeavor to prevent disorderly conduct before, during or after the game, on or off the ice and any place in the rink. The Referee may assess penalties to any of the above team officials for failure to do so and shall report full details of the incident to the President. (a) A Minor penalty shall be assessed to any player or team official who challenges or disputes the rulings of any official during the game or who displays unsportsmanlike conduct. If a player or goaltender persists, she shall be assessed a Misconduct penalty and any further disputes will result in a Game Misconduct penalty being assessed to the offending player or goaltender. If a team official persists, she shall immediately be assessed a Game Misconduct penalty. A Referee is not required to assess a Minor penalty under this rule before assessing the Misconduct or Game Misconduct, but may assess either of these penalties initially. (b) A Misconduct penalty shall be assessed on any player who: (1) uses obscene, profane or abusive language or gestures to any person. (2) persists in disputing or shows disrespect for the ruling of any official. (3) intentionally knocks or shoots the puck out of reach of an official who is retrieving it. A player who, after receiving a Misconduct penalty, persists in any of the actions of (b) above, shall be assessed a Game Misconduct penalty. Note: In the case of a team official, a Bench Minor penalty shall be assessed instead of a Misconduct penalty. A team official after receiving a Bench Minor penalty would receive a Game Misconduct penalty if the actions continue. A Referee is not required to assess a Bench Minor penalty under this rule before assessing a Game Misconduct penalty. (c) If the Referee is unable to identify the person responsible for the use of obscene, profane or abusive language, a Bench Minor penalty shall be assessed the offending team.

4 - 3 - (d) A Misconduct penalty shall be assessed any player who does not proceed immediately and directly to the penalty bench when she has been penalized. Where the penalized player causes any delay by returning for her equipment (gloves, sticks, etc...), the Misconduct penalty shall apply. The equipment shall be delivered to her on the penalty bench by a player of her team on the ice at the time of the infraction. Note: It shall be necessary to place a substitute on the penalty bench. Such substitute may return to the ice as soon as the Misconduct penalty to the offending player commences. (e)a Misconduct penalty shall be assessed to any player who shows any course of conduct (including threatening and abusive language or gestures or similar actions) designed to incite an opponent into incurring a penalty. (f) Any player or team official who engages in verbal taunts, insults or intimidation based on discriminatory grounds (race, ethnicity, religion, gender, sexual orientation, language) shall be assessed a Gross Misconduct penalty and the Referee shall report full details of the incident to the President. Notwithstanding the above, at the discretion of the Referee, a Gross Misconduct penalty may be assessed for any infraction to any player or team official. Note: Officials must complete a game report and report to the President any penalty incurred under Rule 9.2 (f). (g) A Misconduct penalty shall be assessed any player or players who, except for taking her position on the penalty bench, enters or remains in the Referee s crease while the Referee is reporting to or consulting with any game official, including the Linesmen, Timekeeper, Penalty Timekeeper, Official Scorer or Announcer. (h)where a team official has been assessed a Game Misconduct penalty under this rule, the Referee shall report the individual in full details to the President, who may assess further penalties. i) A Bench Minor penalty shall be assessed a team where any player or team official on the bench protests an official s ruling through verbal or physical gestures that may be considered disrespectful in any way, or who bangs the boards or ice surface with a stick or any other object in protest of the ruling. (j) When the player on the ice commits the infraction described in (i), the Unsportsmanlike Conduct penalty shall be assessed.

5 - 4 - On-Ice Team Officials to Wear Helmets The Ontario Hockey Federation passed the following motion on February 16, 2008: All Minor Hockey team officials, volunteers and NCCP Instructors are required to wear CSA approved helmets during all on-ice activities. Trainers or any other team officials who enter the ice surface for the purpose of attending an injured player are exempt from this rule. Any person found to be in violation of this rule will receive a warning for a first offence, a two week suspension for a second offence, and a one year suspension for a third offence. For further information or clarification, please contact your Executive Member. Hockey Canada Booklets The booklet Safety Requires Teamwork/Safety For All that outlines the Hockey Canada insurance program, risk management and harassment and abuse guidelines is now available on the NOHA website under Safety - Insurance. They will not be available in print format. Team Travel Insurance Please read the attached memo from the Ontario Hockey Federation regarding travel insurance. It is highly recommended that teams traveling outside of the province obtain additional insurance and ensure that it covers sports-related injuries. Hockey Canada Volunteer Insurance There will be no charge for HC Volunteer Insurance. Volunteers are covered for HC Liability Insurance only. These volunteers are not covered to be on the ice or on the bench. Injured Players on the Bench The NOHA has received many calls about injured players being on the bench during hockey games. Please be advised of the following Hockey Canada Playing Rule 9 (c): Only players in uniform and a maximum of five team officials shall be permitted to occupy the players bench. These individuals shall be registered and entered on the Official game report. A maximum of five team officials may be recorded on the Official Game report.

6 - 5 - Residential Move Form This is a required registration document that must be completed and approved before a player s registration is validated. The OHF Residential Move Form must be attached to the player s record in the HCR for approval. At the request of the President of the NOHA, the signing officers of an Association, Club or single team entry, shall submit to the office of Executive Director of the NOHA, verifiable proof, in writing, of the residency of any player registered in the current season. In the case of disputed residency the ruling of the President shall be final. Any player moving residency within their own association may submit a completed Residential Move form only. No additional documentation is required (i.e. driver s license, bill etc.). Speak Out/Respect in Sport Certification HC/OHF/NOHA regulations require all Coaches, Assistant Coaches, Trainers and Managers to complete the HC Speak Out seminar or Respect in Sport Activity Leader program online component. Respect in Sport is available on the NOHA Website. Link: Body Checking in House League Hockey NOHA Regulations States: R No Rep Team will be allowed to play in a House League Tournament. R All teams or groups within the NOHA under the house league umbrella must play non-body checking. (See letters attached) Specialty Clinics As part of the National Coach Mentorship Program (NCMP), Hockey Canada has developed a series of Specialty Clinics to offer coaches a practical session on teaching various skills, tactics and systems. The Northern Ontario Hockey Association is pleased to offer the following five specialty clinics Skills and Drills, Small Area Games, Shooting and Scoring, Puck Control and Skating. Mouthguard Policy The NOHA adopted a policy at its Annual General Meeting in May, 2004, for the mandatory use of intra-oral mouthguard protection by each player participating in a Northern Ontario Hockey Association game or practice. At the AGM in May of 2004, the final policy regarding the use of an intra-oral mouthguard and the specifications for acceptable mouthguards were presented to the membership.

7 - 6 - Hockey Trainers Certification Program Level II Please see the attached information regarding the Level II Trainers certification. The cost is $5.65 (tax included) and is due by October 31 st. Hockey Tournament Sanction R.13.5 A tournament sanction permit will be issued only to the Minor Hockey organization which is the recognized governing body in a centre and which is affiliated with the NOHA. The sanction fees, a copy of the tournament rules, and a copy of the invitation must accompany your application into the NOHA office 60 days prior to the tournament. A list of teams who are entering the tournament must be forwarded to the NOHA office and the NOHA Council Director ten (10) days prior to the start of the tournament. The completed schedule can then be ed when the final draft is ready to be sent to all teams. All tournaments (house league and rep) are required to submit tournament reconciliation to the NOHA office sixty (60) days after the completion of the tournament. Tournament hosts must also submit all game sheets, tournament permits, final game schedule and HCR approved rosters to the NOHA office with their reconciliation. All tournaments are required to check the HCR approved rosters of each team participating to verify their eligibility. Once everything has been submitted, the NOHA office will inform the Association of any missing documents that did not come with the Tournament Reconciliation, and they will then help the Association secure them. If a sanctioned tournament changes anything on the tournament application that has already been approved, they must send the revised invitation and rules and regulations to all teams that have applied to notify them of the changes and allow them to withdraw with no penalty imposed. NOHA sanctioned tournaments will be added to the NOHA website once approved by the Council Director. It is suggested the earlier you submit your applications to the NOHA office, the more exposure your tournament will receive. Tournament Permit Request Form The NOHA has gone to an online tournament permit request. Each Association/Single Entry Team has been given two (2) access accounts to request tournament permits. Please contact your Association for information on how this is being dealt with in your Association. NOHA Website Please visit the NOHA website at for forms, tournaments, clinics, etc.

8 - 7 - Harassment and Abuse Report Form All Associations must provide documentation of their Harassment and Abuse implementation efforts to the NOHA office on an annual basis. Please find attached the form which was to have been completed and returned to the NOHA office by May 1 st. If you have not already completed this form, please do so and return to the NOHA Office immediately. Please contact them with any concerns you have. Registered Officials/Risk Management To be on the bench as a registered official of a team, you must be a minimum of 16 years of age and at least two (2) years older than the team you are registered with. Once again this season, there will be no registering as a stickboy. All coaches, assistant coaches, trainers and managers must be certified to go behind the bench or on the ice and be registered in the Hockey Canada Registry. (See certification requirements attached) Canadian Flags Canadian Flags must be worn on all hockey sweaters on the upper right chest or left sleeve. An order form is available on the NOHA website

9 - 8 - Affiliation Declaration Form Please find attached the NOHA Affiliation Declaration form. This form is to be completed by all Associations/Teams to declare which one of the three affiliations they will be using for the season. It must be forwarded to the NOHA office by October 15 th duly signed by the two signing officers of the Association (not the team). If a team is declaring the Specially Affiliated Players List (19 At Large Affiliation), this must be noted and the listing of the 19 players must also be submitted to the NOHA office. The final date for submission of the 19 At Large Affiliation List is January 15 th. No more players may be added after this date. Please note a player may not participate as an affiliated player until the Executive Director of the NOHA has approved the affiliation declaration. If using the 19 At Large Affiliation, the list must be in the NOHA office and approved prior to a player participating as an affiliated player. Failure to comply may result in loss of affiliation privileges for the season. Please refer to the NOHA Constitution, Regulation 7. Harassment and Abuse It has been brought to the attention of the NOHA Executive that some members of the NOHA have been verbally abusive to the NOHA Executive and NOHA office staff. In today s society and with the HC Speak Out program, this type of behaviour will not be tolerated. The NOHA Executive and office staff are here to help you and by working together and communicating in a civil manner, this will benefit everyone. Thank you for your cooperation. Late Payments A motion was put forth at the September 1999 Executive Meeting that the NOHA start charging an interest rate of 2% per 30 days on late due monies owed to the NOHA after a 30 day period. The NOHA office will be enforcing this motion for the season. 2% per month will be charged on overdue accounts. NOHA AGM 2015 The 96 th NOHA Annual General Meeting for 2015 will be held in Sault Ste. Marie at the Comfort Suites and Conference Centre from May 1-3, Rooms will be available at a rate of $110 plus HST for Junior King Suites and $119 plus HST for Double Queen Suites. Video Recorders Cell Phones The NOHA has banned the use of video recorders, including cell phones and other electronic devices with video capabilities (still and motion) from the bench area at all NOHA sanctioned events.

10 - 9 - E-Bulletin Rink Report For those of you that we have an address for, you have been receiving the NOHA Rink Report (weekly e-bulletins). This has been developed to help keep our membership informed. If you would like to receive this bulletin, please lleggett@noha.on.ca. NOHA Annual Meeting Minutes The minutes from the 95 th NOHA AGM are available on the NOHA website. NOHA TOURNAMENT OF CHAMPIONS The NOHA Playoff Committee is still working on the confirmation of the dates and locations. Once they have been confirmed they will be posted on the website under Tournament of Champions Please ensure that you complete the registration form (attached) and submit it to the NOHA Office along with the appropriate fees by December 1 st. Please review NOHA Regulations 9.3, 9.8 and 9.9. R.9.3. A) Participation in the Tournament of Champions is optional. Teams who want to participate must send their application and applicable fees to the NOHA Office by December 1st. If application fees are not received at the NOHA Office by December 1st, then the NOHA will invoice your Association for the Tournament of Champions registration fee plus $ After December 1st, the NOHA will not accept any entries. B) Where Associations have more than one (1) team per Division, they must determine which team attends the Tournament of Champions (one per Division). In any category if the Tournament of Champions requires more teams, Associations may send more than one (1) team per Division as determined by the NOHA Play-off Committee. This must be done by December 1st. R.9.8. If an Association has been awarded to host a NOHA Tournament Of Champions, they must declare, in writing, by October 1st if they are unable to register a team. R.9.9. A) Any team withdrawing from the Tournament of Champions after December 1st shall forfeit their monies to the NOHA.

11 B) Any team, in the opinion of the NOHA Board of Directors, which fails to fulfill its obligation in any league play-offs or NOHA Tournament of Champions during any season shall be refused entry in the NOHA for the following season and all players registered with said team shall be declared free agents. 14 OHF Minimum Suspension List Minor Hockey The following are minimum suspensions that shall be imposed for infractions, which occur in all OHF exhibition, league, and play-off games, during the current playing season for Minor Hockey. Note that these suspensions are over and above any imposed by Hockey Canada rules. Notice re: Clarifications These are minimum suspensions. Additional suspensions will be imposed wherever conditions and circumstance warrant. It is the responsibility of each team manager and / or coach to ensure their players sit out their appropriate suspensions. When in doubt as to the relevant suspension, contact the association office. If unable to contact the league office, sit player(s) in question out until clarification can be obtained. These suspensions are in addition to game incurred. Match Penalty reports will be forwarded to the appropriate Member Partner for further review. 23 OHF Regulation E99 - Minor Hockey Transfer (Residential Moves) within OHF (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) The OHF Minor Hockey Player Transfer Form (For Residential Moves) ( Transfer Form ) must be completed in full with all required supporting documentation as may be relevant including: i. Official confirmation of school enrolment. ii. iii. A copy of a letter sent to the school authorizing the OHF to check on and confirm school enrolment during the year. A copy of a fully executed rental agreement or registered transfer of ownership. If the purchase has yet to close, a fully executed Agreement of Purchase and Sale will be accepted, provided that a registered transfer of ownership is submitted by a date fixed by the OHF Executive Director. Such documents will not be accepted, and the player transfer will be rejected if the landlord or seller has any connection with the Club with whom the player intends to register. iv. Copies of the parent(s) updated driver s license(s), and a utility or similar bill demonstrating the parent(s) name and new address. v. A letter from the primary employers of each parent who is moving, confirming the individual s employment and the home address on file in the employer s records. vi. Should any of the required documents not be available, an affidavit, sworn before a lawyer, Notary Public or Commissioner for Oaths, may be offered in its place, attesting as to why the document is not available and providing the information that would have been contained in such document. vii. An executed copy of any relevant separation agreement, custody order or divorce decree. Any such document that purports to grant custody or guardianship to any person connected in any way (whether as a club official, team official, volunteer, parent etc. with the Club with which the player intends to register) will not be approved. In the event that one parent is moving from the former habitual residence and there is no divorce or separation agreement, the player s habitual residence will be considered the original place of residence prior to parents move. The Transfer Form is not required when the player does not change residence but registers with a different minor hockey Member Partner (e.g. AAA Waiver). If the transfer is between two associations within one Member Partner s residential jurisdiction, then the Member Partner will deal with the transfer with the two associations involved, and no OHF involvement is required. If the transfer is between two associations from different minor hockey Member Partners (i.e. OMHA, GTHL, NOHA, Alliance), the Transfer Form shall be submitted to the registrar of the minor hockey Member Partner to which the player is moving to, signed by the registrar and forwarded by that registrar to the OHF office. The family involved in this move is solely responsible for providing the documentation directly to that Member Partner. i. That Member Partner upon receipt of the complete Transfer Form with all supporting documentation, may conditionally approve the player to participate in the OHF during the approval process. However, any false or misleading information contained in the Transfer Form may result in the same penalties as outlined in Regulations E9 and E10 against the player and/or team Official and/or Executive Member of the team or club. Should the matter proceed to the Registration Committee pursuant to By-Law 6.4, the conditional approval shall not be binding on the Registration Committee in any way. The player s previous minor hockey Member Partner shall, upon receipt, have seven (7) days to either approve or deny the transfer. In the case of denial, the reasons therefore must be stated in writing and be in accordance with the OHF Constitution, By-Laws and Regulations. Any denial without reasons shall be deemed to be an approval of the transfer. The OHF Executive Director, upon written request for relief, may authorize an extension of the seven (7) day period in the preceding paragraph. Should the OHF not receive a reply either approving or denying the request from the player s previous minor hockey Member Partner within seven (7) days, the request will be deemed to be approved. The appropriate Member Partners will be alerted by the OHF one (1) day prior to enforcing such approval and will be further notified once the approval has been authorized by the OHF. In instances in which it is identified that a Club, Association, Team Official or anyone connected with any of the above has assisted the family in moving to the new residence or preparing and/or submitting the necessary documentation, the player will become ineligible to participate with that Team and/or Club regardless of the outcome of the Residential move application. If the transfer is accepted and the request is approved, the player, parents, and club are required to report promptly to the OHF Office any material change in any fact or document submitted as part of the transfer request. Failure to do so may result in the same penalties as set forth in Regulations E9 and E10. If a player will be moving prior to the start of the new hockey season, and as a result of the move will no longer be eligible to participate where he played hockey the previous season, the OHF President, on the recommendation of the OHF Executive Director and the Executive Directors of the two Member Partners in question, may grant temporary permission for the player to attend try-outs in the new residential centre provided that all information regarding the proposed move has been submitted to the OHF office by way of a Transfer Form. This temporary permission is not a determination of change of residency. Applicants are required to provide all finalized supporting documentation, as outlined in OHF Regulation E99 (a), to confirm that a residential move has taken place. These documents must be provided to the OHF by the date of occupancy of the new address or by September 1 of the new hockey season, whichever is earlier. Once these documents are received, and the Member Partners have approved the transfer, the process will be completed. If the applicant is not able to provide confirmation of residential move by the noted date, the applicant will be required to return to his previous residential centre. Frequently asked questions 1- When must I declare my Affiliation for the season? You must declare and have your affiliation approved by the NOHA Executive Director by October 15 th or before you are allowed to use any affiliate player(s). 2- When does the Game Official have to review and sign the NOHA Player Affiliation document? Every time you use an affiliated player you must present all the required documents as listed in NOHA Regulation Seven. 3- The Regulation states ten (10) games in Minor Hockey. Do I have to get the NOHA Player Affiliation Record signed by the game Official before this date? As stated in question number 2 - Every time you use an affiliated player you must present all the required documents as listed in NOHA Regulation Seven. 4- I use an Affiliation at Large List. When do I need to file my list of players? As per NOHA Regulation Seven you must have the player approved by the NOHA before you use the player. The final date to add a player to this list is January 15 th. 5- Can a player participate as an affiliated player in the game if I do not have the proper documents? As per NOHA Regulation Teams must have a NOHA Player Affiliation Record form duly completed and signed by the Referee for each game this player participates in. 35 Hockey Canada Skills Camp Program Overview The Hockey Canada skills camps are designed for all registered Minor Atom/Atom and Minor Peewee/Peewee aged boy and girl hockey players. Players will take part in two on-ice and two off-ice sessions that focus on passing, shooting, skating, puck control and most importantly FUN! Plus, each participating player will receive their very own limited edition 100th Anniversary Hockey Canada Skills Camp jersey. Lunch will be provided for all of the players. Hockey Canada Skills Development camps have the following objectives: Develop / enhance the fundamental skills of skating, passing, stick handling and shooting Create an opportunity for players to meet other players and develop friendships Promote the FUN of the game Teach the concepts of fair play, fitness, safety, team work and the importance of a positive attitude Develop friendships and provide a memorable experience for all who attend On-Ice Curriculum Fundamental skill development and individual tactics will be the focus of the curriculum. All drills will be taken from the Hockey Canada Skills Coaching Manuals and National Skills Standards & Testing. Players will participate in two on-ice sessions per camp. Off-Ice Curriculum Personal Development and Respect/Responsibility will be the focus of the Off-Ice curriculum. Players will participate in two off-ice sessions per camp. Respect and Team Building will be the focus of the first session. Off-Ice Skill Development will be the focus of the second session such as Floorball, stickhandling and/or dryland training. Requirements & Responsibilities to Hosting a Camp The host minor hockey association (MHA) is able to host a Hockey Canada Skills Camp at no cost to the association. Participants of the camp will pay a $75 registration fee to participate. These funds are used to cover all of the costs associated with the program including jerseys, coach apparel, lunch, and ice time. Although associations are not obligated to, many donate the ice time for this program. This would result in a reduced fee for participants. 37 HOCKEY CANADA CO-ED DRESSING ROOM POLICY The following is the policy of Hockey Canada with respect to co-ed dressing: Hockey Canada firmly believes in accommodating both genders in our great game. We further believe in balancing this goal with the safety, privacy, modesty and wishes of ALL our members without compromising the aspects of camaraderie, social integration and bonding inherent in a team sport. This policy attempts to meet all these goals while providing a safe and respectful environment for our participants. 1. Hockey Canada stresses the importance of coaches in ensuring both male and female players have equal access to pre and post team sessions and to all team related activities. 2. Hockey Canada recognizes the physical limitations of some facilities and encourages our members to work with local facility management to ensure that appropriate changing facilities are available to both genders. 3. Hockey Canada allows co-ed dressing room situations to exist at the Initiation Program, Novice and Atom levels, 5-10 years of age provided participants in a co-ed situation either arrive in full equipment or wear at a minimum gym shorts or long underwear as well as a full t-shirt (no tank tops) all of which must be in good condition and without holes/tears. 4. At the Pee-Wee (11 years old) level and above the following conditions will apply in all co-ed team environments: - Females and males will change in separate rooms - Both genders shall congregate in one dressing room fully prepared to participate in the game/practice not more than 15 minutes prior to the scheduled ice time unless otherwise indicated (to be there earlier) by the coaching staff. - The lesser represented gender shall depart the dressing room not more than 15 minutes after the game/practice unless otherwise indicated (to stay longer) by the coaching staff. - The gender in the majority shall not begin changing, helmets, gloves and skates excepted, prior to the departure of the lesser represented gender.

38 - When necessary, due to facility limitations, dressing and showering shall be done in shifts with the gender in the majority dressing and showering first. Once the room with shower facilities has been fully vacated the lesser represented gender may use the shower facilities. It is the belief of Hockey Canada that these provisions adequately address issues of team unity/camaraderie and provide for the modesty/privacy of all participants. Note: Hockey Canada Branches that have mediated Human Rights settlements within their Province/Territory with respect to specific co-ed dressing room parameters are exempted from this policy within their jurisdictions and may continue to adhere to previously mediated settlements.

The Hockey Canada policy currently defines hazing as an initiation practice that may humiliate, demean, degrade, or disgrace a person regardless of location or consent of the participant(s). Regulation O4 reads as follows: A player, team official, executive member, team, club or association, or any other Hockey Canada member found, by an investigative process, to have condoned, initiated or, to the detriment of another, participated in hazing actions or behaviours shall be subject to discipline up to and including expulsion from Hockey Canada registered programs. Discipline must relate to the degree of severity of the incident(s). a) Any party failing to cooperate with the fact finding process may be subject to suspension as determined by the Branch. b) All discipline decisions related to hazing must be approved by the Branch.

45 NORTHERN ONTARIO HOCKEY ASSOCIATION INSURANCE BROKERS OF ONTARIO GOALTENDER EQUIPMENT OUTREACH PROGRAM The Goaltender Equipment Outreach Program is an effort to support children who have dreams of becoming a hockey goaltender. Working in conjunction with local minor hockey associations across Ontario, this program will provide sets of new hockey goaltending equipment to loan to 5-7 year old players interested in trying the position. Each set of equipment will be retained by the local minor hockey associations at the conclusion of the hockey season to loan to new children. In addition, the Insurance Brokers of Ontario will provide minor hockey associations with goaltending resources to aid coaches. NOHA Policy - To be on the bench as a registered official of a team, participants must be a minimum of 16 years of age as of December 31 of the current season and at least two (2) years older than the age division of the team they are registered with. All coaches, assistant coaches, trainers and managers must be certified to go behind the bench or on the ice and be registered in the Hockey Canada Registry. Participants who do not meet the above-noted age requirement to be on the bench as a registered official of a team but wish to volunteer with a team on the ice during practices must meet the following criteria: - The participant must be a registered player with the NOHA - The player must be registered with the same Minor Hockey Association that he wishes to assist - The player must have approval from the Minor Hockey Association to assist - The player must be in full equipment - he is registered with the NOHA as a player and therefore he is insured as a player. 50 NOHA REGULATION NUMBER SEVEN as of MAY 2013 AFFILIATION Purpose: To provide an opportunity for higher division or category teams to dress the maximum number of players allowable for a game in accordance with the Playing Rules. R.7.1. Affiliation regulations and procedures shall be in accordance with the provisions in HC Regulation E. R.7.2. Affiliation options are as indicated below for each category. Each Association/Club must declare its affiliation option no later than October 15th of the playing season. Such declaration shall be completed by the official signing officers in writing and forwarded to the NOHA Office and available to the OHF upon request. The NOHA Affiliation Declaration form must be used. R.7.3. Geographic subdivisions, for the purpose of this Regulation, shall be determined by the NOHA Board of Directors. R.7.4. Teams must have a NOHA Player Affiliation Record form duly completed and signed by the Referee for each game this player participates in. Teams must also have a copy of the teams approved Affiliation Declaration. R.7.5. A player of a team of a lower division and the same or lower category of the same club, or of an affiliated team, or a specially affiliated player, may play for a team or teams of higher divisions and categories at any time, to a maximum of ten (10) games. However, if the player s registered team completes its regular season and playoffs before the player s affiliated team or teams, the player may thereafter affiliate an unlimited number of times. Exhibition and/or tournament games, which are not part of regular league games or playoff games, are excluded from the number of games. NOTE: Teams using affiliated players are not responsible for the information on the affiliated players HCR record if the player has been approved electronically on the HCR. If for any reason a player is found to be ineligible after being registered and approved by the NOHA, the team the player is registered with will be held responsible. If a team uses this player as an affiliate player, this team cannot be held responsible and points cannot be taken away from them for using this player while he was on an approved HCR roster. The player cannot play an eleventh game (11) until the player s registered team completes its regular season and playoffs. NOTE: The NOHA Tournament of Champions is considered play-offs and therefore does count towards the ten (10) game total. R.7.6. Appearance of a registered player s name on the official game report of a game shall be considered participation in the game except in the case of an alternate goalkeeper, in which case actual participation only shall be considered as taking part in the game, and such participation shall be specially noted on the official game report.

A player who is granted an appeal to register in Minor Hockey in a Branch other than their home Branch or country, is ineligible to advance to a team of a higher division or category as an affiliate player. Affiliated players used by a higher division/category team in a game, shall be designated on the official game report by the use of the symbol AP after their name on the players line-up or roster. In any team affiliation, the player must have permission from the coach or manager of the team they are registered with before the affiliated player can participate in any game or practice. Failure to receive permission may result in the suspension of the Coach. R An NOHA Senior A team may neither have a Major Junior team as an affiliate nor use players from a club team in the Major Junior category. A Junior A team located in the NOHA area may have an affiliated Junior team situated only within the NOHA area. R A Junior A team within the NOHA area may affiliate with a Junior B team situated anywhere within the NOHA. R Players from a lower category affiliated team advancing to the higher category team are not required to electronically register in the HCR with the team of the higher category but remain members of the lower category team. Such players are not numbered among the higher category team s list of registered players. (paragraph also listed under R.4.38). R Teams have the following affiliation options: Club System - HC Regulation E.9(c) shall govern this affiliation. The determining factor for Club Affiliation shall be common signing officers for the purpose of registration and releases. Within a Club System, affiliate players must be: A) from a lower age division and the same or lower category, or; B) from the same age division and a lower category. Players and teams that are part of a declared Club System shall not be eligible to affiliate to another team through a Team-to-Team affiliation or Specially Affiliated Player list. The NOHA Affiliation Declaration Form must be used to file this type of affiliation. Team-to-Team Affiliation - This affiliation shall be governed by HC Regulation E9(a). The affiliate team must be a team: from within the same geographic subdivision as the team to whom they are; A) affiliating, and B) from a lower age division and the same or lower category, or; C) from the same age division and a lower category. Players on a team-to-team affiliation are ineligible to play as an affiliate player on any other team either through a Specially Affiliated Player List or a Club System. The NOHA Affiliation Declaration Form must be used to file this type of affiliation. Specially Affiliated Players (19 at Large) - HC Regulation E.9(b) shall govern this affiliation. Players eligible to be part of a Specially Affiliated Players list must: A) reside within the same geographic subdivision as the team to whom they are affiliating, and, B) be from a lower age division and the same or lower category; or, C) be from the same age division and a lower category.

52 Specially Affiliated Players may not be selected to participate as an affiliate player to another minor hockey association/club that has declared either a Team-to-Team Affiliation or Club System affiliation for the current season. These players may not be on more than one Specially Affiliated Player List. The final list of players must be forwarded to the NOHA office by January 15th or earlier of the playing season. The Affiliation at Large List must be completed in full with written consent (signing officers) from both teams involved in the affiliation. All players used as Specially Affiliated Players must be listed on the NOHA Affiliation at Large List and approved by the NOHA Executive Director before competing as an affiliated player. Once listed as a Specially Affiliated Player, a player may not be dropped from the list during the current season and replaced unless the team with which he signed his CHA Registration Certificate releases him on or before January 10th. The NOHA Affiliation at Large List must be used to register this type of affiliation. A minor hockey team may have, as part of its Specially Affiliated Players, a player registered with a team in the Ontario Women s Hockey Association (OWHA), provided that the player meets the residence, age requirements and other Regulations regardless of where the player plays in the OWHA program. R Midget AAA teams may affiliate with 19 players at Large. These players may come from the District that is host to this team and any abutting district that does not have a Midget AAA team. Teams have until January 15th to declare a total of 19 players or less. R.7.15 If a player is released by his/her residence association (AA or below) and there is a AAA team in their District which they are eligible to play for and then registers with another association (AA or below) in another District, he/she is not eligible to affiliate with the AAA team in that District or any other District without written approval from their Home District AAA team.

At the Annual General Meeting in May of 2004 the final policy regarding the use of an intra-oral mouthguard and the specifications for acceptable mouthguards were presented to the membership. The policy and specifications are as follows: Intra-oral Mouthguard Regulation R.1.27: Each player registering with the NOHA shall be required to wear an intraoral mouthguard during all on-ice activities that conforms to the specifications set out by the NOHA and is approved as suitable for use by the team s trainer. Intra-oral Mouthguard Specifications: An Intra-oral Mouthguard will: Be of any colour, Not be clear or translucent in colour; Be of one-piece (1) construction; Be easily sized by the participant or the participant s parents; Be of an even thickness from the front to the back of the device; Engage the biting surface of all of the teeth of the upper jaw and the lower jaw; Maintain alignment of the upper and lower jaw in a neutral position; Be able to be attached externally to the face mask or shield, or be form fitted or custom fitted to the teeth, and In the case of non-contact play will provide not less than one (1) millimeter of shock absorbent thickness between the teeth of the upper and lower jaw of a player, and In the case of contact play will provide not less than two (2) millimeters of shock absorbent thickness between the teeth of the upper and lower jaw of a player.

Not be clear or translucent in colour: An intra-oral mouthguard must be easily seen when the mouth of a player is opened. This is essential in order that on-ice officials can enforce the policy and for emergency medical services personnel to be able to rapidly determine if an injured player has a mouthguard in place. Be of one-piece (1) construction: The finished product must be a single object. Acceptable intra-oral mouthguards may be constructed of laminated materials, however the materials used in the construction of a mouthguard will not de-laminate or separate while in normal use. Be easily sized by the participant or the participant s parents: The instructions provided by a manufacturer or supplier of intra-oral mouthguards will provide players/parents with easily understandable instructions on how to size and fit a mouthguard to a player. Be of an even thickness from the front to the back of the device: The thickness of the mouthguard between the upper and lower teeth shall be consistent from the back to the front of the device. Engage the biting surface of all teeth of the upper jaw and the lower jaw: An approved mouthguard will come into contact with the biting surface of all of the teeth of both the upper and lower jaw when the mouthguard is properly inserted into the mouth. When fitting a mouthguard, special attention needs to be taken to ensure that the biting surface of all teeth from the front to the rear most teeth are in contact with the biting surface of the mouthguard. Mouthguards that are custom fitted by a dentist, denturist, or dental hygienist do not require an external attachment or lanyard to connect them to the facemask or shield. In the case of non-contact play will provide not less than one (1) millimeter of shock absorbent thickness between the teeth of the upper and lower jaw of a player. In the case of contact play will provide not less than two (2) millimeters of shock absorbent thickness between the teeth of the upper and lower jaw of a player: A mouthguard is considered to be compliant with the NOHA standard when there is respectively one (1) or two (2) millimeters of thickness remaining between the teeth of the upper and lower jaw. Any mouthguard where the thickness is less than one (1) or two (2) millimeters respectively between the teeth of the upper and lower jaw is no longer compliant with the standard. Also, any mouthguard that has been chewed through or has cracks or breaks in its surface is no longer compliant and must be replaced. Frequently Asked Questions What is the Implementation Date? Players engaged in on-ice activities are required to have an approved mouthguard in use for the season. Is there a list of Approved Products? The NOHA neither endorses nor recommends any particular product or manufacturer. Any intra-oral mouthguard product that meets the stated specifications set out by the NOHA is acceptable for use. It is essential that local associations and team trainers become familiar with this policy and the specifications of acceptable intra-oral mouthguards. Who is responsible for ensuring that the mouthguard policy is implemented? The responsibility to ensure implementation involves all coaches, trainers, officials and association executive. It is also essential that parents, public safety organizations, medical and injury prevention proponents and agencies become

What are the sanctions, who is responsible for implementation? If it becomes apparent that a player is not wearing an approved mouthguard during play, the referee, on becoming aware of the situation, will direct that the player be removed from play until such time as the player has a mouthguard in place. Do the boil and bite style of mouthguards meet the NOHA policy? Yes, as long as it conforms to the specified standards as described. Does an approved mouthguard have to have a bite bar that engages all of a players teeth? Yes, the biting surface of all of a players teeth must be able to bite down on a mouthguard in order for it to be approved. Does it matter what type of material or strap is used to attach a mouthguard to the facemask or shield of a hockey player? It does not matter what type of material is used, however the external strap or lanyard that is used to attach the mouthguard to the facemask or shield must be attached to the mouthguard and be approved by the mouthguard manufacturer. Mouthguards do not meet the NOHA specification if the mouthguard is attached to the facemask or shield by a means other than one that is approved by the mouthguard manufacturer. Hockey Canada offers the best development programs worldwide. It has invested significant resources in the development of officials, coaches, administrators and players countrywide. We have a committed strategy toward a cohesive long term athlete development model. These outlaw organizations do not support the development of these programs. Further, they operate in a vacuum, with no consideration to the impact of their programs on minor, junior, senior, adult recreational hockey, female hockey, officiating development, coaching development or administrator development in Canada. These outlaw leagues instead choose to utilize the resources already developed by Hockey Canada and its member Branches. The teams who make up these "leagues" operate in this fashion because they do not agree with the existing overall vision of Hockey Canada. They profess to have a better program yet often operate without a constitution, by-laws, create their own rule book and may not provide adequate insurance for their participants. Further, they offer the lure of "Rep" or "Junior" level competition when this is clearly not the case.

62 Hockey Canada, its member Branches, Major Junior Leagues as well as registered Junior Hockey Leagues wish to be exceedingly clear with our response to these programs. Definition: Hockey Canada and its member Branches view all leagues that operate outside the auspices/sanctioning of Hockey Canada programs to be classified as outlaw leagues. This currently does not include summer hockey leagues/teams, adult recreational hockey leagues/teams, high school hockey, and/or hockey schools. Sanctions 1) Any individual who participates (knowingly or otherwise) in "outlaw" programs after September 30 of the season in question ( the Cut-Off Date ) will lose all membership privileges with Hockey Canada for the remainder of that season, and may only reapply for membership with Hockey Canada after the end of that season. Participation in an outlaw program will be considered to have occurred if the individual takes part in one game (including an exhibition, tournament, league or playoff game) after the Cut-Off Date. If a participant makes the choice to participate in these outlaw programs, they must understand the ramifications of that choice and that the sanctions described in this paragraph will remain in effect even if the league or team folds, or the individual is released, suspended or fired. 2) Hockey Canada and its member Branches across the country will make every effort to ensure that local minor hockey and female hockey associations in areas where outlaw leagues exist are not supporting these leagues in any manner whatsoever. For greater certainty, supporting includes, but is not limited to, assisting an outlaw league directly or indirectly through advertisement, promotion, ticket sales, volunteer activities, assigning Officials, sharing resources or enabling such a league to participate in Hockey Canada sanctioned activities. We will withhold tournament sanctions and will preclude such associations from benefitting from any Hockey Canada/Branch/CHL sanctioned event by whatever means necessary, including the withdrawal of any such event from any community within the geographic boundaries of that association if need be to stress this point. With regards to the discussion in June on how OHF House League and House League Select nonbody checking teams would participate in body checking tournaments as well as teams from USA Hockey and Hockey Quebec which introduce body checking at Minor Bantam, Minor council came to the conclusion that: OHF teams hosting a tournament at PeeWee Hockey that accept non body checking teams, (with the exception of representative teams from USA Hockey entering representative tournaments) must make the division of the tournament those teams are participating in nonbody checking. The organizers have the option to accept or refuse a non-body checking team. In the contrary, any non-body checking teams within the OHF shall not be allowed to participate in body checking tournaments. If a non-checking team does participate in a checking tournament they would be subject to disciplinary action by their Member Partner.

The NOHA Office cannot accommodate this request directly as the filling out of the registration by the person or Association makes it a legal document and the NOHA Office cannot just amend it. The team must make a request to their Association President and then the Association President can make the request in writing to the NOHA Office. The reason for this is that the Association President knows of the change and once they submit it in writing to the NOHA Office, they have now endorsed the change and take responsibility for their actions. Although some of the requests are made because someone could not attend the required clinics or is no longer required for a specific position on the team, unfortunately many of the requests are made in an attempt to circumvent the rules and regulations of the NOHA/OHF and Hockey Canada. The NOHA Office has also received several phone calls and s from volunteers who were told by their Association that they only need Speak Out, or only require Speak Out and their Trainers certification in order to help coach. It was explained to these people that if they are going to be helping to coach a team, that they would need to meet the appropriate certification requirements. To help better understand some of the potential problems that may arise from these requests, below is a brief job description for each of the staff positions. Manager: The team Manager is an administrative function, which may include scheduling practices, budgeting and completing the players registrartions, among other duties. As the position is an administrative one, the Manager should not be on the ice. A team may have a maximum of two Managers, both of whom require Speak Out. Trainer: The Trainer is responsible for the safety and well-being of the players. Some of the Trainer s duties include implementing a Risk Management program for the team, maintaining the players medical information and dealing with injuries. The Trainer should only be on the ice to treat an injury. A Trainer must have a valid Hockey Trainers Certification card and Speak Out, while a team may have as many Trainers as they would like.

All Coaches have either Initiation or Development 1 certification depending on the age group they are coaching, as well as Speak Out. Coaches at Atom and above must also have their Checking certification. See below for the NOHA certification requirements. One of the more common questions received at the NOHA Office is, Can I go on the ice for practice if I have only Speak Out? Based on the job descriptions above, only the Head Coach and Assistant Coaches should be on the ice. A volunteer with Speak Out has only the appropriate certification to be a Manager, which is an administrative position as mentioned previously. With that being said, if assistance is required during practice to set up pylons or to push pucks, a team staff member may be on the ice to perform these tasks but they CANNOT provide instruction to the players (i.e. demonstrate a drill) as they are not insured to coach. Should a situation arise where a player is injured by someone who is not registered as a Head Coach or Assistant Coach (i.e. the player is checked into the boards by a team staff member), they will not be covered by Hockey Canada s Insurance Program and not only will the team staff member be held responsible, but the Association will as well. When approving staff position changes, you must consider the ramifications of those changes. Is the change being made for the right reason or is the change being requested because someone does not want to attend a specific clinic? The NOHA encourages Associations and Teams to use these people but these instructors must meet our certification requirements in order for them to register on the Hockey Canada Registry (HCR) to be covered by Hockey Canada Insurance. They are on the ice instructing and by definition (below) they are coaching. If they do not wish to obtain the certification required by the NOHA and wish to use their own insurance, the decision is left to the Association and Team as to whether or not they wish to participate without Hockey Canada insurance. The players and parents must be informed as to what insurance coverage they have in order for them to make an informed decision. The NOHA does not recognize the position of Other on the Hockey Canada Registry. The NOHA policy states that all people dealing with our membership will possess the proper certification to help ensure the safety and well being of our participants. The NOHA requires these specialty instructors to register on the HCR with each Association they are working with. This allows the Association to know that they are paying a Hockey Canada insurance premium for this instructor and that when working in their Association, the activity is sanctioned. DOUBLE REGISTRATIONS If a member of your Association was carded more than once this past season, Associations are required to notify the NOHA Office in writing after February 10 th, 2015 and before May 31 st, 2015 to obtain a refund. We WILL NOT automatically compile a list; it is your responsibility to look into this matter. The accident occurred just outside of Canada in a northern border state. It is incumbent upon us to encourage all participants that when traveling outside of Ontario for any period of time even to another province - to purchase a travel insurance policy. When traveling outside of Ontario for the purpose of participating in a tournament or exhibition game (provided that such event has been sanctioned), teams are advised of the following: Hockey Canada Insurance coverage extends to those registered participants taking part in activities related to playing hockey. Coverage does not extend to all activities at all times for the duration of the trip. Traveling companions are not covered by Hockey Canada Insurance at any time. All participants and their companions are advised to purchase travel insurance (including, but not limited to coverage for trip cancellation or interruption, hospital and medical expenses, air flight accident, public transportation accident, baggage insurance). Not all insurance companies will provide coverage for team or sport-related activities.
