1 Royal Queensland Yacht Squadron SAILING SEASON POLICY CLUB PARTICIPATION RULES REQUIRE THAT: 1. Following participation in any three Royal Queensland Yacht Squadron Ltd. (RQYS) events other than invitation events, any owner and or skipper of a participating boat is required to become a member, in the appropriate category, of RQYS. 2. Following participation in any RQYS event other than invitation events, in any one financial/membership year a crew of any participating boat is required to become a member of RQYS in the subsequent financial/membership year. 3. Classes and Division boats may be rostered for volunteer duty throughout the season. On each of the days specified the nominated yacht will provide one volunteer, and each class will provide two volunteers. (Mutual swapping of volunteer duties will be acceptable providing the Marine Sports Office is duly informed). RACE CANCELLATION 1. Races will only be cancelled after careful consideration of all weather conditions and their likely impact on the course area. 2. For regular Saturday racing the decision to race, postpone or abandon will NOT be made before 1100 on the day of the race. 3. Any decision to race, postpone or abandon racing will be made by the Regatta Director after consultation with either a Race Officer, Member of Sailing Committee or General Manager. The Regatta Director will normally be the Marine Sports Manager but this authority may be delegated. 4. A decision to race on any given day does not relieve any competitor of his/her obligation under RRS Fundamental Rule 4. Attention is also drawn to the requirements of RRS Fundamental Rule 1. SAILING INSTRUCTIONS 1. Sailing Instructions for Season follow, however separate Sailing Instructions will be issued for certain regattas/events and details will be advised through the normal RQYS communications to members and competitors. 2. Events that are affected by this policy are listed hereunder however other events which fall into this category may also arise throughout the season. Goodwill Cup; Myora Cup; Wintersun Regatta; Sail Brisbane; Rivergate Race; Commodores Ocean Classic; Canaipa Cup; XXXX Gold Cup; Winter dinghy series; Great Keppel Island Tropical Yacht Race.

2 SAILING INSTRUCTIONS 1. RULES 1.1. The organising authority is Royal Queensland Yacht Squadron Limited (RQYS) Racing will be governed by the rules as defined by the Racing Rules of Sailing , the Prescriptions of Yachting Australia (YA), and these Sailing Instructions (SIs) Class Rules shall apply, however restrictions on skippers and crews in relation to membership of Class Associations and similar shall not apply "Off the beach" boats shall comply with YA Special Regulations Part Division boats competing during daylight hours, and boats competing in Twilight Sailing events, shall comply with YA Special Regulations Part 1, Category Division boats competing in events at night, other than Twilight Sailing, shall comply with YA Special Regulations Part 1, Category Etchell class boats shall comply with YA Special Regulations Part 1, Category A boat shall not discharge rubbish in the water. Rubbish must be deposited on a support vessel or ashore. NOTE: PLEASE ALSO REFER TO PARAGRAPH 15 SAFETY REGULATIONS 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located outside the Marine Sports Office at RQYS. 3. CHANGES IN SAILING INSTRUCTIONS Any change to the SIs, will be posted not less than two (2) hours prior to the start of the first race on the day it will take effect, except that any change to the schedule of races will be posted by 1700 on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1. Signals made ashore will be displayed on the flagstaff located adjacent to the RQYS clubhouse When Flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in the Race Signal AP. (Amends Race Signal AP.) 4.3. When a visual signal is displayed over a course area flag or a class flag, it applies to that course area or class only. 5. SCHEDULE OF RACES Schedule of races will be as detailed in the Program in the current RQYS Log Book.

Course area ( on station ) flags: NORTHERN COURSE - BLUE EASTERN COURSE/DIVISION BOATS - ORANGE SOUTHERN COURSE - ORANGE 7.2. The designation for the course to be sailed for each class or division will be displayed on a board on the race committee vessel at or prior to the preparatory signal (Amends RRS 27.1) The approximate compass bearing to Mark 1 or 1A (Mark X for Divisions 1-5) may be displayed on the race committee vessel The diagrams in Attachments A and B show the courses for off the beach boats, including the designated courses, the order in which marks are to be passed, and the side on which each mark is to be left When the course includes a gate, as in Attachment A, boats shall sail between the gate marks from the direction of the previous mark and may round either the port or starboard mark (Amends RRS 28.1) Division Boats: Courses for Division boats are as described in Course Booklets which will be issued separately and will be available from the Marine Sports Office.

4 Navigation Marks: When a navigation mark is nominated as a mark of a course it shall be passed in the manner described in the course booklet, otherwise all navigation marks shall be observed in the correct manner Mark X: For courses that include Mark X, the race committee vessel will display a green flag (starboard) or a red flag (port) to signal the side on which boats shall leave Mark X on the first leg of a race. 8. MARKS 8.1. Northern Course: Marks 1, 2 and 3A will be orange inflatable buoys. Mark 3 will be an orange/pink teardrop buoy. The Start/Finish mark will be orange/pink teardrop buoy. 8.2 Southern Course: Marks 1, 2, 3 and 4 will be yellow inflatable buoys. Marks 1A, 2A and Gate marks will be orange/pink teardrop buoys The Start/Finish mark will be orange/pink teardrop buoy. 8.3 Eastern Course: Marks of the course will be orange inflatable buoys. The Start/Finish mark will be orange/pink teardrop buoy. 8.4 Division boats: Fixed marks are described in the RQYS Course Booklet. Mark X will be a pink inflatable cone marked with an X. The Start/Finish mark will be orange/pink teardrop buoy 9. THE START 9.1. Races will be started in accordance with RRS The warning signals for racing covered by these instructions will be: DIVISION BOATS DAY BAY SERIES First Warning Signal 1055 DIVISION BOATS CALOUNDRA CUP First Warning Signal 0925 DIVISION BOATS WINDWARD/RETURN SERIES First Warning Signal 1255 DIVISION BOATS FIXED MARKS SERIES First Warning Signal 1255 NORTHERN COURSE First Warning Signal 1325 SOUTHERN COURSE First Warning Signal The start line will be between a staff displaying the course area flag on the race committee vessel at the starboard end and the port-end starting mark Boats whose warning signal has not been made shall keep clear of the starting area and all boats whose warning signal has been made An off the beach boat that crosses the starting line more than four minutes after its starting signal will be scored DNS (Did Not Start). 9.6 A division boat that crosses the starting line more than 15 minutes after its starting signal will be scored DNS. 9.7 Unless preparing to start, when starting, or when finishing a boat shall not sail through the area designated as the start/finish line. For the purpose of the application of the rules, the start/finish line shall be deemed to be an obstruction. Boats failing to comply with this Instruction shall be Disqualified (DSQ). (Amends RRS Appendix A5). 9.8 A starting limit mark may be laid near the starting line (though not necessarily on the line), or floated from the race committee vessel. This mark shall be left to starboard when starting and for the purpose of the RRS will be deemed to be a part of the vessel it protects. 10. THE FINISH The finish line will be between a staff displaying the course area flag on the race committee vessel and the finish mark.

5 10.2. When the vessel finishing a race is different from that used to start a race, the finishing vessel will also display a blue flag For Division boats, the finish line will be within the vicinity of the starting area and laid at approximately 90 o to the bearing from the last mark of the course When there is no race committee vessel on station at the finish, Division boats are required to complete a declaration Declarations shall be lodged with the Marine Sports Office/Reception as soon as practicable following the completion of the race and shall include the name of the yacht and skipper and the GPS derived finish time corrected to Eastern Standard Time. 11. PENALTY DECLARATION An off the beach boat that has taken a penalty or retired in accordance with RRS 44.1 shall complete an acknowledgment form at the Marine Sports Office before the end of protest time. 12. TIME LIMITS 12.1 For off the beach classes, the time limit for all races shall be 90 minutes, however a boat which fails to finish within 15 minutes after the first boat in its class will be scored Did Not Finish (DNF) (Amends RRS 35) For Division boats the time limit for Windward/Return races shall be 120 minutes. For Day Bay and Fixed Marks races the time limit shall be 1700 hrs. Boats failing to finish within the time limit shall be scored DNF. (Amends RRS 35) 13. PROTESTS Protest forms are available from the Marine Sports Office. (Division boats also refer to 13.8) For each class, the protest time limit will be 90 minutes after the finish time of the last boat in the last race of the day Protests shall be delivered to the Marine Sports Office before the end of the protest time limit. (Division boats also refer to 13.8) Protest notices will be posted not more than 30 minutes after the end of the protest time limit to inform competitors of the time and place of a hearing to which they are a party or named as a witness Protests will be heard as soon as practicable, and in the approximate order of receipt For the purpose of RRS 64.3(b) the authority responsible is the RQYS measurer Breaches of SIs 1.5, 11 or 15 will not be grounds for a boat on boat protest. Amends RRS 60.1(a) When Division Boats are scheduled to finish away from Waterloo Bay, a boat intending to protest shall notify the race committee vessel as soon as possible after finishing and comply with the requirements of RRS The completed Protest form must then be lodged at the Marine Sports Office within 24 hours of the Protestor s return to Manly. 14. SCORING The High Point scoring system will apply to all RQYS events and series. Details are available at the Marine Sports Office The number of scheduled races will be as detailed in the current RQYS Log Book For Off the beach classes, the maximum number of discards allowed shall be as follows: Squadron Championship 4 Season Points 6 Fastest Times 6

6 In the event that the scheduled number of races can not be completed, the number of discards will be reduced proportionately, e.g Squadron Championship Off the beach classes: 16 races completed 4 discards allowed races completed 3 discards allowed etc For Division boats discards shall be allowed as follows: 4 races completed no discard 5 races completed 1 discard allowed 6-10 races completed 2 discards allowed plus 1 discard for every additional 5 races completed. 15. SAFETY REGULATIONS Safety checks for compliance with YA Special Regulations Parts 1 and 2 may be carried out before or after any race Etchell class boats are permitted to sail in the Day Bay Series providing they are carrying an outboard motor capable of being fitted and used to propel the vessel, together with sufficient fuel to return to Manly Boat Harbour. All crew shall comply with YA SR 1 Personal Buoyancy Each year, before the first race of the season a boat competes in, each Division boat shall submit to the Marine Sports Office a Safety Check List approved by YA, which has been signed by the person responsible for the boat and countersigned by another crew member. Approved forms will be supplied to each owner/skipper who completes a season entry and additional forms are available from the Marine Sports Office YA Special Regulation Part 1 Rule 4.05 is amended to the extent that anchors are not to be carried in any way that causes them to protrude from the vessel A boat which fails to comply with any of the requirements of SI 1 or SI shall be subject to protest and subsequent action by the protest committee. It is intended that such action will be Disqualification from the race/races in which the infringement occurred In the event of severe weather, boats that cannot return to Manly Boat Harbour under their own power should identify the nearest race committee or patrol vessel and make towards that vessel. 16. INTENTION TO RACE AND BOATS RETIRING FROM A RACE Off the beach classes: All skippers shall SIGN ON before racing each day and SIGN OFF at the earliest possible time after the completion of racing (but not later than the end of protest time). Sign On/Sign Off forms will be available at the Marine Sports Office The skipper of a boat that retires or does not intend to continue racing, is required to SIGN OFF immediately on return to shore. Failure to comply with this sailing instruction may result in protest by the race committee. Note: Failure to sign off may result in a full safety alert with all race committee vessels and patrol boats remaining on course until the vessel is found A boat which retires from a race shall, if reasonably practicable, pass close enough to a race committee vessel or patrol boat to signal its retirement. Division boats: In addition to the requirements of SI 15.5, Division boats shall SIGN ON at least 5 minutes before the warning signal by passing close to the race committee vessel and giving the name of the boat and the number of Persons on Board (POB) and receive acknowledgement. SIGN ON may also be effected by radio VHF Channel 90 or When a Division boat finishes, it shall be deemed to have SIGNED OFF.

7 16.6. A Division boat shall report its retirement to the race committee vessel on VHF Channel 72 or 90 or the Marine Sports Office via phone as soon as possible. 17. RADIO COMMUNICATION While racing, a boat shall neither make radio transmissions nor receive radio communications that are not available to all boats. This restriction includes cellular telephones and other communication devices. This requirement does not preclude information regarding significant (dangerous) changes in the weather conditions experienced, being transmitted to other boats and/or the race committee. 18. CREW It is the responsibility of the owner/skipper to ensure that all crew competing on the vessel hold current membership of YA or equivalent membership of a yachting authority recognised by the ISAF. 19. NUMBERS AND IDENTIFICATION All competing boats shall have sail numbers correctly displayed at all times. Skippers intending to race with a sail number other than that stipulated on their entry shall advise the Marine Sports Office in writing prior to racing. Failure to comply may result in protest by the race committee. It is intended that such action would result in the boat being scored DNF Division boats registered with the Squadron should have sail numbers prefixed by RQ and shall fly their Division code flag from the backstay or other prominent position. This requirement shall apply from the time of the relevant preparatory signal until the boat has finished racing. 20. HANDICAPS Handicaps will be allocated by the RQYS handicap sub-committee. Changes to a boat s sailing configuration, equipment or crew shall be advised to the Marine Sports Office prior to the next race in which it intends to compete. 21. DISCLAIMER OF LIABILITY Competitors sail at their own risk. Injuries to competitors and damage to boats can and often does happen. The Royal Queensland Yacht Squadron Ltd and all parties involved in the organisation and conduct of the racing programme shall not be liable for any loss, damage or injury to persons or property, whatsoever or howsoever occurring as a result of participation in these events. The SIs in no way limit or reduce the complete and unlimited responsibility of an owner/skipper for the management and care of a boat which is participating in the race/s. ATTENTION IS DRAWN TO RRS FUNDAMENTAL RULES 1 & INSURANCE It is a condition of entry that each boat is covered by third party liability insurance to a minimum value of AUD$5 million (Recommended AUD$10 million). Such insurance should cover all risks arising from participation in the racing program whether ashore or afloat. [Note: Proof of insurance may be requested by the race committee at any time.]
