4 VALIDITY These Sailing Instructions (SI) are valid from October 206 until 30 September 2020 for keelboat club races conducted by Sandringham Yacht Club (SYC). Separate Sailing Instructions are issued for Off The Beach races, class championships and other special events conducted by SYC. 2 ORGANISING AUTHORITY The Organising Authority is Sandringham Yacht Club Inc. A RULES The races will be governed by the Racing Rules of Sailing (RRS) of the International Sailing Federation/World Sailing and the Prescriptions and Special Regulations (SR) of Yachting Australia/Australian Sailing (YA / AS). Boats shall comply with the requirements of the state Victorian legislation and local authorities, particularly with respect to the avoidance of commercial shipping. Between the hours of sunset and sunrise, the International Regulations for Preventing Collisions at Sea (IRPCS) shall replace the rules of RRS Part 2. RRS Rule 55 is changed to the extent that trash does not include biodegradable materials such as wool, cotton, etc when used to set a spinnaker. SAFETY REQUIREMENTS a Safety Categories The safety category applicable to each race in accordance with SR Part Section 2 is specified in the Notice of Race (NoR). b Safety Compliance Declaration A valid Safety Compliance Declaration (SCD) shall be submitted in respect of each competing boat. The SCD is valid for up to 3 months and expires on 3 October each year. The SCD certifies that the boat meets the required safety category, that it will be maintained in that condition for the duration of the SCD period, and that any change to the level of compliance will be notified to the Race Committee. Where the NoR requires a boat to lodge a Man Overboard Compliance Declaration and that boat s declaration (Crew Register and Man Overboard Declaration) has not been submitted or has expired, then that boat will be subject to protest by the Race Committee. 2 Sailing Instructions

5 SAFETY REQUIREMENTS continued c Safety Compliance Declaration (SCD) Checks The Race Committee may carry out SCD checks at random. Boats not complying with a reasonable request of the Race Committee to carry out a check may be subject to protest by the Race Committee. The penalty for noncompliance with SI b and/or c shall be disqualification from all races for which the boat was in breach. Any entry fee paid will not be refunded. d Personal Safety/Personal Flotation Devices All crews are reminded that they are responsible for their own personal safety irrespective of signals made or not made. It is strongly recommended that they wear a Personal Flotation Device (PFD) per RRS Rule.2 and carry a signaling device such as a light, during the hours of darkness, in strong winds and at all other times when it is deemed prudent. This recommendation does not change any of the requirements of the YA / AS SR Part and Victorian State legislation requiring the mandatory wearing of PFDs under certain conditions. e Anchors No anchors shall be carried on deck forward of the stem or with any part protruding outboard. 5 ENTRIES Eligible boats shall be entered in accordance with the requirements of the respective NoR. 6 NOTICES TO COMPETITORS Official Notice Board Notices to competitors will be posted on the official notice board located at the Ken King Centre and may also be published on the SYC website. 7 CHANGES TO SAILING INSTRUCTIONS Changes to SIs will be posted on the official notice board not less than two hours before the scheduled start time of the race affected and may also be published on the SYC website. Any change to the schedule of races will be posted not later than 700 on the day before it will take effect. Sailing Instructions

6 8 SIGNALS MADE ASHORE Signals made ashore will be displayed from the signal mast outside the Ken King Centre. Signals will be made in accordance with RRS Race Signals except as follows: Flag G Flag AP Flag Y Flag D Flag L with two sound signals means that a boat start will be used. with two sound signals means that the race is postponed. When displayed, a new warning signal will be made not less than 30 minutes after the postponement signal is lowered. when displayed with the warning signal means wear PFDs at all times whilst afloat. This changes RRS Race Signals. when displayed with one sound signal, boats are requested not to leave the harbour. A new warning signal will not be made less than 30 minutes after Flag D is removed. with one sound signal indicates that a Notice to Competitors has been issued for the current day s event(s) and is available from the Ken King Centre or Boating Office. 9 SCHEDULE OF RACES The schedule of races for each series or event will be as listed in the respective NoR. 0 RE-SAILS Provision for races to be re-sailed will be set out in the respective NoR. CLASS FLAGS Unless otherwise stated in the Notice of Race, class flags will be: Division or A Division 2 or B Division 3 or No Extras Combined Divisions J2 Sydney 38 Group K Sunday Sailors or Wednesday Wonders Code Flag (or light) V Code Flag (or light) E Code Flag (or light) T Code Flag (or light) R White flag with Class insignia White flag with Class insignia Code Flag (or light) K Code Flag (or light) V Group K boats shall start and race according to the procedures and RRS Race Signals for the division in which they sail. 7 2 DIVISION IDENTIFICATION FLAGS When boats are racing in divisions, they shall display an identification flag on the backstay or, where there is no backstay, on the starboard shroud. Flags shall be not less than 200mm x 200mm, approximately two metres above the deck and of the following colours (unless otherwise stated in a NoR): Class/Division Division and A Division 2 and B Division 3 / No Extras Colour Blue Orange White 3 RACING AREA Racing is conducted on the waters of Port Phillip. Boat starts will be in the vicinity of SYC. Refer to Appendix A.2. AREAS THAT ARE OBSTRUCTIONS Boats shall not sail at any time within the following areas, which are designated as an Obstruction: The area between the Sandringham breakwater and the breakwater light. The area between the breakwater and mark SYC 8. The area between the two Anonyma Piles. 5 RACES DESIGNATED NO EXTRAS For races designated no extras, boats may only carry normal working sails tacked in the normal position for working to windward. Boats shall not carry additional headsails, spinnakers or the like. Headsails may be poled out. Sailing Instructions

8 6 COURSES a General Courses are generally one of the following types: Club Courses Laid Courses Passage Courses These are around fixed marks and may be started from the Race Control Tower or Race Committee Boat. Unless otherwise stated in a Notice to Competitors, they will finish at the Race Control Tower finish line. These are around laid marks and will be started and finished at a Race Committee Boat. These are a Race Control Tower start and may finish at another club or location as described in the Notice to Competitors. They will generally be sailed around fixed marks. b Description of Courses Course descriptions and details are contained in Appendices A. and A.3 to these SIs. c Designating the Course Courses will be indicated by displaying the corresponding numeral pennants. For races started from the Race Control Tower, courses will be indicated by the illuminated numeral signs or, in the event of light failure, by corresponding numeral pennants. 7 MARKS a Laid Marks Marks Nos, 2, 3 and Gate will be yellow inflatable type truncated cones. Mark and Gate 2 will be orange inflatable type truncated cones. The starting mark will be an orange inflatable type truncated cone. The finish mark will be a blue inflatable type truncated cone. The change mark will be the same colour as the mark it replaces, but with a black band. For Club courses boat start, the gate will be yellow inflatable type truncated cones. In the event of a missing leeward gate mark, the remaining mark shall be left to port. 6 Sailing Instructions

11 8 THE START continued In the event of failure of the lights, flag signals described for a boat start may be used. signal information may also be broadcast on the working VHF frequency at the Race Officer s discretion. A boat that does not start within minutes of her starting signal will be scored DNS without a hearing. This changes RRS A and A5. b Boat s Prior to the warning signal (or the warning signal of their first race of the day), boats shall sign on at the Race Committee Boat by hailing their sail number and having the hail acknowledged. To sign on, boats should approach the stern of the Race Committee Boat on starboard tack. Boats not signing on may be scored DNC without a hearing. This changes RRS Rule 63.. To alert boats that a race or sequence of races will begin soon, an orange flag may be displayed with one sound signal five minutes before a warning signal is made. Races will be started in accordance with RRS Rule 26 with the warning signal made 5 minutes before the starting signal. A boat that does not start within minutes of her starting signal will be scored DNS without a hearing. 12 8 THE START continued c Race Control Tower s Pursuit Races In the event of failure of the lights, boats shall start at the time in minutes indicated by their allocated handicap, relative to the scheduled time for the race start. This changes RRS Rule 26. After the warning signal, boats proceeding to the pre-start side of the line shall not cross the start line from the course side to the pre-start side. signal information may also be broadcast on the working VHF frequency. After the warning signal, if any part of a boat s hull, crew or equipment crosses from the pre-start to the course side of the starting line: during the minute before her starting signal/starting time, five minutes will be added to her elapsed time. more than one minute before her starting signal/starting time she shall, be scored DNS without a hearing. This changes RRS Rules 30 and START LINE a Race Control Tower s The start line will be between the sighting indicator in the Race Control Tower and mark SYC. b Boat s The start line shall be between a staff displaying an orange flag on the Race Committee Boat at the starboard end, and the port end starting mark. A crowding mark may be laid adjacent the Race Committee Boat. When laid, boats shall not sail between the crowding mark and the Race Committee Boat. 20 CHANGE OF COURSE AFTER THE START a Club Courses Courses around fixed marks will not be altered but may be shortened. b Laid Courses Courses may be changed in accordance with RRS Rule 33 and SI Cl6a. When in a subsequent change of course the new mark is replaced, it will be replaced with an original mark. 0 Sailing Instructions

13 2 SHORTENED COURSE Courses may be shortened in accordance with RRS Rule 32. Courses may be shortened at the club start/finish line by displaying flag or illuminated S and/or an amber flashing light. When alphanumeric lights are also displayed, the signal will apply only to that division. This changes RRS Rule 32 and RRS Race Signals. 22 FINISH LINE a Race Control Tower The finish line will be between the sighting indicator on the Race Control Tower and mark SYC. b Race Committee Boat The finish line will be between a staff displaying a blue flag on the Race Committee Boat and a finishing mark. 23 BOATS RETIRING / NOT FINISHING SIGN OFF REQUIREMENT Boats that retire and/or do not finish shall inform the Race Committee at the first reasonable opportunity, either by radio on VHF 77 (or other designated race frequency), telephone or in person. Boats shall make every effort to inform the Race Committee before the expiration of the time limit for the race. 2 TIME LIMIT The time limit for races will be as set out in the following table. If one boat finishes within the specified time limit, it will be extended by the amount specified. Boats that do not finish within the time limit, or the extended time limit if applicable, will be scored DNF. This changes RRS Rule 35. Time limits for other races will be notified in the relevant NoRs. 14 25 AVOIDANCE OF COMMERCIAL SHIPPING Marine regulations require that boats shall avoid commercial shipping. Boats which find themselves in danger of interfering with commercial shipping may use their engine to avoid interference and will not be penalised under RRS Rule 2 provided that: a it is used only as necessary to avoid the commercial shipping in question, b no advantage is gained through its use and c a declaration containing a complete description of the circumstances is submitted to the Race Committee within the protest time limit. This changes RRS Rule SCORING The scoring system will be as specified in the NoR for each race or series. 27 RADIO COMMUNICATIONS All boats shall carry a VHF radio, and maintain a listening watch on VHF 77, unless otherwise advised, and on standby for distress on VHF 6. The call sign of Sandringham Yacht Club Tower is Sandringham Tower. For boat starts, the call sign for Race Control will be the name of the race control vessel. 28 MEDIATION At the discretion of the Protest Committee, a mediation hearing may be heard prior to a protest hearing involving an alleged breach of a rule of RRS Part 2. After the written protest form is properly lodged, one representative from each boat shall meet with the mediator and no witnesses will be allowed. Protests not resolved by mediation will be heard by the Protest Committee. A boat that accepts fault at a mediation hearing will be penalized by having her race score increased by 25% of the difference between the boat s finishing score and the score for DSQ in her division or class, rounded up to the next whole number. All other boats scores will remain the same. Once accepted, this decision is not subject to reopening or appeal. This changes RRS Rules 63, 6. and appendix A. The mediator may be a member of any subsequent Protest Committee or may observe and give evidence to a Protest Committee. This changes RRS Rule 63.3(a). 29 PENALTY SYSTEM RRS Rule. is changed so that the Two-Turns Penalty is changed to a One-Turn Penalty. 2 Sailing Instructions

15 30 PROTESTS Protest forms are available from the SYC Boating Office. Protests shall be lodged with the Boating Office within two hours of the finishing time of the last yacht in the last race of the day. Where protests are lodged by or facsimile, the protestor shall, in addition, inform the Race Committee orally within the protest time limit that a protest has been lodged. Protests will be heard in approximately the order of receipt at a time to be advised. Breaches of SI clauses, 2, 8, 23, 25 and 27 will not be grounds for protest by a boat. This changes rule 60.(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 3 DISCLAIMER All those taking part in races conducted by Sandringham Yacht Club Inc. do so at their own risk and responsibility.
