9 Section V Nordic Ski Website Emergency & Safety Information All coaches have to be CPR, First Aid & AED certified. Nordic Ski Patrol does provide rescue services at Harriet Hollister State Park when man power permits them to do so, every attempt is made to provide rescue services at the big meets ie. Sectionals, States. At race venues the Fist Aid post will be identified at the race start area. An AED will be positioned at this post. In the case of an Harriet Hollister Spencer State Park: Harriet Hollister Spencer State Park is in the Town of Canadice call 911, ask for Honeoye Ambulance AND Contact Stony Brook State Park Manager Concussion Procedures & Precautions Source: League guidelines: Athletes who experience one or more of the following signs and symptoms after a bump, blow, or jolt to the head or body may have a concussion. Note that the blow doesn t necessarily have to be to the head; a jolt to the body may cause a concussion. Signs observed by Coaches/Officials: Appears dazed or stunned Moves clumsily Answers questions slowly Loses consciousness (even briefly) Shows behavior or personality changes Can t recall events prior to hit or fall Can t recall events after hit or fall Symptoms Reported by Athlete: Headache or pressure in head Nausea or vomiting Balance problems or dizziness Double or blurred vision Sensitivity to light or noise Feeling sluggish, hazy, foggy, or groggy Concentration or memory problems Does not feel right Confusion Monroe County Nordic Handbook_ November

10 If a coach or official or ski patroller observes, or if an athlete reports, any of these concussion signs, the athlete should be immediately removed from competition or training. Appropriate medical evaluation and care, and parent/guardian notification, should follow. Once a racer has been told to stop by a coach, official or ski patroller because of a suspected concussion, they must stop racing and will be given a DNF. Monroe County Nordic Handbook_ November

11 Wind Chill Procedures Administration of Wind Chill Procedures: Source: Feels Like Temperature (Wind Chill) will be checked 1 hour before the contest/practice by a certified athletic trainer, athletic director, or school designee when the air temperature is 39 degrees (Fahrenheit) or lower. Download WeatherBug app to your phone or log into Enter zip code or city and state in the location section of the app or on-line. If the Feels Like temperature (wind chill) is 10 degrees or below, the athletic trainer, athletic director, or school designee must re-check the Feels Like (wind chill) at halftime or midway point of the contest. If the Feels Like (wind chill) temperature is -11 degrees (Fahrenheit) or lower, the contest will be suspended. SKIING Rules: FIS Federation International de ski (F.I.S.) & USSA Maximum Number of contests: Practice Requirements: Number of practices prior to first scrimmage: 8 (team), 6 (individual) Number of practices prior to first contest: 10 (team), 8 (individual) Nights rest between contests: 1 night Individual contests limitation per day: 2 contests Scrimmage limitations per day: 1 scrimmage Waivers of FIS & USSA Skiing Rules: o 1. The minimum ski lengths for slalom and giant slalom. (May 2005) o 2. Waiver of FIS/ USSA ( ) Ski pole requirements for Nordic ski events. (Oct. 2017) NYSPHSAA Skiing Rules: o 1. Each contestant shall wear a protective hard-shell helmet during practice and competition for all alpine skiing practices and races, giant slalom and slalom. o 2. A contestant may participate in no more than two (2) events in any one day of competition, provided that the last event of the day is cross country and that no more than one cross country event is raced per day Skiing Scrimmage Rules: o 1. A skiing scrimmage will consist of one (1) or more runs of slalom, giant slalom and/or Nordic. o 2. Electronic timing and officials may be used for instructional purposes only Skiing Championship Week #: Week #34/35 JEWELRY RULE: Pg 52 No jewelry, which includes visible body piercing objects, shall be worn in a sport. Any piece of jewelry that is visible at the start of or during a contest is in violation of the NYSPHSAA Jewelry Rule. Religious medals must be taped to the body and under the uniform. Medical medals must be taped to the body so they are visible. Soft, pliable barrettes are permissible, body gems are not. The use of metal hair fasteners to secure hair is permissible in Girls Gymnastics. NOTE: The sports of Bowling and Golf are exempt from this rule. Wristwatches are permitted in cross country and in practice only for track and field. Hair restraints, to control a competitor s hair, are permitted in track and field and cross country. 13 Officials (aka Marshals) Jobs The officials' main duties are to ensure a safe and fair race. All officials are volunteers (small stipend for regular participation) and are usually parents of present or former racers. Scorer and Entries - order of start (makes up start list from entries and seeding information) - compiles and publishes results Starter - need 2 for interval or wave starts (one to organize and one to actually start the skiers) Electronic Timer and Recorder Combinations - work in pairs (2 pairs); one enters time by depressing a hand-held plunger when a skier crosses the finish line while the other enters the bib number Timer (Stopwatch) and Recorder Combination - function as backup in case electronic timing fails - sometimes - one pair for girls and one for boys Order of Finish - need one for overall - helps to straighten out any problems the timers and recorders might have - if really tight race, one person calls number and another writes Lap Checker - writes down bib number as skier passes check point - may need two officials, one to call out numbers and one to record - ensures all skiers ski enough laps Course and Race Control - directs finishers to finish line and lappers to proper area - controls spectators Course Stewards - spotters on course - check technique (classic races) - the positions of these technique controllers are not revealed to the skiers or coaches before the race - work in pairs Relay - Touch Zone Official - for relays - ensures a proper touch within the touch zone (30 meters) - also - need an Official to feed next skiers into the touch zone at (not before) the appropriate time Monroe County Nordic Handbook_ November

14 Also: - course pre-check and post-check (fore and post runners) - gate keepers Types of Races Freestyle or Traditional (Classic) - Classic races benefit from technique control / spotters on course (if available) Distance or Relay or Sprint - Distance races may require lap officials - Relay race requires a touch-zone official - Sprint races require a qualifying race and then heats Distance Races - Types of Start 1) mass start 2) wave start (wave and individual starts require two starters) 3) individual start 4) pursuit continuous or separate note: relay starts at State Championships will no longer be a "running start Jury Purpose Members For all league and Sectional races, a competition Jury shall consist of: Technical Delegate/Head official (chair of the Jury) League Chairperson Sectional Coordinator Two coaches Appointed by the TD with discretion to avoid conflicts of interest Duties The Jury must ensure that the competition is organized and carried out according to competition rules. Clothing Watches - dress warmer than expected a warm hat is a plus! - may stand in one place for hours - a piece of cardboard or foam or old carpet or blanket to stand on makes a difference! - foot or toe or hand warmers really help on a cold day! - start all watches (including electronic) at same time (for Sectionals - may have separate girls and boys times) - start watches on a countdown ( five four three two one go ): then check watches to ensure all are synchronized - usually start first racers at 1:00 minute - may start other groups at various times on same clock Finish Line Monroe County Nordic Handbook_ November

15 - time is to last whole second (electronic timing is truncated to last whole second) For sprint qualifying, times are truncated to last 0.1 second - finish line is straight and across the race course marked by colored water - time counts when the leading toe crosses the finish line - if skier falls at the finish line and crawls across, the finish time is when the racer has completely crossed the line - skiers must cross finish line with 2 skis on Miscellaneous Officials are in charge of race and course (not coaches) Officials don't set course but may ski to check it and can alter the course if they think it s necessary to ensure a safe and fair race. (Any alteration would be made after consultation with the coach who set up the course for that day and perhaps also the other coaches) Spectators and racers and coaches should not hinder the view of officials or bother officials when busy. Volunteers Each team is required to provide volunteers to help at races numbering 10% of their total team participation. 16 Nordic Rule Governance All Nordic races in Monroe County Public High School Athletics Association (MCPHSAA) and Section V are governed by NYSPHSAA Rules and Policies and USSA Skiing & FIS NYSPHSAA rules and Policies ( USSA Competition Guide ( International Ski Federation (FIS) International Ski Competition Rules (ICR) ( Country/02/95/69/ICRCross-Country2017_clean_English.pdf) Unless specified in this guide, MCPHSAA and Section V Nordic ski races follow the rules of the International Ski Federation (FIS), the USSA Competition Guide, and NYSPHSAA competition handbook for all Nordic Competitions. The rules that appear in the Following section are a based on the FIS ICRs for Cross Country, the USSA Competition Guide, and the NYSPHSAA competition handbook per citations found in parenthesis following the specific rule. Some FIS ICR and USSA rules have been modified as a result of NYSPHSAA rules, or through the NYSPHSAA committee waiver. In the event that a consensus decision on a rule change/modification is required the final decision will be determined by a vote declared by the participating school Varsity Head Coaches. Jury Members For all league and Sectional races, a competition Jury shall consist of: Technical Delegate/Head official (chair of the Jury) League Chairperson Sectional Coordinator Two coaches Appointed by the TD with discretion to avoid conflicts of interest Duties The Jury must ensure that the competition is organized and carried out according to competition rules. 17 Junior Nationals - held annually early March requires qualification - not School sanctioned Eastern High School - by invitation not School sanctioned Monroe County League Racing League Communication All the major communication for Nordic in Section V is available at the Section V web portal The Scholastic winter sport season is determined by Monroe County and starts just before or after Veterans Day and runs through to the Presidents Week Recess in February. The new race schedule is posted at the above web site as soon as determined. Race Schedule There is a regular weekly racing schedule during the months of December, January and into early February. Varsity/JV start racing in December, approximately Dec 12 if snow conditions permit. Mod A Nordic racing will start after the Winter Recess in January. A proposed Nordic race schedule is submitted by the Monroe County Chairman in March of each year for the following winter season to the Athletic Directors for approval. Pre-season Coaches Meeting There is a Pre-season Coaches meeting held some time at the end of October or the very beginning of November. At the pre-season Coaches meeting, the race schedule venues, distances and dates are fine tuned for League, Sectional and State races. However this is all very dependent upon snow conditions and grooming availability at race venues. The agenda for the meeting shall be published to participating coaches by the Monroe County Nordic Chairman in advance of the scheduled meeting. Race Start Times Races are scheduled to start at: o 5:00pm at Bristol o 4:30pm Durand o 4:30pm Pittsford Mount Pittsford o 4:30pm Mendon Ponds Park o Saturday & Holiday races attempt to start promptly at 10am o Please make every attempt to be on time to allow time for warming up o Bristol Nordic center has a sprung structure for shelter and heated bathrooms o Mendon Ponds Park has no shelter, Porta toilets may be available at a walk o Pittsford venue has school bathrooms and shelter available o Durand has no shelter and maybe porta toilets Monroe County Nordic Handbook_ November

18 o Harriet Hollister has no shelter but has composting public bathroom buildings at the parking lot and further into the park Mod A races are generally on Thursday, but days may vary to accommodate ski club, - except for the Coach s Invitational o Venues will depend on snow availability o Most common Mendon Ponds Park, Mount Pittsford, Willink o Race start times are 4:30 for Mendon Ponds Park, Pittsford, Wilink o Race start times are approximately 5:00 at Bristol The race type and venue conditions for all race classes will dictate the race format for every race Adjustments to race dates & start times (due to weather, venue availability, etc.) if necessary are made by the Monroe County Chairman / Sectional Chairman as needed. Race Classes Varsity A Varsity B- Any first year skiers that are Seniors must race as VA/VB they are NOT allowed to race at the JV level Junior Varsity JV -( this replaces the Novice category all rookie new skiers who are not ready for VB) Modified A (Gold) Modified A (Silver) Race Distances The racing program is designed to prepare the skiers for Sectional and States distances: Distance race 7.5 K for girls Distance race 10K for boys Relay distance 3K for boys & girls Bristol s Summit Nordic Center has lit, groomed trails with snow making which helps greatly in the limited day light of December and early January every attempt is made to ensure that race distances are appropriate to building up ski endurance from the beginning of the season. Race distances are designed as a progression through the season and are modified to fit any racer class Race Timing and Scoring Varsity and JV race timing is done using the Summit Digital system Race results are wirelessly transmitted to the Head Timer. Race Scoring is based on the same system as the State Championship scoring 3 out of 5 5 displace, 3 score. Varsity & JV Race results are normally posted before teams leave for home at the venue. Modified A races are timed and by the coaches and parent volunteers at the race. Results are posted on the web site as soon as possible. Race results are normally on the web site before the Head Timer leaves the race. 19 Race Venue There is a limited number of venues for racing due to grooming, terrain suitability, distance to travel. Mendon Ponds Park - North Meadow (off Canfield Road) - West Meadow (off Douglas Road past the sleding slopes) - Rugby Field by Cavalry Lodge - Red Loop opposite Rugby field and close to Dog Kennels Mount Pittsford Pittsford Middle School Harriet Hollister State Park south end of Honeoye Lake beware of hunting season ends approx. Dec 14 th Bristol Mountain - Summit Nordic Center Back, South Hill Road All skiers must have a seasonal Nordic pass paid for by each skier or subsidized by the school district OR pay the trail fee per race which necessitates the monies be collected by the team coach. Coaches and Head Officials are provided complimentary Nordic passes Durand East Park golf course Snow Grooming Mendon Ponds Park - park management grooms with RXCSF support Harriet Hollister State Park groomed by RXCSF Durand Eastman Park groomed by RXCSF Webster Park groomed by RXCSF Mount Pittsford is groomed by Mike D Hont & Jonathan Gorbold funded by Pittsford Nordic the HS teams for Pittsford school district. Racing Bibs for League Races Coaches submit team rosters to the person in charge of bibs at a predetermined date set at the coaches opening season meeting. (currently Bib Queen Terri Pavia, Nordic parent) Bibs will be handed out at the first race of the season. Bib numbers are allocated in time for the first race set up Each skier is assigned a bib number that they use for the entire season. Coaches and skiers are responsible for the bibs during the season. Racers will not be allowed to start without the correct bib. Spare bibs may be used at the discretion of the TD and/or Chief of Timing coaches will be assigned 2 extra bibs to help facilitate lost bibs and a skier not racing Coaches are responsible to return the bibs CLEAN and UNKNOTTED at the end of the Lost fee $10 is charged for any lost bib - reconciled at the end of the season at the wrap up meeting Dedicated stretch racing bibs are provided for Sectional teams. As each skier s bib # is their personal number for the season it does not designate a category. A skier can move up from Mod A to VB or VA at their coach s discretion Monroe County Nordic Handbook_ November

Race results are posted on the web site by the Mod A coordinator once the results are calculated Hand Timing When hand timing is used; All watches must be started at the same time Time is taken to the last whole second Rules and Technique Mod A racing is governed by the same rules and policies as the High School racing Race Venues Mod A has a little more flexibility for venue choices a race venue is determined by the Mod A coordinator and the Monroe County Chairman Technique Definitions Classical Technique Classical technique includes the Diagonal Stride techniques, the double poling with or without diagonal kick, herringbone without a gliding phase and turning techniques. Diagonal Stride technique is comprised of alternating diagonal movements of both arms and legs and includes diagonal stride and herringbone techniques without a gliding phase. In diagonal technique only one or no pole is in the ground at any time. Turning techniques comprise of steps with the inner ski and pushes with the outer ski in order to change skiing direction. The sections of the course where turning techniques are allowed must be clearly marked. (note: When there is a set track, turning techniques with pushing are not allowed. 22 Where there are one or more set tracks, repeatedly changing or stepping in and out of tracks is not allowed. Single or double-skating is not allowed. Country/03/26/67/2015Classicaltechniqueclarifications_English.pdf Free Technique Free technique includes all cross-country skiing techniques Responsibilities of Competitors & Coaches (High School & Mod A) Accidents and drop-outs must be reported to race officials immediately Competitors must comply with the directions of the race officials and stewards and must not interfere in the organization of the competition. In all training and competition situations the athletes must always ski in the competition course direction. Competitors must follow the marked course in correct sequence from start to finish and must pass all control points. Competitors have to cover the whole distance on their skis using only their own means of propulsion. If a competitor skis on a wrong section or leaves the marked course, the competitor must return to the point where the error was made. In order to do so, the competitor may have to ski against the correct ski direction and shall be totally responsible for ensuring that there is no obstruction and that other competitors are not endangered. Pole length requirements for classic and free style competitions is waived per NYSPHSAA Handbook In all competitions obstruction is not allowed. This behavior is defined as deliberately impeding, blocking, charging or pushing any competitor with any part of the body or ski equipment. Start Zone In starts of any race skiers may double pole with a kick in the start zone. Skiers must stay in their lane through the start zone/corridor. Overtaking During an Interval Start competition a competitor who is being overtaken must give way on the first demand. This applies in classical technique courses even when there are two tracks and in free technique courses when the skier being overtaken may have to restrict his/her skating action. During Wave Start competition, the overtaking rule remains in effect. Monroe County Nordic Handbook_ November

23 For all other competitions, when overtaking occurs, competitors must not cause any obstruction. The responsibility for a correct passing without obstruction is on the over-taking skier. The overtaking skier must have his/her skis in front of the skis of the overtaken skier before skiing his/her best line. In sections with marked corridors, the competitors should choose a corridor. A competitor is allowed to leave the chosen corridor as long as they do not obstruct other skiers. The league will use corridors particularly in the finish area and possibly on some selected sections of a specific course to be identified at the time of the race. Equipment Exchange In all competitions pole exchange is only allowed in the case that a pole is broken or damaged. Skis may be changed only if: The skis or bindings are broken or damaged. The equipment failure must be proven to the Jury after the competition. Equipment exchange boxes (pit boxes, team boxes in Team Sprint) are in place at the competition. In the case of any ski exchange, the competitor must do it outside of the track without help from any other person. All equipment exchanges must be done by the competitor within the assigned box without any assistance. The exchanged equipment must be left in the box until the competitor has finished the competition. Relay exchange ( further clarification from Bob U pending) In a team event, the exchange is achieved by the arriving competitor, with a tap of the hand on any part of the next competitor's body while both competitors are in the relay exchange zone. The next competitor may only enter the relay exchange zone when summoned. Any method of pushing the starting competitor is forbidden. Varsity On Course Responsibilities - Coaches, Officials From 5 minutes before the start until the time the course closers have passed, all officials, noncompetitors and other accredited persons, are not permitted to ski on the course. During the competition, these persons must take fixed locations beside the course and must stand without skis on. For order and control on the courses the following principles apply: Coaches on course during races - Although prohibited by FIS rules, NYSPHSAA has never prohibited coaches skiing on the course during races as long as they ski in the race direction and do not interfere with the skiers. While giving intermediate times and information to competitors, officials, coaches and others are not allowed to run more than 30 meters beside the competitors While doing this work officials and others have to ensure not to obstruct competitors Monroe County Nordic Handbook_ November

24 While giving refreshments to the competitors the coaches must ensure not to obstruct competitors and must maintain a fixed position. Disqualifications (including, but not limited to) Protests & Appeals Failure to follow marked course Receives unauthorized assistance Obstruction Runs part of the course without skis on his/her feet. A protest should be bought to the attention of the Technical Delegate/Head Official as soon as possible to the occurrence of the incident. 26 Section V Championships (Sectionals) (the culminating event at the end of the league season) Individual school team selection for Sectional teams Sectional Team size Each school will nominate 9 girls and 9 boys to represent their team in the Section V Sectional Championships.(Amended in 2012) In order to be eligible, a skier must have skied in 6 events as per State guidelines. (Varsity/ JV, in League/ Invitational races). Sectional team eligibility is determined by each coach based on how many races a skier has completed. In the event that weather conditions compromise the number of races that could have been raced, the Sectional Chairman will petition NYSPHSAA for a waiver to lower the required number of races for Sectional eligibility Sectional Waivers In the event that a medical condition affects an individual skier s eligibility, that skier and coach must petition Kathy Hoyt, the Sectional Executive Chairman. A coach requiring to obtain a waiver has to work through their AD and provide medical proof ( at note from a doctor) stating the problem, and a note from the coach explaining the situation and number of races missed. The AD will then send that information to Kathy Hoyt to be ruled on. The coach can seek advice from Bernie Gardner the Sectional Chairman Sectional race format and race requirements The Sectional Championships are based on a 2 race format: - One individual distance race per skier - 3 man Team relay race comprised of the same skiers that skied in the distance race. The classic technique and skate technique alternate annually between distance and relay, the technique determination mirrors the New York State Public High School Athletic Association ( NYSPHSAA) Championship race format and technique. i.e. one year the distance race is classic and the relay skate, and the next year the distance race is skate and the relay classic. Each of the 9 Sectional team competitors will ski the required Sectional Championship distance race and will race on their team s Sectional Championship 3 x relay team composed of skiers from the original 9 members of their school team s sectional team. There will be NO short or mixed relay teams ( gender or school). 27 Relay Competition mass start Boys: 3 x km F/C Girls: 3 x km F/C Sectional Venue The venue for the Sectional Championships is determined at a coaches meeting called by the Sectional Chairperson prior to the Sectional Championships. (Weather factors, snow availability and grooming facilities are major determining factors). Sectional Team Seeding The Sectional Chairman will oversee a blind drawing for the seed order for each school at a coaches meeting prior to the Sectional Championship date. ( The seed blind drawing has traditionally be done at the conclusion of the last league race venue). The Blind Draw method: One draw will be a place 1-8, the other draw will be a school name - the school name is matched with the number. The seed position determined holds the same for Boys and Girls. Sectional Team names are submitted at a date and time as determined by the Sectional Chairman and the race officials. Coaches will submit their team start order by determining which start position they would like for their skiers: for example: Team no name is allocated the 5 th seed, and suppose Team no name can only enter 5 boy skiers for the boys distance race the coach enters the skiers names against their 5 th draw position the skier & coach want to race in. Typically coaches will enter their top skiers later in the start order according to their seed position. Team no name 5 th seeding order ex: 5 - skier 13 - skier skier 45 - skier skier Coaches each know the seed order of other teams therefore this can be a strategic game when deciding what order to race a skier. 28 Submitting Sectional Team Information to Head Timer Distance Race The Head Timer will indicate the date and time that coaches are to submit their Sectional Team entries. The start list based on the Sectional seeding process will be published in a timely manner before the actual race. Day of Race Substitution of Distance Racers After the Sectional distance race start order is published a coach may only substitute a competitor if he/she cannot start due to force majeure (injury, illness, etc.) and if the Jury permits the substitution. The coach may only substitute a skier into the same slot as the injured skier. The sectional bib will stay the same for that slot. The coach must inform the Head Timer of the name change. In the event that there is no possible skier substitution there will be a ghost/gap for that slot at the time of the race. In the event of an accident during warming up the Jury can permit a substitution up to the start of the competition if the accident is reported to and certified by the Technical Delegate / Head Official. All substitutions necessitated due to accidents/illness during warm up have to be submitted by 15 minutes prior to the race start. Relay Race The Head Timer will indicate the date and time that coaches are to submit their Sectional Relay Team entries. A relay team must be a complete team in order to participate in the Sectional Relay race. Changes in start order for relay teams must be submitted to Head Scorer no later than 90 minutes prior to the start of the race. Relay teams will be published by the Head Timer I hour before the start of the race. Additional coaches wishing to attend States can request coverage from their school districts. Transportation to the venue is by team coach Students are NOT allowed to drive themselves. Waxing provided by coaches. Accommodation will be provided for: 24 athletes (4 per room) 3 rooms for coaches 2 x Breakfast provided for athletes and coaches Dinner provided at hotel or by hosts Expenses Each District will be charged for their portion; State Chairman will manage paperwork. Transportation To the Venue by team bus. Athletes are not allowed to transport themselves Returning Home Athletes may return home with family or on team bus Section V States Team Selection Process explained The Section V championship determines the NYSPHSAA team which will be comprised of: Top 12 girls that will include the winning team of 3 from the accumulative 2 day point total and the next 9 skiers NOT on the winning team of 3. Top 12 boys that will include the winning team of 3 from the accumulative 2 day point total and the next 9 skiers NOT on the winning team of 3. The TEAM points from both days are used to determine a TEAM champion (The 4th member of each TEAM can displace and factor in the scoring) but only 3 would automatically qualify for the State Championships. AFTER that, INDIVIDUALS QUALIFY BASED ONLY ON THEIR DISTANCE RACE RESULTS. The top 9 from only the Distance race - NOT on the HS Team of 3, qualify as individuals to race at States. From those individuals - whoever they are and no matter what school they are from, are picked by the coaches for the Section V relay teams of three. To determine those relay teams of 3 (Section V - team A, B, C) coaches look at the Sectional relay splits and use them as a guide. If there is some sort of question as to who should make up those A, B, C teams, the coaches have a meeting to see if it can be ironed it out, or if needed, a head to head 3k race is held in that relay discipline to make the determination. A head to head has not had to be used, but it can be if needed. The end result is that 12 skiers from Section V go to states, if a school s TEAM wins the two day Sectional competition, that school will have 3 skiers who will represent that school as a school team of 3. 32 Should there be a limit on how may of the 12 qualifiers can come from one school?? Any additional members of a team who make the Sectional Distance Race qualification, will represent Section 5. After the two days of Sectional competition, once the Sectional TEAM CHAMPION of 3 are pulled from the distance results, the next top 9 skiers qualify for States. It is mathematically possible, although it has never happened, that a member of the TEAM Champion could finish outside the top 12 in the Distance race, but make it to States as a member of the TEAM champion of 3, bumping out a top 12 finisher, which is why we can't just say the to32-33p 12 make it after the Distance race as we don't know what is going to happen in the team championship chase until after the relay results are added to the distance results, which determines the HS Sectional Team title. The relay results do not qualify individuals to States and are only used to determine the overall Sectional team title and individual splits are used only as a benchmark to determine State relay teams for Section V - not to qualify for States. 33 New York State Public High Schools Athletic Association Nordic Championships ( NYSPHSAA) NYSPHSAA Locations The NYSPHSAA championships are held in conjunction with the Alpine NYSPHSAA Championships. The venue for NYSPHSAA championships rotates on a 3 year cycle rotating between Lake Placid, Rochester/Bristol and Gore Mountain. Race Format Race Technique rotates between Classic & Skate for distance and relay. Race distances: Distance race: 7.5 K for girls 10K for boys. 3 x Relay : 3K Boys & Girls Awards High School Team Champion Boys requires a school relay team for qualification High School Team Champion Girls requires a school relay team for qualification Nordic Combined (distance + relay) Overall State Champion Boys Nordic Combined (distance + relay) Overall State Champion Girls Sportsmanship Award one Senior boy & one Senior girl for each Section Eligibility for High School Team Championship at NYSPHSAA Championships The Section V State Team will consist of 12 boys from each section to form the boys Section team and 12 girls to form the girls Section team. Sections are responsible for their own selection process. The Section V team must consist of 3 individual racers from the winning High School team and the next 9 individuals. The winning High School team will race for the High School team championship as well as racing as members of the Section team. 34 NYSPHSAA Championship Scoring High School Team Scoring High School Team scoring will be based on the highest point totals earned by the High School Team athletes over the 2 days of racing. The winning High School team from each section will compete for the High School State Team Championship in boys and girls divisions. Each team is allowed to designate up to 4 racers to act as possible scorers in the distance race and a relay team consisting of 3 of those 4 athletes to compete on a relay team. If a team has more than 4 athletes competing on the sectional team, they must designate the 4 racers, which will represent the High School team. This must be done before the start of the State Championship races. Individual Distance Race Scoring The top 3 athletes will score with the 4th athlete acting as a displacer. If a team qualifies more than 4 racers, they must declare in writing to the state coordinator, the 4 athletes which will score for the team championships. This declaration must be made the night before the first race and names can not be changed after that time. Athletes will be awarded points based on their finish and a total number of points determined by the following formula. Number of teams racing x 4 scorers. (Ex. 6 teams x 4 racers = 24 points) 1 st place will be awarded 24 points, 2 nd place 23, etc. down to the last racer who will be awarded 1 point. Athletes who race but do not finish will be awarded 0 points. The sum of the total points from the top 3 athletes from each High School Team will be the High School Team score from the individual race. Relay Race Scoring Relay teams will be awarded points on their finish based on the following formula. Total number of High School teams racing x 7 points (ex. 6 teams x 7 = 42 points. There will be a 7 point differential between each place with 1 st place receiving the top points (42) 2 nd place will be awarded 7 less (35), Etc. The High Schools score from the relay will be the score for day 2. Final High School Team Scoring The relay and individual race team totals will be added from day 1 and 2 to obtain the total High School Team score. These athletes will be chosen based on their percentage off the winner from the two days of racing. 37 Appendix I The Story Behind Ruth Hayes Compiled by Rachel Mattern, 2018 The Ruth Hayes Award was created to honor the Section 5 male and female skier with the fastest combined time for the distance race and the relay leg at the Sectionals races. Ruth Hayes is an amazing woman who has been a beacon for Nordic skiing in the Monroe County area. Ruth has worked tirelessly to make Nordic skiing and racing accessible to our community. Ruth Hayes is a longtime resident of the town of Honeoye Falls where she settled after graduating from the University of Vermont. In addition to being a mother of six and a school teacher she has volunteered for many groups including the boy scouts, the girl scouts, and the Honeoye Falls Presbyterian. As if all of that is not enough, she was also the founder of the local chapter of the Bill Koch League Ski Club which is known today as the RXCSF Youth Program. Ruth started a Bill Koch Youth program chapter in the late 70 s. At that time, she was already offering ski instruction to students at the (HFL) middle school, and also at the elementary school. While travelling to New England with her own children who were participating in USSA ski events, she became aware of a program which was named Bill Koch Youth Skiing. This was named in honor of Bill Koch, a Vermont native who was awarded the United States first Olympic medal in the '76 Olympics. The Bill Koch program seemed ideal for children in this area and complemented the work Ruth was already doing and by 1980, she had created an official group here in Wester, NY. This group remain active today- almost 40 years later Over the years, Ruth has mentored many children in skiing- including a young Bernie Gardner (who has coached the HFL High School team for over 40 years). She was known for filling her car with skiers in need of transportation, chaperoning kids on ski trips and generously giving ski equipment to children who could not afford to buy their own. Ruth has been active in NYSSRA (New York State Ski Racing Association) where she served as the Secretary of NYSSRA and she volunteered to officiate/time at high school races for many years. She is also credited with helping to start the Honeoye Falls Ski Swap. All of this energy and passion is packed into an amazing woman who is likely all of 5 feet tall. It is easy to see why Honeoye Falls named her the Outstanding Citizen of the Year in If you ever have the opportunity to meet this person, please thank her for all she has done for the Nordic community. It may seem overwhelming to think about living the Nordic life the way Ruth has but all of us can challenge ourselves to have even a small piece of her passion and generosity, the world would be better for it. 38 Appendix II AGR All Greater Rochester PROPOSED Section V Nordic All Greater Rochester (AGR) Nomination Guidelines October 2018 The AGR Nominations Consist of: 1 Female and 1 Male Athlete of the Year 4 additional Female and Male AGR First Team Members 6 Female and 6 Male Honorary Mention or 2 nd Team members Coach of the Year AGR Nomination Timeline and Procedure: 1. Athletes will be nominated to the AGR based upon a cumulative point value that will be determined by top 5 Section 5 race performances*; Sectional distance and relay performance; and State distance and relay performance. Mathematical calculation is explained later in this document. *The number of regular league races used in the AGR calculation may vary based upon the number of league races that occur on a given year. For example, if there are 7 or more traditional format individual league races in a given year, a skier s best 5 results will be used in the AGR calculation. If there are only 6 races, the skier s best 4 results will be used. If there are only 5 races, the skier s best 3 results will be used. League Relay races and sprint races will not be factored into the calculation. However sectionals and states relay results will be used in the calculation. 2. All mathematical calculations should be completed by the Friday following the NY State championship. (i.e. for State Championships conclude on Tuesday February 26, 2019, therefore calculations should be completed by March 1 st, 2019 and given to the Section 5 coordinator to submit to the AGR coordinator at the Democrat and Chronicle by Friday March 1 st, 2019) 3. The top performing male and female athlete will be put forth as the Athlete of the Year 4. The next four highest performing males and females will be put forth as the AGR First Team members 5. The next six top performing males and females will be put forth for the AGR Second Team 6. Coach of the Year Guidelines: a. Any Nordic coach within Section 5 can put forth a coach s name for Coach of the Year. b. All coaches are encouraged to submit a name/ self- nominations are acceptable. c. All submissions must be sent to the Section 5 coordinator (along with any corroborating information to support your nomination) by the Friday immediately following the NY State Championship. d. The Section 5 coordinator will compile the name submissions and put forth the Coach of the year based upon the coach that received the largest number of votes. e. If there is a tie, the section 5 coordinator will serve as the tie breaker, factoring in their vote and any corroborating information about the nominations that was submitted. 7. All Names- Athlete of the Year/ First Team/ Second Team/ Coach of the Year need to be submitted to the Democrat and Chronicle by the Monday morning immediately following the NY State Championship (i.e. for 2019, submissions will be due by Monday March 4 th, 2019 at 9:00 AM).
