4 Compliance and workplace requirements Australia Wide Construction also has specific policies and procedures for hazard identification, risk assessment and risk control. Each construction site has a site safety plan. It is required that all workers are familiarised with the plan as part of their site induction. The plan will include: whether there is a WHS committee whether there is a WHS Officer appointed plant provided for common use site rules the risks the principal contractor is obliged to manage proposed control measures for the risks how the controls will be implemented arrangements for monitoring and reviewing controls emergency procedures public safety strategies BSB41412-Learning-Guide-Sample-V2 Page 2

5 Safe Work Method Statements There must also be Work Method Statements provided by the PCBU for all high risk work. Legislation requires the PCBU to provide a SWMS for all high risk work activities and to ensure that workers engaged in those activities are trained in the relevant safety practices. Before beginning the job, workers must sign the SWMS to confirm that they have read and understood it, and will comply with it. Types of high risk construction work that require an SWMS include: entering a trench more than 1.5 metres deep using explosives entering a confined space using a hazardous substance working at height working on a roof with a pitch greater than 26 demolition work or asbestos removal (these are prescribed activities only to be performed by licensed operators) tilt-up and precast construction work structural alterations that require temporary support to prevent collapse moving powered mobile plant at the workplace working on a telecommunications tower working in, over or adjacent to water where there is a risk of drowning working on, or adjacent to, a road or railway working on or near a pressurised gas distribution mains and consumer piping working on or near a chemical, fuel or refrigerant line work near an exposed energised electrical installation work in an area that may have a contaminated or flammable atmosphere work in an area where there are artificial extremes of temperature BSB41412-Learning-Guide-Sample-V2 Page 3

6 Job Safety and Environmental Analysis These used to be known as JSA and now include analysis of environmental hazards. A JSEA is similar to a Safe Work Method Statement. The difference is that the JSEA is specific to a task. The SWMS identifies the hazards, risks and control measures for a type of job/task (such as working in a confined space). The JSEA usually relates to a specific task to be completed on a site on a particular day. However, you should bear in mind that different companies use the terms JSA, JSEA and SWMS interchangeably. The slide is an extract from a Tarong Energy procedural document that gives clear instructions on when to complete a JSEA and how it must be done. Their instructions on the procedure include: Step 1: Identify whether job requires a formal JSEA to be completed Step 2a: Consider whether a JSEA has already been written for the job. Step 2b: When an existing JSEA is not available, prepare a new JSEA Assemble a team to do the JSEA (minimum of two competent people): Use the JSEA worksheet template Complete the first page of the JSEA worksheet Step 3: Break the job into logical steps Step 4: Identify the Potential Hazards & Impacts Step 5. Selection of control measures Step 6. 7 Safety Data Sheets A Safety Data Sheet (SDS), previously called a Material Safety Data Sheet (MSDS), is a document that provides information on the properties of hazardous chemicals and how they affect health and safety in the workplace. For example an SDS includes information on: the identity of the chemical health and physicochemical hazards safe handling and storage procedures emergency procedures disposal considerations Manufacturers and importers of hazardous chemicals have duties under the WHS Regulations to provide current information about the hazardous chemical in the form of an SDS. These duties are summarised below. The SDS should always be referred to when assessing risks in the workplace. The Code of Practice for Preparation of Safety Data Sheets for Hazardous Chemicals lists what must be included on an SDS. Identification: This section provides information about the identification of the hazardous chemical, recommended uses and the contact details of the Australian manufacturer or importer, including an emergency contact. Hazard(s) Identification This section describes the hazards of the chemical and the appropriate warning information associated with the hazards as listed in Appendix C. The information provided here must include a hazard classification statement explaining all the hazards of the hazardous chemical, as described below. BSB41412-Learning-Guide-Sample-V2 Page 5

8 Composition and Information on Ingredients The ingredient(s) of the hazardous chemical must be identified. This includes the identification of impurities and stabilising additives that contribute to the classification of the hazardous chemical. First Aid Measures This section of the SDS provides information about the initial care that does not involve the use of sophisticated equipment or access to a wide selection of medications to be given to a person affected by a hazardous chemical. It should state whether medical attention is required for a chemical, including the urgency of treatment required. Fire Fighting Measures This section of the SDS provides information on how to fight a fire caused by a hazardous chemical, or a fire arising in its vicinity. Accidental Release Measures This section of the SDS provides information on the appropriate ways to respond to the release of chemicals, in the form of spills, leaks or other accidental release. This is so that the adverse effects on people, property and the environment at or near the workplace can be prevented or minimised. Handling and Storage This section of the SDS provides guidance on safe handling and storage practices to minimise the risks of release and exposure to the hazardous chemical. Exposure controls and personal protection This section provides guidance on how to eliminate or minimise risks associated with exposure to hazardous chemicals. Exposure control means the full range of specific protection measures (including engineering control measures) to be taken during the use of a hazardous chemical in order to minimise personal exposure to the chemical. Physical and Chemical Properties This section of the SDS describes the physical and chemical properties of a hazardous chemical. Stability and Reactivity This section of the SDS provides information regarding the stability and reactivity of the hazardous chemical. Information on the possibility of hazardous reactions is necessary to ensure the safe handling and storage of chemicals and to ensure effective fire fighting and spill control measures. Toxicological Information This section of the SDS provides toxicological information relevant to the health hazard category assigned to the chemical BSB41412-Learning-Guide-Sample-V2 Page 6

9 Ecological Information This section of the SDS provides information about the environmental and ecological hazards of hazardous chemicals. Disposal considerations This section of the SDS provides information on the most effective way to dispose of a chemical safely. Transport Information This section provides basic classification information for the transportation or shipment of a hazardous chemical by road, rail, sea or air as required by relevant transport legislation. Regulatory Information This section of the SDS provides advice on other regulatory information on the hazardous chemical that is not provided elsewhere in the SDS Hazardous materials must also have labels on the containers. The symbols shown on the slide are given in the Preparation of Safety Data Sheets for Hazardous Chemicals Code of Practice, together with their meanings. The Code of Practice can be downloaded from the Safe Work Australia web site. Assessment Task 6 Now refer to your assessment task workbook and complete the task. For this task you need to demonstrate 1. Completion of a JSEA that complies with WHSMS organisational procedure for manual excavation 2. Selecting and applying techniques to identify workplace hazards associated with the task 3. Analysing task to identify the nature of workplace hazards and the harm they may cause 4. Identifying risk associated with hazards at each stage of the task 5. Identifying and documenting relevant risk control options 6.
