1 Wangi RSL Amateur Sailing Club Yachts, Trailer Sailors & Multihulls Sailing Instructions 2016/2017 The organising Authority (OA) will be Wangi RSL Amateur Sailing Club Ltd (WASC) Watkins Road Wangi Wangi NSW Australia, in conjunction under the authority of Yachting NSW 1 RULES 1.1 The regatta(s) will be governed by the rules as defined in The Racing Rules of Sailing. (RRS) 1.2 The Prescriptions and Special Regulations of Yachting Australia (YA) shall apply. 1.3 Boats participating in the RK Robertson (RKR) interclub series as well as club races shall be governed by the sailing instructions of the RKR for the RKR races 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located downstairs at WASC. Notices may also be placed on the WASC website notice board and or ed to competitors. 3 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted prior to 12 noon on the day it will take effect, except that any change to the schedule of races will be posted by 1800 hours on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the Official Flag Pole (flags) or from its base (boards) located on the shore in front of WASC or from the Balcony of the WASC clubhouse (flags). All reference to flags will denote either flags or boards.

2 5 SCHEDULE OF RACES 5.1 Spring & Summer Sat 1st Warning signal Commodores & Achenar Sat 1st Warning signal Sundays Sun 1st Warning signal Tom Crowley Sundowners Fri 1st Warning signal Wednesday Twilight Wed 1st Warning signal Jimmy Alan Wed 1st Warning signal Barrcroft Wed 1st Warning signal CLASS FLAGS Class flags will be: Yachts & Trailer Sailors Multi Hulls Code Flag E Code Flag D Note the Yacht & Trailer Sailors class in the Spring, Summer, Tom Crowley Sundowners, Wednesday Twilight and Windward/Leeward series will be further broken down into Division 1 and Division 2 for the purpose of scoring & courses 7 RACING AREAS Racing will be on the waters of Lake Macquarie NSW Australia in the vicinity of WASC. 8 THE COURSES 8.1 The courses will be in accordance with Attachment A which is a course sheet and diagram indicating the approximate position of each mark, the order in which marks are to be passed and the side on which each mark has to be left. 8.2 No later than the warning signal the race committee will display a numeral pennant / board on the official flag pole, (or its base) or on the committee boat which will indicate the course number to be sailed. 8.3 When the off the beach classes are in a start sequence, all yachts, trailer sailors and multihulls must keep clear and avoid crossing the off the beach start line.

3 8.4 When the off the beach classes are in the process of finishing (as indicated by the blue on station flag on their committee vessel) all yachts, trailer sailors and multihulls must keep clear and avoid crossing the off the beach finish line. 9 MARKS 9.1 Rounding marks will normally be permanent WASC marks which are thin cylindrical stick marks, lime green in colour with a black band. 9.2 In regard to Windward/Leeward courses, rounding marks and gate marks will be yellow inflatable marks, however a blue inflatable mark will be used as a top mark for Division 1 and Multihull boats. 9.3 The SLMASC Sandy Mark is a SLMASC permanent mark which is used in some courses and is a thin cylindrical stick mark, yellow in colour. 9.4 In some courses, Pulbah Island is a designated mark of the course 9.5 The starting and finishing mark will normally be the Club mark which is a WASC permanent mark located in front of the club. 9.6 The starting mark may however be a thin orange/red cylinder mark and finishing mark a thin green cylinder mark, if the race committee decide to use a committee boat to start and finish on the water. 9.7 All cardinal marks must be passed on the correct side. 10 AREAS THAT ARE OBSTRUCTIONS The shoreline and moored boats shall be designated as obstructions. Competitors are not allowed to sail within 30 metres of moored boats in accordance with WASC Aquatic Licence 11 THE START 11.1 Wednesday Twilight Series and the Commodores Cup Series will use handicap starts. All other races shall be scratch starts by using RRS 26 with the warning signal made 5 minutes before the starting signal.

4 11.2 Where a handicap start is scheduled RRS 26 will be used as a countdown for the limit boat. All other boats in the race will started at their respective scheduled start times 11.3 A list of all scheduled start times for a handicap race will be listed on the official notice board no later than 1 hour before the scheduled warning signal for that race. The list may also be on the WASC website notice board and may be ed to competitors prior to this. Listed times will be as per the world clock (GPS, computer & mobile phone time) 11.4 The starting line will be between the Official Flag Pole or a staff displaying an orange flag on the committee vessel and the starting mark Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races A boat starting later than 15 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A There will be no individual recalls in the Tom Crowley Sundowners races (Friday nights) 11.8 If a boat entered in a race listed in 11.7 crosses the starting line within the last minute prior to their starting time, it will incur a 5 minute penalty to their elapsed time. If it crosses the starting line before the last minute prior to their starting time and does not return to the prestart side of the line before starting it will be scored as an OCS 11.9 In regard to handicap starts, any boat which crosses the starting line prior to its designated starting time may receive a warning from the RCO in the form of a sound signal. Failure to return to the pre-start side of the line and restart at or after its designated start time will result in the boat being recorded as OCS. This changes RRS Rule 29 will apply to all other starts 12 CHANGE OF THE NEXT LEG OF THE COURSE There will be no change of course made after the race has started.

5 13 THE FINISH 13.1 The finishing line will be between The Official Flag Pole or a staff displaying blue flag on the finishing boat and the finishing mark A race may be shortened at any rounding mark in accordance with RRS 32.2 or between the club mark and the Official Flag Pole displaying code flag S 13.3 Boats shall not re-cross the finish line after finishing while the blue on station flag is flying. The RCO may act under RRS 60.2,, if this occurs and lodge a protest. A notation to this effect in the results shall be regarded as the appropriate warning that the boat must attend the subsequent protest hearing. 14 PENALTY SYSTEM Rule 44.1 shall apply. 15 TIME LIMITS FOR RACES 15.1 Spring & Summer Sat 3.5 hours Sunday Races Sun 3.5 hours Jimmy Alan & Barrcroft Wed 3 hours Commodores & Achenar Sat 3 hours Windward/Leeward Sun 1.5 hours Tom Crowley Sundowners Fri Last Light Wednesday Twilight Wed Last Light 15.2 Regardless of the time limits in 15.1 above, racing will cease for all series at last light If 75% of the starters in a Twilight race (Wed or Fri) or division of that race or 50% of the starters in all others races or divisions of races do not finish within the time limit then the race or division of that race shall be abandoned. This amends RRS PROTESTS AND REQUESTS FOR REDRESS 16.1 Protest forms are available at the race office, located upstairs at WASC. Protests and requests for redress or reopening shall be

6 delivered there within the appropriate time limit The protest time limit is 60 minutes after the last boat has finished the last race of the day Notices of protests by the race committee or protest committee, will be posted to inform boats under rule 61.1(b) Breaches of instructions 11.5, 18, 19, 20, 21, 23, 24, and 25 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI Upon notification that a protest has been lodged the chairman of the protest committee shall arrange a date time and venue to hear the protest and advise all parties accordingly. 17 SCORING 17.1 The Low Point System of Appendix A, including A9 will apply and will be based on handicap results (corrected time). Handicaps will be determined and managed by the Handicapper in consultation with the race committee and in accordance with the Handicap Policy document races are required to be completed to constitute a series A boats series pointscore will be the total score for the series however this maybe reduced for a boat by discarding its worst results depending on the number of races completed as shown below: No of Races completed No of Discards 1 to 4 Nil 5 to to to or more Any boat that misses a point score race because of a duty roster or assisting in running a WASC regatta will be awarded average

7 points Any boat away at a Class or approved regatta may claim average points for one race per series held in its absence provided written application was made to the Sailing Committee at least one week before the event. 18 SAFETY REGULATIONS 18.1 All boats competing shall comply with Yachting Australia Special Regulations Category 7 at all times and have a current certificate of compliance. It is the responsibility of each owner to ensure the safety equipment is properly maintained 18.2 Solo sailors must wear a Personal Flotation device at all times while racing. Such devise must have YA approval and be in good condition Failure to comply with 18.1 or 18.2 above will result in a boat being scored as a DNC This changes RRS Appendix A A Boats coming to the start area will be deemed to have signed on to race whilst boats crossing the finish line will be deemed to have signed off. However a boat that retires from a race shall notify the race committee as soon as possible by phone on or VHF on REPLACEMENT OF CREW OR EQUIPMENT Any change of the person in charge of a boat from that shown on the official entry form must be declared to the race committee along with their contact details prior to the start. and such person shall be current Sailing Members of WASC 19.2 Any substantial change or modification to a boats racing configuration, including any rig modification, ballast or keel changes or propeller changes which may affect its performance, must be declared to the handicapper in writing at least 24 hours before the start of the race. 20 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the

8 water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 21 ADVERTISING Boats may be required to display advertising supplied by the organizing authority. Details of the positing of any advertising will be displayed on the official notice board. 22 OFFICIAL BOATS Official boats will be flying a WASC club Burgee 23 SUPPORT BOATS Team leaders, coaches and other support personnel shall stay at least 100 metres away from areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment. 24 RUBBISH DISPOSAL 25 Boats shall not put rubbish in the water. RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 26 PRIZES: 26.1 Prizes will be given as follows: 1 st in each Division in the Spring, Summer Tom Crowley Sundowners and Windward/Leeward series pointscore. 1 st overall all other series pointscores 26.2 Other prizes maybe awarded at the discretion of the OA. 27 DISCLAIMER OF LIABILITY Competitors participate in the racing entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or

9 death sustained in conjunction with or prior to, during, or after the event. 28 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $5m per event.
