2 Antwerp, November, 2017 Dear Sailor, We would like to welcome you to the 2017-edition of the Kampioen der Kampioenen that will be sailed on the Galgenweel Lake. We hope we will be able to accommodate you to your liking and we have everything arranged for an event where competition and leisure are provided in an optimal balance. If you do have any questions or concerns, please do not hesitate to define it as such to our volunteers. 3 1 RULES Kampioen der Kampioenen 18 th of November 2017 Royal Yacht Club van België Galgenweel Lake SAILING INSTRUCTIONS 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 Appendix P will apply. 1.3 The prescriptions of RBSF (previously KBYV/FRBY) will apply 1.4 If there is a conflict between languages the English text will take precedence. 2 ADDITIONAL IDENTIFICATION No additional identification is required during this regatta. Every competing boat will show the proper identification on sails in accordance with Appendix G of RRS and Class Rules. 3 CAMERAS AND ELECTRONIC EQUIPMENT Boats will not be required to carry cameras, sound equipment or position equipment. 4 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board of the regatta office. This will be in the window of the Sail Office. The Sail Office is located outside the R.Y.C.B.-Boathouse next to the slipway 5 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 09:00 hrs on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 hrs on the day before it will take effect. 6 SIGNALS MADE ASHORE 6.1 Signals made ashore will be displayed at the Flagstaff near the R.Y.C.B.-Boathouse 6.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 15 minutes 7. FORMAT OF RACING 7.1. The regatta will consist of a single series. 8 SCHEDULE OF RACES 8.1 Registration: The Race Office will be open for registration: on Saturday, November 18 th from 09:00 hrs until 09:30 hrs 8.2 Dates of racing, Scheduled time of the warning signal and number of races planned: Day Date First warning signal Type of race and Saturday Nov. 18 th 10:25 hrs Practice Race Saturday Nov. 18 th ASAP after practice race Attempt races 1 & 2 before lunch Saturday Nov. 18 th ASAP after lunch Attempt races 3 & 4 Saturday Nov. 18 th ASAP after 4 th race Medal race 8.3 Any race not validly started by 16:00 hrs. on Saturday, November 18 th 2017, will be cancelled. 8.4 Prize giving ceremony will take place as soon as possible after the last race. 9 CLASS FLAGS Class flag will be international code flag W in case of a Windward Leeward Course (see Rule 11) Class flag will be international code flag T in case of a Triangular Course (see Rule 11) The decision to race on the T-course will be only be made based on the observation of adverse weather conditions 10 RACING AREA The Racing Area is the entire sailable surface the Galgenweel-Lake

4 11 THE COURSES 11.1 The diagram in attachment 2 shows the Courses, the order in which Marks are to be passed, and the side on which each Mark is to be left No later than the warning signal, the race committee signal boat will display the number of times the defined Course must be sailed consecutively before finishing In case of a W-course, in the last leg to the finish, Buoys 2-P and 2-P will be no part of the course in that instance. 12 MARKS 12.1 Marks 1, 2-S, 2-P and 3 will be large orange inflatable marks without numbers. Mark 1a (offset buoy in case of W-course) will be a small yellow inflatable mark In case of a W-course, when there is a gate on the leeward side of the course, boats shall sail between the gate marks 2-P and 2-S from the direction of the previous mark and round either gate mark. In case of a W-course, when a second buoy (gate buoy 2-S) is not present, boats will pass the leeward buoy leaving it to port 12.3 New marks, as provided in instruction 15.1, will be large orange inflatable marks, without numbers The starting and finishing marks be red buoys with a red flag. 13 SPARE 14 THE START 14.1 Races will be started by using rule The starting line will be between a staff displaying an orange flag on the race committee boat at the starboard end and the course side of a red buoy with a red flag at the port end To alert competitors that a starting procedure is soon to begin, an orange flag will be displayed for 5 minutes before the first warning signal A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules A4 and A5. 15 CHANGE OF THE NEXT LEG OF THE COURSE 15.1 To change the next leg of the course, the race committee will lay a new mark or move the finishing line and remove the original mark as soon as practicable In case of a change of the next leg of the course to windward, no offset buoy will be placed With a subsequent change of the next leg of the course to windward, an original mark will be placed without the offset buoy In case of a change of the next leg of the course to leeward, no gate buoy will be placed and boats will pass the leeward buoy leaving it to port 16 THE FINISH 16.1 In case of a W-course, the finish line will be between a staff displaying a blue flag on the race committee boat at the port end and the course side of a red buoy with a red flag at the starboard end In case of a T-course, the finish line will be between a staff displaying a blue flag on the race committee boat at the starboard end and the course side of a red buoy with a red flag at the port end. 17 PENALTY SYSTEM Appendix P will apply 18 TIME LIMITS AND TARGET TIMES 18.1 Time limits and target times in minutes are as follows Race-Time limit Mark 1-Time limit Race-Target time If no boat has passed Mark 1 within the Mark 1-Time limit, the race will be abandoned. Failure to meet Race-Target time will not be ground for redress. This changes rule 62.1(a) Boats failing to finish within 15 minutes after the first boat sails the course and finishes, will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5.

5 19 PROTESTS AND REQUESTS FOR REDRESS 19.1 The intention to protest shall be announced to the RC Finishing Boat immediately after finishing. The competitor must wait for an acknowledgment from the RC. This change RRS 61.1(a) 19.2 Protests shall be written on forms available at the regatta office and lodged before the end of protest time. The time limit for lodging protests will be thirty (30) minutes after the last boat of her class finishes the last race of the day. This time will be posted on the official notice board. The same Protest Time Limit applies to all protests by the RC and Jury and to requests for redress. This changes RRS 61.3 and The jury room will also be located in the Sail Office 19.4 The jury will hear protests as soon as possible, approximately in the order of receipt. Parties involved in protests (including witnesses) shall remain in the vicinity of the Jury room until the protest has been heard After the final race on Saturday November 18 th protests that may affect the awarding of prizes will be heard as soon as possible after they are lodged. Protests that do not affect the awarding of prizes may be heard after the prize giving ceremony, at the discretion of the Jury For the purpose of RRS 66, the time limit will be 30 minutes after the hearing of the last protest of the series concerned. If there is no racing on the last day of the regatta the Time Limit for a request for reopening is forty-five (45) minutes after signalling the abandonment of all further races Notices of protests by Race Committee or Jury, posted on the official notice board before the end of protest time shall be deemed to comply with RRS 61.1(b). By display of such notice, competitors shall be considered adequately informed of a protest by the Race Committee or the Jury. 20 SCORING 20.1 The Low Point System of RRS Appendix A will apply races shall be completed to constitute a series races will be attempted For races 1 trough 4 the normal low point system will be applied In case of a 5 th race (Medal Race) completed, the result in that race will be double the points of the finished place or, if applicable, double the points of the score determined by the race committee 20.4 A boat s series score will be the total of her race scores. (THERE WILL BE NO DISCARD RACE for the full series!) 20.5 While racing, the first three places in the provisional results the skipper shall wear colored lycra shirts. These shirts will be provided by the organising committee and shall be worn over the life jacket. 1st place : Yellow 2nd place : White 3rd place : Red The lycra shirts shall be passed on between completed races if necessary and possible. 21 SAFETY REGULATIONS 21.1 The safety of a boat and her entire management, including insurance, shall be the sole and inescapable responsibility of the owner or entrant racing the yacht All participants will wear a life jacket at all times while afloat 21.3 A boat that retires from a race, or that does not start a race although on the water, shall notify the race committee as soon as possible. 22 SPARE 23 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 24 ADVERTISING Advertising shall be in accordance with the respective Class Rules and ISAF Regulation 20, Advertising Code.

6 25 OFFICIAL BOATS 25.1 Race committee boats will fly the R.Y.C.B.-club burgee 25.2 Jury boats will fly a flag marked JURY or code flag J 26 SUPPORT BOATS Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment. 27 TRASH DISPOSAL Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats. 28 BERTHING There will be no specific instructions concerning berthing 29 HAUL-OUT RESTRICTIONS There will be no specific instructions concerning haul-out restrictions. 30 DIVING EQUIPMENT AND PLASTIC POOLS There will be no specific instructions concerning diving equipment and plastic pools. 31 RADIO COMMUNICATION 32 PRIZES Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Prizes will be given as follows: The Kampioen der Kampioenen-Trophy for the first (1 st ) place in the single series. This trophy has been inherited by R.Y.C.B. from the Hofstade Royal Yacht Club (Ho.R.Y.C.) and, in appreciation, will be on display in the R.Y.C.B.-Clubhouse. If the venue does not take place a certain year, the trophy will remain available for the next possible edition Other prizes may be awarded. 33 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority, R.Y.C.B.vzw and SCIRA vzw, will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 34 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of Six Hundred and Eighty Thousand ( ) (EUR) per event (or the equivalent value in the currency of the country of registration of the boat). It shall be the sole responsibility of each competitor to have such insurance and to provide the written proof thereof at registration, without which entry will be refused. 35 RIGHTS TO USE NAME AND LIKENESS By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.
