2 Yachting Queensland Welcome On behalf of the Board and Members of Yachting Queensland it is my pleasure to welcome the participants and their supporters to XXXX Gold 2012 IRC State Championship. The importance of this event is further amplified by the number of entries and the wide and varied experience and expertise of the sailors participating. The presence of world class sailors this year can only add to the competition and provide an opportunity for all participants to build on their own experience. My thanks to the Royal Queensland Yacht Squadron for organising and conducting the event, I know that the Squadron will make the occasion a memorable one for all involved. I would like to take this opportunity to thank all participants for taking part in the 2012 event and wish you all the best not only in this regatta but in your future sailing endeavors. 3 Royal Queensland Yacht Squadron Commodore Welcome Welcome to the Royal Queensland Yacht Squadron and the XXXX Gold 2012 IRC State Championship The Squadron has a proud history of conducting state, national and international regattas to a high standard and we certainly hope your championship event is no exception. Our determination is to ensure you enjoy the quality of racing and camaraderie these championships offer and that you leave with fond memories of the Squadron, our facilities and staff. Founded in 1885 the Squadron began interstate competition in 1909 with dinghy racing developing during the 1940's and 1950's. Achievements include Olympic gold medalists, world and national champions, participation in America's Cups, Admiral Cups, the Volvo Ocean Race and offshore performances in many other blue water events. The Squadron's skills are well recognised with the distinction of being represented at competitor or management level in every Olympic Games since The Squadron grounds are excellent with extensive grass rigging lawns and ample launching and car parking facilities. One of our greatest strengths is our dedicated and hardworking team of volunteers. Please make use of what we have to offer and do not hesitate to ask our staff or volunteers for assistance where required. May I, on behalf of my fellow Flag Officers, members and staff extend to you our best wishes in your pursuit of success in these championships. The waters of Waterloo Bay and our sub-tropical climate in southeast Queensland make for exciting and competitive sailing. I look forward to meeting some of you out on the rigging lawns. The largest man made recreational harbour in Australia, Manly has over 1,200 marina berths containing both yacht and power vessels which regularly venture onto the waters of beautiful Moreton Bay and beyond. 6 Sailing Instructions 1. RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 The Prescriptions and Special Regulations of Yachting Australia Inc. (YA) Category 5N will apply. 1.3 The 2012 IRC Rules Parts A, B and C shall apply. 1.4 Boats competing shall submit a copy of their current IRC Certificate no later than 1200 hours on 20 September No alteration to a boats TCC will be permitted after this date, except as a result of a rating protest, or to correct rating office error. 1.5 For the purpose of IRC Rule (d) this regatta is on consecutive days and the sails carried shall remain the same. 2. NOTICES TO COMPETITORS Notices to competitors including daily results will be posted on the official notice board located outside the RQYS Sailing Office. 3. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 0900 hours on the day it will take effect, except that any change to the schedule of races will be posted by 1800 hours on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the RQYS Official Flag Pole located outside the RQYS Clubhouse. 4.2 When flag AP is displayed ashore 1 minute is replaced with not less than 90 minutes in the race signal AP. 5. SCHEDULE OF RACES 5.1 The schedule of races is as per the following table: Date Event Time / Warning Signal Saturday 22 September Sunday 23 September Competitors Meeting 0830 Race Race 2 ASAP after Race 1 Race Race 4 ASAP after Race 5 Race 5 ASAP after Race 6 Presentation After a long postponement, to alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound at least four minutes before a warning signal is displayed. 5.3 On the last day of the regatta no warning signal will be made after 1530 hours. 6. CLASS FLAGS Class Flags for all boats will be Code Flag F. 7. RACING AREAS Attachment 1 shows the location of the racing areas. Page 6

THE COURSES The courses to be sailed will be as follows: 8.1 Race 1 Windward / Return 8.2 Race 2 Passage Race approximately 30nm 8.3 Race 3 Windward / Return 8.4 Race 4 Windward / Return 8.5 Race 5 Windward / Return 8.6 Passage Course 1 Numeral Pennant 1 (Course Diagram Attachment 2) As per attachment Passage Course 2 Numeral Pennant 2 (Course Diagram Attachment 2) As per attachment The diagram in Attachment 3 shows the windward / return course, including the order in which marks are to be passed and the side on which marks are to be left. 8.9 No later than the warning signal, the race committee boat will display the approximate compass bearing to Mark For passage courses: No later than the warning signal, the race committee boat will display the approximate compass bearing to the laid mark and which side the mark is to be left to Port or Starboard indicated by a Red (port) or Green (Starboard) flag. 9. MARKS 9.1 Passage Races: Marks A, B, C and D will be orange inflatable buoys. Laid Mark will be an orange inflatable buoy Mark Positions: Mark A Approx s, e Mark B Approx s, e Mark C Approx s, e Mark D Approx s, e Windward / Return Races: As per Attachment The start/finish mark will be a pink inflatable buoy. 10. THE START 10.1 Races will be started by using rule 26 with the warning signal made five (5) minutes before the starting signal The starting line will be between a staff displaying an orange flag on the start boat at the starboard end and the port-end starting mark A boat staring later than 15 minutes after her staring signal will be scored Did Not Start without a hearing. The changes rule A4 & A If any part of a boat s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF Channel 72. Failure to make a broadcast or to time it accurately will not be grounds for redress. This changes rule 62.1(a). 11 CHANGE OF THE NEXT LEG OF THE COURSE 11.1 To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position Except at a gate boats shall pass between the race committee boat signaling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule THE FINISH The finishing line will be between a staff displaying an orange flag on the finish boat at the port end and the starboard end finishing mark. Page 7

8 13 TIME LIMITS 13.1 Time limit for the passage race is 1800 hours (6:00pm) 13.2 Time limit for the windward / return races is 2 hours 14 PROTESTS AND REQUESTS FOR REDRESS 14.1 Protest forms are available at the race office located at the RQYS Marine Sports office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit The protest time limit is 90 minutes after the last boat has finished the last race of the day Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located next to the RQYS Marine Sports office in the Olympic Room beginning at the time posted Notices or protests by the race committee will be posted to inform boats under rule 61.1(b) Breaches of instructions 16, 20, 21, 22, 23, and 24 will not be grounds for protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decided. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI On the last scheduled day of racing a request for reopening a hearing shall be delivered (a) within the protest time limit if the requesting party was informed of the decision on the previous day; (b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule SCORING 15.1 The Low Point Scoring System of Appendix A will apply Three (3) races are required to be completed to constitute a series (a) When fewer than five (5) races have been completed, a boats series score will be the total of her race scores. (b) When from five (5) or more races have been completed, a boat s series score will be the total of her races scores excluding her worst score. 16 SAFETY REQULATIONS 16.1 Check In: All boats are required to contact the race committee on VHF Channel 72 at least 10 minutes prior to the first warning signal of the day to advise their intent to race and the number of people on board A boat that retires from a race shall notify the race committee as soon as possible. 17 REPLACEMENT OF CREW OR EQUIPMENT 17.1 Substitution of crew will not be allowed without prior written approval of the race committee Substitution of damaged or lost equipment will not be allowed unless authorised by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. 18 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 19 OFFICIAL BOATS Official boats will be marked with a white flag with the letter RC. 20 SUPPORT BOATS Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment. 21 TRASH DISPOSAL Page 8

9 Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats. 22 HAUL-OUT RESTRICTIONS A boat shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee. 23 DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats between the preparatory signal of the first race and the end of the regatta. 24 RADIO COMMUNICATION 24.1 The race committee shall be communicating on VHF channel Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 25 DIVISIONS The boats shall be racing under the following divisions: 25.1 Division 1 IRC Hull Factor 10.4 and higher 25.2 Division 2 IRC Hull Factor 10.3 and lower 25.3 Divisions may be altered, amalgamated or divided at the discretion of the organising authority Specifically all boats of a particular design shall race in the same class at the discretion of the organising authority. 26 PRIZES Prizes will be given as follows: 26.1 Line Honours 26.2 Overall winner on IRC 26.3 IRC Division 1 & 2 1 st, 2 nd and 3 rd 26.4 Other prizes may be awarded at the discretion of the race committee. 27 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 28 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $5m per event or equivalent. 29 RESULTS During the regatta daily results will be posted on the official notice board and on the RQYS Sailing section of the website.
