2 1 RULES 1.1. The series will be governed by the rules as defined in The Racing Rules of Sailing The AS Special Regulations Part 2 Off the Beach Classes and AS Prescriptions will apply The Class Rules of the 29er, 49er and 49erFX Classes shall apply to 9ers The Class Rules of the Flying 11 Class shall apply to Flying 11s. 2 ADVERTISING 2.1. All advertising will be in accordance with World Sailing Regulation Boats may be required to display advertising chosen and supplied by the organising authority. 3 SCHEDULE 3.1. The proposed schedule is as per below: DATE EVENT TIME/WARNING SIGNAL Competitors RQYS Cafe 0900 Saturday 14 October 2017 Flying 11: 3 Races First Warning Signal er: 5 Races First Warning Signal 1100 Competitors RQYS Cafe 0900 Sunday 15 October 2017 Flying 11: 3 Races First Warning Signal er: 5 Races First Warning Signal 1100 BBQ and RQYS Cafe ASAP after Racing 3.2. There will be no warning signals after 1500 on the last day of racing. 4 COURSE The course being sailed will be Windward-Leewards (9ers) and Triangles (Flying 11s) (see Attachment 3) on the Northern Course Area (see Appendix 2). 5 MARKS The marks shall be as described in Attachment 3. 6 START 6.1. The starting line will be between a staff displaying an orange flag on the starting mark at the starboard end and the port-end starting mark Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races A boat starting later than 5 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules A4 and A5. 7 CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course on the Northern Course, the race committee will lay a change mark, as described in Attachment 3. 8 FINISH The finishing line will be between a staff displaying a blue flag on the finishing boat at the starboard end and the course side of the port-end finishing mark.

3 9 CLASS FLAGS 9.1. The 29er Class Flag will be White with a Red Insignia The 49er/49erFX Class Flag will be White with a Red Insignia The Flying 11 Class Flag will be White with a Blue Insignia. 10 TIME LIMITS er target time is 30 minutes and the time limit is 45 minutes er/49erFX target time is 30 minutes and the time limit is 45 minutes Flying 11 target time is 25 minutes and the time limit is 60 minutes The finish window for all classes is 10 minutes. 11 PENALTY SYSTEM 9ERS ONLY: Rule 44.1 is changed such that the two turns penalty is replaced by the one turn penalty. 12 CHANGES TO THE SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0930 on the day it will take effect, except that any change to the schedule of races will be posted by 1730 on the day before it will take effect. 13 SAFETY REGULATIONS All skippers shall SIGN ON before racing each day and SIGN OFF at the earliest possible time after the completion of racing The skipper of a boat that retires or does not intend to continue racing is required to SIGN OFF immediately on return to shore A boat that retires from a race shall notify the race committee as soon as possible Failure to sign-on shall result in that boat being penalized three (3) points for the first race of the session (but not worse than DNF) Failure to sign-off shall result in that boat being penalized three (3) points for the last race of the session (but not worse than DNF) Penalties will be applied without a hearing. This changes RRS 63.1 and A Competitors shall comply with the following harbour bylaws: All sailing vessels shall give way to powered vessels at all times whilst inside the Manly Boat Harbour Once outside the Manly Boat Harbour, competitors are to as soon as possible stay outside of the main channel, keeping clear of powered vessels. 14 SIGNALS MADE ASHORE Signals made ashore will be displayed at the flag staff located on the boardwalk adjacent to the gangway for the Bill Kirby Jetty When flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in the race signal AP. 15 NOTICES TO COMPETITORS Notices to competitors will be posted on the Official Notice Board located outside the RQYS Sailing Office and may be communication via SCORING A maximum of 10 races are scheduled for the 9ers, of which three (3) races shall be completed to constitute a regatta A maximum of 6 races are scheduled for the Flying 11s, of which three (3) races shall be completed to constitute a regatta When fewer than five (5) races have been completed, a boat s series score will be the total of her race scores.

4 16.4. When five (5) or more races are completed, a boat s series score will be the total of her race scores, excluding her worst score ERS: When ten (10) races are completed, a boat s series score will be the total of her race scores, excluding her worst two (2) scores. 17 PROTESTS AND REQUESTS FOR REDRESS Protest forms are available at the RQYS Sailing Office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit For each class, the protest time limit is 60 minutes after the last boat has finished the last race of the day Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room specified on the notice, beginning at the time posted Notices of protests by the race committee will be posted to inform boats under rule 61.1(b) Breaches of instructions 6.2 and RRS 55 will not be grounds for a protest by a boat This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI On the last scheduled day of racing a request for reopening a hearing shall be delivered. (a) (b) within the protest time limit if the requesting party was informed of the decision on the previous day; no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule RRS Appendix T (Arbitration) shall apply. 18 SUPPORT BOATS Coaches supporting athletes at the Championship shall register with the Organising Authority at the RQYS Sailing Office prior to the commencement of racing. Registration entitles coaches to a range of benefits including launching facilities, overnight berthing, refueling facilities, communication with athletes and access to race course outside of 50m of any competitor or mark between start signal and finish of last boat, except when asked to assist by the Race Committee Support and spectator boats that do not register will not be permitted to launch or retrieve from RQYS premises, or berth there overnight; the Organising Authority reserves the right to remove such vessels from their premises. 19 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 20 DISCAIMER OF ENTRY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 21 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $10m per event or equivalent.
