A /95 Diving Regulations for the University of Göteborg At a meeting on 6th June1995 the Vice-Chancellor decided to draw up regulations for the university with reference to diving. The previous regulations, drawn up 13th June 1983, therewith cease to apply. The Vice-Chancellor has appointed Roger Lindblom at the office of the Science Faculty as chief diving supervisor. General The university diving regulations, the ordinance of the Swedish National Board of Occupational Safety and Health, "Diving Work" (AFS 1993:57), other current regulations of the said Board, and other instructions necessary for safe diving operations shall be available at every department/equivalent at which diving takes place. The head of the department/equivalent should especially observe what the regulations say about appointing a person at the department/equiv. to be responsible for diving. It is the responsibility of the head of the department/equiv. to inform the person responsible for diving and the students, researchers, lecturers and other staff concerned about the current diving regulations. Questions connected with the application of the regulations should be discussed first of all with the person responsible for diving at the department or the head/equiv. of the department. The university has taken out a collective accident insurance for the students. The regulations apply on every occasion when diving is undertaken by - employees at the university in connection with their appointment - students or researchers at the university in connection with courses or research - others not belonging to the university if the diving is undertaken with the use of equipment belonging to the university, for example, tubes, masks, suits,

2 breather regulators, air-refill apparatus or either equipment affecting the diving operation. The above also applies when diving takes place in another country or at another site/diving station. If more restrictive regulations are prescribed at another department/-equiv., these shall be observed. Qualifications required See AFS 1993;57, section 3 with comments and section 28. A course in CPR (cardio-pulmonary resuscitation) is obligatory, followed by refresher courses every third year. The head of the department/equiv. shall ensure that the person responsible for diving, the diving supervisor and tender have the necessary qualifications for the work (see AFS 1993:57, section 4 with comments). Medical examination etc. The head of the department/equiv. shall make arrangements for medical examinations for diving personnel. Medical examinations shall be performed according to AFS 1993:57. The examination referred to in section 5.1 may have been performed under another employer but must not be older than 12 months. According to section 6, the medical examination shall lead to an assessment of the subject's employability for diving work. Please note that this also applies to students. Certificates issued by CMAS (Conféderation Mondiale des Activités Subaquatiques) and PADI (Professional Association of Diving Instructors) only imply practical and theoretical training and do not normally include an assessment of the diver's employability for diving work. For this reason, a medical examination shall always be performed in accordance with AFS 1993:57. The physician who performs the examination shall have completed a course in diving medicine. A copy of the medical certificate is to be sent to the chief diving supervisor. With regard to medical examination of employees, contact the staff medical service. Others are responsible for arranging for and meeting the costs of the required examination.

3 Any female employee that is pregnant shall inform the employer and is not allowed to take part in diving work. Safety regulations The regulations in AFS 1993;57 relating to diving with light equipment with air shall be observed. Diving may only take place on the conditions stated in the individual diver's certificate and according to the restrictions laid down in AFS 1993:57. Current directions for the equipment used shall be followed carefully. Any other type of diving than diving with light equipment with air may not take place unless special exemption has been granted by the chief diving supervisor. Care of equipment The university's equipment for diving operations and personal equipment used in diving work within the university (diving tubes, breathing regulators, air-filling apparatus, etc.) shall undergo annual inspection according to AFS 1993:57, section 10 with comments. Suits shall be treated according to the manufacturer's instructions. Tubes may only be filled at facilities which have quality control of air. The quality shall meet the standard SS-EN 132 (see AFS 1993:57, app. 3, p 35). Documentation (AFA 1993:57, sections 8, 23) Register of diving personnel Every department/equiv. within which diving takes place shall keep a register of the diving personnel, the divers' qualifications and the date and result of medical examinations. A copy of the register is to be sent to the chief diving supervisor. The employer's diving notes (AFS 1993:57, section 23 and app. A) Every department/equiv. within which diving takes place shall keep diving notes in which details are to be entered concerning: - the nature of the assignment - risk analysis (a written analysis is to be made before each dive, see AFS 1993:57, app. 1, pages 29-30) - the names of the diving supervisor, tender, diver and stand-by diver - date and time of the start and finish of the dive * - site of diving operation - maximum diving depth

4 - special events affecting the diving operation - incidents and accidents (N.B. duty to report) Diver's personal logbook (AFS 1993:57, section 23) Each diver shall enter the requisite information in a personal logbook. Person responsible for diving It rests with the person responsible for the working environment at any department/equiv. undertaking diving work to appoint someone to be responsible for diving. This does not, however, relieve this working environment officer of the ultimate responsibility for the working environment. If no special person is appointed to be responsible for diving, then the head of the department/equiv. is the person responsible. The person responsible for diving (shortened to diving officer) shall possess the required qualifications for his assignment and shall - keep himself well-informed concerning the current rules, regulations and instructions, etc., regarding diving operations - prior to each diving assignment, following an application by the person intending to dive, judge whether permission may be granted for diving - be responsible for seeing that a competent diving supervisor is present if the diving officer himself cannot attend the diving operation - check that the person diving has the necessary training and has undergone the prescribed medical examination - make sure that all divers are well acquainted with the current safety regulations and see that these are observed - be responsible for seeing that the diving notes are kept - be responsible for seeing that the department's/equivalent's own equipment undergoes the prescribed inspection and that any ensuing measures are taken - be responsible for seeing that the suits intended for diving are looked after in the correct way - be responsible for seeing that the diving operation takes place in a safe manner in other respects as well (see AFS 1993:57, p 29) - see to it that any report on an accident or incident in connection with diving is furthered in accordance with the following In case of an incident, the working environment officer at the department/equiv. shall be informed. In case of a serious incident or accident, the chief diving supervisor, the safety engineer and the Labour Inspectorate shall be informed. A copy of the incident report (see app. B) must always be sent to the chief diving supervisor.

Diving supervisor and tender Section 24: Prior to a dive, a diving supervisor shall be appointed and also, if there is to be more than one diver in the water, a tender for each diver. No tender is needed, however, when diving takes place without a lifeline or umbilical. Lifeline Section 27: A lifeline shall be used in all diving unless its obviously unnecessary. In the general recommendations and directions for implementation, the following is given for section 27: A lifeline is manifestly unnecessary, for example, for diving in pairs to depths of less than 30 m when the divers are linked by a wrist line not more than 3 m in length and one of them has a lifeline or umbilical to the surface. Stand-by diver Section 33: A stand-by diver shall be on duty during diving - without an umbilical.
