7 5.1.2 Skippers and crews must comply with Rule 55 - YA Silver Card All participants intending to race shall pre-pay and register with a Season Entry or Casual Entry & YA Safety Certificate prior to racing (Entry Form & Safety Certificate available at Failure to pay the required entry fee and/or register with a season entry and YA Safety Certificate will result in finish times not being taken and the yacht being scored as DNS. Once the required fee has been paid and entry form plus YA Safety Certificate have been submitted, finish times will commence being recorded and results made available. 5.2 Race Briefings Generally, each morning of a race a briefing will take place at the Moreton Bay Trailer Boat Club under the main deck at 0900 hours A representative from each competing boat should attend briefings to receive advice and details of the day s race. 5.3 Entries Each boat is required to nominate with their home club as per the requirements of Manly Combined Clubs Participation Rules paragraph Casual entries for a race may be in made writing or verbally, either in person or by radio but must be submitted to the starter at least 15 minutes prior to the start of the race. Verbal entries need to be confirmed in writing to the Sailing Committee no more than 90 minutes after the last boat has finished racing on that particular race day (an to raceofficer@manlycombinedclubs.com is acceptable). 5.4 Race Postponement And Abandonment All registered skippers are required to check the night before a Manly Combined Clubs race for updates Races will only be abandoned after careful consideration of all weather conditions and their likely impact on the course area Racing will not be started if there is a Gale Wind, Tsunami or other severe weather warning current at 0700 hours on race day Racing may be started if there is a current Strong Wind Warning depending on the final decision of the Race Committee The decision to race, postpone or abandon will not be made before 0900 hours on the day of the race unless circumstances indicate that an earlier decision would be appropriate Any decision to race, postpone or abandon racing will be made by the Race Committee Races may be cancelled after the start A decision to race on any given day does not relieve any competitor of his/her obligation under RRS Fundamental Rule Rendering Assistance All boats shall render assistance to another in peril whenever possible. Boats doing so who are able to rejoin the race may claim a time allowance. Where it is impracticable to rejoin the race, the skipper so inconvenienced may apply to the protest committee for redress. All applications for time allowance or redress shall be submitted in writing to the protest committee as per SI 12. Sailing Instructions Page 7

8 5.6 Notices To Competitors Notices to competitors including results will be posted on the Manly Combined Clubs website Notices to competitors may also be ed the day before a race. 5.7 Changes To Sailing Instructions Any change to the Sailing Instructions will be posted on the website before 0900 hours on the day it will take effect, except that any change to the schedule of races will be posted 24 hours before it will take effect. 5.8 Schedule Of Races And Warning Signal Times The schedule of races will be as detailed on page 4 of these Sailing Instructions The warning signals for racing covered by these instructions: Division Division 5 Divisions 4 & 3 Divisions 2 & 1 All All Event Manly Combined Clubs Manly Combined Clubs Manly Combined Clubs Sandgate & Karragarra - Saturday Sandgate & Karragarra - Warning Signal not before 10:25 AM not before 10:35 AM not before 10:45 AM As above 1 hour before above times An orange flag shall be used to mark one end of the starting line (signal boat). This flag will be raised with one long sound signal at least four minutes before the warning signal is displayed to alert competitors that a race will start soon. The flag shall be used as follows: (a) Before the first scheduled warning signal of the day (even if the starting procedure will begin on time) and, (b) When there has been a long postponement (more than 10 minutes) and (c) When more than one race will be held on the same day, the warning signal for the first race and each succeeding race will be made as soon as practicable. 5.9 Division Pennants All boats are required to fly the following pennant as appropriate for their division: All boats shall fly the coloured pennant provided, appropriate for their division, from the backstay or the aftermost starboard shroud whilst racing, above any sponsors flag. 10 5.11 The Courses Marks and Courses to be sailed are as per Appendix To achieve a windward start a buoy (Mark X) may be positioned to windward of the start line in which case the Race Committee Vessel will display Code Flag W. The Race Committee Vessel will also display a Green (Starboard) or Red (Port) flag to signal the side on which boats shall leave Mark X on the first leg of a race Should a subsequent weather change necessitate a course change, the Race Officer will notify the change by flying Code Flag L (come within hail) and displaying the new course number up to the start of the race. This may be accompanied by two sound signals. The race may be postponed until the weather settles down so that a course may be set, but 15 minutes must be allowed between the notification of a new course and the start of the race All navigation marks not specifically noted in Appendix 1 as marks of the course MUST be passed on the correct side. Boats failing to do so, may be protested The Start Illustration 1: Code Flags W and L Races will be started by using rule 26 with the warning signal made 5 minutes before the starting signal The starting line will be between a staff displaying an orange flag on the start boat at the starboard end and a conical orange inflatable buoy on the port-end starting mark Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races A short announcement will be made by radio on VHF Ch 72 from the start boat prior to the first warning signal to provide information to all competitors regarding the race A boat starting later than ten (10) minutes after her starting signal may be scored Did Not Start without a hearing. 11 5.13 The Finish The finishing line will be between a staff displaying an orange flag on the finish boat and a conical orange inflatable buoy finishing mark When there is no race committee vessel on station at the finish, the alternate finish line will be reached when the red outer channel mark of the Manly Harbour entrance leads bears true north and lies within 50m. In this case, yachts are required to complete a declaration form which will be available to download from the Manly Combined Clubs website. Finish declarations shall be lodged with the MBTBC Sailing Committee within 24 hours of the completion of the race and shall include the name of the yacht, skipper and the GPS derived finish time corrected to Eastern Standard Time Shortened Course The Race Officer may shorten the course for any division during a race in order to attempt to finish as many boats as possible The course shall be shortened to a mark of the course or to a navigational buoy which lies between the boat currently leading the division whose course is to be shortened and the finish line The fact that the course is being shortened shall be announced by by the Race Officer via radio (VHF Ch72) along with information regarding whether the Committee Boat will be relocating to the new finish mark or if the radio call in system is to be used instead (see below) The Committee Boat will not necessarily be able to relocate to the new finish mark due to having to remain on station to finish boats in other divisions. In this case boats finishing the shortened course shall radio in to the Committee Boat when they are within two (2) of their boat lengths on the correct side of the mark to which the course has been shortened. The Committee Boat shall record the finishing time as the time at which the finishing boat has made contact via radio to advise that it has finished A boat finishing under the radio call in system shall also record their own finish time. This time can be used to complete a declaration form in the even that the boat could not make radio contact or the Committee Boat was unable to record the finishing boat's time for any reason The alternative finish as per shall not apply to a division whose race has been shortened Penalty System Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty Time Limits Passage Races: The time limit for passage races will be 1600 hours Triangle / Windward-Return Races: The time limit for the first race of the day will be 1300 hours and the last race of the day 1600 hours Boats failing to finish within the time limit will be scored Did Not Finish without a hearing. This changes rule 35, A4 and A5. Sailing Instructions Page 11

12 5.17 Autopilots A single-handed vessel may use an autopilot during the race if desired The autopilot shall only be used for short periods at a time and shall not be in use for the entirety of any leg of the course Protests And Requests For Redress Protest forms are available from all clubs in the Manly Combined Clubs Series. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit The protest time limit is no later than 1000 hrs on the day following the race and can be lodged electronically via or on the website Notices will be posted on the official website by 1700hrs that day 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held at the club which hosted the race in question, beginning at the time posted Notices or protests by the race committee will be posted on the official website by 1700hrs that day to inform boats under rule 61.1(b) Breaches of instructions 8.3, 14 and 16 will not be grounds for protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI On the last scheduled day of racing a request for reopening a hearing shall be delivered; (a) within the protest time limit if the requesting party was informed of the decision on the previous day; (b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule Yachts intending to protest shall fly their flags to the finish and notify the finish boat on VHF Channel Scoring The worst three (3) results for each boat in the series will be discarded. a. A boat, which finishes first, shall score zero points. b. A boat, which finishes last, shall score 100 points. c. All other boats which finish correctly shall score points equivalent to the percentage of boats in their division that beat them. d. A boat which starts correctly but does not finish (DNF) shall score 110 points. e. A boat which starts correctly but is subsequently disqualified (DISQ) shall score 120 points. f. A boat which does not start (DNS) shall score 130 points In the event of a change in boat mid season, points accumulated from the previous boat will be carried forward to the new boat. Boat points will only be carried forward for a change in boat where a legal change in ownership has taken place. Sailing Instructions Page 12

13 5.20 Safety Regulations Boats shall SIGN ON at least 15 minutes before the warning signal by contacting the race committee vessel on VHF Channel 72 advising the name of the boat, number of persons on board (POB), which club(s) they are representing and also the Combined Clubs Division they are entering for the Race and receive acknowledgement When a boat has finished it shall be deemed to have SIGNED OFF A boat that retires from a race shall notify the race committee on VHF Channel 72 as soon as possible Unless in use, no part of the anchor may project forward of the bow at any time whilst racing All competitors shall be familiar with the Manly Combined Clubs emergency procedures Equipment And Measurement Checks A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection Radio Communication Except in an emergency, a boat shall neither make radio transmissions nor receive radio communications not available to all boats. This restriction also applies to mobile telephones The race committee boat shall keep a listening watch on VHF Channel 72 to receive late entries and to notify the fleet of any changes including shortened courses. This will be maintained from one hour prior to the start through to the completion of the race. The call sign is Manly Combined Clubs Start Boat Radio silence shall be maintained by all competitors during the 5 minute start sequence for each division For the Manly to QCYC (Sandgate) Race all yachts are to report their time to MBTBC Committee on VHF 72 after rounding the West Coffee Pot All Participating Vessels fare to keep a radio watch on VHF Ch 12 when approaching and crossing the entrance channel at the Coffee Pots in order that they can be communicated with by Commercial Shipping Prizes And Presentations Overall season prizes will be awarded as follows: IRC Div 1 & 2-1st, 2nd and 3rd Division 1-1st, 2nd and 3rd Division 2-1st, 2nd and 3rd Division 3-1st, 2nd and 3rd Division 4-1st, 2nd and 3rd Multihulls - 1st, 2nd and 3rd Prizes for each series will be awarded as follows: Series 1-1st, 2nd & 3rd for each division 1 through 5 Series 2-1st, 2nd & 3rd for each division 1 through 5 Sailing Instructions Page 13

14 Series 3-1st, 2nd & 3rd for each division 1 through After race presentations: Provisional Results will be announced following each race at the nominated club as soon as possible after racing has concluded. Lucky Door Prize each person who attends the results / presentation is eligible to collect one (1) free raffle ticket, but must remain at the presentation to claim this prize Other prizes may be awarded at the discretion of the organising authority Division prizes may not be awarded if numbers in those divisions are not sufficient Race Presentation will take place at the host club as soon as practicable after racing Disclaimer Of Liability Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $5m (recommended $10m) per event or equivalent Divisions A minimum of three (3) entries are required to constitute a division A minimum of six (6) completed divisional races are required to gain season results The following divisions will be sailed for Yachts and Multihulls IRC Division 1 IRC Division 2 PBH Division 1 PBH Division 2 PBH Division 3 PBH Division 4 PBH Division 5 -Multihulls The organising authority has the right to alter divisions at any time without notice. 15 5.27 Handicaps At the commencement of the series handicaps shall be allocated by the handicapper taking note of the previous season s performance. New boats shall be handicapped to the highest level of their class, but may be adjusted by the race committee after three races consequent to observed performance At the beginning of the series each boat must nominate whether it will or won t be flying a spinnaker. A boat changing from a non-spinnaker to a spinnaker handicap will incur a handicap adjustment determined by the handicap committee. A boat may not change from a spinnaker to a non-spinnaker handicap during a series A boat wishing to qualify for a non-spinnaker handicap may not fly a headsail classed as a spinnaker in ISAF Rule 50.4 or one where the combined length of the luff and any permanent or temporary strop exceeds the length of the forestay After each race the handicaps shall be readjusted, an example of the system used is shown in the following table: (This is an example only, if there are more than 15 yachts the table is extended) No. Boats in Race Place 14 or or or 11 8 or 9 6 or 7 4 or 5 3 1st nd No Change 3rd No Change th No Change th No Change th No Change th No Change th No Change th th th th th th th IRC Certificates Yachts racing in the IRC Division will not receive IRC results unless a valid certificate is on file with the RQYS Marine Sports Office. Back dated results will not be processed if an IRC Certificate is received after 10 August If a new IRC Certificate is issued to a boat, a copy must be submitted to the MBTBC Sailing Committee ASAP. 16 5.29 SMS Ratings Sportsboats will only be eligible for the SMS Division if they hold a current SMS Rating as per the Australian Sportsboat Association website as at 5 February SMS Ratings will be amended if required when the new ratings are available. Back dated results will not be processed if a new SMS Rating is received after 10 August Any changes to ratings must be advised to Moreton Bay Trailer Boat Club Sailing Committee ASAP Results During the series results will be posted on the official website 6.
