5 HOW TO PARTICIPATE The BYC s Racing Program is governed under the US Sailing Racing Rules of Sailing and has been running on Bellingham Bay for over 50 years. The racing runs from Mid-March through October and consists of over 20 Tuesday Nights Dinghy Racing, 25 Wednesday Night Keelboat Races, 8 Long Distance Races and 5 regionally recognized regattas. BYC welcomes boaters from all local and regional yacht clubs and boating organizations to participate. For Dinghy Racing, please refer to the BYC Dingy Racing Sailing Instructions. To compete in the BYC s Racing Fleet Racing Program described in this race packet, boater owners/skippers MUST have submitted the following prior to competing in any season, series or race. Acceptance of Racing Liability Waiver Conform to a minimum of PIYA Category III (PHRF Class boats) Proof of Liability Insurance with a minimum $300,000 for Keelboat and Pay Registration/Entry Fees Registration for complete series or individual races is available on the BYC Website: To be scored, you need to have PHRF Classes: A current PHRF-Northwest rating certificate One Design Classes: be Member of One-Design Fleet or Association If you do not have a current PHRF-NW rating you will not be scored. Race committee may elect to offer a start to an open class which is an un-scored class not requiring a PHRF-NW rating. To obtain a PHRF rating, contact the BYC PHRF Rating Chair listed in the Racing Fleet Committee. 7 SAILING INSTUCTIONS 1. RULES 1.1. The races will be governed by The Racing Rules of Sailing for (RRS), except as modified by these instructions. 2. PIYA CATEGORIES 2.1. The races are designated as PIYA Category IV for the Etchells Class and PIYA Category III for PHRF Classes, except when in conflict with class rules or when a more restrictive Category is specified in individual race instructions. Pt. Roberts Overnight shall be PIYA Category II. 3. ENTRIES 3.1. Eligible boats may be entered by completing the registration as provided by the Bellingham Yacht Club (BYC). To be eligible to participate skippers/boat owners must: Complete and Accept the Liability Waiver PHRF Class boats must conform to a minimum of PIYA Category III Provide Proof of Liability Insurance with a minimum $300, Pay appropriate Racing/Registration Fees. 4. NOTICES TO COMPETITORS 4.1. Notices to competitors shall be posted on the Official Notice Board (ONB) located on the window at the downstairs entrance to the BYC Clubhouse. General communication to the race fleet may be made via to racers who have registered their address with the Race Committee (RC); however s will not be considered official notices. 5. CHANGES SAILING INSTRUCTIONS 5.1. WEEKDAY SERIES RACING Any change in the sailing instructions shall be posted 6 hours before the start LONG DISTANCE RACING Any change in the sailing instructions shall be posted 24 hours before the start. In the event that the sailing instructions for distance races require further clarification, they will be posted on the ONB immediately after the Skippers meeting ON THE WATER The following are the only On the Water changes that may be made to these Sailing Instructions: The Starting Area, except for the Marmetta Cup Race (Reverse start) Ability to designate between the long and short course as allowed for the Long Distance Races as described in the Long Distance Race Addendums in the Appendix. 1 Rev. 1/28/2013

8 These changes shall be made by the RC boat if present, and if no RC is present then in the following order: 1) BYC Sail Fleet Captain, 2) BYC Race Committee Coordinator/PRO, 3) BYC Protest Committee member, 4) BYC Flag Officer. 6. SIGNALS MADE ASHORE 6.1. Signals made ashore will be flown from the yardarm in front of the BYC Clubhouse. Code flag AP (With two horn blasts) means the race is postponed. The warning signal will be made not less than 60 minutes after the AP (with one horn blast) is lowered. 7. CLASS DESIGNATION 7.1. Class assignments will be posted on the ONB prior to the April Wednesday night racing series Class flags will be numeral pennants or supplied One-Design Class Flags Changes to the above class breaks will be at the discretion of the Racing Fleet Captain and posted on the ONB. Prior to the start of a new series Participation in the Open Class shall be at the discretion of the Race Committee.. Open class shall not be eligible for Boat of the Year award. 8. RACING AREAS 8.1. The racing area will be Bellingham Bay or as described in the Long Distance Race Addendums. 9. COURSES 9.1. Keelboat Series course numbers and descriptions are attached in the Appendix. Course numbers will be displayed on the starboard side of the Race Signals boat All turning marks are to be left to port Boats shall not pass through the Start/Finish Line unless they are preparing to start, finishing or required to do so with a two lap course flying a Code Flag T Tango (Twice Around). Boats violating this rule shall be scored DSQ without a hearing. This changes RRS A4 and A When Start and Finish Lines are restricted, they are to be considered obstructions. 10. MARKS Marks for the courses are described in the Appendix for Race Series or in each Long Distance Race Addendum respectively. 11. THE START Races will be started by using RRS Rule Warning signal for Wednesday night racing is 1800 hours One or more classes may be combined for a start at the discretion of the Race Committee, subject to change and posted on ONB The starting line will be between a staff displaying an orange flag on the committee boat and mark S A boat who s Warning Signal has not been made, and is not racing, shall avoid the starting area (as defined as a box 100 yard downwind and 50 yards either side of the start line) during the starting sequence for other races. 2 Rev. 1/28/2013

9 11.6. Start sequences for distance races shall be as close to 0955 hours as possible, except for the Pt. Roberts race which will start one hour earlier A rabbit start may be used for all races. The rabbit is to be considered a Committee Boat under the Racing Rules of Sailing. 12. RECALLS Individual recalls will be signaled in accordance with RRS 29.1 and general recalls in accordance with RRS 29.2.The Race Committee will attempt to hail the sail numbers or boat names of those boats that are on the course side of the starting line (OCS) with a hailer or on VHF Channel 68. Failure of a boat to see or hear the recall notification, and the timing and order of such notifications, shall not be grounds for redress under RRS Rule 62.1(a). 13. RACE COMMITTEE AND PERSONNEL Boats hitting a Committee Boat on their own, or breaking a rule and causing another boat to hit a Committee Boat will be disqualified from the race Boats that have crossed the finish line must clear the finish area completely before lowering sails, to allow other boats to finish and to minimize the possibility of a collision Harassment of the Race Committee before, during, or following a race will not be tolerated. Violation of this rule will result in a DSQ without a hearing for that race. A second violation of this rule will result in disqualification from the series. This changes RRS 69, A5 and A FINISH The Start/Finish line will be between a staff displaying an Orange Flag on the Race Signals boat and the Starting mark S Any boat that withdraws must inform the Race Committee as soon as it is safe to do so. 15. TIME LIMIT On Wednesday Night races RRS 35 is modified as follows: If one boat in a class sails the course as required by RRS 28.1 and finishes within two hours after the class starting signal, all boats in that class that finish within two hours and twenty minutes after the class starting signal shall be scored. Boats failing to finish within the time limit will be scored DNF without a hearing. This changes RRS 35, A4 and A Time limits for individual long distance races are listed in the amendments for each race in the series. 16. PENALTIES AND PROTESTS For a boat that has broken a rule of Part 2 while racing, RRS 44.2, the two turns penalty, is modified to require a one turn penalty, including one tack and one gybe, except that a two turns penalty shall be required for any foul committed inside the zone (three boat length circle) of any turning mark WEDNESDAY NIGHT RACES 3 Rev. 1/28/2013

10 Notification of intent to protest must be made by notifying the Race Committee or by contacting a member of the Protest committee via cell phone within 45 minutes of the last boat finishing Protests shall be written on forms available at the BYC and given to the Protest Committee at the BYC within forty-five (45) minutes after the committee boat has docked Notices will be posted within twenty (20) minutes of the protest time limit, to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room, located at BYC, beginning ten (10) minutes after the posting DISTANCE RACES Notify by contacting a member of the Protest committee within two (2) hours after your vessel finishes, via phone (message if necessary), including the name of the Protested vessel(s) The Protest Committee will attempt to convene a hearing as soon as possible, but will hear the protest at least by the next Wednesday night Protests shall then be written on forms available at the BYC and given to the Protest Committee at the hearing The jury will hear protests in the order of receipt as whenever possible. 17. AUDIO AND MOBILE PHONE COMMUNICATION A boat shall not make or receive special radio or mobile phone communications concerning the race, not available to all boats. Race Committee may attempt to communicate announcements on VHF Channel 68. Failure to receive announcements shall not be grounds for redress under RRS 62.1(a). 18. REPLACEMENT OF CREW OR EQUIPMENT Substitution of competitors will not be allowed during a race without prior approval of the race committee. 19. SCORING Scoring for the PHRF fleet shall be based on the Time on Time formula for Weekday Series Races; Time on Distance for Distance Races The low points scoring system. Appendix A 4.1 of the Racing Rules of Sailing will apply, except for Boat of the Year There will be one throw-out race for every 5 five completed races within a series Boats not starting, finishing, or disqualified shall be scored as follows: DNS = number registered in class, DNF = number of starters plus 1, DSQ = number registered in class plus 1. This changes RRS A BOAT OF THE YEAR A committee of BYC sailors shall be selected by the Racing Fleet Captain to calculate and select the Boat of the Year based on the following criteria: All places are within class. Performance in BYC sponsored races: 4 Rev. 1/28/2013

11 (Note: Frostbite Series is NOT included in the BOTY scoring) BYC Wednesday Series 1st = 12 pts., 2nd = 10 pts., 3rd = 8 pts. BYC Long distance Races 1st = 6 pts., 2nd = 5 pts., 3rd = 4 pts. Performance in affiliate club sponsored races: Regattas (WIRW, NOOD, PITCH, Windermere, etc.) 1st = 12 pts., 2nd = 10 pts., 3rd = 8 pts., Participation = 4 pts. Category II Distance Races: 1st = 8 pts., 2nd = 6 pts., 3rd = 4 pts., Participation = 2 pts. Category I Distance Races 1st =12 pts., 2nd = 10 pts., 3rd = 8 pts., Participation = 4 pts. Championships Requiring Qualification (Grand Prix, Worlds and North Americans) Less than 20 boats in class: 1st = 16 pts., 2nd = 14 pts., 3rd = 12 pts., Participation = 4 pts. More than 20 boats in class: Top 25% = 16 pts., Top 50% = 8 pts., Participation = 4 pts. 20. PRIZES Inscribed awards will be presented at the Bellingham Yacht Club Awards Banquet in November. Awards will be marked and presented for 1st, 2nd and 3rd in each class for Wednesday Night Series and Long Distance Races. Engravings will be made on the Perpetual Trophies for the overall winners of the Long Distance Races and presented. The Perpetual Trophy for Boat of the Year shall be announced and presented. 21. DISCLAIMER OF LIABILITY Competitors participate entirely at their own risk. See RRS Rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after racing. 22. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $300,000 per event or the equivalent. 23. LONG DISTANCE RACES Long distance courses are described in the individual race addendums in the Appendix Skippers meeting attendance is mandatory for Vendovi, Around Lummi, Point Robert s, Marmetta Cup, Governor s Point and Jack Island races. The meeting will be held at the BYC Clubhouse at 0900 the day of the race, except for Pt. Robert s race which will be at In the event that no Race Committee boat is on station at the finish, you must take your GPS time (NOT ELAPSED) and report it on the BYC Website using the Time Reporting Form within 24 hrs. after your finish Failure to report your time within the time limit will result in a DNF. 5 Rev. 1/28/2013

14 APPENDIX B The Rabbit Start One boat is designated to serve as the "Rabbit". All other boats shall stay downwind of the "Rabbit" prior to the start. The "Rabbit" rounds a designated "Starting Mark" (possibly the leeward mark) at or just before the starting signal and starts sailing close-hauled on a port tack. The starting line is defined on one end by the mark and on the other end by the aftmost point on the "Rabbit". All other boats cross this starting line and once across have started. Once all the other boats have started, but no earlier than 1 minute after the starting signal, the "Rabbit" is free to tack to starboard if the skipper so chooses. Boats that find themselves to windward and unable to cross behind the "Rabbit" as well as boats that did not start before the "Rabbit" tacks to starboard, will be considered "OCS" (on the course side of the starting line at start) and must round the pin end of the starting line (keeping the mark to port) in order to be counted as a starter. During this maneuver, the OCS vessel must keep clear of all boats that have properly started. Elapsed time starts counting at the starting signal. The Rabbit shall be considered a starting mark under the rules (and as such barging is illegal). BYC Racing Fleet 8 Rev. 1/28/2013

16 APPENDIX D Long Distance Race Addendums D.1 Vendovi Island Race Sailing Instruction Addendum Attendance is mandatory at the Skippers meeting at 0900 hrs. at Gate 3 in front of the Bellingham Yacht Club. In the event that any clarifications to the Sailing Instructions are needed they shall be made by the BYC Race Committee Coordinator/PRO s or by a member of the BYC Protest Committee, announced and posted immediately on the ONB. The following are the only On the Water changes that may be made to these Sailing Instructions: the Starting Area and the ability to designate between the Long Course and Short Course. These changes shall be made by the RC Signals boat if present, or by the following order: BYC Race Committee Coordinator/PRO, BYC Racing Fleet Captain, BYC Protest Committee, or a BYC Flag Officer. Classes shall be divided the same as in the BYC Sailing Instructions. In addition there shall be an Overall Winner for the race. Start: Start at the RC Boat according to RRS 26 with the exception that all classes shall start simultaneously. If no RC Boat is present, then use a Rabbit Start (see the Appendix Rabbit Start ) at the Outfall Buoy. The warning signal for all Classes shall be at 0955 hrs. An alert may be given one minute prior to the warning. Course: Long Course Start Vendovi Island to Starboard Finish Shortened Course: Start Eliza Island to Starboard Finish Finish: If there is a RC Boat on station the finish is between the RC Boat and the Finish pin. If there is no RC Boat on station, finish within one boat length of the Outfall Buoy between the Buoy and shore when your bearing to the buoy is 270 O magnetic. 17 Time limits: The time limit for all yachts to finish the short or long course shall be 1800hrs. Radio Communication shall be on channel 68. The same restrictions listed in these Sailing Instructions shall apply. Protests shall be per the Sailing Instructions. Times shall be turned in for self-recorded times (GPS TIME NOT ELAPSED TIME) on the BYC Website as per the Sailing Instructions within 24 hours of finishing the race. Failure to report your time within the time limit will result in a DNF. Scoring will use the PHRF Time-on-Distance handicapping system. The Overall Winner shall be the yacht with the overall lowest PHRF time. Awards for 1 st, 2 nd and 3 rd places in each class shall be noted and awards presented at the Annual Awards Banquet. The Overall Winner shall have their yacht s name engraved on the perpetual trophy for the Vendovi Island Race kept at the BYC and this shall be presented at the Awards Banquet. 11 Rev. 1/28/2013

Finish Finish: Shortened Course: Take your GPS Time at the passing of the Village Point Mark when you are within 150 yds. of land and your bearing to the mark is 40 O magnetic. All boats must record and report their mid-course times. If three or more yachts in a class finish the regular course the short course shall not be scored. If two yachts finish the standard course they shall be scored for 1 st and 2 nd and the remaining yachts scored on the short course times. If one yacht in a class finishes the standard course she shall be scored the winner, and the other yachts scored on their short times. The Overall Winner shall be scored on the short course only if no yacht finishes the long course. 12 Rev. 1/28/2013

19 If there is a RC Boat on station the finish is between the RC Boat and the Finish pin. If there is no RC Boat on station, finish within one boat length of the Outfall Buoy between the Buoy and shore when your bearing to the buoy is 270 O magnetic. 20 D.3 Point Roberts Race Sailing Instructions Addendum IMPORTANT NOTICE: This race shall require all yachts competing to conform to PIYA Category II safety requirements. Attendance at the Skippers meeting at 0800 hrs at Gate 3 in front of the Bellingham Yacht Club is mandatory. In the event that any clarifications to the Sailing Instructions are needed they shall be made by the BYC Race Committee Coordinator/PRO s or by a member of the BYC Protest Committee, announced and posted immediately on the ONB. The following are the only On the Water changes that may be made to these Sailing Instructions: the Starting Area and the ability to designate between the Long Course and Short Course. 21 regular course the short course shall not be scored. If two yachts finish the standard course they shall be scored for 1 st and 2 nd and the remaining yachts scored on the short course times. If one yacht in a class finishes the standard course she shall be scored the winner, and the other yachts scored on their short times. The Overall Winner shall be scored on the short course only if no yacht finishes the long course. Finish: If there is a RC Boat on station the finish is between the RC Boat and the Finish pin. If there is no RC Boat on station, finish within one boat length of the Outfall Buoy between the Buoy and shore when your bearing to the buoy is 270 O magnetic.
