1 2019 Canada Winter Games Hockey (Men s) Technical Package Technical Packages are a critical part of the Canada Games. They guide the selection of athletes by prescribing the age and eligibility requirements, assist the organizing committees by detailing tournament formats and scoring procedures, assist Chefs de Mission in verifying eligibility, help with budgeting by describing the number of participants permitted, advance coaching certification by stating minimum requirements and generally contribute to athlete development by identifying each National Sport Organization s (NSO) version of athletes in the training to compete phase of its Long Term Athlete Development Model (LTAD), or other suitable phase of the model as justified by the NSO, discussed with the LTAD expert group, and approved by the Canada Games Council (CGC) Sport Committee. Every Games' coach, manager, Sport Chairperson and Mission staff has an obligation to read and understand every aspect of the Technical Package. Failure to do so could cost an athlete his or her eligibility for the Games or could affect final standings or the conduct of the competition. If someone does not understand an aspect of a Technical Package, he or she is to seek clarification from the CGC Sport Committee through his or her Chef de Mission or NSO. Technical Packages are developed 36 to 24 months prior to Games primarily by NSOs, following principles outlined in this document, guidelines and requirements of the CGC. As the overall governing body of the Games, the CGC has the ultimate authority over Technical Packages, but this authority is exercised only with the knowledge and understanding of the concerned NSO. Generally, Technical Packages are developed by sport, but in certain cases may be developed by discipline. If an individual wishes to seek clarification or initiate a change to a Technical Package leading up to a Games, the request should be first directed to the NSO or the Chef de Mission. The NSO or Chef de Mission will evaluate the merits of the request and will, if it has merit, submit the requested change or clarification to the CGC s Sport Division for consideration. The NSO or Chef de Mission will submit the rationale for the request. Changes to age groups, eligibility requirements, team sizes or staff complements will not be considered after 36 months prior to the Games. Additions or changes to events/competition formats that result in a significant cost increase to the Host Society will not be considered after 24 months before the Games, unless approved by the CGC and the Host Society. Substantive changes to events or competition formats will not be considered after 18 months before the Games, unless approved by all participating Provincial/Territorial associations and the CGC. Minor corrections will be considered at almost any time, but will be increasingly difficult to achieve within six months of the Games. These time frames reinforce the importance of complete understanding of the Technical Package by Games participants early. 1

3 2019 Canada Winter Games Men s Hockey Technical Package 1. SPORT: MEN S HOCKEY 2. PARTICIPANTS: 2.1. Competitors: 2.2. Staff: 20 Male Players 3 Coaches, 1 Director of Operations (Manager), 1 Technical Support, one of: Equipment Manager Video Coach Goalie Coach One of the coaches must be male. A maximum of four (4) Team Staff members are permitted on the bench. This may include Coaches, Manager, Technical Support, or Venue Pass Holder Additional Team Staff*: Apprentice Coach o See Women in Coaching Canada Games Apprenticeship Program o See Aboriginal Apprentice Coach Program o Apprentice coaches have same access as competitors and team staff. Venue Pass Holder o See Venue Pass Holder Policy o Venue Pass Holders do not have access to the field of play, however they may be permitted on the bench assuming they are one of the four Team Staff members selected for bench access o Venue Pass Holder s access Front of House (spectator areas) Team Areas (athletes lounge, change rooms) * Additional Team staff positions are administered by the Provincial/Territorial (P/T) Mission Team. 4 3. CLASSIFICATION: Competitors under 16 years of age as of December 31, Year of Birth: 2003 to 2007 inclusive. Teams from NT, NU and YT are eligible to select up to three (3) players under 17 years of age as of December 31, 2018 (born in 2002). 4. ELIGIBILITY: 4.1. Coaches: All coaches named on the official registration form must be certified under the National Coach Certification Program (NCCP) at High Performance 1 / Level 3 Theory (NCCP Competition-Development) in hockey. These coaches must complete full certification no later than 180 days before the opening of the Canada Winter Games (by August 19, 2018). For more information on the coach certification pathway, please see Appendix Competitors: Excluded from the Canada Games are: Senior National Team athletes*; Athletes who do not meet the date of birth requirements as determined in section 3 of this document; Athletes who have held an SR1 or SR2 card (as defined by Sport Canada s Athlete Assistance Program) at any time; Athletes who have previously competed at the following events: Senior World Championships, Olympic Games, or FISU Games; Overage athletes actively playing on a CHL roster at the time of the CWG or during the roster finalization period. No athlete can be rendered ineligible within 90 days of the opening of the Games due to carding status or National Team status (i.e., no athlete will be excluded if they become National Senior Team members for the first time or are granted carding status after November 17, 2018). * Athletes who hold a C card (as defined by Sport Canada s Athlete Assistance program) or are in their first year of Senior National Team status may be deemed eligible on a case by case basis. Requests must be submitted to the respective Provincial/Territorial Chef de Mission and approved by the Canada Games Council s Sport Committee. 4

5 5. COMPETITION: The Canada Winter Games will be played using the Hockey Canada Rules applicable for Minor Hockey with the exception of a number of IIHF Playing Rules & Regulations as listed below. IIHF Playing Rules: If any of the IIHF playing rules listed below happen to be changed or altered prior to the start of the Canada Winter Games, the most up to date version of those IIHF playing rules would be used, unless indicated within this technical package. IIHF RULE BOOK: RULE 31 FACIAL PROTECTION & MOUTH GUARD i. All skaters in the age category Under-18 must wear a cage constructed in such a way that neither the puck nor a stick blade can penetrate it. ii. All skaters in the age category Under-20 must wear a mouth guard. Goaltenders are not required to wear mouthguards. RULE 53 DETERMINING FACEOFF LOCATION/PENALTIES ASSESSED i. When players are penalized resulting in penalties to one team being placed on the scoreclock, the ensuing faceoff will take place at one of the two end zone faceoff spots in the end of the team that will play shorthanded except: 1. When a penalty is assessed after the scoring of a goal, the ensuing faceoff will take place at centre ice; 2. When a penalty is assessed before the start or at end of a period, the ensuing faceoff will take place at centre ice; 3. When the defending team is about to be penalized and an attacking skater enters the attacking zone beyond the outer edge of the end zone faceoff circles during a player confrontation, the ensuing faceoff will take place at one of the two faceoff spots outside the attacking zone. ii. iii. iv. If a skater of the attacking team is assessed a penalty during a faceoff in the attacking zone, the faceoff will be moved to the defending zone of the team being penalized. If penalties are assessed to both teams during the same stoppage of play but at different instances and for different reasons, the faceoff will be in the defending zone of the team that committed the last of the fouls. When both teams incur penalties which are displayed on the score-clock, the ensuing faceoff will take place at the nearest faceoff spot in the zone where game action was 5

6 stopped. v. If an attacking player incurs a misconduct or game-misconduct penalty in his attacking zone, the ensuing faceoff will take place at the nearest faceoff spot to where game action was stopped. RULE 93 PLAYER CHANGE ON ICING CALLS iii. A team that incurs an icing call is not allowed to make player changes prior to the ensuing faceoff. The rule applies to those players who were on the ice the moment the puck left the player s stick to produce the icing. iv. If a team attempts to change players after it has iced the puck, the referee will issue a warning for the first offense and then assess a bench-minor penalty for delay of game for subsequent offenses. v. Should a team that ices the puck utilize its team timeout at this stoppage of play, it is still not allowed to make any player substitutions. vi. A team is allowed to make a player substitution: 1. To replace a goaltender who had been substituted for an extra player; 2. To replace an injured player or goaltender; 3. If either team incurs a penalty which alters on-ice manpower, the team icing the puck is allowed to make player changes, but the ensuing faceoff will take place in the defending zone of the team incurring the penalty. vii. A skater who breaks his stick on a play that is called for icing will be allowed to go to his players bench to get a new one. RULE 135 DELAY OF GAME/SHOOTING OR THROWING THE PUCK OUT OF PLAY i. A player who shoots, throws, or bats the puck directly out of the playing area from inside his defending zone anywhere in the rink (except where there is no protective glass) during game action, without any deflection, will be assessed a minor penalty. The determining factor will be the position of the puck when it is played. ii. No penalty will be assessed if a player shoots the puck directly over the boards at the players benches but not over the protective glass behind the players benches. iii. A player who deliberately shoots the puck out of play anywhere on the ice during play or after a stoppage will be assessed a minor penalty. iv. A player who lifts the puck from the defending zone and hits the score clock or any structural object above the ice surface, causing a stoppage of play, will not be assessed a penalty. 6

7 All twenty players can dress for every game and four staff (accredited head coach, 2 assistant coaches and equipment manager), plus the Host Society therapist, are permitted on the bench. There shall be two to four standby goaltenders named and approved by the Hockey Canada representative. The standby goaltenders must be available for the duration of the event and able to be on site in the venue in 2 hours or less. Hockey Canada will be responsible for working with the appropriate Branches to identify the next best age-eligible goaltenders available, in the host Province or Territory and the next two closest Provinces or Territories. Hockey Canada will make the final recommendation on standby goaltenders to the Canada Games Council. The two to four standby goaltenders will come under the direct jurisdiction of the Hockey Canada representative or designate and will be used when a team has an ill, injured or suspended goaltender. No standby goaltender will be activated during a game and, therefore, they will be made available through an on-call process. The procedure for using a standby goaltender shall be as follows: 1. A team requesting to use a standby goaltender must make a written request to the Hockey Canada representative or designate in charge of the competition. 2. In the case of an ill or injured goaltender, a medical certificate must accompany the request. 3. The host society will establish any required accreditation procedures. 4. The Hockey Canada representative shall determine practice and game assignments for the standby goaltenders. 5. Teams will play with their second regular goaltender and the standby will dress as the back-up. 6. The standby can only enter the game if the starting goaltender is injured or removed from the game by the referee. Competition Format Teams will be grouped as follows (based on the final standings from the 2015 Canada Winter Games): 13 TEAM FORMAT Pool A Pool B Pool C 1. ON 4. QC 5. NS 8. NB 2. AB 3. MB 6. BC 7. NU The event will consist of a Preliminary Round (all 13 teams), followed by the Qualifying Round (4 teams), a Quarter Final Round (8 teams), Placement Games (5th 12th Place) and Medal Round (4 teams). 7

8 Preliminary Round: All teams will play a round robin within their Pool. The top three teams in the standing of Pools A & B will advance to the Quarter Final. Qualifying Round: The 1st and 2nd Place teams in Pool C and the 4th Place Teams in Pool A & Pool B will play in the Qualifying Round. Seeding for the Qualifying Round will be based on the results of the round robin. Results will be calculated based on Section 6 Sport Scoring and Section 9 Round Robin Tie Breaking Procedure. Once seeded 1 through 4, the match ups will be as follows: 1 vs 4, 2 vs 3. The winners of the Qualifying Round games will advance to the Quarter Final Round and become 4a and 4b 4a being the winner of the 1 vs 4 game, and 4b being the winner of the 2 vs 3 games. The Losers will play in the Placement Games for 9th 12th Place. Quarter Final Round: The 1st, 2nd and 3rd Place teams from Pool A & B, along with the winners of the Qualifying Round will play in the Quarter Final Round. Seeding for the Quarter Final Round will be based on the results of the round robin. Results will be calculated based on section 6 Sport Scoring and Section 8 Tie Breaking Rule Competition. Once the remaining teams in Pools A & B have been seeded 1 through 3, the match ups will be as follows: 1a vs 4b (winner of the 2 vs 3 qualifying game), 1b vs. 4a (winner of the 1 vs 4 qualifying game), 2a vs 3b, 2b vs. 3a. The 4 winning teams will advance to the Medal Round. The 4 losing teams will play in the Placement Games for 5th 8th place. Medal Round: The 4 winning teams of the Quarter Final Round will play in the Semi Finals in the Medal Round. Seeding for the Semi Final Round will be based on the seeding from the Quarter Final Round. The top seed from the Quarter Final Round moving onto the Semi Final Round will play the lowest seeded team to advance to the Semi Final Round. The 2 nd and 3 rd seed teams will play each other. The Semi Final winning teams will advance to the Gold medal game, the losing teams to the Bronze medal game. Home and Visiting Team : During the Round Robin, the home team shall be determined by their seeding from the 2015 Canada Winter Games. During the Quarter Final, Relegation, Placement and Medal Rounds, the home team shall be the team ranked higher after the Round Robin. Game Format : (All games in the competition) Warm up will be 15 minutes. The ice will be re-surfaced following warm-up with 15 on the clock. All non-televised games will have an :05 puck drop (ex. 7:05 or 7:35). Warm-up will be 35 minutes prior to puck drop. Televised games will have an :08 puck drop (ex. 7:08 or 7:38). Warm up will be 38 minutes prior to puck drop. (Exact puck drop time for televised games will be dependent on the particular broadcaster). All regulation time games will consist of three (3) stop-time periods of twenty-minute (20) minutes. The ice will be re-surfaced following the 1 st, 2 nd & 3 rd periods. An intermission time of 15 minutes will be set & on the score clock. Each team will be allowed (1) one (30) second time-out in a game. (A game is defined as regulation time or regulation and overtime). For televised games, TV timeouts will be instituted at the discretion of the particular broadcaster. 8

9 Overtime Operations: See Section 8: Tie Breaking Rule Competition 6. SPORT SCORING: 3 points for the winning team at the conclusion of regulation time 1 point for both teams at the conclusion of regulation time if the game is tied 1 additional point for the team winning the game in the overtime period or the Game Winning Shots Procedure 0 points for the team losing the game in regulation time 7. TIE BREAKING RULE COMPETITION: If the IIHF Overtime Operations happen to be changed or altered prior to the start of the 2019 Canada Winter Games, the most up to date IIHF Overtime Operations would be used in Men s Hockey. Overtime Operations for a Round Robin or for a Preliminary Round Game: If at the end of the three (3) regular twenty (20) minutes periods in a single Round Robin or Preliminary Round of a top category championship, and the two playing teams are tied, the teams will then play a sudden death overtime period of not more than five (5) minutes with the team scoring first declared the winner. The overtime period shall be played with each team at a numerical strength of three (3) skaters and one (1) goaltender. The overtime period will commence following a shoveling of the ice surface by arena personnel utilizing the same procedure as utilized during television time-outs. Once the 9

10 shoveling has been completed, the clock will be reset to 5:00 minutes and the overtime period will begin immediately. The players will remain at their respective player benches during the time in which the shoveling of the ice surface takes place. Goaltenders must go to their respective players benches during this rest period, however, penalized players must remain on the penalty bench. Should a penalized player exit the penalty bench, he shall be returned immediately by game officials with no additional penalty being assessed, unless he commits an infraction of any other rule. Teams are not permitted to return to the dressing room during this time. If no goal is scored in the overtime period, then the Game Winning Shots Procedures shall apply. Penalties: When regulation time ends and the teams are 5-on-3, teams will start the overtime period with 5-on-3. Once player strength reaches 5-on-4 or 5-on-5, at the next stoppage of play, player strength is adjusted to 4-on-3 or 3-on-3, as appropriate. When regulation time ends and teams are 4-on-4, teams will start overtime 3-on-3. If at the end of regulation time teams are 3-on-3, overtime starts 3-on-3. Once player strength reaches 4-on-4, 5-on-4, or 5-on-5, at the next stoppage player strength is adjusted to 3-on-3 or 4-on-3, as appropriate. At no time will a team have less than three (3) players on the ice. This may require a fourth and/or fifth skater to be added in the event penalties are assessed. If a team is penalized in overtime, teams play 4-on-3. If both teams are penalized with minor penalties at the same stoppage of play (with no other penalties in effect), teams will continue to play 3-on-3. In overtime, if a team is penalized such that a two-man advantage is called for, then the offending team will remain at three (3) skaters while the non-offending team will be permitted five (5) skaters. At the first stoppage of play after the two-man advantage is no longer in effect, the numerical strength of the teams will revert back to 4-on-3 or 3-on-3, as appropriate. Overtime Operations for a Playoff Game or for a Bronze Medal Game: If at the end of the three (3) regular twenty (20) minutes periods in a Playoff Game and/or in a Bronze Medal Game and the two playing teams are tied, the teams will then play a sudden death overtime period of not more than 10 minutes with the team scoring first declared the winner. The overtime period shall be played with each team at a numerical strength of four (4) skaters and one (1) goaltender. 10

11 The overtime period will commence following a shoveling of the ice surface by arena personnel utilizing the same procedure as utilized during television time-outs. Once the shoveling has been completed, the clock will be reset to 10:00 minutes and the overtime period will begin immediately. The players will remain at their respective player benches during the time in which the shoveling of the ice surface takes place. Goaltenders must go to their respective players benches during this rest period, however, penalized players must remain on the penalty bench. Should a penalized player exit the penalty bench, he shall be returned immediately by the game officials with no additional penalty being assessed, unless he commits an infraction of any other rule. 12 declared the winner. The overtime period shall be played with each team at a numerical strength of four (4) skaters and one (1) goaltender. The overtime period will commence following an ice resurfacing during a 15 minute intermission where teams will return to their dressing room before the start of the overtime period. The overtime period will start with the same on ice strength as the third period finished with all assessed penalties in force. If no goal is scored in the overtime period, then the Game Winning Shots Procedure shall apply. Penalty-Shot Shootout taken from current IIHF Sport Regulations If the IIHF Penalty-Shot Shootout Rule 63 happens to be changed or altered prior to the start of the 2019 Canada Winter Games, the most up to date IIHF Penalty-Shot Shootout procedure will be used in Men s Hockey. See also IIHF Rules for Penalty-Shot Procedure. i. If no goal is scored in the sudden-death overtime period, a penalty-shot shootout will be used to determine a winner. ii. iii. iv. Prior to the start of the penalty-shot shootout, the entire centre section of the rink between end-zone faceoff spots will be dry-scraped by the ice-resurfacing machine. The referee will call the two captains to the on-ice officials crease to call a coin toss, with the home team indicating their choice of either heads or tails. The winner has the choice to have his team shoot first or second. Goaltenders will defend the same goal net as in the overtime period. v. Goaltenders from each team may be changed after each shot, but if a shot must be re-taken for any reason, the skater and goaltender must remain the same except in case of injury. vi. vii. viii. ix. Five (5) different skaters from each team will take shots alternately (A,B,A,B,A,B,A,B,A,B). The skaters do not need to be named beforehand and can be changed any time up to the point when the referee blows his whistle to signal the start of a shot. Eligible to participate in the penalty-shot shootout are all players from both teams listed on the official game sheet except those serving penalties which had not expired prior to the completion of the overtime period as well as players who had been assessed game-misconduct or match penalties. These players must remain in the penalty box or in the dressing room during the penalty-shot shootout. The team with the most goals after the first ten shots is declared the winner of the game. If the game s outcome is known before all ten shots have been taken, the remaining shots will be abandoned. If the score of the penalty-shot shootout is still tied after ten shots, it will continue under a sudden-death format. 12

13 x. The sudden-death penalty-shot shootout will allow one skater from each team to take a shot until a winner is determined. Any skater, including those who participated in the first stage of the penalty-shot shootout, is eligible to shoot in as many rounds of the sudden-death format as may occur. xi. xii. xiii. xiv. The team that took the first shot during the penalty-shot shootout for the first five rounds will shoot second for the sixth and subsequent shots of the sudden-death format until a winner is determined. If, at the referee s urging, a coach does not send a skater out to take a shot, or if a skater declines to take a shot, the shot will be declared no goal and the opposing team will take its next shot. If a team declines to participate in the penalty-shot shootout, its opponent will be awarded the win. The referee is allowed to consult with the video-goal judge only if there is doubt as to whether the puck crossed the plane of the goal line on a shot. All other uses for video-goal judge are not applicable during the penalty-shot shootout. Preliminary Round Standings Tie-Breaking Procedure The tie-breaking system for two teams with the same number of points in a standing will be the game between the two teams, the winner of the game will be placed higher than the one team they are tied with. Due to the fact that the three point system does not allow a game to end in a tie, then the following tie-breaking procedure is applicable when three teams are tied in points. Should three teams be tied, a tie breaking formula will be applied as follows, creating a sub group of the three tied teams. The tie breaking sequence will apply until the tie is broken. Once one (1) team is eliminated from the 3 team tie (can be 1st or 3rd) the winner of the game between the two remaining teams would qualify for the higher standing position. Step 1 Taking into consideration the games between each of the tied teams, a sub group is created applying the points awarded in the direct games amongst the three tied teams from which the teams are then ranked accordingly. Step 2 Should the teams still remain tied then the better goal difference in the direct games amongst the three tied teams will determine the placement of the three teams. The goal difference shall be for games amongst the tied teams only. 13

14 Example: for = 10 goals; against = 4 goals; Percentage = 10 = 10 = Step 3 Should the teams still remain tied then the highest number of goals scored by these teams in their direct games will determine the placement of the three teams. Step 4 Should the teams still remain tied then the penalty minutes received by each team in ALL games played in the preliminary Round Robin will determine the placement of the three teams (teams with the lower number of minutes will be placed higher). Step 5 If teams are still tied after all previous methods have been applied, the higher rank shall be determined by a single toss of a coin. 9. PROVINCIAL/TERRITORIAL RANKING TIE BREAKING: As all final positions are played out, there will be no ties within the final Provincial/Territorial rankings. 10. COMPETITIVE UNIFORM: Provincial/Territorial colors must be worn. Each team must have 2 sets of sweaters and matching socks (white, dark). The home team wears white. If there is a conflict, the visiting team changes. Sweaters must have sleeve numbers on both sleeves. If helmet numbers are utilized, they must match the respective sweater numbers. White and Dark Sweaters must have athlete s last names on the upper portion of the back above the numbers. 12. EQUIPMENT: Athletes provide their own hockey equipment and hockey sticks; all must be as required by the sport s governing body for minor hockey. CSA approved helmets and full face masks and a BNQ approved throat protector are compulsory. 14

16 APPENDIX 1 COMPETITOR ELIGIBILITY 1. Competitors must meet all eligibility requirements outlined in the Technical Package. 2. The Canada Games are open to Canadian citizens or permanent residents. 3. The Canada Games are open to athletes who are members in good standing of their sport s Provincial/Territorial Sport Organization. 4. An athlete's permanent domicile or actual residence must be located, for at least the 180 days prior to the opening of the Games, within the recognized boundaries of the Province or Territory they are representing. An athlete can have only one domicile. 5. An athlete attending school on a full-time basis outside his or her Province or Territory of permanent residence during the year of the Canada Games shall be permitted to compete for either their Province or Territory of permanent residence or the Province or Territory in which the athlete attends school. To be eligible to compete for the Province/Territory where the athlete attends school, the student must be enrolled on a full-time basis during the current academic year. 6. An athlete who is training outside his or her Province or Territory of permanent residence may represent the Province or Territory in which they are training provided he or she can demonstrate a commitment to the Province or Territory she or he wishes to represent by: i) Having been a member of a club or Provincial/Territorial Sport Organization in that Province/Territory for the entire previous or current competitive season - AND ii) Having represented that Province or Territory at an international, national or regional championship, - AND iii) Not having received direct development funding from their Province or Territory of permanent residence within a year of the opening of the Games, unless the funding jurisdiction provides permission for the athlete to compete for another team. - OR iv) Other similar circumstances may be considered. 7. An athlete is permitted to try out for any Province or Territory of eligibility but can only try out for one Province or Territory per sport (i.e. an athlete may try out for swimming for one Province or Territory but cannot try out for swimming in another Province or Territory. An athlete may try out for one Province or Territory in swimming, and may try out for another Province or Territory in diving). 16

17 8. Athletes may only compete for one Province or Territory at a single Canada Games. 9. Athletes may not compete in two sports at one Canada Games if they are scheduled in the same week. 10. The eligibility of any athlete that is not clearly established by these rules and by the Technical Package shall be determined by the Sport Committee of the Council. Coaches or P/TSOs must bring forward any unclear cases to their Chef de Mission and to their NSO as early as possible before the competition for forwarding to the Sport Committee. 11. Where a team/province/territory/chef wishes to challenge the eligibility of an athlete on another Provincial/Territorial team, it is expected that such a challenge will be made as soon as the protesting team knows that an athlete may be ineligible. Every effort must be made to ensure that protests on eligibility are lodged before an athlete competes. Other 12. All teams are reminded of the Canada Games Council's regulations concerning advertising on uniforms: only the uniform manufacturer s name or trade mark logo may be worn on team competition uniforms to a maximum size of 60 square centimeters. 13. Canada Games rules do not allow team staff to provide medical care to athletes as therapists, physicians or other medical or paramedical practitioners, during the Canada Winter Games. The Host Society (organizing committee) is responsible for providing high quality medical care at a central clinic at the Athletes' Village and at competition and training venues. The Sport Medicine Council of Canada assists the Host Society by providing additional medical practitioners to ensure that French and English speaking and male and female persons are available, to ensure that sport specific medical expertise is available and to ensure that all regions of Canada are represented. Team staff will not be permitted to administer medical care to athletes. 17

21 APPENDIX 3 PERFORMANCE GUIDELINES The following Performance Guidelines have been established by the respective National Sport Organizations, at the request of the Canada Games Council and the Federal-Provincial/Territorial Sport Committee (FPTSC,) to reflect the expected training and/or performance parameters of a typical Canada Games athlete in the Training to Compete phase of LTAD. These Performance Guidelines have been developed as a tool for P/T teams to use at their discretion in the training and selection of their Canada Games teams. These Guidelines are not required selection criteria. To be confirmed by Hockey Canada. 21

22 APPENDIX 4 REGULATIONS FOR PRACTICE SCHEDULES AND DRESSING ROOM ALLOTMENT PRACTICE TIMES The Hockey Canada Representative will work with the Host Society to establish the practice schedule. On the day of the game, the practice times will be scheduled for a 30-minute duration and will take place as much as possible in the same arena as the game of the respective team. On the day of rest the practice time will be scheduled for a 60-minute duration (as long as there is sufficient ice available). If there is insufficient ice available, the minimum time allotment must be 45 minutes. In principle the team which plays earlier will also practice earlier with the necessary adaptation following the timing of games on the preceding day. During the Quarter Final and Medal Round practices on game day, the higher ranking team after the Round Robin will get first right of refusal of practice times based on this adaptation of game time. The home team has the option to practice first; the visiting team may practice at the same time if another arena is available. If, for time reasons, two opposing teams have to practice at the same time in different arenas, then the higher ranking team after the Round Robin will have the choice of practice arena. Practical switches or adjustment of practice times may be agreed between the respective teams and the Host Society. DRESSING ROOMS If permanent dressing rooms can be assigned, the permanent dressing rooms will be allotted to the teams by the following criteria: A. Higher number of games and practices of a team to take place in one of the arenas. B. The dressing rooms will be ranked by quality and distance to the ice surface and allotted to the teams following their seeding numbers from the 2015 Canada Winter Games, after the dressing rooms for the host team/province has been assigned. C. If the teams have to change the arenas after the Preliminary Round of the event, then the dressing room in the arena to where a team is moving will again be allotted following the team ranking after the Round Robin and the ranking numbers of the available (free) dressing rooms. Teams already in the facility will not be expected nor permitted to move dressing rooms. The Host Society will work out an exact time schedule for such changes of dressing rooms in advance. 22

23 APPENDIX 5 - HEADSET GUIDELINES Teams are permitted to use headsets for communication purposes. Communication through headsets during games is only permitted between CWG accredited team staff (coaches, manager, technical support, and Venue Pass Holders). It is the responsibility of each team to provide their own headsets and ensure functionality if they wish to use them. Additional Canada Games Council rules regarding coaching restrictions and communication can be seen below: In order to create a fair competitive environment, in addition to any NSO rules, the following rules will be in place during competition only: I. Only accredited team support staff are allowed to coach a team or athlete on the field of play during competition at the Canada Games; II. Subject to any NSO rules, accredited team support staff may coach from within or outside of the field of play zone, including but not limited to the front of house and back of house accreditation zones; III. Subject to any NSO rules, communication between accredited team support staff through electronic or other means, is permitted; IV. Any form of communication deemed to be coaching, between accredited team support staff and non-accredited individuals is not permitted during competition; V. Athletes leaving the competition area to receive coaching from non-accredited individuals is outside the jurisdiction of the Canada Games Council and will not be considered a violation of this regulation. Neither the Canada Games Council, nor the NSO, will police who is coaching at the Games (however, the NSO will enforce NSO-specific rules that pertain to coaching). Any individuals who believe an infraction has taken place, should refer to the Canada Games Council Protest Policy and act accordingly. 23
