1 Seattle Yacht Club NORPAC 2016 July 25 through July 29, 2016 Sailing Instructions 1 RULES 1.1 This regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS). 1.2 The prescriptions of US Sailing to the following rules shall apply: 34, 40, 48, 55, 61.4, 64.3(b), 68, 75.3, 76.1, 76.3 and 87 and appendices F and G RRS 31.2 is amended by adding: Yachts which cause damage to the race committee signal boat shall be subject to protest by the race committee and shall be liable for any damages. Section 11.2 of the NorPac 2014 Sailing Instructions will not apply in the case of a protest of a boat or boats by the Race Committee. 1.4 Other changes to the RRS are noted elsewhere in these sailing instructions. 1.5 This is a no-flying sails regatta. No flying sails, as defined by PHRF Northwest, are permitted. 1.6 The official time is Pacific Daylight Savings Time. In the case of conflict the Race Committee s clock governs. 1.7 A boat that has broken a rule while racing may take an alternative penalty of one 360 turn that includes at least one tack and one gybe. When taking a penalty turn the boat taking the penalty turn shall keep well clear of other boats. This amends RRS 44.1 and NOTICE TO COMPETITORS 2.1 Due to the nature of this regatta, there is no official Notice Board and notices will be oral. Notices to competitors will be broadcast by the Race Committee as per Section 5 of these Sailing Instructions. The Race Committee may call attention to the fact that there is a notice by flying code flag L over code Flag C prior to the first Warning Signal. 2.2 It is the responsibility of each competitor to be sure that they have received and understood all notices. Failure to receive and/or understand a notice will not be grounds for redress. The Race Committee may distribute written notices to the competitors at its discretion. 3 CHANGES TO SAILING INSTRUCTIONS 3.1 Any change to the sailing instructions will be broadcast on VHF Channel 72 one hour prior to the first warning signal for the day s race. 3.2 The race committee intends to repeat changes in sailing instructions on VHF Channel 72 within fifteen minutes before the scheduled time of the first warning signal. Failure to make a broadcast or the timing of a broadcast will not be grounds for a request for redress. 4 SCHEDULE OF RACES 4.1 Races start on the following dates: Race Date Race A Monday, July 25, 2016 Race B Tuesday, July 26, 2016 Lay Day (No Race) Wednesday, July 27, 2016 Race C Thursday, July 28, 2016 Race D (Optional, Not Scored) Friday, July 29, The scheduled time of the first warning signal is 1200 hours. 4.3 No warning signal will be made after 1430 hours. 2 5 RACING AREA, COMMITTEE BOAT, AND COMMUNICATIONS 5.1 The starting line and finishing line for each day s race will be defined in Section 7 Courses. 5.2 The race committee signal boat will be TBD. If necessary an alternate race committee signal boat may be used. 5.3 At approximately 1100 hours each race day and at such other times it chooses, the Race Committee may call the NorPac fleet on VHF channel 72 and announce any notices to competitors. Any such announcements may begin with NorPac Fleet, NorPac Fleet, Race Committee or some similar phrasing. 5.4 The Race Committee will monitor VHF channels 16 and CLASSES, PHRF RATINGS, AND DINGHYS 6.1 There will be three classes of approximately equal size. The three classes with comprise the fleet. 6.2 Final class assignments for registered boats will be distributed at the Fleet Rendezvous Green Box at Port Alberni YC outstation on Sunday, July 13, 2014 by 1800 hours. 6.3 PHRF Non-flying sails ratings will be used for handicap purposes and used to determine corrected finish times. Boats that do not have a current PHRF rating will be given a NorPac rating by the Race Committee with the NorPac rating being determined from similar boats that have current PHRF ratings and/or using established PHRF guidelines for determining a boats ratting Boats towing a dinghy will have and additional six (6) seconds per mile added to their NorPac rating. To claim the extra six (6) seconds per mile a boat must notify the Race Committee and declare their intention to tow their dinghy no later than 1600 hours, Sunday, July 24, A boat electing to tow a dinghy must tow the dinghy for every race in the series. Failure to tow a dinghy after electing to do so will result in disqualification for each race in which the breach of provision 6.5 of the NorPac Sailing Instructions has occurred. 6.6 A boat towing a dinghy shall tow the dinghy from the dinghy s painter or another line attached to the dinghy s painter. Dinghies must not be secured to the towing boat in such a way as to lift any part of the dinghy out of the water. Dinghy motors may be stored on the boat of the dinghy being towed. 7 COURSES AND MARKS 7.1 Bearings in the following courses are approximate initial magnetic bearings to the next mark and do not necessarily indicate a safe heading. 7.2 Course distances in the following course descriptions are approximate and exact distances will be determined once the starting line is set within the starting area. 7.3 In the event the RC boat is not on station at the finish, a yacht shall take her own finish time and report its finishing time to the Race Committee within two hours after the time limit. 7.4 Courses: Race A Start in the vicinity of Adamson Rocks which are approximately one (1) nm W of Robbers Passage and the Port Alberni YC Outstation. Proceed to Folger Island (205 ) leaving Folger Island to starboard. After rounding Folger Island proceed to Swale Rock (345 ) leaving Swale Rock to starboard. After rounding Swale Rock proceed to Kyen Pt (020 ) on the easternmost island of the Alma Russell Islands. Finish between the RC Boat and a temporary orange buoy in its vicinity. If the RC boat is not on station, take your finish time when Kyen Pt bears 270 magnetic. 3 Race B Start in the vicinity of Rutley Islands which are approximately two (2) nm S of the entrance to Eagle Nook Resort. Proceed to Swiss Boy Island (140 ) leaving Baeria Rocks to port and Swiss Boy Island to starboard. After rounding Swiss Boy Island proceed to the finish off the northeast side of Dodd Island, leaving Nettle Island (280 ) and Prideaux Island to port. Finish between the RC Boat and a temporary orange buoy in its vicinity. If the RC boat is not on station, take your finish time when the small islet on the NW side of Chalk Island bears 120 magnetic. Course length is approximately 12.5 nm. Race C Start off the North side of Rutley Island. Proceed to Folger Island (200 ) leaving Folger Island to starboard After rounding Folger Island proceed to the finish off of Meares Bluff on Effingham Island (335 ) Finish between the RC boat and a temporary Orange buoy in its vicinity. If the RC boat is not on station, take your finish time when Meares Bluff bears 180 magnetic Course length is approximately 14 nm Race D (Optional, not scored) Start off the north side of Camblain Island. Proceed to Sail Rock (250 ) leaving Sail Rock to starboard. After rounding Sail Rock proceed to Pinder Rock (350 ) leaving Pinder Rock to port. After rounding Pinder Rock proceed to Uclulet Inlet (240 ). Finish in Uclulet Inlet between the light on Francis Island and the RC boat offshore. If the RC boat is not on station, take your finish time when the light bears 205 magnetic. Course length is 10.8 nm 8 THE START 8.1 The starting line will be between an orange flag on the race committee signal boat and a nearby starting mark. 8.2 Boats will cross the starting line in the general direction of the first turning mark. 8.3 The race committee signal boat may use its engine to hold position while boats are starting. 8.4 A boat whose warning signal has not been made shall avoid the starting area when other boats are racing but have not yet started. Boats not in their starting sequence shall not interfere with boats that are starting. 8.5 The starting area is defined as an area 200 feet on either side of the starting line and 200 feet beyond either end. 8.6 It shall be the responsibility of each yacht to start properly. Individual premature starts will be signaled by one (1) sound signal and the raising of code flag X. Sail numbers or boat names may be hailed by voice or on VHF channel A General Recall will be signaled by flying the First Substitute pennant accompanied by two (2) sound signals. A class that has been subject to a General Recall shall move to the end of the starting sequence ( go to the end of the line ) and start after the remaining classes have started. 8.8 Races shall be started by using the following signals. Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded and will not be grounds for protest or for a request for redress. Signal Flag Display and sounds in the Minutes before the starting signal: Five (5) minutes before start: Warning signal: Display Class flag; 1 sound Four (4) minutes before start: Preparatory signal: Display Prep Flag; 1 sound One (1) minute before start: Preparatory flag removed; 1 long sound Start: Starting Class flag removed; 1 sound 8.8 The warning signal for each succeeding class may be made with or after the starting signal of the preceding class. 8.9 The Race Committee may broadcast information regarding the start and the signals on VHF channel 72. 4 9 THE FINISH 9.1 The finishing line will be between an orange flag on the race committee signal boat and a nearby finishing mark. 9.2 If the RC boat is not on station take your finish time per instructions in the course descriptions in Section The race committee signal boat may use its engine to hold position while boats are finishing. 9.4 The Race Committee may shorten the course in Race A, B, or C to finish at any rounding mark by flying the S flag at that mark. The finish line will then be as per 9.1 or between a reference point on the turning mark selected by the Race Committee and the RC boat 10 TIME LIMIT 10.1 Time limits for each race shall be 1830 hrs. Boats finishing after the time limit will be scored DNF If more than 40% of the boats in a class do not finish within the time limit, the race shall not be counted when computing series scoring for that class If more than 40% of the boats in the fleet do not finish within the time limit, the race shall not be counted when computing series scoring for the fleet and the overall trophies. 11 PROTESTS 11.1 A boat intending to protest or request redress for an incident that occurred while racing shall notify the race committee signal boat at the finishing line after retiring or immediately after finishing. This amends RRS Protest forms will be available from the Race Committee and will be supplied after drinking two, twelve ounce bottles of beer in less than one minute and while discussing the protest with the Race Committee. In addition a protest form fee of $69.95 USD will be collected, exact change required, and this fee is non-refundable. This amends RRS The protest filing deadline is 1900 hours the day the race occurred Protests will be heard at 1930 hours following the race at a location to be determined by the Protest Committee Section 11.2 will not apply in the case of a protest of a boat by the Race Committee The Protest Committee will be made up of the Race Committee Chairman and two other persons from boats whose class is not involved in the protest. 12 SCORING 12.1 Boats will be scored in class and fleet for each race and the series. A boat that races in at least one race will be scored in the series Overall results will be calculated for the fleet each day as though all boats were in a single class Corrected times will be calculated using the Time on Time method The Low Point scoring system, Appendix A, will apply. One race will constitute a series A boat's series score shall be the total of her race scores except those races not finished per provision 10.2 of the NorPac 2016 Sailing Instructions. This amends RRS Appendix A A boat that did not start (DNC, DNS, OCS), did not finish (DNF), retired after finishing (RAF), or is disqualified (DSQ, DNE, DGM, BFD) will be scored the number of finishers plus one. A boat that withdraws (WD) from the regatta will be scored the number of entrants in their class plus one. This amends RRS Appendix A4.2 and A Race results will be calculated by the Race Committee and will be available from the Race Committee at their convenience. 13 SAFETY REGULATIONS, USE OF ENGINE, AND OTHER CONSIDERATIONS 13.1 Boats are requested to check in with the race committee signal boat at the starting area before racing Boats that retire from a race shall notify the race committee as soon as possible either on the water or on VHF Boats racing in all classes must comply with Category II requirements of the Pacific International Yachting Association (PIYA) Special Regulations Governing Minimum Equipment and Accommodation Standards, effective as of January 1, A list of these requirements is available from Seattle Yacht Club, other PIYA member yacht clubs, and the PIYA web site at SYC NorPac 2016 Sailing Instructions Page 4 of 6 Updated January 4, 2016

5 13.4 A boat that uses its propulsion engine to move to a safe position if it is in danger of being run down by a vessel not participating in the race or to rescue another boat or crew must either retire or file a request for redress. The request for redress must include the reason for using the propulsion engine and distance and direction traveled. The protest committee will adjust the boat s time or score to remove any competitive advantage that may have been gained. This amends RRS A boat that is in danger of grounding or other peril may use her engine to gain a safe position. The boat shall submit a report of the incident to the Race Committee within two (2) hours of the time of the finish of the last boat in the fleet, and may be subject to an adjustment of elapsed time by the Race Committee A boat late for her start may use their engine after their class preparatory signal has been made, but only to traverse a normal direct course from her mooring to the edge of the starting area and then must wait four (4) minutes before starting Boats shall give right-of-way to commercial fishing vessels, and shall stay clear of these vessels by a minimum of 400 feet when those vessels are actively fishing. 14 DISCLAIMER OF LIABILITY 14.1 Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 15 AWARDS 15.1 Awards will be made for first, second, and third place finishes in each class for each days race Awards will be made for first, second, and third place for each class in the series The Haida Trophy will be awarded for first overall in the fleet for the series. The Haida Trophy winner will also be recognized at the annual Seattle Yacht Club Sailboat Awards Banquet at the end of the year.
