SAILING INSTRUCTIONS V 0.1 First Draft The Regatta will be conducted under the authority of the McCrae Yacht Club on behalf of the Victorian Impulse Sailing Association Inc. (VISA Inc.). The regatta will be conducted on the waters of Port Philip on the 11th to 13th March RULES 1.1 The regatta shall be governed by the rules as defined in the 2017 ISAF Racing Rules of Sailing (RRS), Yachting Australia (YA) Special Regulations and the applicable Class Rules, except as any of these are changed by the sailing instructions. 2. ELIGIBILITY 2.1 The Regatta is open to all Impulse Class Dinghies. 2.2 The skipper shall be a financial member of Australian Impulse Association Inc. and affiliated member of Victorian Division, members of other state divisions may be eligible to compete at the discretion of VISC Inc. committee. Entry to this event also gives entry to the Southern States Championship for Victorian member entrants. A separate entry form for Southern States Championship is available to non-victorian entrants. 2.3 There shall be no substitution of skipper in any of the heats. Failure to observe will result in that boat being scored DNS for the heat with no redress. 2.4 All boats shall comply with YA Special Regulations Part 2 for off the beach boats. The Victorian Impulse Sailing Association Inc. (VISA Inc.) reserves the right to check for compliance. 2.5 Skippers shall be members of Yachting Australia and provide their YA member number on the entry form. 2.6 Boats shall be insured with valid 3rd party liability insurance with a minimum cover of A$5 Million. A$10 million recommended. 2.7 Age Groups as at 12th March 2016: Junior is under 18, Senior 18 to 44, Masters 45 to 54, Grand Master 55 to 64, Great Grand Master All Impulse Dinghies taking part in this event shall have the authorised Measurement Plaque attached to the forward bulkhead as described in the class rules. The sail, mast and boom shall have been signed as measured by an authorised measurer. 3. NOTICES TO COMPETITORS 3.1 Notices to competitors shall be posted on the Regatta Notice Board. 4.1 Changes in sailing instructions shall be posted on the Regatta Notice Board on the upper deck at least 1 hour before the scheduled start time of the race from which they shall take effect. 4.2 Changes to the schedule of racing shall be posted on the regatta notice board before 1900 hrs on the day preceding the change.

2 4.3 The sailing instructions and subsequent changes to them supersede and overrule the official notice of race. 5. SIGNALS MADE ASHORE 5.1 Shall be displayed from the McCrae Yacht Club flagpole. 5.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP. 6. Up to 8 races are scheduled to be sailed. No warning signal shall be made after 1300 hrs on the last day of racing. 7. THE START 7.1 Races will be started in accordance with RRS Boats starting later than 10 minutes after her starting signal shall be scored Did Not Start (DNS). This changes rule A4. 8. Starting Line 8.1 The starting line will be between a staff displaying an orange flag on the Race Committee boat at the starboard end of the line and a buoy on the Port end of line. A clearance buoy may be attached to the stern of the Race Committee boat and shall be considered as an extension of the Race Committee boat. 8.2 Description of Start Boat and Starting buoy shall be described at the Information session and/or posted on the regatta notice board. 9. Finishing Line 9.1 The finishing line will be between a staff displaying an orange flag on the Race Committee boat at the starboard end of the line and a buoy on the port end. 9.2 Description of Finish Boat and Finish buoy shall be described at the Information session and/or posted on the regatta notice board. 10. Description of Marks 10.1 Marks shall be as described at the Information Session and/or description posted on the regatta notice board Any change to a buoy s description shall be posted on the regatta notice board. 11. TIME LIMIT 11.1 The first boat must sail the course and finish within 70 minutes. If not, the race will be abandoned Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A Any yacht that finishes outside these Time Limits shall be scored Did Not Finish (DNF) unless the race committee deems it practical to award these yachts a finishing place equal to their position at the last rounding mark prior to the end of the time limit/expiry (alters RRS 35).

CHANGING THE NEXT LEG OF THE COURSE Changing the next leg of the course will be done in accordance with RRS rule CLASS FLAGS 13.1 The class flag will be a white flag with a black Impulse insignia. Or as defined at the information session. 14. SIGN-ON / SIGN-OFF 14.1 All competitors shall sign-on and sign-off from each session of racing. Failure to comply may result in the competitor being scored DNS/DNF for that session Competitors must sign-off within 1 hour of the last boat in their class/division finishing that session. 15. PROTEST 15.1 Shall be lodged at the Regatta Office (forms available at Regatta Office) within 60 minutes of the finish time of the last boat in the last race of that session Notices shall be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as a witness. This shall constitute official notice to all posted parties. 16. RESULTS 16.1 Results may be posted on the Notice Board as soon as possible after the last yacht finishes each session. 17. SCORING SYSTEM The Low Point scoring system, Appendix A.4 will apply For the divisions: Juniors, Masters, Grand Master & Great Grand Master etc. are non-line honours trophies; these will be calculated against their individual divisional entries after dropping the line honours first, second & third overall skipper s results A minimum of three heats shall be completed to constitute a series After four heats, the worst score of a boat shall be dropped from her total score. 18. LIABILITY 18.1 All those taking part in this regatta do so at their own risk. The McCrae Yacht Club and the Victorian Impulse Sailing Association Inc. accept no liability for material damage, personal injury or death sustained in conjunction with, prior to, during or after the event. Attention is drawn to RRS 4.

4 19. TROPHIES 19.1 Trophies to be presented include: Southern States Champion Eligible Victorian Residents Trophies Include: Open Victorian Championship. Handicap award. Junior Championship. Ladies Championship. Senior Master. Grand Master. Great Grand Master. Other trophies and prizes may be awarded at the discretion of the organizing authority 19.2 Presentation of Prizes and Trophies will be at McCrae Yacht Club at approx hrs or as notified on the 13 th March APPENDIX Additional Sailing Instructions 1. COURSES 1.1 Races shall not be started when the wind strength is less than 2 knots. Races shall not be started when the wind strength averages greater than 22 knots. The course diagram below is an example for approximate buoy positions only. The Start & Finish line positions may be placed approximately either end of windward leg or in a location between the windward mark and leeward mark. Buoys and boats are an approximate description only and will be described at the information session or as posted on the regatta notice board. 1.2 No later than the warning signal, the number of the course to be sailed will be signalled by the corresponding numeral pennant. 1.3 No later than the warning signal, the direction of the course to be sailed will be signalled by the corresponding coloured flag. RED, all marks to be left to Port. GREEN all marks to be left to Starboard.
