5 1. PRINCIPLE When a signal is passed at Danger or a wrong direction movement is made for which a signal is NOT provided, the security normally provided by the signalling system is not available. Safety then depends on:- (a) (b) (c) the Signaller carrying out the appropriate instructions before authorising the movement the Signaller reaching a clear understanding with the Driver about what is required the Driver carrying out the appropriate instructions throughout the movement X. DUTIES OF DRIVERS AND SIGNALLERS X.1 AUTHORITY FOR MOVEMENTS X.1.1 X When a signal can be passed at Danger The Signaller may ONLY authorise the Driver of a train to pass a signal at Danger when:- (a) (b) (c) (d) (e) (f) (g) an Engineer's train requires to move towards a line under possession or to leave a line under possession at an intermediate point. (The signal beyond the detonators of a possession should be worked normally) Single Line Working applies Working by Pilotman applies the section signal is to be passed at Danger for shunting purposes the signal cannot be cleared because a train or movement which has reversed is then required to start from ahead of that signal an electric train is to pass the signal protecting an isolated section or sub-section and proceed towards the limiting point the section signal is to be passed to permit a train on an Absolute Block line to proceed and check why a signal box has not opened at the appointed time 12/2002 Master Rule Book Page D.5

6 (h) (i) (j) (k) (l) (m) (n) (o) the signal is defective or disconnected the signal cannot be cleared because of a failure of signalling or level crossing equipment the line is to be examined to check that it is clear a train is to enter an obstructed line to assist a disabled train a train is to proceed cautiously through an Absolute Block section from the signal box in rear following the removal of a disabled train a train is to enter the section after:- a runaway train or vehicle has been removed, or the front portion of a divided train has passed through the section a train is to pass through the section in accordance with Absolute or Electric Token Block Regulation 3, clause 3.5, but the section signal cannot be cleared because of an obstruction immediately ahead of the home signal at the signal box ahead a train is to pass the signal protecting engineering work being carried out in accordance with Section T (Part ii) for the purposes of gaining access to:- a station, so that the train may start back from that station, or a line under Single Line Working, or a siding X The Driver is permitted on his/her own authority to:- (a) pass at Danger, the following types of signal if the telephone at the signal is defective:- automatic semi-automatic (when the controlling signal box or ground frame is closed) intermediate block home Page D.6 Master Rule Book 12/2002

7 (b) pass at Danger any type of signal which is controlled by a signal box which is closed The Driver must in either of these circumstances, carry out the instructions in clause X.4.4 of this Section D and also clause X.3 of Rule Book Section K. X In all of these circumstances of a train passing a signal at danger, both the Signaller and Driver must:- carry out the appropriate Rules contained elsewhere in this Rule Book or in the Regulations for Train Signalling, and carry out the instructions contained in this Section D X.1.2 X When a wrong direction movement can be made The Signaller may ONLY authorise the Driver to make a wrong direction movement for which a signal is NOT provided when:- 12/2002 (a) (b) (c) (d) (e) (f) (g) an Engineer's train is to move towards or from a line under possession Single Line Working applies a train is to set back after over-running a platform it is essential a train sets back after taking a wrong route a train has to set back from or towards a line blocked by:- an accident a failure an obstruction other exceptional incident a train has to set back because it cannot continue forward owing to the fact that:- it has failed, or it cannot be driven from the leading cab the front portion of a divided train is to set back to the rear portion Master Rule Book Page D.7

8 (h) (i) a light locomotive or empty multiple unit train is to proceed in the wrong direction over the affected or unaffected line in order to assist a failed train from the front a shunting movement is to set back through points worked from a ground frame X Except for clause (i), in all of these circumstances of a movement being made in the wrong direction, both the Signaller and Driver must:- carry out the appropriate Rules contained elsewhere in this Rule Book or in the Regulations for Train Signalling, and carry out the instructions contained in this Section D X.2 BEFORE THE MOVEMENT STARTS X.2.1A Safety of the movement The Signaller must make sure for the portion of line concerned:- (i) (ii) (iii) (iv) (v) (vi) (vii) it is clear and safe for the movement to take place in accordance with the Train Signalling Regulations the barriers or gates at any manned level crossings are closed to road traffic all points have been operated to the required position for the movement. On a route setting panel, the Signaller must use the individual point switches to achieve this all points are locked by facing point locks, where provided any ground frame release giving access to the route is Normal (unless it is to be operated for the movement) all 'Normal' and 'Reverse' indications are obtained the necessary reminder appliances have been used X.2.1B Use of individual point switches Note:- The instructions in this clause X.2.1B do not apply in those circumstances detailed in clause X when the Signaller has been able to call the route on a route setting panel. 9 X.2.1B.1 If individual point switches have been used to operate points to the required position, the Signaller must before authorising the movement to be made, make sure the passage of trains is stopped on any adjacent or opposite line which could be fouled by the movement about to be authorised if the route has been set incorrectly. This is important because it will reduce the risk of conflicting movements. X.2.1B.2 When one train has passed safely over the affected route:- trains may be allowed to run without restriction on other lines, but only if NO alteration is made to the position of the points in the route X.2.2 X X Use of Signaller's Special Instructions If Signaller's Special Instructions (including Route Cards, Route Lists, etc.) have been issued for the purpose of passing signals at Danger, the Signaller must for the portion of line concerned:- operate the points to the required position as detailed in these special instructions make sure the necessary indications are obtained The Signaller must, if someone is available in the signal box, ask a competent person such as another Signaller or a Signal Box Supervisor to check the route setting. X.2.3 Points failing to operate to the required position The Signaller must apply the following procedures if points fail to operate to the required position:- (a) Power Operated Points The Signaller must carry out the instructions contained in Section F (Part i) if:- 08/1999 Master Rule Book Page D.9

10 any power operated points cannot be operated from the signal box, or the proper indications (i.e. 'Normal' or 'Reverse') cannot be obtained on any power operated points, or a 'Normal' indication cannot be obtained from a ground frame release (b) In addition, the Signaller must, if power operated points fail to operate to the required position, work the lever(s) concerned to correspond with the required position of the equipment. This also applies when the points and/ or facing point lock are disconnected. Mechanically Operated Points The Signaller must:- arrange for mechanically operated points to be checked if any of the following happens:- they cannot be operated from the signal box they cannot be locked from the signal box (where this facility is provided) the required indications cannot be obtained a 'Normal' indication from a ground frame release cannot be obtained tell the person who is checking the points to carry out the following:- make sure the points are in the required position secure all points which are facing to the movement work the levers concerned to correspond to the required position of the equipment. (This includes circumstances when the points and/or the facing point lock are disconnected) if the interlocking is out of order, make sure the facing points on any other line are set to avoid conflicting movements normally prevented by the interlocking and Page D.10 Master Rule Book 08/1999

11 that the signals for these conflicting movements are at Danger. (This does not apply if Signaller's Special Instructions are issued in connection with this clause X.2.3) X.2.5 X X X Additional requirements before authorising a signal to be passed at Danger The Signaller must carry out this clause X.2.5 IN ADDITION to clauses X.2.1 to X.2.3. The Signaller must operate the lever concerned to the required position if the signal which requires to be passed at Danger is:- defective, or disconnected, or cannot be cleared because of a failure of signalling equipment If the lever cannot be reversed or the signal is to be passed at Danger in any other circumstances, the Signaller must:- reverse all levers that ordinarily release the signal lever concerned normalise all levers that ordinarily lock the signal lever concerned On a route setting panel, the Signaller must if able to do so:- call the route so that the security of the interlocking can be obtained, but only do this AFTER the instructions contained in clauses X.2.1 and X.2.2 have been carried out However, the Signaller must NOT call the route if:- it is necessary to maintain the entrance signal at Danger for any reason, unless the Signal Technician has fixed the signal at Danger, or there is a track circuit failure in the route concerned 08/1999 Master Rule Book Page D.11

12 X.2.6 X Additional requirements before authorising a wrong direction movement for which a signal is not provided The Signaller must carry out this clause X.2.6 IN ADDITION to clauses X.2.1 to X.2.3. The Signaller must make sure that:- (a) (b) (c) any unworked points are secured any AHB level crossing without wrong direction controls is locally operated the line is clear for 400 metres (or ¼ mile) ahead of the signal or location to which the movement is required to proceed. This instruction does not apply if the movement is proceeding to:- a stationary train or vehicle, or the point of obstruction, or the detonators protecting a possession, or is authorised to proceed beyond the point at which it will return to a line in the right direction X During Single Line Working, the line must be clear as shown in Block Regulation 12. X.3 AUTHORISING THE MOVEMENT X.3.1 X Obtaining authority for the movement The Driver must obtain the personal authority of one of the following before passing a signal at Danger or making a wrong direction move for which a signal is NOT provided:- the Signaller, or the Handsignaller or Pilotman if acting on the Signaller's instructions, or Page D.12 Master Rule Book 08/1999

13 another person, where it is expressly permitted in the appropriate Rules The Driver must clearly understand what is required and how far the movement can proceed. X The Driver does not need this personal authority if required to pass:- (a) (b) (c) one of the following types of signal which is at Danger and the telephone has failed and it is not possible to communicate with the Signaller:- automatic signal semi-automatic signal (when the controlling signal box or ground frame is closed) intermediate block home signal The Driver must proceed in accordance with clause X.4 as far as the next stop signal. a signal at Danger in rear of a signal box provided the Signaller displays a yellow handsignal from the signal box. The Driver must accept this yellow handsignal as authority to proceed as far as the signal box only a signal at Danger and the Driver has established that the controlling signal box is closed. The Driver must proceed in accordance with clause X.4 and report the circumstances to the Signaller at the next signal box X.3.2 X X /2001 Handsignals If a Handsignaller is provided at a signal which requires to be passed at Danger, the Handsignaller must:- display a hand Danger signal to the Driver of each approaching train maintain one detonator on the line to which the signal applies After obtaining permission from the Signaller for the train to proceed, the Handsignaller must:- Master Rule Book Page D.13

14 give the Driver the necessary instructions remove the detonator from the rail display a yellow handsignal The Driver must make sure that the train is NOT moved until a yellow handsignal is displayed by the Handsignaller. The Handsignaller may be removing the detonator from the rail. X The Driver must only accept a yellow handsignal as authority to pass a signal at Danger when:- the necessary instructions have been given at the signal by the Handsignaller, or the Driver has already been advised by the Signaller of the circumstances and instructed to obey the handsignal displayed at the signal concerned, or the Signaller displays a yellow handsignal from the signal box which means the Driver can pass the signal in rear of the signal box and proceed as far as the signal box only. The Signaller will, after giving the Driver the necessary instructions, display a further yellow handsignal as authority for the Driver to proceed X.3.3 X Instructions to Drivers The Signaller must tell the Driver:- what is required how far the movement can proceed if the signal is equipped with TPWS The Signaller must also instruct the Driver to:- (a) proceed at caution and be prepared to stop short of any obstruction. This clause (a) does NOT apply during:- Page D.14 Master Rule Book 06/2001

15 Single Line Working, or Working by Pilotman, or Temporary Block Working, (b) (c) (d) unless the train is to enter the section to check if it is clear or to assist a disabled train approach at caution and check it is safe before passing over:- any manned level crossing, or any of the following crossings which will not operate normally for the movement:- automatic level crossing, or barrow or foot crossing with white light indications stop and sound the horn before proceeding over a level crossing equipped with miniature red/green warning lights pass any SPAD indicator which may be illuminated by the movement and cancel any AWS warning indication received. The Signaller must comply with the Signaller's Special Instructions issued in connection with this X X X The Signaller must make sure the Driver clearly understands what is required. If the train has been stopped at the signal box in order to give the Driver instructions, the Signaller must, after giving the instructions, display a yellow handsignal to the Driver in order that the train can proceed. If a Handsignaller, Pilotman or other competent person is on duty to instruct the Driver, the Signaller must make sure this person clearly understands what the Driver must be told. The Signaller must inform the Handsignaller if the instructions have already been given to the Driver. The Handsignaller need not then stop the train to give instructions to the Driver. 06/2001 Master Rule Book Page D.15

16 X.3.4 X Temporary Block Working During an extensive failure or extensive disconnections of signalling equipment on a Track Circuit Block double or multiple track line, Temporary Block Working may be introduced between strategic locations. Temporary Block Working is not permitted on a single line. X X Temporary Block Working permits the Driver to be given authority to pass two or more consecutive stop signals normally capable of displaying a main aspect. If Temporary Block Working applies, the Driver must be in possession of a Temporary Block Working ticket (RT3184, see example on page D.23) which is valid for that train only, before the Driver can pass the signal at Danger at the start of the temporary block section. There are exceptions to this as follows:- (a) (b) when a train is worked by two or more locomotives. In this situation, the Temporary Block Working ticket will be shown to the Driver of each locomotive and then carried by the Driver of the leading locomotive when the temporary block section is obstructed and a train is required to enter the section to either:- assist a failed train, or remove a portion of a divided train X X The Signaller must:- instruct the Handsignaller to complete a Driver's Temporary Block Working ticket when permission is given for each train to proceed, and ask the Handsignaller to read back the train reporting number entered on the ticket The Handsignaller must, after giving the Driver the necessary instructions, hand the ticket to the Driver. 17 X X The Driver must advise the Guard (where provided) that Temporary Block Working is in operation. The Driver must hand the Temporary Block Working Ticket to the Handsignaller appointed to collect it when the train arrives at the end of the temporary block section. Note: Additional instructions on Temporary Block Working are contained in Regulation 11 of the Track Circuit Block Regulations. X.3.5 X X X Defective signal in rear of the signal box If a train is required to pass a defective signal in rear of the signal box and the Signaller is unable to speak to the Driver, the Signaller must, after the train has come to a stand at the signal, display a yellow handsignal. The Driver will accept this yellow handsignal as authority to proceed as far as the signal box only. The Signaller must not apply this instruction if:- the train will pass over any points in the facing direction, or there is a risk of another Driver mistaking the yellow handsignal as authority to proceed X.3.6 X X Passing a section signal at Danger for shunting purposes If the Signaller requires a movement to pass the section signal at Danger for shunting purposes, the Signaller must instruct the Driver to do so. Following completion of shunting, the Driver must not proceed on the journey until:-:- the section signal is cleared, or the Signaller gives authority for the train to proceed 06/2003 Master Rule Book Page D.17

18 X.3.7 X X Where TPWS is provided The Driver must operate the temporary isolation switch when authorised to:- enter a section of line where Temporary Block Working is in operation enter a single line when:- working by Pilotman is in operation, and it is necessary to pass more than one signal at Danger enter a line which is under possession in accordance with Section T (Part iii) When leaving the section of line concerned, the Driver must re-instate the TPWS. X.3.8 X X Where TASS is provided The Driver must operate the temporary isolation facility on the tilt control system when authorised to make any movement in the wrong direction for which no fixed signal is provided. When the wrong direction movement is complete the Driver must reset the tilt control system. X.4 DURING THE MOVEMENT X.4.1 Protecting the movement The Signaller must not:- (a) (b) work any lever that has been operated to protect the movement allow the release of any points which have been secured until the movement has passed clear of the:- Page D.18 Master Rule Book 06/2003

19 (c) last points in the route concerned, or track circuit controlling these points if the movement is in the wrong direction, allow any conflicting movement to come within 400 metres (or ¼ mile) ahead of the signal or location to which the movement is required to proceed X.4.2 X Actions of the Driver during the movement When passing a signal at Danger or making a wrong direction movement for which a signal is not provided, the Driver must:- (a) (b) (c) (d) (e) (f) (g) reset the Driver's Reminder Appliance (DRA), if provided operate the TPWS train stop override button, where provided give one long blast on the horn on starting carry out the instructions given by the person authorising the movement disregard the AWS indication and cancel any warning indication if required to pass an illuminated SPAD indicator, cancel any AWS warning indication received approach at caution and not pass over the following at more than 15 mph:- any points which are facing to the movement, or switch diamonds, or swing nose crossings Where practicable, make sure they are in the correct position for the train During Temporary Block Working ONLY, this instruction does not apply to points which have been secured out of use in accordance with Section B (Part iii) clause X.3.7. Details of any such points which the 06/2003 Master Rule Book Page D.19

20 (h) (i) Driver must pass over must be written on the Temporary Block Working ticket approach any manned level crossing at caution, and not pass over it until it is safe to do so proceed at reduced speed throughout the section of line concerned and must always be able to stop safely and well clear of any obstruction on the line. The Driver must take the following into consideration when deciding on the safe speed at which to proceed:- the train's braking capability the distance ahead which can be seen to be clear, allowing for:- darkness, fog or falling snow curvature of the line anything else affecting the view of the line ahead The Driver must always be able to stop within the distance the line can be seen to be clear. X There are, however, some circumstances when the requirements of clause (i) above DO NOT APPLY and the Driver is permitted to travel at a higher speed through the section of line concerned. These circumstances are shown in the following table:- Page D.20 Master Rule Book 06/2003

21 Circumstance Single Line Working in the right direction Single Line Working in the wrong direction Temporary Block Working Working of single line by Pilotman Maximum higher speed at which the Driver is permitted to travel throughout the section Line Speed Reduced speed and not exceed 50 mph Extra care must be taken by the Driver at locations where persons working on the line have a restricted view of approaching trains Reduced speed and not exceed 50 mph Line Speed X However, this instruction permitting the Driver to travel at a higher speed in the above circumstances DOES NOT APPLY if:- the Driver is required to check that the line is clear, or the Driver is to assist a failed train X.4.3 Additional requirements of the Driver when making a wrong direction movement for which a signal is not provided IN ADDITION to clause X.4.2, the Driver must:- (a) (b) (c) frequently give a series of short blasts on the horn to warn anyone on or near the line only pass over any unworked points if they are secured for the safety of the movement approach at caution and make sure it is safe to pass over:- any automatic level crossing, or any barrow or foot crossing with white light indicators (If wrong direction controls are provided at the crossing, 06/2003 Master Rule Book Page D.21

22 (d) this only applies when the crossing is being locally operated) stop and sound the horn before proceeding over a level crossing equipped with miniature red/green warning lights X.4.4 Passing an automatic, semi-automatic or intermediate block home signal at Danger at which the telephone has failed or passing a signal at Danger which is controlled by a signal box which is closed In these circumstances, the Driver must:- proceed at reduced speed, even if the line appears to be clear, because of the possibility of a broken rail or persons working on or near the line only enter a tunnel when sure it is clear throughout its whole length only pass over any automatic level crossing when sure it is safe to do so The Driver must also carry out the appropriate instructions in clause X.3 of Rule Book Section K. X.4.5 Observing the next signal If when passing a signal at Danger the Driver sees the next stop signal ahead displaying a proceed aspect, it must not be assumed the line ahead is clear for the train. The signal might have been cleared for a train ahead which is nearer to that signal. Page D.22 Master Rule Book 06/2003
