PRINCIPLE Uncontrolled When Printed 1.1 When Working by Pilotman is necessary Working by Pilotman must be introduced if:- (a) (b) (c) the Token is lost it is necessary to work to and from the point of obstruction the signal controlling the entrance to the single line cannot be cleared for any of the following reasons:- the failure or disconnection of the signal, or the failure of a track circuit or the failure of signalling equipment, or the failure of level crossing equipment, or the failure of Token instruments or damage to the Token There are some exceptions when Working by Pilotman is NOT necessary in the circumstances listed in this clause (c). METHOD 2.1 Appointment of a Pilotman A competent person must be appointed by the local Railtrack Production Manager to act as Pilotman. 2.2 Identification of the Pilotman The Pilotman must:- wear on the left arm, an armlet with Pilotman on it in white letters on a red background if an armlet is not immediately available, wear in the same position a red flag until an armlet is provided Page P(ii).7

8 2.3 Forms for Working Uncontrolled of single When and Printed bi-directional lines by Pilotman The Pilotman must complete a Pilotman s form for Working of single lines and bi-directional lines by Pilotman (RT see example on pages P(ii).21 and P(ii).22) which will detail the arrangements for Working by Pilotman. This is referred to in these instructions as the Pilotman s form The Signaller must complete a Signaller s form for Working of single and bi-directional lines by Pilotman (RT see example on Page P(ii).23 and P(ii).24 ) which must be dictated by the Pilotman. This is referred to in these instructions as the Signaller s form. 2.4 Tickets for Working of single lines by Pilotman The Pilotman must give the Driver of each train requiring to enter or foul the single line a completed Driver s ticket for Working of single and bi-directional lines by Pilotman (RT see example on page P(ii).26) unless the train is to enter an obstructed section to:- assist a disabled train, or remove a portion of a divided train This is referred to in these instructions as the Driver s ticket It is not necessary for the Pilotman to give the Driver a ticket on a One Train Working line 2.5 Withdrawal of Working by Pilotman The Pilotman is the only person who can authorise Working by Pilotman to be withdrawn. DUTIES Uncontrolled OF SIGNALLERS, When PrintedTHE PILOTMAN AND DRIVERS X.1 SETTING UP WORKING OF SINGLE AND BI- DIRECTIONAL LINES BY PILOTMAN X.1.1 X X X Arrangements between the Signaller and the Pilotman The Pilotman and each Signaller concerned must before Working by Pilotman starts:- reach a clear understanding with each other about the arrangements that are to apply agree a time at which the Pilotman must complete the Pilotman s form The Signaller must remind the Pilotman of the following:- which signals will require to be passed at Danger which signals must be obeyed any special instructions concerning the operation of level crossings any other special instructions The Pilotman must ask the Signaller the time at which the Signallers change duty. X.1.2 X Completing the forms for Working of single or bidirectional lines by Pilotman The Pilotman must complete and sign the Pilotman s form:- at the time that was agreed with the Signaller, and provided the line over which Working by Pilotman is to apply is clear Page P(ii).9

10 X When the Pilotman s Uncontrolled form has When been Printed completed, the Pilotman must dictate it to each Signaller who controls the entrance of trains to the section of single line concerned The Pilotman must, if communication is not available, go to each signal box to dictate the form. A train must not be permitted to enter the single line for this purpose. X X Each Signaller must then complete a Signaller s form at the Pilotman s dictation. When the form has been completed, each Signaller concerned must:- enter the Pilotman s name on the form read back the completed form to the Pilotman. This enables the Pilotman to be sure that the correct details have been entered on the form by the Signaller record the details in the Train Register The Pilotman must then record the name of each Signaller on thepilotman s form X.1.3 X X Token to be put out of use The Pilotman must receive an assurance from the Signallers at both ends of the section that the Token has been restored to the instrument. If, however, the token will be required to release a ground frame in the section or the Token is damaged, the Pilotman must either:- take possession of the Token at the end of the section he/ she is appointed, or if the Token is available at the other end of the section of the single line, instruct the Signaller at that end to lock the Token in a safe place. The Pilotman will then take charge of the Token on arriving at the signal box Page P(ii).10

11 X.1.4 X X X When arrangements Uncontrolled are When complete Printed The Pilotman must make sure all of the requirements contained in this clause X.1 are complete before authorising the first train to travel over the single line. The Signaller must then write the following entry in the Train Register:- Working by Pilotman started at...(time) Working by Pilotman may then start. X.2 DURING WORKING BY PILOTMAN X.2.1 X X Pilotman s authority for movements to enter the single line The Pilotman must:- be present to personally authorise all movements which require to enter or foul the single line ask the Signaller who controls the entrance to the single line for permission before authorising the movement The Driver is required to enter the single line ONLY if the personal authority of the Pilotman has been obtained. Exception :- The Signaller can authorise a movement to enter or foul the single line without the Pilotman being present if a train is to enter the single line in order to assist a disabled train. The Signaller must, however, ask the Pilotman for permission before authorising the movement. X.2.2 X Pilotman s instructions to Drivers Before authorising a train to enter the single line, the Pilotman must:- Page P(ii).11

This instruction does not apply if the Signaller has told the Pilotman that:- the ground frame is in order, or the points have been secured X.2.3 Completion of Driver s ticket for Working of single lines and bi-directional lines by Pilotman The Pilotman must, after all of the necessary instructions have been given to the Driver, hand the Driver a completed Driver s ticket, unless the train is to enter an obstructed section to:- assist a disabled train, or remove a portion of a disabled train Note : It is NOT necessary for the Pilotman to give the Driver a ticket on a One Train Working line. X.2.4 X.2.5 Driver's advice to the Guard The Driver must advise the Guard (where provided) that Working by Pilotman is in operation. Train worked by two or more locomotives If the train is worked by two or more locomotives, the Pilotman must:- give the necessary instructions concerning the arrangements for Working by Pilotman to the Driver of each locomotive Page P(ii).12

If there is more than one locomotive, the Pilotman must ride with the Driver of the leading locomotive. X If, however, any of the following applies, the Pilotman must accompany every train:- One Train Working working of trains to and from the point of obstruction when instructed to do so by the Signaller in connection with the instructions contained in Regulation 11 of the Regulations for Train Signalling X.2.7 X.2.8 Pilotman arriving at the end of the single line The Pilotman must, on arriving at the end of the single line:- collect the cancelled Driver s ticket tell the Signaller immediately that he/she has arrived. This instruction does not apply on a One Train Working line where it is not normally necessary to ask the Signaller for permission for the train to start its return journey Pilotman to keep the Token If there is a Token provided and it is required to release a ground frame or the Token is damaged, the Pilotman must:- Page P(ii).13

14 keep the Token Uncontrolled until either When normal Printed working is resumed or it is required by the Signal Technician take possession of the Token when arriving at a signal box at which the Signaller has locked the Token away (as shown in clause X.1.3) X.2.9 X X X If the Pilotman is relieved The Pilotman must, if relieved:- make sure the relief fully understands the arrangements for Working by Pilotman give the new Pilotman the Pilotman s form the Pilotman s armlet tell each Signaller and give the name of the relief to the Signaller not ride in the driving cab of any train over the single line section The Signaller must record the name of the new Pilotman and the time on the Signaller s form. The new Pilotman must sign the Pilotman s form. X.2.10 X X X If the Signaller is relieved The Signaller going off duty must make sure the new Signaller:- fully understands the arrangements for Working by Pilotman signs the Signaller s form in his/her presence The new Signaller must tell the Pilotman as soon as possible that he/she has now taken duty. The Pilotman must enter the name of the new Signaller on the Pilotman s form together with the time. Page P(ii).14

15 X.3 MOVEMENTS Uncontrolled OVER When THE SINGLE Printed LINE X.3.1 X.3.2 X X Passing a signal at Danger The Driver must carry out the instructions contained in Section D when passing a signal at Danger. Working of ground frames If:- a train requires to work at a ground frame which is normally released by the Token, and a Token is not available, the Pilotman must:- show the Signalling Technician the completed Pilotman s form ask the Signalling Technician to release a Token keep the Token as shown in the instructions in clause X.2.8 On a One Train Working line, the Signalling Technician must be asked to:- travel on the train with the Pilotman unlock the ground frame while the work takes place The Pilotman must remain with the Signalling Technician until the ground frame has again been locked. X.3.3 Entries in the Train Register The Signaller must enter in the Train Register, the time at which each train enters or leaves the single line. This must be done even if recording the time is not normally required at the signal box concerned. 06/2002 Page P(ii).15

16 X.3.4 Disposal of the Uncontrolled Driver s ticket When Printed (a) (b) When accompanied by the Pilotman On reaching the end of the single line, the Driver must:- cancel the ticket by writing the word CANCELLED across it give the ticket to the Pilotman When not accompanied by the Pilotman Unless specially instructed to do so, the Driver does not need to stop at the end of the single line to surrender the ticket. The Driver must, however, at the first convenient opportunity:- cancel the ticket by writing the word CANCELLED across it dispose of the ticket in accordance with local instructions X.4 FAILURE OF A TRAIN ON A SINGLE LINE X.4.1 X.4.2 X X When the Pilotman is on the train The Pilotman must:- make arrangements with the Signaller for assistance to be provided for the failed train ask the Signaller for permission before making the movement if the failed train is to return to the same end of the single line as it entered When the Pilotman is not on the train The Signaller must ask the Pilotman for permission before authorising an assisting train to proceed onto the single line. The Pilotman must travel with the assisting train if:- Page P(ii).16 06/2002

17 the assistance Uncontrolled is to come When from Printed the rear, and the failed train is to be withdrawn to the rear X.5 WITHDRAWAL OF WORKING BY PILOTMAN X.5.1 X.5.2 X Action the Pilotman must take When the last train is clear of the single line, the Pilotman must:- tell each Signaller concerned that Working by Pilotman is to be withdrawn instruct each Signaller to:- cancel the Signaller s form obtain an assurance from each Signaller that this has been done cancel the Pilotman s form if in possession of the Token for the reasons shown in clause X.2.8, hand it to the Signalling Technician who must either take it away or restore it to the instrument as appropriate Resumption of normal working When the Signaller s form has been cancelled, each Signaller must make an entry in the Train Register as follows and sign it:- Working by Pilotman between... and...cancelled at... 18 X.6 WORKING OF TRAINS TO AND FROM THE POINT OF Uncontrolled When Printed OBSTRUCTION X.6.1 X.6.2 X Arrangements to apply If a single line becomes blocked and it is necessary for trains to work to and from the point of obstruction, Working by Pilotman must be introduced between the nearest signal box, junction or other appropriate location and the obstruction. Method of working The Pilotman must make sure that one of the following is provided at the point where trains approaching the obstruction are required to stop:- emergency protection is provided in accordance with Section B (Part iii) or M (Part i), or a possession limit board has been provided in accordance with Section T (Part iii), or a signal is maintained at Danger If the emergency protection or possession limit board has already been provided, the Pilotman must, if necessary, arrange for that protection to be re-positioned so that trains can run as far as the place where they are required to stop. X The Pilotman:- must accompany all trains over the single line is NOT required to give the Driver a Driver s ticket for Working of single or bi-directional lines by Pilotman must tell the Signaller controlling the entrance to the single line at the other side of the point of obstruction, when Working by Pilotman is both introduced and withdrawn X.6.3 X Method of working when trains are working on both sides of the obstruction The arrangements shown in clauses X.6.1 and X.6.2 may be introduced on both sides of the obstruction. X.7 SPECIAL ARRANGEMENTS FOR AUTHORISING A TRAIN TO ENTER A SINGLE LINE SECTION ON A TOKENLESS BLOCK LINE WITHOUT A PILOTMAN BEING PRESENT Note : When these special working arrangements are put into operation, Working by Pilotman must be introduced as soon as possible. X.7.1 X.7.2 X Principle On a Tokenless Block line ONLY, the Signaller is permitted at certain locations authorised in the Sectional Appendix, to allow a train to pass through a single line section without a Pilotman being present in the event of a:- failure of a track circuit, or failure of signalling equipment, or failure of level crossing equipment Method of working If these arrangements apply, the Signaller must:- tell the Driver why this method of working has been introduced hand the Driver a completed Driver s ticket for Failure of signalling equipment on Tokenless Block lines (RT see example on page P(ii).26), or at locations where the Signaller is permitted to do so, dictate the details to the Driver who will enter them on the ticket if there is more than one locomotive, show the completed Driver s ticket to each Driver and hand the completed ticket to the Driver of the leading locomotive Page P(ii).19
