2 Club Marine Blue Series SAILING INSTRUCTIONS NOTE: These instructions are to be retained for use on each race day. The Organising Authority (OA) for the Club Marine Blue Series is Australian Sailing (AS). Royal Brighton Yacht Club will conduct racing on behalf of the Organising Authority with the cooperation of Royal Melbourne Yacht Squadron. 1 RULES 1.1 General The Club Marine Blue Series will be governed by the rules as defined in the Racing Rules of Sailing (RRS). 1.2 Safety Regulations The Australian Sailing (AS) Special Regulations Part 1, Sections 1 6, Category 6 shall apply. Marine VHF Radios shall be carried, which may be permanently installed or be waterproof handheld and must be capable of operating on channels 16 & No anchors shall be carried on deck forward of the stem or with any part outboard All boats shall lodge with their own club a Safety Compliance Declaration covering the season before their entry in their first Club Marine Blue Series race. Boats not complying with this requirement shall not be entered and will not be eligible for Club Marine Blue Series scoring. 1.3 Handicapping and Rating The Performance Handicapping Rules of Australian Sailing shall apply. 2 NOTICES TO COMPETITORS Notices to Competitors will be posted on the official notice board located in the RBYC Member s Bar, on the club website and on the Club Marine Series website Notices may also be posted on the official notice board(s) located at each club as follows: Club Notices Signals made ashore HBYC Race Notice Board Flagpole at the Northern end of the Clubhouse RMYS Members Lounge Flagpole above the Clubhouse RYCV Foyer of Clubhouse Flagpole on Front Lawn SYC Keelboat Racing Notice Board Flagpole at Ken King Centre Broadcasts will be made on Channel CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted on the official notice board at the host club (and may be posted on each participating club's notice board and the Club Marine Series web site) and the host club's web site no later than 1600hrs on the day preceding the race for which it will take effect. 4 SIGNALS MADE ASHORE Signals made ashore will be displayed on the flag mast situated on the western perimeter of the RBYC property. Repeats of these signals may be displayed on flag masts located at the Race Control Tower and at other clubs as described in SI 2. On December 3 and April 8, signals will be displayed from the flagstaff above the RMYS clubhouse. Details of signals made ashore may also be broadcast on VHF Channel 77. The course to be sailed will be designated by display of a numeral pennant/s corresponding to the course number. 4 10 THE START Club Marine Blue Series Races will be started by using rule 26 with the warning signal made 5 minutes before the starting signal a) On October 8, November 5, February 11, February 25 and March 18, the starting line will be between the black vertical line displayed on the western side of the RBYC Race Control Tower and the starting mark (RBYC 6). b) On December 3 and April 8, the starting line will be between the black vertical line displayed on the western side of the RMYS Race Control Tower and the starting mark (RMYS A). c) A crowding mark may be laid off the breakwater. When laid, this mark shall be considered an extension of the Race Control Tower Boats shall not cross the start line between the Warning Signal and one (1) minute prior to their scheduled start. Boats that fail to comply may be scored DNS. This changes RRS 30 & A boat starting later than 5 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A4. 11 RECALLS Individual recalls will be signalled in accordance with RRS THE FINISH 12.1 a) On October 8, November 5, February 11, February 25 and March 18, the finishing line will be between the black vertical line displayed on the western side of the RBYC Race Control Tower and the finishing mark (RBYC 6). b) On December 3 and April 8, the finishing line will be between the black vertical line displayed on the western side of the RMYS Race Control Tower and the finishing mark (RMYS A). c) A crowding mark may be laid off the breakwater. When laid, this mark shall be considered an extension of the Race Control Tower Boats having finished shall give way to boats which have not yet finished. 13 TIME LIMIT 13.1 The time limit shall be 210 minutes (three and a half hours). Any boat that has not finished within the time limit will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A Any boat that has not finished before the official time of sunset even if within other time limits will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5. 14 PROTESTS AND REQUESTS FOR REDRESS 14.1 Protests shall be lodged at RBYC Sailing Office within two (2) hours after the finishing time of the last boat. Protest forms may be lodged by hand, by fax to or via to kate.lathouras@sailing.org.au Breaches of SI16 will not be grounds for protest by a boat. This changes RRS Rule 60.1(a). Penalties for a breach of SI 16 may be less than disqualification if the protest committee decides Protests will be heard at a time and place to be notified by the RBYC Sailing Office. 15 SCORING 15.1 Three races shall be completed to constitute a series There must be a minimum of 3 starters for a race to be scored Where four or less races are completed, each boat s series score will be the sum of her race scores Where five or more races are completed, each boat s series score will be the sum of her race scores excluding her worst score. 16 SIGN ON and SIGN OFF 16.1 A boat intending to race shall sign on by contacting Club Marine Blue Series Race Control (RBYC Tower or Squadron Tower) on VHF Channel 77 providing the boat s name and sail number Boats that do not complete the course within the time limit or retire shall sign off by advising Club Marine Blue Series Race Control on VHF Channel 77. 5 17 HANDICAPS AND RATINGS Club Marine Blue Series All handicaps will be as supplied by the Performance Handicapping Committee of Australian Sailing. The Performance Handicapping Committee of Australian Sailing reserves the right to revise any handicap during the Series, and to make a changed handicap retrospective. Boat Owners/Skippers are reminded of their obligations under Rule 2 of the Performance Handicap Rules. 18 COMMERCIAL SHIPPING Port Rule 62B for Victorian Proclaimed Ports, including the waters of Port Phillip requires small vessels in all circumstances to keep clear of commercial shipping. Boats found to have contravened this rule will be subject to disqualification. 19 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. Neither the Organising Authority nor Royal Brighton Yacht Club nor Royal Melbourne Yacht Squadron will accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 20 INSURANCE Each participating boat shall be insured with third-party liability insurance with a minimum cover of AUD $10million per event or the equivalent. Important Notice to Competitors Skippers are reminded of the requirement for competing boats to keep clear of commercial shipping at all times. Boats should not cross commercial shipping channels where such crossing would interfere with the passage of commercial shipping or be so close as to cause concern for commercial shipping. In accordance with section 2.19 of the Port of Melbourne Regulations, participants in the series are advised of the requirement to report any incident, hazard or obstruction, as soon as reasonably practical, to Port of Melbourne Vessel Traffic Services (VTS).
