3 Liquid Chlorine Management Plan The purpose of this written program is to establish policies and compliance procedures for the handling of liquid chlorine at Rochester Public Schools ISD #535. Guidelines to this policy are specified in 29 CFR (a)(1)(i) through (a)(1)(iv). ABATEMENT GUIDELINES Pre-Emergency Planning A. Entrance to areas that contain liquid chlorine will be locked and are to be entered by authorized personnel only. Rochester Public Schools ISD #535 currently stores its liquid chlorine in the pool filter room at middle schools and high schools. B. Spill response procedures are posted in the area where the chemical is stored and/or used. C. The most current SDS will be available where the chemical is stored and/or used. D. Only the District s Certified Pool Operators (CPO) are authorized to handle the chemical. E. Fire extinguishers and eyewashes are available to use in case of an emergency. Personnel Roles, Lines of Authority, Training and Communication A. The door to the pool filter room is posted as AUTHORIZED PERSONNEL ONLY to avoid entrance to others. B. The door shall be kept under lock and key. C. The District s CPO(s) are responsible for receiving the liquid chlorine from the vendor. This includes an inspection of the container to ensure proper labeling and integrity of the container. Also, the CPO(s) shall determine if the Safety data sheet on site is the most current version from the vendor. D. The Director of Facilities and Grounds will be immediately informed of any emergency situation involving the chemical. E. The District s CPO(s) and Director of Facilities and Ground are and will continually be trained on all aspects of this management plan. Documentation, written procedures, SDS and other pertinent information regarding liquid chlorine can be found in this management plan located in the office of the Health & Safety Coordinator and on the Rochester Public Schools ISD #535, Health & Safety website. Health Effects A. Rochester Public Schools ISD #535 currently uses a Sodium Hypochlorite (NaOCL) solution. According to the SDS, the percent of NaOCL in the solution ranges from 4% to 7%. The expected health-related concerns most likely to result from a spill cleanup scenario are: Respiratory and eye irritation from vapors, and possible eye and skin damage from direct contact. B. A review of potential health effects can be found by reading section (III) HAZARDS IDENTIFICATION found in the SDS for this chemical. Fire Hazards A. This chemical is not considered a fire hazard. B. A review of the fire fighting measures can be found by reading section (V) FIRE FIGHTING found in the SDS for this chemical. 3

4 First Aid Measures A. Inhalation: Move person to fresh air. Get medical attention immediately. B. Ingestion: If swallowed, DO NOT INDUCE VOMITING. Give large quantities of water. Get medical attention immediately. C. Skin Contact: Immediately flush skin with plenty of water for at least 15 minutes. Remove contaminated clothing and shoes. Get medical attention immediately. D. Eye Contact: Immediately flush eyes with plenty of water for at least 15 minutes. Get medical attention immediately. E. A review of first aid measures can be found by reading section (IV) FIRST AID found in the SDS for this chemical. Emergency Response Spill Procedures A. Small spill: 1). By definition, a small spill has been deemed to be less than 2 gallons. 2). Clean-up is only performed by CPO(s). 3). Steps taken to handle a small spill situation: a). Area is isolated by CPO(s). b). CPO(s) are to wear appropriate protective equipment including but by no means limited to: full-face piece respirator with an acid gas cartridge, rubber gloves and rubber boots. c). Collect liquid in an appropriate container or absorb with flame retardant material (e.g., dry sand, kitty litter, floor dry). d). Place contaminated materials in hazardous waste container. e). Contact the Director of Facilities and Grounds during or at least after the spill has been appropriately abated. f). Director of Facilities and Grounds will arrange for proper disposal of contaminated material through a hazardous waste hauler. B. Large Spill: 1). By definition a large spill is more than 2 gallons. 2). Steps taken to handle a large spill situation: a). CPO(s) are contacted. b). CPO(s) isolate the area. c). CPO(s) informs the Director of Facilities and Grounds of the current situation. The building Principal and the Director of Facilities and Grounds determine the need for evacuation of the building based on the quantity and situation of the spill. d). Call 911 in the event of an injury. e). The Rochester Fire Department will coordinate any large spill cleanup for the district. Any spill larger than 2 gallons is to be reported immediately to the Rochester Fire Department. f). If material is released to the environment (i.e. down the drain traps) the Minnesota Duty Officer is to be called at

5 Personal Protective Equipment (PPE) Exposure Controls Personal Protective Equipment is supplied by the District. The following PPE will be worn when handling a small spill: A. Face Protection: 1). A face shield is to be worn to prevent injury to skin and eyes. B. Skin Protection: 1). Rubber gloves and rubber boots are to be worn to prevent injury to skin. C. Respiratory Protection: 1). A full-face respirator is to be worn with an acid gas cartridge. D. Quick Drenching Facilities: 1). An eyewash station will be provided in area where liquid chlorine is used and/or stored. Documentation The CPO(s) are the only trained employees who are allowed to handle or move chlorine throughout the District. CPO(s) are trained annually on handling, spill procedures, and the content of this management plan. Documentation is retained in the management plan binder that is located at the office of the Health & Safety Coordinator. 5
