2 Catamaran Classic 2017 Page 2 The Organising Authority is the Nedlands Yacht Club (NYC), The Esplanade, Western Australia 6009, in conjunction with the Hobie Cat Association of Western Australia (HCAWA). 1. Rules 1.1. The regatta will be governed by the current Racing Rules of Sailing (RRS), the prescriptions of Australian Sailing, the rules of the competing class(es), except as any of these are altered by these sailing instructions, and by these sailing instructions. The regatta is designated Category 6 event Racing Rule 40 will be changed as follows: a) Competitors shall wear personal floatation devices whilst afloat, except briefly while changing or adjusting clothing or personal equipment. Wet suits and dry suits are not personal floatation devices. This changes RRS Rule Entries 2.1. Eligibility requirements are for boats to be all off the beach catamarans under 6.8m. Eligibility requirements for competitors are that they must have registered and paid the nomination fee. All entries will be sailed as a single fleet. 3. Notices to Competitors 3.1. Notices to competitors will be posted on the official notice board located at the NYC Training Centre 3.2. There will be a briefing at 09:15 on Sunday 24 th of September in front of the NYC Training Centre. 4. Changes to 4.1. Changes to the sailing instructions by the racing committee will be at least 30 minutes before the warning signal of the race it will take effect, except that any change to the schedule of races will be posted by 09:00 am on the day it will take effect. 5. Signals Made Ashore 5.1. Signals made ashore will be displayed at Nedlands Yacht Club flag deck yard arm When flag AP is displayed ashore, 1 minute is replaced with not less than 20 minutes in the race signal AP.

3 Catamaran Classic 2017 Page 3 6. Schedule of Races 6.1. Maximum of 10, Minimum of 1 race for the series, races are scheduled as follows: a) Sunday 24 th September Start not before am, no start after 4:30 pm. Back to back (4 max) racing, max 6 races for the day. b) Monday 25 th September Start not before 9.30 am, no start after 3:00 pm. Back to back racing, max 4 races for the day On the basis that a minimum of 40 entries are received, the race committee may at its discretion split the entries into two divisions. 7. Class Flags 7.1. Class Flag will be: All Classes Hobie 16: Yellow flag, Black Hobie class symbol 8. Racing Area 8.1. The racing area will be located in Melville Water. 9. The Courses 9.1. The International Hobie Cat Class Courses will be used as shown in Attachment A All marks, except gates are to be left to port When there is a gate, boats shall sail between the gate marks from the direction of the previous mark and round either gate mark The Offset Mark, if used, is defined as a mark located approximately 50 to 100 meters from the windward mark at right angles to the wind direction. It applies both at the beginning of downwind legs and reaches The course shall be displayed on a board towards the rear of the start boat. The selected course shall be displayed prior to the warning signal.

4 Catamaran Classic 2017 Page The Marks The marks will be large orange inflatable buoys for the A and B and Gate Marks, and a large yellow inflatable buoy for the O mark. 11. The Start Races will be started using Rule 26 with the warning signal made 5 minutes before the starting signal Competitors must sign on and off for each race, or series of races if back to back racing occurs. Sign on sheets are located in NYC Training Centre. All helmspersons or crew shall sign off within 45 minutes of completing racing for that session, or later at the discretion of the Race Committee. Boats failing to comply with any part of 11.2 will be scored DSQ for that heat or to the heat closest to each indiscretion for back to back racing without a hearing. This changes RRS 63.1 and A The starting line will be between a staff displaying an orange flag on the race committee boat at the starboard end, and the port end starting mark. The barging buoy, hung from the stern of the committee boat must be left on the same side as the flag deck when starting A boat starting later than 5 minutes after her starting signal will be scored Did Not Start without a hearing. This changes Rule A The Finish The finishing line will be between a staff displaying an orange flag on the race committee boat at the starboard end, and the port end finishing mark. The barging buoy, hung from the stern of the committee boat must be left on the same side as the flag deck when finishing Finish Line Obstruction: The finish line shall rank as an obstruction when a blue flag is displayed on the race committee boat at the finish line If back to back racing is to occur an AP flag will be displayed before the first boat finishes the race. When the AP flag is displayed it means stay in the course area for back to back racing. The next race start sequence will start 1 minute after the AP Flag is lowered. 13. Penalty System Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

5 Catamaran Classic 2017 Page Time Limit The time limit shall be 1 hour for the first finisher. Boats failing to finish within 20 minutes after the first boat finishes or within the time limit, whichever is later, will be scored Did Not Finish. This changes Rule 35, A4 and A Protests and Requests for Redress Protest forms are available from Officer of the Day at the race office. Protests and request for redress or reopening shall be delivered there within 30 minutes after the time the last boat finishes that race or series of back to back races Protests will be heard in approximately the order of receipt as soon as possible Protest notices will be posted on the official notice board within 30 minutes of the protest time limit to inform competitors where and when there is a hearing in which they are parties to a hearing or named as a witness. 16. Mediation A mediation hearing will be conducted for all protests lodged in accordance with rule 61 which allege an infringement of a rule of Part 2 or 4. Such hearings will be held subsequent to the protest being lodged and prior to the protest hearing The time and place of the mediation hearing will be decided by the mediator and such advice may be given verbally. One representative of each boat shall attend the mediation hearing and no witnesses shall be allowed. The mediator shall decide the manner in which testimony is given After taking testimony at a mediation hearing the mediator shall make one of the following conclusions: (a) The protest does not comply with rule 61 and the protestor may withdraw the protest. (b) The matter shall proceed to a protest hearing. (This may be because rules other than Part 2 or 4 are or may be involved, or because evidence is too complex or divergent to reach a reasonable and timely conclusion, or due to the apparent severity of the alleged infringement, or for any other reason decided by the mediator). (c) No rule was broken and the protestor may withdraw the protest. (d) A rule was broken by one or more of the boats involved, the infringing boat(s) may accept scoring points equal to a finishing place mid-way between the boat's actual finishing place and a disqualification, and if so accepted the

(Half points shall be disregarded and the points of other boats shall not be adjusted) A mediation hearing shall not be re-opened. No conclusion of a mediator shall be subject to appeal or be grounds for redress Should the protest proceed to a protest hearing then the mediator may be a member of the Protest Committee. Any evidence given by a mediator during a protest hearing shall be given only in the presence of the parties to the hearing. 17. Scoring The Low Point scoring system of Appendix A4.1 of the Racing Rules of Sailing. Rule A2 will apply, with her worst discarded if 4 or more races are completed A yachts corrected time will be calculated by the race committee s yardstick formula. 18. Retirement Any competitor that does not finish must sign the retirement sheet situated at the entrance of the training centre. Failure to do so will result in a DSQ score for that heat or to the heat closest to each indiscretion for back to back racing without a hearing. 19. 7 20. Prizes Prizes will be awarded based on yardstick results. A total of AUD $ CASH will be presented to top place getters at the event and at the discretion of the organisers. There may also be other prizes and raffle prizes at the discretion of the organisers. 21. Disclaimer of Liability Competitor's participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority, and the respective host class association(s), their officers, members, servants and agents will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. The Notice of Race and do not limit or reduce the complete and unlimited responsibilities of each competitor for the management and care of a boat that he or she has entered in the regatta. 22. Insurance Each participating boat shall be insured with a valid third-party liability insurance with a minimum cover of AUD $5,000,000 (recommended AUD $10,000,000) per incident or the equivalent All owners/competitors who enter are deemed to have made a declaration that they hold such cover. Competitors may be required to produce evidence of such insurance and any competitor not holding this cover shall withdraw their entry. Adequate race insurance is also recommended for this event. 23. Special Notes Race committee boats shall rank as obstructions The race committee will not answer any questions on the water Any boat receiving hands on assistance from a race committee boat will be scored Did Not Finish. The race committee may decide when a boat or crew needs assistance. 24. IHCA Safety Notes To Competitors If wind, wave or water conditions make you doubtful of your ability to handle the conditions, retire from the race Before racing, competitors should identify areas on their boat where harness hooks may be caught (ropes / shrouds etc) and identify potential strategies for its release Before raising the mast and always whilst sailing, check for and avoid low overhead electrical power lines.
