6 CONSULTATION WHAT WE DID Junior consultation evenings in 2016, Ave 20 people in 4 regions Junior club competitions survey in 2017, 230 respondents from 161 clubs Junior school competitions survey in 2017, 231 respondents from schools based on Model shown in Appendix 1 Schools Conference at Mens World League Finals, June 2017

8 CONSULTATION WHO RESPONSED 8% 11% Elite School who specialise in hockey and qualify for National finals of age group competitions. You may have also regularly developed a number of players which have played for England age group teams. Intermediate School. Traditional hockey playing schools which compete in County and Regional age group competitions. 29% Emerging School. Schools who play some local hockey but which do not compete, or which find it difficult to compete, at County level in age group competitions. 52% Other (Eg.Currently no external hockey competition)

Provide a competitions framework that is not constrained by geographical regional and county boundaries. Provide a competitions framework to support the development of young players from beginners to elite. Reach out to new markets and raise awareness of opportunities. 12 SUMMARY FINDINGS There is a mandate for change Nine of the ten proposed underpinning principles for change were strongly supported The principle of relaxing geographical boundaries (county and regional) as per Player Pathway principles had lower levels of support but with 50% being neutral to the change 61% of respondents supported the draft schools competition model with 32% neither agreeing or disagreeing There are differences between state sector and private sector in views There is strong support for the girls schools U18 competition to reflect the current boys schools U18 competition There are questions around how the different tiers would be defined and entry policed

14 JUNIOR COMPETITIONS FRAMEWORK FOCUS GROUP Representatives of junior clubs and schools at different levels of the game The group scrutinised the detail needed to implement new competitions Group agreed the new competitions framework with some changes. Most significant changes to the original model were - the introduction of a knockout competition as per existing Boys U18s for Girls and at U16 level - the proposed Tier 1 leagues for elite schools will be offered initially at the U18 age group only.
15 SCHOOLS CHAMPIONSHIPS OFFER & BEYOND SUMMARY. Tier U18 U16 U14 U13 U12 U11 Description (11-a-side unless shown) Tier 1 The chance for high performing hockey schools to specialise at this age group. Participating schools to play each other in elite leagues with knockout stages leading to a grand final Suggested entrants High performing schools 4 Area Premier Leagues of up to 8 teams. Top teams qualify for knockout stages & final. Tier 2 1 The excitement of a knockout cup leading to a final. A knockout competition like the current Boys U18 Championships draws are local in early rounds and Tier 3 2 A chance to progress in a knockout competition playing against similar teams Early round losers in the cup have the chance to play against similar teams in a plate competition leading to a final. Tier Hockey s traditional competition format Progression via different stages - one day round robin events - Local Area National rounds. Similar to existing U16 and U14 Schools Championships format High performing and Intermediate schools High performing and Intermediate schools High Performing & Intermediate Schools at U14 level. Intermediate & Emerging Schools at U16 and U18.

18 IMPLEMENTATION We have a new Competition Management System that will be fully operational for season We will open an expression of interest system post Easter We will promote and market competitions centrally during 2018 We want to introduce Tier 1, Tier 2 and Tier 3 competitions for the U14 U16 and U18 age groups in We will be supporting, with additional staff resource, at an Area level to help develop competitions at local and Area level.
