General Conditions 20 June Australian Team Racing Championship 20 June 2010 Australian Schools Team Racing Championship 20 June Australian Open Match Racing Championship 20 June 2010 Australian Youth Match Racing Championship 20 June 2010 Australian Women s Match Racing Championship 20 June Australian Youth Championship 20 January Australian Offshore Championship 17 January 2012 Schedules Yachting Australia Technical Delegate Duty Statement 20 June 2010 PART 1 GENERAL CONDITIONS APPLICABLE TO ALL YACHTING AUSTRALIA CHAMPIONSHIP EVENTS 1.1 THE CHAMPIONSHIP The prime objective of the various Yachting Australia Australian Championships is to ensure that the highest quality of racing is provided for accomplished and skilled sailors within Australia The various Yachting Australia Championships shall be held annually. 2 1.2 EVENT CONDUCT YACHTING AUSTRALIA INC The Yachting Australia National Events shall be conducted under the current International Sailing Federation (ISAF) Racing Rules of Sailing (RRS), the Prescriptions and special regulations of Yachting Australia, the rules of the Classes (if any) to be used, the Notice of Race and the Sailing Instructions. Any Class rule that requires a competitor to be a member of the class association shall not apply The Organising Authority for the Event shall normally be the host club, with the regatta conducted in conjunction with the host club s MYA and Yachting Australia The Organising Authority shall include within its management team persons appointed by the later listed bodies to represent the host club, MYA and to represent Yachting Australia Yachting Australia shall prepare the Notice of Race and Sailing Instructions. The Organising Authority shall review these documents making appropriate modifications to fit the local conditions at the Event venue. The final documentation shall then be submitted back to Yachting Australia for final approval The Notice of Race and Entry Form shall be issued at least 6 months prior to the Event The Organising Authority shall manage the entries and pre-race information on the event as well as conducting the event. 1.3 EVENT RIGHTS Yachting Australia has ownership of sponsorship, broadcast, news media and intellectual property rights for the Event, which will be negotiated with the Organising Authority as necessary A naming rights sponsor may only be appointed and approved by Yachting Australia. 1.4 EVENT REQUIREMENTS International competitors and/or crews are eligible to compete at the absolute discretion of Yachting Australia. International competitors or crews however, will not be eligible for the Australian Champion title or prizes The Organising Authority shall prepare an Event Program, which shall include, but is not limited to: (a) (b) (c) (d) (e) (f) A letter of welcome from the naming rights sponsor, Yachting Australia, the host MYA, the Organising Authority and any other appropriate bodies; A list of officials, volunteers and host club flag officers; The Honour Roll for the Championship; A list of competitors; The Sailing Instructions; and Details of local attractions, amenities and location and contact details for the nearest ship chandlery and sail makers The Organising Authority shall post the Championship results to the event website in a timely manner, and as an absolute minimum at the conclusion of racing each day. The results sheet shall include the following information: (a) Sail Number OR Boat Name; POLICY NO. COM Page 2 of 18

3 (b) (c) YACHTING AUSTRALIA INC Full name of both skipper & crew (for double handed events); State/Territory from where the sailors come The Organising Authority shall organise a Welcome & Presentation Function that will be free of charge to all competitors and officials. Yachting Australia should be requested to be represented at these functions The Organising Authority shall provide lunches to all officials each race day At the conclusion of the event the Organising Authority will be required to prepare and submit an event report containing information on the event organisation, regatta management team, race organisation and issues, competitor details and issues, sponsor support, media coverage and recommendations for future events MEDIA REQUIREMENTS Yachting Australia shall prepare and implement a media plan for the Championship Yachting Australia shall prepare and publish an event website within the Yachting Australia website Yachting Australia will take overall responsibility for the provision of on-site media support for the duration of the event. Where the Organising Authority normally provides media coverage for their events a working partnership shall be negotiated to the benefit of both the Organising Authority and Yachting Australia A Media boat, provided by the Organising Authority, with competent driver should where possible be available for the duration of the event SPONSORSHIP REQUIREMENTS Where there is a naming rights sponsor, this clause details the expected requirements for such The Event shall be referred to as the [NAMING RIGHTS SPONSOR] [YEAR] Australian XXX Championship and all correspondence and/or reference shall refer to the full and correct title A naming rights sponsor shall receive: (a) (b) (c) (d) (e) (f) Logo branding on all race documents and programs for the Event, as approved by Yachting Australia; Logo branding on any promotional material (such as t-shirts, posters, drink bottles and the like), as approved by Yachting Australia; Logo branding on the event website; Display of banners, flags and bunting at the host yacht club. The naming rights sponsor shall provide such materials; Branding on the front 25% of the hulls of all boats (not available on boards). Such stickers / decals shall be provided by the naming rights sponsor to the specifications provided by Yachting Australia; Copies of all media releases regarding the Event CODES OF CONDUCT All officials, coaches, parents and sailors shall be required to sign up to, prior to the start of the first race of the Event, the relevant Code of Conduct for the Event as supplied by Yachting Australia. 4 1.8. COACHES YACHTING AUSTRALIA INC Coaches supporting athletes at the Championship shall register with the Organising Authority and be entitled to various benefits for doing so. These benefits may include use of launching facilities, overnight berthing, refuelling, communication with athletes, approach within 50 meters of the athletes, daily hard copies of results, ticket to presentation, or water bottle etc Only coaches, who hold, as a minimum, current Yachting Australia recognised Coach Accreditation, or an equivalent international qualification, are authorised to go afloat in a coach boat within the course area Authorised coach boats within the course area shall keep to leeward of the start line between the preparatory and start signals and more that 50 meters clear of any competitor or mark of the course between the start signal and the finish of the last boat, except when asked to assist by the Race Committee The Organising Authority shall ensure all registered coaches are aware of the benefits of registration and their responsibilities Non-registered coaches, private and spectator craft must remain more than 100 meters outside the entire course area and not receive the above benefits OFFICIALS For all Yachting Australia National Events the Principal Race Officer will preferably be an International or National Race Officer preferably having experience in the discipline of the Championship The Organising Authority shall where possible utilise the Principal Race Officer in an educational or mentoring capacity for State-level and local Race Officers The Organising Authority shall submit the names of the Race Officer, Chief Umpire (where appropriate), and Chairman and members of the Jury to Yachting Australia for approval at least three months prior to the Event A National Jury, constituted in accordance with Yachting Australia Addendum B, is recommended for the Match Racing Championships A National Jury shall be constituted for all other events in accordance with Yachting Australia Addendum B Yachting Australia may appoint or require additional officials for an Event as outlined in the specific Event Conditions. The event organisers shall meet any expenses associated with the provision of these officials Where possible, the State and/or preferably National Measurer for all the classes racing in the event should be present Where possible, the Organising Authority should include State level race officers within their race management team Where possible, it is encouraged to include local young sailors as part of the race management, shore management and event organising teams. TECHNICAL DELEGATE YACHTING AUSTRALIA INC Yachting Australia may appoint an Event Technical Delegate to a Yachting Australia National Event The Technical Delegate Duty Statement forms Schedule I of these Conditions Where appointed, the Technical Delegate shall be required to be a member of the event Organising Committee METHOD OF EVENT APPLICATION An Organising Authority shall submit an application to conduct a Yachting Australia National Event in accordance with the Yachting Australia Policy for applying for Yachting Australia National Events METHOD OF CONFIRMATION OF AN MYA HOSTING THE CHAMPIONSHIP On being allocated a Yachting Australia National Event the Organising Authority shall enter into a Yachting Australia Event Contract in confirmation of the application PROCESS SHOULD CONDITIONS NOT BE MET Should Yachting Australia not be satisfied that the details of the Event Contract and/or the Conditions for the Championship are being met within the six months prior to the commencement of the Championship; Yachting Australia reserves that right to withdraw the Championship from the Organising Authority and make other arrangements for the conduct of the Championship. Alternative arrangements may include working directly with a host club in their state/territory If an MYA allocated on the event rotation list cannot host an allocated event then that event will be offered to the next MYA on the roster ELIGIBILITY The Organising Authority shall ensure that all Australian competitors in Yachting Australia Events are members of a yacht / sailing club affiliated with an MYA (Yachting Australia Youth or Silver Member). Proof of such membership shall be provided at Registration GENERAL The terms of these conditions will remain substantially unaltered until they are reviewed and, if necessary, revised by the Yachting Australia Board. PART 2 THE AUSTRALIAN TEAM RACING CHAMPIONSHIPS, GENERAL CONDITIONS 2.1 THE CHAMPIONSHIPS Yachting Australia may use the results of the Team Racing Championships as the basis for selection of Australian Team(s) to compete in an International event such as an Interdominion Team Racing event or the ISAF Team Racing World Championship. 2.2 EVENT REQUIREMENTS The Championships race areas shall be located, where possible in an area that allows easy viewing from shore. In this instance however, the integrity of racing must not be compromised. POLICY NO. COM Page 5 of 18

6 2.2.2 The course to be sailed should be as normally sailed in the ISAF World Team Racing Championship. The length of the legs in the course shall be adjusted to achieve a racing time of approximately 6-10 minutes A debriefing by the Principle Race Officer and Chief Umpire with the competitors and the Umpiring Team should be arranged for each day after racing. 2.3 DESIGN OF THE CHAMPIONSHIPS An Australian Team Racing Championship shall consist of as many rounds as possible, followed by a knockout series of matches if time and conditions allow Boats of equal condition and standard, with evenly matched rigs shall be supplied for an Australian Team Racing Championship The Organising Authority shall be responsible to ensure that the boats are adequately insured. A reasonable refundable damage deposit may be requested from Teams The Swiss League format may be used as a format for team racing events. 2.4 OFFICIALS The Chief Umpire shall be at least a National Umpire, preferably an International Umpire An Umpiring Team shall be provided by the Organising Authority, and shall be approved by Yachting Australia It is recommended that one interstate member of the National Jury, or Protest committee if appointed, and Umpiring Team should come from the MYA hosting the corresponding event the following year. With a view to creating continuity, this member should also be a member of the National Jury, or Protest Committee if appointed, and Umpiring Team of the event for the following year Where 6 boats are provided, three umpire crews in three umpire boats (two umpires per boat) shall be provided. Where 12 boats are provided, there shall be a minimum of 4 umpire boats (two umpires per boat). Should 18 boats be provided, there shall be a minimum of six umpire boats (two umpires per boat) All umpires shall officiate on water. PART 2.1 Additional Conditions for Australian Schools Team Racing Championship (ASTRC) PREAMBLE International Epiglass (Akzo Nobel Pty Ltd) founded the Championships in International Epiglass passed ownership of the event to Yachting Australia Inc. in THE CHAMPIONSHIP The ASTRC shall be conducted during a school holiday period, when the majority of state and territory secondary school holidays coincide except that when the event is conducted in Tasmania, it will be conducted during the Tasmanian school holiday period. The ASTRC shall normally be conducted in June or July of each year. The ASTRC shall not clash with any other major Team Racing Championships or major youth sailing event in Australia. POLICY NO. 7 A Pacer type dinghy is the preferred equipment to be used for the ASTRC. Boats of equal condition and standard, with evenly matched rigs shall be supplied for the ASTRC. Spinnakers shall not be used during the ASTRC A substitute class may be considered for the ASTRC. The class proposed should generally reflect those used at school/youth team racing events and be included in the initial bid for the event. Yachting Australia reserves the right to not approve this class and to offer the event to the host from the proceeding year ELIGIBILITY The ASTRC is open to School Teams from each MYA of Australia. All members of the team must be bona fide students of the school that they represent In the case where secondary schooling (generally year 7 to year 12) in a state or territory is split into a junior and senior school/college a combined team, from a maximum of two schools/colleges, shall be eligible to enter the ASTRC All participating students must have reached their 12 th birthday but not their 19 th birthday by the 31 st December in the year of the Championship and be a bona fide student of the school they are representing The ASTRC is an Open event, allowing same gender and/or mixed gender crews It is advised that a maximum of 24 Teams may enter the ASTRC. Teams must be selected and endorsed by their MYA The maximum Team size shall be seven members, of which any combination of six may sail subject to the minimum total combined crew weight being met EVENT REQUIREMENTS Accommodation, at reasonable prices, shall be arranged for Team members, coaches and officials of all competing teams Yachting Australia will provide trophies for a maximum of seven members of the winning team and a perpetual trophy for the winning team HOSTING THE CHAMPIONSHIP The ASTRC shall be hosted by the MYA of the State/Territory according to the following rotation roster: VIC, TAS, NSW, QLD, SA, and then WA Where possible the Notice of Race for the following ASTRC shall be presented at the current ASTRC. As a minimum a report, including the dates and venue of the ASTRC, shall be presented at the current ASTRC ENTRY FEE The entry fee should be kept as low as possible to encourage and enable as many teams as possible to participate. As a guide, whilst there is financial support for the event, the entry should not exceed $600 per team depending on inclusions. POLICY NO. COM Page 7 of 18

8 Part 2.2 Additional Conditions for Australian Team Racing Championship (ATRC) PREAMBLE The Royal Australian Navy (RAN) founded the Championship in The RAN passed ownership of the event to Yachting Australia in ELIGIBILITY The Australian Team Racing Championship (ATRC) is an Open event, allowing same gender and/or mixed gender crews. There are no age restrictions The ATRC should normally be conducted over a three-day (1 day + weekend) period The ATRC is open to Teams from affiliated Member Yachting Associations (MYAs) of Yachting Australia Teams shall be selected, nominated and entered by their MYA It is advised that a maximum of 18 teams shall be accepted for entry to the ATRC. a) Each MYA may initially nominate two teams for automatic entry to the ATRC. b) Two International crews are eligible to apply for entry. International competitors or crews however, will not be eligible for the Australian Champion title or prizes. c) Additional MYA Team places may be available. An MYA may request for additional Team places. d) The additional Team places allocated to MYAs will be determined by random draw until the maximum entry level is reached. The process is as follows: i) The first additional team place nominated by each MYA shall be included in the first random draw; ii) iii) If places still remain, then the second additional team nominated for by each MYA shall be included in the second random draw; This process will continue until all places are filled The maximum Team size shall be seven members, of which any combination of six may sail EVENT REQUIREMENTS Yachting Australia will provide trophies for a maximum of seven members of the winning team and a perpetual trophy for the winning team. Yachting Australia will provide a plaque for the host club ENTRY FEE The entry fee should be kept as low as possible to encourage and enable as many teams as possible to participate. As a guide, whilst there is financial support for the event, the entry should not exceed $800 per team. POLICY NO. COM Page 8 of 18

9 PART 3 THE AUSTRALIAN MATCH RACING CHAMPIONSHIPS, GENERAL CONDITIONS 3.1 DESIGN OF THE CHAMPIONSHIP An Australian Match Racing Championship shall consist of as many Round Robin Series as possible, a Semi Final of four Teams and a Final of two Teams to determine first and second (best of three). Where possible, a Petit Final of two teams to determine third and fourth (best of three). One completed round shall be required to constitute a series An Australian Match Racing Championship shall be conducted over four race days, incorporating a weekend A minimum of six boats of equal condition and standard, with evenly matched rigs and capable of carrying a minimum of three crew persons shall be supplied for an Australian Match Racing Championship The Organising Authority shall be responsible to ensure that the boats are adequately insured. A reasonable refundable damage deposit may be requested from each crew The course to be sailed shall be a windward/leeward with the start/finish line below the leeward mark. The course shall be two laps finishing downwind. Courses shall be starboard handed Courses may be shortened to one lap of the course. The length of the legs in the course shall be adjusted to achieve a racing time of approximately 10 minutes The Australian Match Racing Championships should normally be conducted in September of each year. This Championship should be run back to back with the Women s Championship so that a common Closing and Opening ceremony can be conducted The Australian Youth Match Racing Championship should be conducted in early September each year No Australian Match Racing Championship will clash with any other major Match Racing Championships in Australia or with any other major Racing Championship internationally A maximum of 12 crews shall be accepted for an Australian Match Racing Championship, each being nominated by an MYA. Each MYA may initially enter one crew Additional MYA crews may be accepted up to the limit of 12 entries subject to no more than four crews competing from any one MYA The additional crews accepted for entry will be determined by random draw until the maximum entry level is reached If in the final draw there are more crews nominated that there are boats available the crews will be selected using the ISAF Match Racing rankings, as published in the month preceding the date for close of entries, until all positions are filled Crew weight limits shall be in line with current ISAF regulations for Match Racing events. 3.2 OFFICIALS The Chief Umpire shall be at least a National Umpire, preferably an International Umpire. 10 3.2.2 An Umpiring Team shall be provided by the Organising Authority, and shall be approved by Yachting Australia It is recommended that one interstate member of the National Jury, or Protest committee if appointed, and Umpiring Team should come from the MYA hosting the corresponding event the following year. With a view to creating continuity, this member should also be a member of the National Jury, or Protest Committee if appointed, and Umpiring Team of the event for the following year There shall be a minimum of 4 umpire boats (two umpires per boat) All umpires shall officiate on water. 3.3 ENTRY FEE The entry fee should be kept as low as possible to encourage and enable as many crews as possible to participate. The proposed entry fee, and a copy of the operating budget, shall be included in the application to conduct the Championship. As a guide, entry fees should, where possible, be in the vicinity of $250 per crewmember depending on inclusions. A refundable damage deposit may be charged. 3.4 EVENT REQUIREMENTS The Championship race area should be located, where possible in an area that allows easy viewing from shore. However, the integrity of racing should not be compromised The club will endeavour to source/support suitable and cost effective accommodation for all interstate competitors The club will ensure that there are adequate spare parts, tools and systems in place to ensure rapid on water repairs of most common types of gear failure on the boats used At least six months prior to the Championship, the Organising Authority shall submit, through Yachting Australia, an application to the ISAF for event grading (Event Grading Guidelines available from Yachting Australia or the ISAF Website. The Organising Authority shall ensure that an International Sailing Federation (ISAF) event grading form is submitted to Yachting Australia within ISAF required deadlines. Immediately following the Championship, an event grading report & a full copy of results shall be sent to the ISAF Yachting Australia will provide a Perpetual Trophy and prizes for the top three Teams of the Championship A debriefing by the Principle Race Officer and Chief Umpire with the competitors and the Umpiring Team should be arranged for each day after racing Results shall be posted to Yachting Australia, MYA, Club or Championship Website in a timely manner, as a minimum at the conclusion of racing each day. PART 3.1 Additional Conditions for Australian Youth, Match Racing Championship EVENT REQUIREMENTS The Championship is an Open event, allowing same sex and/or mixed sex crews. POLICY NO. 11 Anyone who will not have attained his or her 21st birthday before the end of the year in which the Championship is being sailed is eligible to compete. PART 3.2 Additional Conditions for Australian Women s, Match Racing Championship EVENT REQUIREMENTS The Championship is a Women s event, allowing female gender crews only. There are no age restrictions. PART 4 THE AUSTRALIAN YOUTH CHAMPIONSHIPS, GENERAL CONDITIONS 4.1 DESIGN OF THE CHAMPIONSHIP One objective of the Championship is to build an educational framework around the Championship so as to assist young sailors in better understanding their options in developing their sailing careers and setting their sailing goals. This may take the form of coaching, discussion forums and lecture sessions as well as the opportunity to meet key coaching and administrative staff in Yachting Australia The Championship shall be hosted by the MYA of the State/Territory, generally in accordance with the following rotation roster: TAS VIC WA NSW SA QLD As the Championship is currently tied to the rotation and timing of the national championships for the Laser/Radial and 420 classes, the Championship reflects their rotation and consequently does not include the ACT and the NT The Championship shall be conducted during the second week of January. The Championship shall be held in the period adjacent to the class national championships of (as many of) the classes involved in the Championship. Yachting Australia may approve the conduct of the Championship outside of this period for exceptional circumstances The Championship shall be held at, or very close to, the venue of one or more of the class national championships of the classes involved in the Championship. The objective of this is to reduce the transport logistics for the youth sailors and their parents/supporters The dates and venue shall be approved by Australia Yachting. POLICY NO. 12 4.1.6 The Championship shall be conducted for the following events: EVENT Single Handed Dinghy Girls Single Handed Dinghy Boys Double Handed Dinghy Girls Double Handed Dinghy Boys Double Handed Dinghy Mixed Double Handed Skiff Girls Double Handed Skiff Boys Double Handed Skiff Mixed Sailboard Girls Sailboard Boys Multihull Open Disabled Open However, Yachting Australia reserves the right to consider other events in order to keep the level of competition high and the cost to participants and organisers at an acceptable level. If the ISAF decide that other events will be included in the ISAF World Youth Sailing Championship, these may also be considered Yachting Australia will nominate which classes the events will be conducted in each year. These classes will generally reflect those used at the ISAF World Youth Sailing Championship The Championship shall consist of nine to twelve scheduled races over three to five days. Three races are required to constitute a series. No more than three races may be scheduled per day The preferred racing schedule is: Day 1 Registration Welcome Function Day 2 Races 1 & 2 Day 3 Races 3, 4 & 5 Day 4 Races 6 & 7 Day 5 Races 8 & 9 Presentation Function Racing shall be conducted in the mornings and afternoons of at least two days of the Championship There shall be three course areas to be sailed. 13 Course area A and B shall be a trapezoid with inner and outer loops, an inner loop gate, finishing with a short windward leg. It is recommended that the finish line be separate to the start line Course area C shall be a windward leeward, with a leeward gate, and finishing downwind. It is recommended that the finish line be separate to the start line The length of the legs in the course and the number of loops on either course area shall be adjusted to achieve an approximate racing time as detailed in the following schedule: Dinghy classes Board and Skiff classes Multihull class 45 to 60 minutes with a time limit of 90 minutes 35 to 45 minutes with a time limit of 60 minutes 45 to 60 minutes with a time limit of 90 minutes All courses shall be port handed rounding. The events may be separated on the course by utilising the inner and outer loops for each separate event Where sufficient entry numbers exist, each event can be started separately except for the Sailboard event, where the girls and boys events shall be combined. There is no minimum number of entries for any event. Racing may be conducted for one entry in an event The Low Point Scoring System in accordance with Appendix A of the RRS shall apply. Each class of boat may be scored as one fleet and the scores for each event will be extracted from the class scores A bow number may be provided by the Organising Authority and displayed on each entry, excluding Sailboards, on the forward ¼ section of the hull on both sides Red diamonds, as provided by the Organising Authority, shall be placed on the upper ¼ of the mainsail for female competitors. 4.2 ENTRY FEE The entry fee should be kept as low as possible to encourage and enable as many youths as possible to participate. The proposed entry fee should be included in the application to conduct the Championships; however as a guide the fee should be in the vicinity of $ for single handed events and $ for double handed events depending on inclusions A Late Entry fee may be charged for late entries received after one month prior to the first day of the Championship. 4.3 ELIGIBILITY The Championship is open to competitors who shall not have attained their 19 th birthday before the end of the year in which the Championship is sailed There will be no weight groups in the Sailboard events All competitors will be required to agree to comply with the Athlete Code of Conduct which will form part of the Entry Form. 4.4 OFFICIALS It is preferred that the National Jury spend all race days afloat so as to assist in monitoring RRS 42 (Propulsion). The Organising Authority shall provide suitable boats for the National Jury to go afloat. POLICY NO. COM Page 13 of 18

14 4.4.2 The Organising Authority shall make available to the National Jury the latest copy (including amendments) of the class rules for each class competing in the event The National Jury, where appropriate, will conduct open protest hearings for the purpose of providing opportunities for competitors to learn more about the Protest Hearing procedure The Principal Race Officer shall be appointed by Yachting Australia and shall be at least a National Race Officer or preferably be an International Race Officer Yachting Australia may provide financial support towards the provision (i.e. travel & accommodation expenses) of the Principal Race Officer, which may involve someone from interstate The Organising Authority shall provide an event measurer for the Championships to be present at least at the time of event registration or preferably for the duration of the event to inspect each class represented. The measurer may be one or more persons. 4.5 EVENT REQUIREMENTS Yachting Australia will provide trophies to the winners, second and third place getters (all crew members) in each event. Yachting Australia will provide a perpetual trophy to the winner of each event. Yachting Australia will provide a plaque for the host yacht club The Organising Authority will ensure that a manned first aid station is available at the event site throughout the Championship The Organising Authority shall liaise with the state class associations to obtain details and contact information on the charter boats available in their area. This may extend to charter coach/support boats The Organising Authority shall provide information about accommodation and transport options to assist competitors. Where possible package deals at reduced prices should be offered. Assistance with coordinating billeting and meeting competitors at airports/train stations etc would be of benefit to the Championship The Organising Authority is encouraged to coordinate with Yachting Australia High Performance Unit and the respective class association s arrangements for pre and/or post Championship coaching clinics for the classes involved. This would include sourcing suitable coach boats, equipment (buoys, whiteboards, etc) and providing meeting/lecture facilities. PART 5 ADDITIONAL CONDITIONS FOR AUSTRALIAN OFFSHORE CHAMPIONSHIP 5. DESIGN OF THE CHAMPIONSHIP 5.1 The objective of the Championship is to provide an event tying into the existing circuit and movement of the majority of IRC rated yachts, enabling them to meet and engage in the highest possible level of competition Yachting Australia shall select the host club and approve the date of the event. This varies the general event application provisions for other Yachting Australia events The Championship shall be hosted by a host club in the MYA of the State/Territory, generally in accordance with the following rotation roster: QLD POLICY NO. 15 VIC NSW YACHTING AUSTRALIA INC As the Championship reflects the circuit and timing of events on where the majority of IRC rated yachts compete it consequently does not include states with smaller fleets or events Yachting Australia may approve the conduct of the Championship outside of this rotation in exceptional circumstances The Championship shall be held at, or very close to, the venue and timing of one or the existing yachting events. The objective of this is to reduce the transport logistics for the yachts and their crew, families and supporters The Championship shall be conducted for the following IRC Classes: IRC Class A: LOA: IRC Hull Factor: IRC DLR: IRC TCC: IRC Age Date: 12 m and longer 10.0 and higher. 160 and lower and higher 2000 or later IRC Class B: Boats which meet the requirements for IRC Class A shall race in that Class. Boats that do not meet all the requirements for IRC Class A and have a TCC of 1.35 or greater may be considered for entry into that Class by application to the Race Committee, however any such boats shall sail in IRC Class A for the duration of the Audi IRC Australian Championship IRC rated boats that do not meet the requirements of IRC Class A that have a TCC of 1.07 and higher. IRC Class C will be: IRC rated boats that do not meet the requirements of IRC Class A that have a TCC of and lower Yachting Australia reserves the right to consider other IRC Classes or events in order to keep the level of competition high and the cost to participants and organisers at an acceptable level The Championship shall consist of seven to ten scheduled races over four to five days. Five races are required to constitute a series. No more than three races may be scheduled per day The Championship format shall provide Racing shall include a mix of short passage, long passage and around the buoys type courses, providing a mixture of windward, running and reaching angles There shall be four courses to be sailed Course A shall be a short passage race including windward, leeward and reaching legs Course B shall be a long passage race including windward, leeward and reaching legs. 16 Course C shall be a windward leeward course Course D shall be a triangular course. YACHTING AUSTRALIA INC The preferred racing schedule is: Day 1 Registration and Welcome Function Day 2 Races 1 & 2 Day 3 Races 3 & 4 Day 4 Race 5 Long Passage Day 5 Races 6 & 7 Day 6 Races 8 & 9 followed by the Presentation Function Where sufficient entry numbers exist, each IRC Class should be started separately excepting the Long Passage Race The Low Point Scoring System in accordance with Appendix A of the RRS shall apply. 5.2 ENTRY FEE The entry fee may be set at the Organising Authority s discretion A Late Entry fee may be charged for late entries received after one month prior to the first day of the Championship. 5.3 ELIGIBILITY The Championship is open to boats holding a valid IRC Rating With the approval of Yachting Australia, ISAF Sailor Classification limitations may be applied to IRC Class A only The maximum total crew weight in kilograms that may sail aboard a boat shall not exceed the crew number printed on the boat s IRC Certificate multiplied by OFFICIALS The Organising Authority shall appoint an International Jury or a National Jury The Organising Authority shall make available to the National Jury the current IRC Rules The Jury, where appropriate, shall conduct open protest hearings for the purpose of providing opportunities for competitors to learn more about the Protest Hearing procedure and present transparency The Principal Race Officer shall be approved by Yachting Australia and shall be at least a National Race Officer or preferably be an International Race Officer If separate course areas are used, race officers in charge of course areas shall be National Race Officers The Organising Authority shall appoint an event IRC Measurer for the Championships to be present at least at the time of event registration or preferably for the duration of the event to inspect boats within each IRC Class represented. 17 5.4.7 The Organising Authority shall appoint an event Safety Equipment Inspector for the Championships to be present at least at the time of event registration or preferably for the duration of the event to inspect boats within each IRC Class represented. The inspector may be one or more persons The Organising Authority shall provide accommodation and meals for the Technical Delegate appointed to represent Yachting Australia at the Championship. 5.5 EVENT REQUIREMENTS The Organising Authority will provide trophies to the winners, second and third place getters in each IRC Class Yachting Australia will provide a perpetual trophy to the winner of each IRC Class Yachting Australia will provide a plaque for the host yacht club The Organising Authority will ensure that a manned first aid station is available at the event site throughout the Championship The Organising Authority shall prepare and implement a media plan for the Championship, and take overall responsibility for the provision of on-site media support for the duration of the event. 18 Schedule I YACHTING AUSTRALIA TECHNICAL DELEGATE DUTY STATEMENT The Yachting Australia Board may appoint a Yachting Australia Technical Delegate. The Yachting Australia Technical Delegate will have an intimate knowledge of the ISAF Racing Rules of Sailing, the Yachting Australia Prescriptions and Regulations, experience of event organisation, skills in diplomacy and the ability to work with all people connected with a regatta (competitors, officials, media, etc). OVERALL RESPONSIBILITY To act as Yachting Australia s representative for the overall management, conduct and authority of the event once handed over by the Competition Manager. Prior to Event - Provide guidance and assistance to Yachting Australia and the organising committee in the development and planning of the event. - Give advice regarding the Notice of Race and Sailing Instructions prior to their publication. During the Event - Act as the official link between Yachting Australia (Events department) and the organising committee. - Ensure that the organising committee strictly follows the Conditions of Conduct for the specific Yachting Australia event. - Ensure that the event is conducted in accordance with the ISAF Racing Rules of Sailing, the Yachting Australia Prescriptions & Special Regulations and any other rules and regulations as they apply to the event. - Approve any alterations to the Sailing Instructions and other rules relating to the event. - Ensure that the required Yachting Australia, sponsor and supporter flags, banners and display materials are appropriately displayed at the event venue. - Act as the Yachting Australia representative in presenting trophies, prizes or other gifts, should the Yachting Australia President, Board member or senior member of Yachting Australia staff be unavailable. Following the Event - Submit a short post-event report to Yachting Australia incorporating recommendations for the future development of the event. Report to be submitted within 30 days of the conclusion of the championship. Reporting - The Yachting Australia Events Technical Delegate reports to the Yachting Australia Sport Services Manager.
