1 2015 Skyland Conference Pre-season Field Hockey Meeting via A. Attendance please send me an stating that you reviewed this agenda Coach s directory is attached please me with corrections. New/old Businessa. Varsity games two 30 minute halves with one 10 minute overtime. JV games will be two 30 minute halves overtime reduced player will be 5 minutes b. The scoreboard clock will be run out but the official time is kept on the field, play the whistle! c. If you do not have sufficient players to play a full JV game please have your AD contact the opponents AD so that the officials can be notified ahead of time. Officials have been instructed to play full games under our By-laws Rule Changes- Attached are rule modifications for 2015 B. Selection of All Conference Team Format a. By Constitution and By Laws- Numbers per first/second team. b. Record by name, school and grade level. c. Coaches may nominate athletes from their schools and other schools and vote for their own athletes. d. First and Second Team selections will be recognized and given certificates. e. Honorable Mention 1 per school no certificates f. Coach of the Year per Division selected by coaches. C. Coaching Conduct please follow the Conference recommended Code of Conduct for Coaches a. Conference Sportsmanship Rating Form fill out at end of season and give to your AD. D. Discuss Harassment, Intimidation and Bullying- make sure officials read NJSIAA Statement before the game. E. Rating Officials please give your AD your preferred, acceptable and nonacceptable ratings for all officials whether it was a home or away meet. F. Any proposed changes for Field Hockey need to be addressed in writing and approved by your AD and sent to me at least 1 week prior to the post season meeting. G. Comments/Questions/Items for the good of the order please send to me via .

2 FIELD HOCKEY BY-LAWS 1. When a non-tournament varsity field hockey game ends with the score tied, the following guidelines will be followed: All Skyland Conference Varsity games will play until a winner is determined following the NJSIAA Tournament tiebreaking procedures. A tie game will be followed by one 10- minute overtime. No penalty strokes. 2. Scoreboard/Slide Line clocks will be stopped at zero with the end of the game being final on the officials whistle. (A goal maybe scored after the clock goes to zero based on the whistle of the officials). Your players are encouraged to play to the WHISTLE. 3. Junior varsity hockey games shall be scheduled after the varsity games, unless otherwise mutually agreed upon. 4. J.V, and freshman games will consist of two 30 minute halves. At the conclusion of J.V and freshman contests, if the score remains tied, there will be one 5-minute overtime sudden victory period played. The overtime period will include a seven-on-seven reduced player procedure. If a tie exists at the conclusion of this period the contest will remain tied. 5. As to field conditions for hockey, it is the coach s responsibility to make the Directors of Athletics aware if fields are not properly lined or cages illegally constructed. 6. The following criteria will be used for all conference selections: 15 + Goalie, First team; 15 + Goalie, Second team 7. Certificates will be given to each first and second team selections. 8. Honorable mention will be limited to a maximum of one player per school. 9. Coaches may nominate and vote for their own players and nominate players from other schools. REV 09/09/15

3 MINUTES -NJSIAA Interpretation Meeting 8/11/15 & SFHO Interpretation Meeting 8/25/15. Meeting started 7PM. Kim Degraw-Cole,NJSIAA Associate Director Welcomed all Field Hockey Interpreters and Officers and introduced Jane Hansen, NJ State Field Hockey Interpreter for 35 years. Jane was presented with a gift of appreciation by Char Heenan for her years of service for field hockey and wished her well in her retirement. Larry White,Assistant Director then gave his respects to Jane. He reminded us that All sports Officials of every level MUST renew the Concussion or not be in "Good Standing to officiate any level game. The Sportsmanship Statement message (on the back of the Registration Card) MUST be read by the Official/Umpire before every contest. Do not let Captains/team members read the message. In 2016 Field Hockey will be required to purchase the new Neon & or Pink Prescribed subliminated logo uniform for their sport. If purchased in bulk by each Chapter then a 10% discount will be applied. $42.50 is the price. Outerwear will also be available by Cliff-keen (price not mentioned) there will be Woman's and Men's cuts. The company is located in Newtown, Pa. with a link on the NJSIAA website. It will be dry fit wick shirts with mesh bags for washing. Do not use softener washing instructions will be on the website. Kin DeGraw Cole also mentioned that all Chapter meetings can be put on the NJSIAA website. The NJSIAA state tournament tie breaker was handed out. All Disqualifications MUST be completed on line only! info on NJSIUAA website New for 2015 is a state wide Tie Breaker for NON Tournament Varsity Play is Mandatory. Varsity Games tied at the end of regulation will play ONE (10) minute "Sudden Victory" overtime period. All rules 1-10, for tournament play will apply. Modification to #9. (exclude it) Each team will receive one time out in overtime. If there are timeouts not used in regulation they cannot be applied to overtime Play. Each team will have the option of 1 time-out in overtime. Jane Hansen then presented the NFHS Rule Changes (briefly). and the Points of Emphasis regarding the proper use of Equipment. Goggles Must be worn. NJ State Adoption that face mask may be worn for penalty corners With the Goggles over them. In 2019 all eye protection shall be permanently labeled with the current ASTM 2713 standard for field hockey. Another NJ Adoption is the 5 goal Mercy Rule, if a team is a head by 5or more goals, clock runs..if other team score 1 (ie.5-1) clock stops. State tournament overtime rules (posted on NJSIAA website). If a tie exists at the conclusion of regulation play, up to two (10) Ten Minute "sudden Victory" overtime periods shall be played. Time outs may be carried over in tournament Play. Strokes if unbroken after overtime. Regarding the on line test. A perfect score would be a 98 since there are two questions that are incorrect. Credit will be given for those two questions if marked incorrect. The field Hockey Rules Changes were discussed. Main points of Janes Hansen's final remarks are:

4 Page (2). Interpretations 8/11 & SFHO 8/25/15 Points of Emphasis: Properly Marked Protective Eyewear (as above) and Goggles 9-12 NJSIAA goverened, Middle schools do not have to wear goggles. Only HIGH SCHOOL! Rough and Dangerous Play: "AN UMPIRE DOES NOT HAVE THE RIGHT TO IGNORE A RULE! You should judge the possibility of DANGER! " NOTIFY YOUR CHAPTER and call attention to rough and dangerous play. "UMPIRES are keepers of safe play. If a player is out of control, unskilled- warn first, then use the carding progression. With the stick above the shoulder, safety is paramount! "Umpires are waiting too long to make a call for unsafe play." If there are two opposing player receiving, call in the third arc. Any evasive action during the arc should be called immediately, free hit where danger occurred. "If a player is alone, rule doesn't say they can't swing or Bat. But they must play it safely. However swings should be called if players are near. "A player doesn't have to back away from a free hit, but they MAY NOT ENGAGE, (until player progresses 5 yards. "Coaches are now carded for players improper use/ illegal equipment, or lack of, and illegal/improper substitution. "Injury on a corner during regulation game, bully on broken line. Injury during extended Penalty corner (half/or end) FINISH THE CORNER. "Horn rules at end of half and end of game..(that s why its important for each official to have watches synchronized and communicate eye or radio during game.) Keep the game safe but keep it flowing! *********************************************************************************** SFHO Interpretation 8/25/15 Kenda Riley Interpreter reiterated all of the above. Coaches from Belvidere, Bernards Franklin, Head and Asst., North Hunterdon, Phillipsburg and Asst. Sommerville, and Voorhees attended. Improvement from last year where three attended. It was mentioned that some fields in the conferences did not have 25 yard lines marked and that some field have spots instead of lines for penalty stroke mark Umpires should check. Kenda and Milissa illustrated dangerous sticks. Sommerville coach asked if shoot outs or strokes during tournament (not season) were to be used. Meeting concluded.. Coaches seem to be doing a good job of respecting the 5 yard team line,. Box 487 Robbinsville, NJ Field Hockey Coaches, Athletic Directors, and Chapter Secretaries Kim DeGraw-Cole, Assistant Director DATE: August 2015 RE: 2015 National Federation Field Hockey Rule Modifications The NJSIAA Field Hockey Rules Interpreter is: Replacement TBA Mrs. Jane Hansen 403 Third Avenue Haddon Heights, NJ Home Phone: (856) GOGGLES are MANDATORY! Face Masks are optional on penalty corners, however if a face mask is worn, the GOGGLE must be worn as well. RULE 4-2-g - STATE ADOPTION If a team is leading by five (5) or more goals, the clock will continue to run after goals (no stop clock). If the difference becomes less than five goals, the stop clock is reinstated. NFHS: Rule Modifications: Mandatory for all Varsity Games (New for 2015) Tie Breaker for Non Tournament Play-Varsity During the regular season, Varsity games tied at the end of regulation, will play ONE (10) minute sudden victory overtime period (7 v 7). All rules listed below for Tie Breaker for Tournament Play numbers 1-10, will apply. ONE TIME OUT PERMITTED IN THE OVERTIME. TIE-BREAKER FOR TOURNAMENT PLAY If a tie exists at the conclusion of regulation play, up to two (10) ten minute sudden victory overtime periods shall be played. 1. All game rules apply. 2. Prior to the overtime there shall be a 5 minute intermission 3. During the intermission the officials shall meet with the Captains for a coin toss 4. The visiting team captain calls the coin toss and the winner chooses direction or possession to begin the Tie-breaker. If the tie is not broken during the first 10 minute overtime, the teams shall change ends and the team not having possession of the ball to start the first overtime shall have possession. 5. Teams shall consist of 6 (six) field players and a goalkeeper. A team may choose to play with less than 6 (six) field players, but must have a goalkeeper. 6. A player disqualified during the regulation game may not play in the Tie-breaker 7. A player still serving a suspension at the end of the regulation period may not play in the Tiebreaker until the suspension period is completed. However, the teams start with 6 field players and a goalkeeper. 8. Once the overtime has started, any disqualification or suspension shall result in the team playing short and shall carry over from one overtime period to the next. 9. Time out shall be permitted if a team has not previously used their time-outs during the regulation game.

7 2015 Field Hockey Rule Modifications page On penalty corners the defending team is permitted to have only (4) four players behind the goal line (a goalkeeper and 3 field players). 11. If a tie still exists after the first 10-minute overtime period, there shall be a 3-minute intermission during which players may confer with their coaches. 12. If a tie still exists after the second 10-minute overtime period, there shall be a 3-minute intermission during which players may confer with their coaches. A penalty stroke competition shall then be used to break the tie. Penalty Stroke Tie-breaker The Officials shall determine which goal will be used for the Penalty Strokes. 1. The coaches shall have a maximum of (2) two minutes to submit a lineup for penalty strokes. Each coach shall submit a list of (5) five players in the order they are to take their strokes. 2. Any player listed on the roster is eligible as long as they were not disqualified during the regulation game or the reduced player overtime. A suspended player in the second overtime who has not completed the suspension may participate in the Penalty Stroke procedure. 3. During the 3-minute intermission the officials shall meet with the Captains to conduct a coin toss. 4. The Home team calls the toss. The winner chooses to attack or defend in the first set of penalty strokes. A set consists of 10 strokes being taken (5 by each team). 5. For subsequent sets of penalty strokes required to break the tie, the choice to attack or defend shall be alternated between the teams. 6. The official shall address the goal keeper first and the stroker second. 7. Both teams shall take 5 penalty strokes alternately against the opponent s goalkeeper in the order they are listed. 8. The team scoring the highest number of goals shall be the winner. Once the stroke procedure is decisive, the game shall be complete and no more strokes need be taken. 9. If the tie is still not broken, the first series of sudden victory penalty strokes shall be taken by the same players unless the coach wishes to substitute a player(s). The order may be changed. 10. The first team to score more goals than its opponent after an equal number of strokes shall be declared the winner. 11. If the sudden victory procedure continues after the second set of penalty strokes, the same players (unless substituted) shall be the strokers in the third set. The order may be changed. If a fourth set is required, the same (5) five players on each list shall be the strokers (unless substituted). Again the order may be changed. 12. The sudden victory procedure shall continue in series of five penalty strokes taken alternately by each team (using the same players, unless substituted) until the tie is broken. The first team scoring more goals than its opponent shall be declared the winner. 13. Substitution of the goalkeeper may take place at any time during the reduced player overtime as provided for in the substitution procedures. Substitution of the goalkeeper during the penalty stroke procedure may take place at the conclusion of any set of five strokes by each team. 14. Substitution of strokers during the sudden victory penalty strokes may take place at the conclusion of any set of five strokes by each team.

8 2015 Field Hockey Rule Modifications page 3 Question: Do the coaches have to submit their list of 5 strokers and the order they want them to stroke prior to each set of 5 strokes? Answer is YES. Prior to each series a list of 5 players in preferred order shall be given to the officials. Question: Once the list is given to the officials and that series of strokes has begun, can a coach sub a stroker? Answer is NO Question: If at the end of the first complete penalty strokes, the tie has not been broken, is the next set of penalty strokes, sudden victory? Answer is YES, sudden victory sets will continue until the tie is broken. If an overtime game goes into penalty strokes, a total of one goal is awarded the winner of the set, rather than the total number of goals scored in the set. IN THE FINAL GAME OF THE TOURNAMENT OF CHAMPIONS ONLY, IF THE REGULATION GAME ENDS IN A TIE, ONE TEN (10) MINUTE SUDDEN VICTORY OVERTIME PERIOD SHALL BE PLAYED. IF A TIE STILL EXISTS, AN ADDITIONAL TEN (10) MINUTE SUDDEN VICTORY OVERTIME PERIOD SHALL BE PLAYED. IF A TIE STILL EXISTS, A CO-CHAMPIONSHIP WILL BE DECLARED.
