These persons will be employed from nearby villages. Agreed Around 18 person of nearby villages will get employment from the project. 7.3 RISK ASSESSMENT The mining activities will involve accident like landslide, fall of material or equipment from benches and failure of dump retaining wall. The owner will prepare a detailed emergency plan in consultation with DGMS HAZARD IDENTIFICATION AND RISK ANALYSIS This deal with the hazards associated with various mining works during operation of the mine and can happen due to excavation, handling of material, machinery breakdown electric failures and natural calamities. It also presents the calculated frequencies of occurrence of different accident scenarios for the identified potential hazard occurrence. Risk Reducing Measures based on the calculated frequencies and consequences IDENTIFICATION OF HAZARDS TECHNOLOGICAL HAZARDS 150

2 Technological hazards may be due to intense noise during excavation/loading, transportation etc. fire in the excavator, and road mishap. STRUCTURAL FAILURE Structural failure is associated with the failure of slope, it can be bench fall, slope failure due to undercutting and fall of machinery and workers due to fall of bench/slope, any of the said activity can cause major injury and fatalities. LANDSLIDES Soils such as silt and clay are weaker than rock and commonly has complex or multiple planes of weakness. Such loose planes may fall at any time causing damage to human life and machinery. Only remedy to the effect of such situation will dress the loose part. Beside it, all necessary precaution will be taken as per Reg.115 (1) of MMR 1961 to avoid any disaster. SUBSIDENCE FLOOD The area is devoid of any perennial water course. The water accumulated in the pit is not much or cause the disaster SCENARIOS CONSIDERED FOR RISK ASSESSMENT KNOWLEDGE OF WORK The application of risk assessment depends upon full understanding of all aspects of the job being undertaken. In carrying out a risk assessment in relation to a particular task, the evaluation must include a review of the knowledge, experience and training of those persons carrying out the work. PERSONAL COMPETENCE It follows that the knowledge, experience and training of personnel involved in work is critical to evaluate any risk assessment. A knowledgeable, experienced well-trained and competently supervised workforce will be at a lower risk of accidents occurring than a poorly trained and badly supervised workforce. CO-ORDINATION It is essential that the coordinator ensures that everyone engaged in the work is capable and understands the role of others and their responsibility for each other. HEALTH HAZARDS Health hazards are associated with the dust and noise, it is necessary to quantify the key pollutants during surface mining operations that may result into health hazard. INUNDATION 151

3 The nearest water body is Kapil Sarovar about 4.6 km in SSW direction & Jogira Talab, 7.5 km towards WSW from mine site. There is no possibility of inundation of mine due to this Sarovar. SURFACE FIRE No surface fire is involved in the mining operation. The forest fire may occur due to dry leaves and wood in vegetated part and result in a disaster. In the area under reference, there is no such situation and there is no danger of forest fire. No, oil grease, canvas or other inflammable material will be stored in mine except in a fire-proof receptacle. LOADING There will be no risk associated with the activity. However, precautions will be required to be taken to remove workers away from the loading operations, to avoid any fall of material on persons. Also, the loading operations will be supervised by a site supervisor for properly guiding the loading machine operator. PIT SLOPE FAILURE The sides of the mine benches will be suitably sloped to avoid bench failure. The bench height is planned to be kept 2-3m height with width more than the height of the bench. The bench sides and edges will be regularly inspected for any signs of failure, development of cracks, etc. Due precautionary measures will be adopted to avoid any bench or pit slope failure. HEAVY VEHICLES Proper care will be taken while loading and transportation of mineral and overburden. Good maintenance and regular testing will be done to avoid any mishap. TAILING AND DAM FAILURE There is no tailing dam involved in mining and allied activities. No emergency plan is proposed for quick evacuation and ameliorative measure because there is no need of as such plan. TRAFFIC MOVEMENT The mining operation will be of small scale and the machinery proposed to be used for mining is less in number, therefore there will be no risk of accidents due to the traffic movement. However, haulage roads will be properly maintained and the speed limits will be implied on the vehicles plying for mineral transport to avoid accidents. 7.4 DISASTER MANAGEMENT PLAN The objectives of Disaster Management Plan (DMP) is to describe the lessee s emergency 152

4 preparedness organization, the resource availability and response actions applicable to deal with various types of emergencies that could occur at the mines with organization structure being deployed in shortest time possible during the emergency. Thus the overall objectives of the emergency plan are summarized as: (a) Rapid control and containment of Hazardous situation. (b) Minimizing the Risk and impact of event/accident. (c) Effective prevention of damage to property. In order to achieve effectively the objectives of emergency planning, the critical elements that form the backbone of Disaster Management Plan (DMP) are: a. Reliable and early detection of an emergency and immediate careful planning. b. The command, co-ordination and response organization structure along with availability of efficient trained personnel. c. The availability of resources for handling emergencies. d. Appropriate emergency response action. e. Effective notification and communication facilities. f. Regular review and updating of DMP. g. Protect training of the concerned personnel. Minimizing the effects may include rescue, first aid, evacuation, rehabilitation and giving information promptly to people living nearby and scrutinized information s to media. Inspite of following all the precautionary measures and following all safety rules, regulations and procedures, in mining accidents cannot be ruled out completely. The Project Proponent will formulate a Disaster Management Plan with the approval of DGMS. Following are the accidents which can take place in mechanised opencast mining and measures proposed to be taken. Failure of Benches. Fall of human beings or fall of machines from benches/ dumps/haul roads. Fire & Explosion in machinery PREVENTIVE MEASURES Creating berm on the side of benches /haul roads. Fire fighting equipment in the machinery/ workshop/ office will be maintained. Persons will be trained and mock rehearsal will be conducted. Training of security personnel. Procedures as laid down in Disaster Management Plan to be followed. 153

5 7.4.2 TRAINING Persons will be trained in use of Chemicals and protective equipment, fire fighting equipment, Training in first aid as per Mines Rules EMERGENCY EQUIPMENT & FACILITIES Mobiles Fire fighting equipment's Other protective equipment s i.e. goggles, helmet, face shield, hand gloves, safety belts, barricade tape. First Aid station as per the provisions of Mines Rules During the opencast working, and allied activities, all the precautionary measures will be taken into account as per MMR 1961 and MCDR 1988 for safety and security. Following Safety & security measures will be enforced; Moving front of the quarry will have temporary fencing. Permanent fencing will be provided where mining has reached the ultimate pit limit. Mine entrance will have a permanent check post and record will be maintained of all persons/vehicles entering the mine area. Round the clock security arrangement will be provided to prevent inadvertent entry of persons. 7.5 OCCUPATIONAL HEALTH HAZARDS Dry - pit mining by open cast method involves dust generation by excavation, loading and transportation of mineral. At site, during excavation and loading activity, dust is main pollutant which affects the health of workers whereas environmental and climatic conditions also generate the health problems. Occupational injuries and ill-health have huge social and economic implications for individuals, their families and their communities. They also have an adverse impact on the economy of the society as a whole. Occupational accidents and health hazards can also affect public health and safety, and the environment. The effect on the health and safety of people costs the economy and impacts the environment. Efforts will be made to address occupational health and safety with broader social agenda for sustainable development. Hazards, which are associated with poor engineering design, contribute to increased safety risks. Although health risks can be avoided by implementing controls at source in the work environment, designing such controls for mining environment presents considerable challenges because dust and noise are generated by mining itself. 154
