1 DEPARTMENT 10 HORSES Superintendent Shelly Daggs (585) Eligibility Rules and Regulations A. Entry forms and stall request forms must be sent to the 4-H Office by JUNE 1 st. A readable, copy of your negative Coggins, and proof of current Rabies vaccination MUST accompany each entry. It is suggested that all horses and ponies be vaccinated for tetanus. All ownership and non-ownership certificates must be filed with the 4-H Office by June 1 st as well. Back-up horse to be used at riders discretion (paperwork must be submitted with June 1 st entries). Remember points are accumulated per horse and rider team. All riders must pre-enter EVERY class they wish to participate in. Absolutely no exceptions will be made! B. Requirements to exhibit a horse at county fair are as follows: 1. Youth must pass a riding evaluation under the following conditions: a. Youth is new to the 4-H horse program b. Youth wishes to move out of Walk-Trot (i.e. from Walk-Trot to Novice, Junior or Senior) 2. Youth must pass a driving evaluation under the following conditions if the youth is new to the Orleans County 4-H Horse Driving program 3. All exhibitors must attend a Fair Information Meeting. 4. Youth must have proof of at least 2 hours of community service. C. Classes will be divided by age of the exhibitor except pony classes. All classes will be judged using the NYS 4-H Horse Show Rules. The State Rulebook is available online at < >. 1. Cloverbud Division: 5 years of age to 7 years of age as of January 1 st of the calendar year. See special pre-cautions for the Cloverbud Division below (see rules under P). 2. Walk/Trot Division: 8 years of age as of January 1 st of the calendar year to 18 years of age as of January 1 st of the calendar year. It is recommended that youth spend no more than 2 years in this division. 3. Novice Rider Novice Rider: must be 8 years as of January 1 st of the calendar year and cannot have won in excess of three blue ribbons in any open and/or breed show and has not previously exhibited as a junior or senior rider as of the start of the year. It is recommended that youth spend no more than 2 years in this division. 4. Junior Division: 8 years of age as of January 1 st of the calendar year to 13 years of age as of January 1 st of the calendar year. 5. Senior Division: 14 years of age as of January 1 st of the calendar year to 18 years of age as of January 1 st of the calendar year. No one may cross enter Divisions! Once you show your pony/horse in one division during the week, you cannot change. D. Anyone showing a non-owned (leased) horse in a section may not show an owned horse in that particular section. See State Fair rules for exhibiting non-owned horses at State Fair. Exhibitors may show more than one horse or pony, but may only show one horse or pony per 1

2 class (this will apply to county level only). Two (2) year old horses may be shown in riding and driving classes at the county level, but will not be eligible to show at State Fair. E. In Pony Classes, Junior and Senior riders will be judged together. For all divisions, ponies are 14.2 hands or less. There is no minimal size for equines entered as horses. Therefore a pony may be entered in Junior / Senior Division, or Pony Division. However, an equine may be shown in one division only. F. Cooperation from exhibitors is required to assure safety. 1. Horses may be ridden only by currently registered 4-H members while on the fairgrounds! 2. Horses may not be ridden or driven in the stable, midway, parking lot or any other undesignated areas. 3. Stallions may not be entered nor used in any classes. 4. Proper footwear, which is defined as hard soled with a distinguishable heel and excludes sandals and open toed shoes, must be worn when riding or working with horses. This will apply to all persons handling the horse. Footwear for shows must be presented to the Horse Show Secretary for approval. 5. Horse Superintendent has the authority to dismiss any equine that is exhibiting unruly, disruptive, or dangerous behavior. Dismissal may result in the loss of herdsmanship points. 6. Horses may not be turned loose in any of the arenas or warm up areas. 7. All first year drivers 8-13 years old must be accompanied by a knowledgeable adult. All drivers may have an adult passenger at their option. The adult passenger must be a knowledgeable adult, who is over 18 years of age. The accompanying adult may dismount and serve as a header, but shall render no other assistance except in an emergency. G. Equine Helmet Rule- Approved protective helmets shall be worn by all youth at all times while riding, driving an equine, or in the show ring (including showmanship at halter classes). Helmets must have ASTM 1163/SEI or ASTM F a/ SEI certification (sticker must be intact) and must be presented to the Horse Show Secretary for approval. H. All riders must be properly attired for their discipline according to the NYS 4-H Rulebook. The chairperson and delegate committee will strictly enforce these rules. I. Stabling is available for the entire week, or in two rotations. The first rotation for horse stabling will be Sunday through Wednesday. The second rotation will be Wednesday evening through Sunday. If stabling you will only be able to pull out on the designated day, and at a time agreed upon with the barn superintendent, and stalls must be checked to ensure that it is cleaned before the 4-H er leaves the fairgrounds. Priority will be given to those that want to stall the entire week. Second priority goes to those that want to stall for a rotation. If there are still stalls available, day stalls will be offered. Priority within the rotations and day stalls will be determined based on the HPDC point system. No hay, grain or tack may be stored in stalls or isles during fair week unless a specific stall has been pre-designated for such purpose. Exhibitors stabling horses must have them in the stables by 10:00pm. All exhibitors using a stall must work a minimum of 4 hours barn duty; sign up with Horse Superintendent when horses are stabled. Junior Barn Superintendents may enter in Department 22, Section B, Class 5 and be eligible for premium points. J. Those wishing to ride when arena is open must have proper riding attire (long pants, shirt, footwear, and helmet) and must be supervised by an adult. All horses must also have appropriate tack. K. Judges placing are final! Protests are to be lodged in writing with the Technical Delegate or the chair of the division prior to the beginning of the next class. The Technical Delegate 2

3 and/or Division Chair will then determine the necessity of approaching the judge through the ring master and/or Division Chair. The name of the Delegate and the Chair will be posted and/or announced. L. Unless there is an official veterinarian available, the judge has the authority to dismiss from any class or the show any horse judged to be unsound, or is apparently carrying a disease or other condition, which would preclude appropriate or safe performance. The judge, ring master, division chair or horse show superintendent may dismiss from any class, the show, or the grounds any exhibitor who is cruel, abusive on a horse, fails to follow or obey instructions, cannot maintain control of an unruly or inadequately trained equine, or fails to cooperate with show management or other exhibitors. A kicking horse shall be considered to be unmanageable. In the event an animal health problem should arise at any time during the Fair, the superintendent, in consultation with Fair Officials, has the right to have the animal removed from the fairgrounds. It is the responsibility of the exhibitor to remove the animal promptly. M. No blatant ringside coaching will be tolerated. Disciplinary action will be taken. N. ALL RIDERS must have a breast collar on their horse, regardless of what riding discipline they are participating in. O. Premium awards unless otherwise stated: E-5, G-3, W-1. P. During the Cloverbud show: No other riders, than Cloverbud riders will be in the ring when a Cloverbud activity is taking place. No more than 10 Cloverbud riders will be in the ring at one time. At least 4 knowledgeable adult spotters will be strategically placed on the corners with easy access to the youth. More spotters will be placed along straight line areas of the arena if needed. Safe riding attire will be required: long pants, shirts tucked in, approved helmet, and approved boots, but show clothes will NOT be required. Proper tack will be required and MUST fit the horse and rider. Cloverbuds will NOT be judged, ranked or placed. Cloverbud Division is exhibition only. SPECIAL AWARDS Points for championship awards and ribbons in the Junior, Senior, Novice and Pony Divisions will accumulate on each horse and rider combination in each section--english, Western, Games, Dressage and Driving. Walk-Trot and Novice Divisions/Classes are not eligible for State Fair. Points for high point trophies will be earned as follows (with the exception of Dressage; see Section C for points for Dressage): 1 st place 6 points 2 nd 5 3 rd 4 4 th 3 5 th 2 6 th 1 HOWEVER, for those classes that have less than 6 entries, points will be based on the number of entries in the class. Examples are as follows: 5 equines in a class: 1 st place 5points 2 nd 4 3 rd 3 3

4 4 th 2 5 th 1 3 equines in a class: 1 st place 3 points 2 nd 2 3 rd 1 NEW YORK STATE FAIR SELECTIONS (see Dressage section for State Fair selections applying to Dressage) Selections for State Fair will be made according to points accumulated in eligible State Fair classes for each individual, including the required premiums- see the NYS 4-H Horse Show Rule Book. Final selections will be determined at clean-up workbee; exhibitors interested in representing Orleans County at the New York State Fair must attend the clean-up workbee. Exhibitors may enter only those classes in the state show in which they received a blue-excellent award or its equivalent in the same or similar classes at the county and/or regional selection show(s). One class may be entered in which a red-good rating was awarded in the same or similar classes at the regional/county selection show(s) in order to assist meeting the suggested minimum of three classes per exhibitor except for over fences classes in the Hunt Seat Division, or reining and Western riding in the Western Division. Points from each competitor s highest top 5 placements, in eligible State Fair classes, will be counted. The overall score of eligible State Fair classes will be used as a tiebreaker. Top five classes will be established on the day of competition. All county fair champions will be given first consideration for State Fair eligibility with above requirements met. Showmanship at Halter points can be used for State Fair eligibility, and will be counted toward County Fair champions. Ribbon placements and point credits will follow outline for county fair. HOWEVER, for those classes that have less than 6 entries, points will be based on the number of entries in the class (with the exception of Dressage; see Section C for points for Dressage). Examples are as follows: 5 equines in a class: 1 st place 5 points 2 nd 4 3 rd 3 4 th 2 5 th 1 3 equines in a class: 1 st place 3 points 2 nd 2 3 rd 1 There are no minimal sizes for equines entered as horses. Therefore a pony may be entered in Junior Division, Senior Division, or Pony Division. However, an equine may be shown in one division only. Points will be recorded for individual placements in eligible State Fair classes. The highest top 5 placing, for eligible State Fair classes, for each individual, will be credited for accumulation on the day of competition. Overall score of eligible State Fair classes will be used as a tiebreaker. 4

5 SECTION A WALK/TROT AND CLOVERBUD Show begins at 8:00am on Monday Cloverbud and Walk/Trot Riders are not eligible for State Fair. The Cloverbud classes are exhibition only; Cloverbud riders will not be judged, ranked or placed they will receive a participation ribbon only. All Cloverbud and Walk/Trot Riders must have breast collar on the horse. All Riders Must Pre-Enter By June 1. Eligibility Rules and Regulations apply. Championships and Reserve Championships to be awarded for Western Walk/Trot, English Walk/Trot, and Gymkhana Walk/Trot. Cloverbuds may only show in designated classes in Section A. Walk/Trot riders may only show in designated classes in Section A, Section E, Section F, and Section H. WALK-TROT (8 years old 18 years old as of January 1 of the current year) Please carefully note class numbers (this is not a mistake but represents order of classes for show) 4-H Showmanship at Halter Western Walk/Trot 1. Horse and rider combinations can only ride in one division: Senior, Junior, Pony, or Novice. Exhibitor can ride three tests with one horse. At the county level only, exhibitors will also be permitted to ride a second horse but the second entry may NOT be in the any of the same tests (an exhibitor may not compete against themselves in any one class). Please note that exhibitor may only enter one equine in Dressage at State Fair. Tests must be adjacent. The musical ride is considered to be adjacent to the highest-level test being ridden. Readers are not allowed. Riders must check in at the Secretary s Booth by 8:00am. For this section only, State Fair selections will be ranked by averaging the scores of the tests. * - these classes are not State Fair classes and do not count towards State Fair eligibility State Fair Selections will be made by adding the percentage scores of the tests. 1. *Introductory Level Test A Novice 2. *Introductory Level Test B Novice 3. Horse and rider combinations can only ride in one division: Senior, Junior, Pony, or Novice. **The first and second place winners from the pony, junior and senior divisions will compete in the Master Showman class.** Showmanship at Halter Class Requirements: A. If a pattern is to be used, the judge or the show chairperson must post it at least one half hour before the class. B. The Champion and Reserve Showman of the Senior, Junior, and Pony classes are eligible to participate in the Equine Master Showman Challenge. C. All exhibitors participating in the Equine Master Showman Challenge agree to represent the horse division and compete in the Grand Master Showman Challenge if awarded the title of Equine Master Showman. Failure to compete will result in forfeiture of all county fair premiums earned for Showmanship at Halter. D. Awards for showmanship: E-20, G-6, W-4 1. Senior 2. Junior 3. Pony 4. 9 MINIATURE HORSE/DONKEY IN HAND Show will be on Monday evening 6:30 pm Miniature horses or donkeys are defined as no larger than 38 inches in height. See New York State 4-H Horse Show Rule Book for additional requirements. SEI certified with ASTM-1163 sticker intact protective helmets shall be worn by all exhibitors in these classes. Award: 4 points/appearance. Competition/exhibition will begin following the Grand Master Competition on Friday night. 3. Live Horse Presentations - will be by pre-arranged appointments day of a show. 4. Horse Judging Contest/Junior not this fair 5. Horse Judging Contest/Senior not this fair 6. Costume Class. Award: ribbon only. Class will be held Thursday after the Western Show. Appropriate tack must be used whenever tack is used as part of the costume. A 3 x5 card stating Costume and describing the theme of the entry must be turned in to the Secretary s Booth before noon the day of the show. Costume class is not State Fair Eligible and will not be considered for County Fair Champions. SECTION I MOUNTED GAMES We will not be running the games at county fair this year. Mounted Games : teams wishing to compete at state fair level can register with Four H office each county can send one junior and one senior team to State Fair. 10

Exhibitors must remove manure and soiled bedding from the stalls several times daily or as needed. B. The exhibitor must bring forks/rakes, feed boxes, horse buckets, bedding (shavings) etc. C. The following points will be used in determining herdsmanship awards: 1. Personal appearance of the exhibitors, including neatness and cleanliness of clothing in and out of the show ring. 2.
