2 Tioga County 4-H Animal Science Rules A. Advance Registration 1. Online fair entries for the Horse and Dog qualifying shows on Saturday, July 21 are due by Friday, June Online fair entries for all shows held during fair week (August 7-11) are due by Tuesday, July A showmanship animal (in all species) must be designated no later than noon (12 p.m.) on Tuesday, Aug. 7. B. Records 1. Exhibitors must have their animal s registration papers, bill of sale and health papers on the fairgrounds at all times. 2. A 4-H Project Record Book, for each animal species or type (market/breeding) of project entered, must be entered as a 4-H Youth Building exhibit (complete up to the fair) for evaluation. C. Ownership 1. 4-H youth may designate and exhibit a non-owned project animal in the county fair, but must adhere to the following conditions: the animal must meet all county requirements, must be accompanied by the appropriate health certificate, must have the appropriate ownership identification papers, can be purebred or grade, and cannot be entered in market classes (due to the Livestock Sale Committee requirements, exhibitors must own all market steers, lambs, hogs, goats, poultry and rabbits). New York Youth Livestock Non-Ownership Policy The exhibitor, upon request to the event sponsor, shall provide proof of ownership of any exhibit. This non-owner certificate verifies that a 4-H member in New York and the owner of the animal have entered an agreement. A lease agreement allows a 4-H member to use the specified animal as a 4-H project. Cornell Cooperative Extension (CCE) encourages the use of written lease agreements, however, it is the responsibility of the owner and exhibitor to agree upon the lease terms. Neither CCE nor Cornell University is legally involved in writing, implementing or terminating any lease agreements. The following bill was legally adopted by the NYS Department of Agriculture & Markets July Exhibits shall have been owned by the exhibitor for a period of at least (30) days prior to the entry of the exhibit provided, however, that any animal exhibit entered in a youth fair, youth exhibition or 4-H show or exhibition shall have been in the care of the exhibitor for a period of at least (60) days prior to entry of the exhibit. CCE staff and state program administrators have maintained the following philosophy since Non-owner/lease opportunities are intended for youth who do not already own an animal of this species type. For exhibition purposes, youth are limited to one non-owned breeding class animal of this species type. 2. The exhibitor must have cared for all owned and non-owned animals in accordance to the due dates on each 4-H Project Animal Ownership paper of their species. 3. Purebred animals must be entered in the exhibitor s name and use the animal s registered name, and number. Exhibitors with grade animals must have their bill of sale indicating the purchase date of the animal. Exhibitors with non-owned animals must have their appropriate non-ownership certificates. 4. All animals must be identified with a tag, tattoo, microchip (must provide a reader), or band. D. Animal Housing 1. All 4-H youth animals, excluding dogs and horses, must arrive on the fairgrounds between the hours of 1:00 and 5:00 p.m. on Tuesday of fair week. 2. All 4-H youth animals must remain on the fairgrounds until officially released at 5:00 p.m. Saturday evening of the fair; except Livestock Sale animals, and dairy cattle which will be released at 12:00 p.m. Saturday of the fair H livestock (beef, dairy, swine, sheep, goats, poultry, and rabbits) will be housed according to the plan established by the 4-H Animal Science Advisory Committee. 4. Horses may not arrive earlier than Thursday morning of fair week. Exhibitors will be assigned stalls in the order that their fair entry registration and stall deposit were received in the 4-H Office. Stalls must be cleaned after they are vacated H youth exhibitors only are responsible for the daily care, pen cleaning and feeding of their animals. Younger members may have some assistance from parents and leaders but must demonstrate an ability and desire to care for their own animals. 6. Dogs will arrive just prior to the dog show and must not travel beyond the 4-H grounds. 7. Pen deposits and premiums will be withheld on pens and stalls not cleaned by the 4-H exhibitor at the close of the fair. E. Feeds, Bedding and Supplies 1. Exhibitors must supply all bedding, hay, grains or other feeds. It is strongly recommended that the supplies are brought to the fairgrounds with the animals. 2. Exhibitors must bring all forks, shovels, feed buckets, water hoses, wheelbarrows, baskets, etc. 3. Horse stall locks are the responsibility of 4-H youth exhibitor. F. Market Sale Class Animal 1. Market animals will be weighed upon arrival at the fairgrounds, and at 7:00 a.m. the morning of the Livestock Sale. 2. Market animals that don t make weight will be given an opportunity to show in non-sale market classes. 3. Once entered and accepted by the Livestock Sale Committee, animals must go through the sale. 4. Each exhibitor is allowed a maximum of three sale entries, such as: 3 hogs / 3 lambs / 3 goats / 2 lambs and 1 hog / 1 bovine and 2 lambs / etc. 2

3 5. The following exceptions apply: market beef: 1 animal maximum / dairy steer: 1 feeder steer and 1 dairy steer maximum 6. Exhibitors are responsible for presenting their animal(s) in the sale ring. 7. Exhibitors are responsible for their animals until they are trucked to the slaughterhouse. G. Show Attire 1. Exhibitors must be appropriately dressed, neat and clean. Farm names cannot appear on shirts. 2. See rules for specific species for additional requirements. H. Safety 1. A committee of 4-H staff, the barn superintendent and club leaders will observe the handling of all animals both in and out of the show ring and will have the authority to disqualify any exhibitor for unethical practices. 2. In the case of an unruly animal, adult supervision will be provided for the exhibitor. In any case, the exhibitor must remain with the animal. 3. If, after two days on the fairgrounds, the animal can not be led by the youth and one adult then the animal must remain tied in its stall. 4. If an animal presents a danger to the general public it will be sent home immediately. 5. If an animal poses a safety risk to any of the exhibitors or other animals it will be removed from the ring at the discretion of the barn superintendent, 4-H staff and judges. This in turn will forfeit any class placing, the animal will be ineligible to be sold through the livestock sale, and will be sent home immediately. I. Shows and Sale 1. An animal may not be shown in both breeding and market classes. 2. DECISIONS OF THE JUDGES ARE FINAL. 3. All auction animals will be shown in respective market classes H members are required to send thank you notes to trophy sponsors and livestock buyers. 5. Any Special Needs exhibitor will be permitted assistance in the show ring/sale ring from a parent, 4-H er or designated adult. 6. On show days, all care, fitting, and grooming must be done by the 4-H youth. No parents, adults or professional groomsmen may help with project animals. HORSE SHOW: Rules, Regulations and Classes E It is the responsibility of the rider, or the parent or guardian of the exhibitor to see to it that the head gear worn complies with the appropriate safety standards as set forth in the official 4-H policy. Cornell Cooperative Extension, New York State, 4-H, Tioga County, and the New York State Fair make no representation or warranty expressed or implied about any protective head gear, and cautions riders that death or serious injury may result despite wearing such protective head gear, as all equestrian sports involve inherent dangerous risk, and as no helmet can protect against all foreseeable injuries. Exhibitors are responsible for the humane treatment and well being of any horse in their care. The are to be treated humanely and with dignity and respect. Showing competitively is of secondary importance. Specific Event Rules 1. All 4-H youth project horses, owned and non-owned, (leased see New York Youth Livestock Non-Ownership Policy), must have been in the care of the exhibitor, and must be registered with a 4-H Project Animal Registration certificate at the CCE, TC 4-H office by April 1 of the current year. 2. All horse project members must have a copy of their horse s current rabies and Coggins (neg.) records on file in the Tioga County 4-H Office no later than April 1 of the current year. 3. Each specific event is governed by rules developed for that event per the NY S 4-H Horse Show Rules. All horse club leaders should have a copy of the rulebook. 4. In general, the rules developed for each specific event will take precedence over general rules if there is any variation. 5. All youth horses must conform to the rules and regulations of the Livestock Health requirements as determined by the New York State Department of Agriculture and Markets, and the Tioga County Board of Health Order. 6. The CCE, TC staff or the New York State Department of Agriculture & Market Veterinarian are authorized and empowered to cause the removal from the buildings and grounds of all animals failing to meet the health conditions specified. 7. Refer to the NY S 4-H Horse Show Rules for the most complete details of each specific event. A. Equines 1. All equines must be at least 24 months of age. No intact stallion or jack over 12 months of age may be present at a 4-H event, show, clinic, etc. 2. All equines in ridden and driven classes must be 3 years of age and older. 3. Members may designate all personally or family owned equines as project animals. Family will be defined as the legal guardian, as well as husband, wife, parent, step-parents, child, brother, step-child, sister, half brother and sister, grandmother and grandfather, and in-laws of the same relation. 4. Members not owning or using a family owned equine may designate one non-owned equine as their project animal. A non-owned equine may be shown by different youth in different divisions. A non-owned equine may not be shown by multiple youth in junior and senior classes except in fitting and showmanship. 5. Each exhibitor shall present the required health certificates to show officials at the time of check-in. 6. All equines entered as ponies will be measured at check-in. For all divisions, ponies = 14.2 hands or less. B. Exhibitors and Entries 3

4 1. Youth must be Tioga County 4-H Horse Project members to enter this show. 2. Cloverbuds are 5 to 8 years old as of January 1 of the current year and may participate only in Cloverbud designated classes. 3. All other 4-H horse project members must be 9 years old as of January 1 of the current club year and no older than 19 years as of January 1 of the current club year. 4. A judge, CCE, TC staff person, or a designated Horse Committee representative shall have the authority to inspect all tack and equipment and to require the removal, replacement or alteration of any piece of equipment deemed by the judge, technical delegate or division chair to be unsafe, inappropriate for a 4-H show or which would give the equine or the exhibitor an unfair advantage. 5. All youth participating in the 4-H Horse Show shall wear a properly fitted and secured, officially approved protective helmet at all times when mounted on an equine or seated in a vehicle being pulled by one or more equines. Exhibitors must present their helmet for inspection and approval at the time of check-in before the show begins. 6. Proper equestrian footwear with a distinguishable heel shall be worn at all times a rider is mounted on an equine, or is in a vehicle being pulled by one or more equines while in the show grounds area. Proper footwear is also strongly recommended at all times the exhibitor is actively involved with their equine while on the show grounds. 7. All 4-H horse project members must have successfully completed a 4-H Horse Evaluation Test and hold a current Riding Level (listed below) to enter this show. Those youth may show only in the level of their latest evaluation. Lead Line: Cloverbuds only. The child is mounted and led by a side walker, who is 18 years of age or older and has horse related experience. A properly fitted halter must be over the bridle and a lead line must be attached to the ring at the bottom of the halter, not on the side or to the bit. Youth must be capable of holding the reins in their hands. Youth will not be asked to back their horse. Youth at this level cannot qualify for State Fair. Walk/Trot or Walk/Jog: Youth can be Cloverbud age or older. The child is mounted and can ride safely in walk/trot or walk/jog situations. Youth may or may not be expected to know their diagonals, depending upon the level ridden or class entered. The youth will not be asked to back their horse. The youth must be able to control their horse in a group setting. Separate events/classes must be held for Cloverbud youth. Youth at this level cannot qualify for State Fair. Walk/Trot/Canter or Walk/Jog/Lope no leads to count: This level is designed for youth that are not a Cloverbud that have mas - tered the skills of walking, trotting or jogging, and cantering or loping the horse safely, but not the skill of asking for the correct lead at the canter. The youth may be asked to back their horse. The youth must be able to control their horse in a group setting. Youth at this level cannot qualify for State Fair. Junior Riders: This level is designed for youth 9 years of age as of January 1 of the current club year and no older than 13 years of age as of January 1 of the calendar year. Youth must have mastered the skills of walking, trotting or jogging, and cantering or loping the horse safely. Youth must know their diagonals and be able to canter or lope the horse on the correct lead. The youth may be asked to back their horse. Youth at this level may need to do independent patterns or more complicated riding skills, demonstrations, depending upon the classes they will enter. The youth must be able to control their horse in a group setting. Youth at this level can qualify for State Fair. Senior Riders: This level is designed for youth that are 14 years of age as of January 1 of the calendar year, and no older than 19 years of age as of January 1 of the current club year. Youth must have mastered the skills of walking, trotting or jogging, and cantering or loping the horse safely. Youth must know their diagonals and be able to canter or lope the horse on the correct lead. The youth may be asked to back their horse. No equine, regardless of the number of exhibitors using that equine, may be shown by one exhibitor as a horse in one division and as a pony by the same or different exhibitor in the same or different division. Equines entered and shown as horses in the Gymkhana Division, but are under 14.2 hands, may be entered as ponies in the Western and English Divisions. 9. No equine may be entered by more than one exhibitor in any class. No non-owned equine may be shown by more than one exhibitor in a division. 10. For all Divisions: Ponies are 14.2 hands or less. See NYS 4-H Equine Show Rule Book for measuring procedures. 11. Stalls for 4-H horses will be available Wednesday morning through Thursday evening of fair week. Stalls will be assigned by the 4-H staff. 12. Stalls must be cleaned after vacated. Wash bays and the barn aisle must be cleaned and manure properly disposed of before horses will be released. C. Procedures 1. Unless there is an official veterinarian available, the judge has the authority to dismiss from any class or the show any horse judged to be unsound or is apparently carrying a disease or other condition which would preclude appropriate or safe performance. 2. The show committee may dismiss from any class, the show, or the grounds any exhibitor who is cruel and abusive of a horse, fails to follow or obey instruction, cannot maintain control of an unruly or inadequately trained equine or fails to cooperate with show management or other exhibitors. Known kickers must wear a red tail ribbon. 3. The decisions of the judges are final and represent a non-protestable expression of individual preference, unless a decision is alleged to be in violation of rules. 4. A judge, CCE, TC staff person, or a designated Horse Committee representative shall have the authority to inspect all tack and equipment and to require the removal, replacement or alteration of any piece of equipment deemed by the judge, technical delegate or division chair to be unsafe, inappropriate for a 4-H show or which would give the equine or the exhibitor an unfair advantage. 5. The show committee reserves the right to combine, divide, or cancel classes if entries warrant. 6. On show days, all care, fitting and grooming must be done by the 4-H youth. No parents, adults or professional groomsmen may help with project animals. 7. No patterns or courses will be used that will jeopardize the safety of the equine or the exhibitor. 8. Delay of classes: youth are expected to be at the in-gate when class is called. There will be no waiting for late arrivals. A maximum of 5 minutes shall be allowed for tack changes, provided the announcer is notified in advance. 9. Exhibitors cannot cross-enter classes. 4

The classes listed here are only for the Tioga Co. Fair 4-H Fun Show and are pulled from the full horse show class list. All exhibitors must show in Showmanship unless you showed in the NYS Fair Qualifying Horse Show. CLOVERBUD PRESENTATION - - Classes 001 through 005 are for Cloverbud horse program members only. Cloverbuds are not allowed to ride in any other horse show classes. They are, however, encouraged to watch the older members and learn from them. Cloverbuds will receive green participation ribbons only. No premiums are awarded to Cloverbuds. Cloverbud presentation classes must be done in 1/2 arena. There will be four (4) spotters, one in each corner. In Leadline, the child must be led by an adult (21 years or older). Class Nos Leadline 002. Walk / Trot 003. Cloverleaf 004. Pole Bending 005.
