2 OVERVIEW This Operations Manual outlines the standards and responsibilities applicable to SA Surf Tour events sanctioned by Surfing South Africa Any issues relating to sponsorship, sanctioning requirements and other aspects of the SAST and this Operations Manual should be discussed with the General Manager of Surfing South Africa. 5 3. 1. EVENT EQUIPMENT & SERVICES Promoter/Sponsor s Responsibilities Items provided, arranged or hired by the promoter or sponsor. INFRASTRUCTURE 1.Tower made from scaffolding 2.Container structure 3.Gazebos All the above should be waterproof and provide adequate space for the judges and officials. In the case of non mobile events, towers/containers/structures must have partitions between the judges that extend to each chair and these must be a maximum of one metre higher than the table height. A minimum of five bays with desks or tables and comfortable chairs must be supplied. An area must be allocated for the heat timing disc and priority disc. An area must be set-aside for the Computer Operator, Contest Director and Announcers. The timing discs and priority equipment should be situated adjacent to the judge s area. If judges, priority judge & announcers are situated in the same area, the entrance should be at the announcers end. An Engineers and an Electrical Certificate must be provided for any structure built at an event site. ELECTRICITY / GENERATOR A direct electricity connection should be provided, if available. If there is no access to direct electricity, a large commercial size generator, fitted with a regulator, must be provided. Separate lines must be provided for the PA and the computer scoring system. A separate generator must be used for refrigerators, urns etc. Several long extension leads must be provided. It is recommended that a back-up generator be available. In order to comply with National Sports Act and Public Liability Insurance requirements an electrical certificate MUST be provided if direct electricity is being used (Direct Current) PA SYSTEM A PA system suitable for public announcements and computer scores is required. The PA should comprise at least four speakers (two of which must be one directional cone speakers). The PA sound must be minimised in the judging, announcers and media area. Announcers must be situated near the Head Judge preferably with a partition separating them from the HJ. A megaphone should be made available to the Beach Marshalls. TABLES & CHAIRS Adequate tables and chairs (approx. 30) should be placed in the media, competitors, VIP s and staff areas where required. Comfortable chairs should be provided for judges and staff.

6 4. NOTICE BOARDS A 2m x 2m (minimum) size score board must be provided for the posting of heats and schedule. Other smaller boards may be positioned in the media, VIP and spectators areas. CANOPIES (GAZEBO S) and UMBRELLAS These should be placed in officials, media, VIP s and competitor s areas. PORTABLE TOILETS If there are insufficient toilets at the event site, then separate portable toilets for Men & Women should be provided. These must be serviced every day. FIRST AID & EMERGENCY SERVICES A first aid kit must be available at all events. The National Sports and Safety Act prescribes that an Emergency Ambulance service complete with trained personnel must be on site at every SAST event. No SAST event may take place if Emergency Medical Services have not been engaged. TIMING DISCS The disc must be a minimum of 1m x 1m, two sided, and in the colours green and red. The disc must be situated on the judging tower near the judges. In one on one heats a red and yellow disc must be used. PRIORITY SYSTEM All SAST Events must utilize the Priority system. REFRESHMENTS Judges and officials must receive a breakfast and a lunch. A healthy light food for breakfast and lunch is recommended. Adequate sustenance should be provided throughout the day. Food must be delivered to the judges at set times. COMPETITION VESTS Five sets of Red, White, Yellow, Blue & Black vests are required. (XS, S, M, L & XL) The vests must be made of flexible lycra nylon fabric with sleeves. The SAST logo must be placed on the front and back upper panels. TWO WAY RADIOS Two-way radios may be required for communications between various staff members.

7 5. SSA s responsibilities CLIPBOARDS Twelve are required. HEATS and MASTER SHEETS When the computer scoring system is not being used standard SSA judging and tabulator sheets must be printed for the event. A minimum of 500 judges sheets and 100 tabulator s sheets are required for each event. When the computer scoring system is being used SSA will supply specially marked laminated judge s boards as well as a bottle of cleaning fluid and paper towels or cloths to wipe the laminated sheets, if required to do so by the Computer Scoring Operator. MISCELLANOUS STATIONERY Timer & Siren, 12 volt battery, pens, pencils, reams of paper, staplers, staples, press stick, drawing pens, fine white board markers, cable ties, tacks, tippex etc will be required. Event Staff (arranged by SSA and paid by sponsor/promoter) Event staff should include: 1. Event Co-ordinator/Director. Appointed by SSA to ensure that event runs according to the Sponsor/SSA agreement. 2. Event Secretary. Appointed by SSA & paid by sponsor via SSA 3. Contest Director. Appointed by SSA & paid by sponsor via SSA. 4. Head Judge. Appointed by SSA & paid by sponsor via SSA. 5. Priority Judges. Appointed by SSA & paid sponsor via SSA. 6. Judging panel. Appointed by SSA & paid by sponsor via SSA. 7. Computer Scoring system operator. Appointed by SSA and paid by sponsor via SSA 8. Media officer. Appointed either by SSA. 9. Head Announcer and assistant announcer. Approved by SSA and paid by sponsor via SSA. 10. Beach Marshalls. Appointed by SSA & paid by sponsor via SSA. 11. Two spotters. Appointed by the SSA & paid by sponsor via SSA. 12. Two Tabulators. Appointed by the SSA & paid by sponsor via SSA. 13. General work force. Employed & paid by event sponsor.

8 6. Judging panels 1. Adequate accommodation must be provided near the event site for any out of town officials for the duration of the event. 2. The minimum payment for judges & other event officials is listed in Appendix G. 3. Officials & judges must supply SSA with current bank details & ID Numbers. 4. Fees will be paid by EFT 5. The sponsor should pay the officials fees to SSA at least 21 days prior to the start of the event 6. The SSA General Manager will be responsible for the payment of SSA appointed officials. 7. All payments must be made by SSA no later than the morning of the final contest day. 8. Should the event be cancelled for the whole day (including an event with a specified waiting period) judges must be paid R150 per day and other staff R80 per day 9. A normal day is considered 8 hours long. 10. Overtime of R50 per hour must be paid if the event runs late due to number of heats. 11. All Judges and Officials who work at any event must be registered SSA officials in good standing. 12. The following Out of Town Judges must be at each rated event. It is the responsibility of the event sponsor to cover the travel costs and accommodation expenses of these officials. RATING HEAD JUDGE L1 JUDGE L2 JUDGE 1A 1 6 2A 1 6 3A A A & above Computer Scoring System. The computer scoring system,siren & timer are the property of Surfing South Africa. If available, the system may be hired for any SSA sanctioned event at R2500 per day. In addition to the hiring fee the sponsor is required to pay for the travel and accommodation costs and daily salary of the computer operator. The computer scoring system rental fee must be paid to SSA 21 days before the start of the event. All other items such as laminated scores sheets, cleaning liquid and appropriate pens must be supplied by the sponsor or event promoter. COMPUTER SCORING SYSTEM REQUIREMENTS ( Arranged & paid for by the Sponsor/Promoter via SSA) 1. The sponsor/event promoter should provide a minimum of 2 monitors. 2. The computer operator s area must be waterproof and protected from sand, dust and wind. 3. A secure area must be provided where the computer operator can set up the scoring system. 4. A separate power point is needed for the scoring system. 5. The tabulator must check all laminates and wipe them clean. 6. A safe secure area must be made available to store the equipment at the end of each day.

9 7. Sponsor/promoter to arrange & pay for (4A event and above) Media Area. 1. Updated information for the day s schedule via social media. 2. The Contest Director is the only person who can update/authorise the schedule and results. 3. A good supply of tables and chairs in the working area with access to power is mandatory.(4a and above) 4. Parking passes should be made available to all mainstream media personnel if possible. (4A and above) 5. Food and drink should be available to media personnel.(4a and above) 6. In 5A and above events a desk for media registration, liability releases, scorecards, ratings, media guides and rulebooks must be set up in the media area. 7. Noise levels must be kept to a minimum in and around the media area. 8. If possible media should receive an event tee shirt, press kit. (4A and above) 9. A power board in a secure area for charging of batteries should be provided. (4A and above) 10. An interview area should be created with the appropriate signage backdrop. (4A and above) Competitors Area. (4A and above) (Strictly Non - Smoking) : If the budget allows 1. The area should be secure and of adequate size. Event Sanction fees 1. As per Appendix C. 2. All events must submit a signed Letter of Intent (Sanction Form) accompanied by an event deposit of R5000 to SSA to have the event included on the calendar. This must be submitted within 21 days of confirming the event. 3. The balance of the sanction fee (if more than R5000) is payable 21 days prior to the event date. 4. Every effort must be made to allow current events total rights to established dates, but future growth and needs may dictate rescheduling of events. If a new sponsor with higher ratings wishes to take over the dates and venue of an established event then the SSA Board will first give the current event sponsor the opportunity to match the challenging sponsor s rating before awarding the dates to the new sponsor. 5. If an event is cancelled by a sponsor the sanction fee is non refundable. 6. The SSA sanction fee of a SAST event is 15% of the total prize money. 7. The SSA sanction fee of a SAST Speciality event is 20% of the total prize money. 8. Where a group of events combine to produce a special series, an additional sanction fee of 5% of the total prize money on offer will be levied. 9. This extra 5% is an SSA administration fee. 10. Each event sponsor/promoter will be required to sign an Event Licence with SSA. Prize Money 1. As per Appendix H, or in the case of a speciality event, whatever is offered by the sponsor. 2. The sponsor or SSA must pay prize money by EFT within 48 hours or on receipt of bank details. 3. The full prize money of all new events along with the event official s fees must be paid into the SSA account 21 days before the start of the event.

10 8. SSA Rights. 1. Appointment of tour sponsors for the whole tour or part of the tour. 2. Distribution to media of individual event results and articles. 3. Posting of results on the SSA website and SSA Facebook & Twitter accounts. 4. Event sponsor, website and event web cast, TV, DVD or video agreements must acknowledge Surfing South Africa and, if there is an umbrella or tour sponsor, their rights as well % of the signage opportunities with equal prominence for the sponsors must be made available in the considered prime areas. These areas include the score board, presentation stage, control tower and official areas. 6. Where applicable, SSA will have access at no cost, to individual event footage. 7. The appointment of the event Contest Director, Head Judge and officials is an SSA right. 8. SSA owns the hospitality rights. 9. SSA receives 100% of the entry fees. In return for the above SSA will provide the following support: a. Ensure the presence of a qualified Contest Director and Head Judge at the event. b. Appoint accredited SSA judges & staff. c. Promote the event through SSA media channels. d. Manage all online entries via the SSA website. e. Assist with other aspects of the preparation of the event. f. Assist the event with technical support such as coordinating the event officials, contact details for booking of beaches, equipment hire and infrastructure needs. Event Sponsor s Rights. 1. Event title. 2. Event sponsor advertising/branding. 3. Point of sale facilities % of the signage with equal prominence for the event sponsors in the considered prime areas. 5. All income derived from point of sale. SSA Umbrella Sponsors rights. Co-operation with the SSA Tour/Umbrella sponsor is required. If there is a umbrella sponsor and that sponsor does not wish to be involved with the event and a rival company is being considered, the SSA General Manager must be consulted. The SSA GM will immediately contact the umbrella sponsor in this regard. If no agreement is reached within 10 days, the event has the right to pursue the rival company. If an event jeopardizes SSA s relationship with the umbrella sponsor due to non-compliance with the terms of the contract between SSA and the umbrella sponsor, the SSA Board may withdraw sanctioning of the event in question. SA Surf Tour Merchandise. SSA and the product licensees have the right to merchandise products equally at each event site. SSA Logo. 1. To be displayed prominently at all sanctioned events. 2. SSA will provide a black and white copy of the SSA logo when sanction details are confirmed. 3. This logo should be used in the correct typeface, size and colour(s) specified and must be included on the following : Contest vests: on the front and rear panels Programs: on the front cover. Entry Forms, posters & contest stationery. Contest Press Releases & Official Notices. Score Boards and billboards. Official T-Shirts & other clothing, caps etc. Presentation Stages. 4. Events must fly the South African National flag and an SSA flag.

11 Contest entry procedures. 1. All entries received for the event must submitted via the online entry form on the SSA website.. 2. SSA is responsible for collecting all entries and entry fees. 3. Entries will be updated daily on the SSA website once the entry form is posted on the site. 4. Entries received by SSA will be taken on a first come first served basis, provided that there are available slots in the event. 5. The online event entry form must contain a waiver regarding surfers participation in the event. Entry fees and SAST Membership 1. As per Appendix J. 2. Entries received after the deadline may be subject to a specified Late Entry Fee 3. Surfers wishing to compete in sanctioned events must be SSA SAST members. 4. Any surfer from any country may join the SAST and compete on the SA Surf Tour 9. Official Functions. 1. All functions, meetings, must be held near to the contest site and at reasonable times. 2. The official press conference and post heat conferences, if held, are compulsory for those competitors requested to attend. 3. Stage presentations after the finals are compulsory for all competitors but post event presentations/functions are not compulsory. 4. It is mandatory for the top 4 seeded surfers in each event to attend official functions that they enter. Non attendance will incur a R1000 fine. Event running time All event times are based on 20-minute heats. 25-minute and 30-minute heats may be used in semi finals and finals at the contest director s discretion and as per the ISA Rule Book. Heat times are subject to time constraints. SSA reserves the right to add or subtract a day s competition and reduce the prize money depending on the amount of entries accepted by the entry confirmation deadline. If the event wishes to run trials to accommodate surfers into the first round, then the trials must be held prior to the scheduled start of the event. Event Schedules Once the dates have been finalised they may not be changed unless SSA gives written approval. If an event is cancelled due to a Force of Nature, the following rules are applicable. Event Schedules If the event has not started all surfers that have paid an entry fee will have their entry fee refunded, less a R50 admin fee. If an event has started but not yet reached the prize money stage surfers who have competed and lost receive no refund. Surfers who have paid an entry fee and who are still in the draw will have their entry fee refunded less a R50 admin fee. If the event is cancelled after the prize money round is completed, all surfers still in the event receive points for the round that they reached and share the prize money equally. If a prize money round is not completed Advancing surfers shall receive points applicable to the incomplete round. Prize money, however, shall be applicable to the following round. Non-advancing surfers or those who have not competed in that round shall receive points and prize money applicable to that round.

12 10. Water Photography. Only two photographers may be in the water at any one time.they must wear an SSA approved helmet. Only SSA accredited photographers are allowed in the contest area. All photographers must sign an event indemnity form before they enter the water. Photographers must check in with the Contest Director before they enter the water. Drug Testing. All athletes who participate in surf riding events that take place in South Africa are subject to statutory Drug Tests as prescribed by WADA, SAIDS, the ISA and the SSA Constitution. SSA follows the WADA & SAIDS guidelines and all competitors who enter an SSA event, by entering, thereby agree to submit to testing by SAIDS, an approved WADA agency. To check WADA & SAIDS regulations go to and click the SA Institute for Drug Free Sport (SAIDS) icon. Commentators. 1. It is recommended that two competent commentators be appointed at SAST events. 2. At least one commentator must be on duty at all times. 3. Secondary announcements (housekeeping) DO NOT take precedence over announcements to competitors in the water and the commentator should keep non heat related announcements to a minimum. 4. Commentators must pay attention to countdowns at the start and finish of the heats They must make frequent mentions of the event being part of the SA Surf Tour. They must name the sponsors throughout the event They should educate the spectators on how the event is run. They should not make inappropriate or irrelevant comments. They must avoid any comments that may be construed as favouritism or bias. They may not verbally abuse or threaten non contestants but may request them to move out of the area. SSA Speciality Events. Classification Specialty events must conform to all SSA rules. Rule waivers may occasionally be granted on request. A full list of rules under application for waiver must be sent to the SSA GM with the Event Sanction Application Form. Sanctioned Specialty events must negotiate with the SSA GM as to appropriate timing based on local conditions. Event Numbers SAST Speciality events are limited to a maximum of four (4) in any division each year. Prize Money All disciplines and divisions : Minimum R10,000. No maximum. Speciality events that wish to have a waiting period must comply with the SAST rules relating to Speciality Events. Longboard, Bodyboard and Stand Up Paddle Events. In order to receive SSA sanctioning, events may either be stand-alone events or part of a sanctioned event with other divisions. Event directors may apply for and receive sanctioning from SSA for events that do not carry prize money.

13 11. EVENT STAFFING IN DETAIL Event Coordinator/Director Appointed by the SSA GM to create and control the event. Ensure that all parties are contributing towards the success of the event. Ensure that all tasks are being completed as required. If the Event Coordinator is not the SSA GM, the appointed Event Coordinator reports directly to the SSA GM who liaises with the event sponsors. Contest Director Appointed by and reports to the SSA GM. Has an updated SSA Rule Book at the event Ensures the surfing aspect of the event runs on schedule and according to the rules. Deals with surfer and staff discipline issues as per the Rule Book. Ensures that the event staff are not making any errors. Works with the SSA General Manager and event Head Judge in arranging the event schedule. Updates heat draws daily and forwards daily heat results to the SSA GM. Posts the daily schedule on the event notice board. s an event report and full set of heat draws to the SSA GM directly after the event. Head Judge Appointed by and reports to the SSA GM prior to and post the event. Establishes the judging criteria at the beginning of each day of an event. May not lead or influence the judges regarding scores. (Refer to ISA Rules). May not influence nor overrule the judging panel s decisions. May not influence the judges decision when they determine interference calls. Reports to the Contest Director during the event. Is directly responsible for the coordination of the judging panel at all events. Priority Judge Appointed by SSA GM Runs the priority system Reports to Head Judge ISA/SSA Accredited Level 1 Judges Appointed by the SSA General Manager and managed by the Head Judge. Reports to the event Head Judge. ISA Accredited Level 2 Judges Appointed by the SSA General Manager. Managed by the Head Judge. In the event of a rules dispute the Head Judge and an experienced L2 Judge may act as referees. Reports to the event Head Judge. Computer Scoring System Operator Appointed by and reports to the SSA GM. Run the computer scoring system, which is designed for SSA events. Spotters Appointed by the SSA GM. Works on a rotational basis calling vest colours for the judges and operating the timing disc. Reports to the Head Judge.

14 12. Beach Marshalls Appointed by the SSA GM. Ensure that all competitors check in for their heats, are given the correct vest colours and are briefed on the event rules. SSA will provide a rule book for the Beach Marshall together with a list of the information: heat time, number of scoring waves, maximum number of waves, describe disc colours and horn blasts, describe and show timing disc location. The Beach Marshall reports to the Contest Director and receives instructions from the Contest Director. Tabulators Appointed by the SSA GM In all manually judged heats the Tabulators receive the score sheets from the judging panel and tabulate them in accordance with the rules. In computer scored heats a tabulator collects the manual heat sheets from the judges, but the results are then used only as a check against the official computer results. Reports to the Contest Director. Tabulator responsibilities: 1. In heats where the computer is used, check that the judge s scores have been correctly entered. 2. In non-computer judged heats: a. Check wave count is correct. b. Check for any missed waves ( M s ). c. Call the Head Judge or CD for assistance if uncertain on points a and b. d. Check for interference. A majority of judges counts. Any judge who does not have the interference marked is then included and a triangle placed on the wave in question. e. Circle or highlight all scoring waves. Always use different colour ink to the judges if possible f. Tally scoring waves (see rule book for details). g. Give position in heat. h. If applicable, transpose heat positions onto master sheets. i. Lowest place points equalling the top place competitor. If there are ties see rulebook for details. After the sheets have been tabulated, they must be checked by the Head Judge and signed before the results are official and can be handed onto the announcer. Maintain an original set of updated heats. Assistant Tabulator Appointed by the SSA GM and reports to the Tabulator. Event Liaison Officer/Director (not compulsory) Reports to the SSA GM. Assists the Contest Director in dealings with the athletes, the media and the public. Arbitrates any major problems between the surfers and the event. Provide information for the event media if required. Works closely with the Contest Director. Media (appointed & paid by the sponsor/promoter) Press Releases: Uses information collected locally along with information supplied by the SSA GM to create local and national media interest. Photographer: Takes photos of beach action, surfing and prizegiving. Media Officer and Photographer must be approved and accredited by SSA.

15 13. Head Announcer (appointed & paid by the sponsor/promoter) Primary role : Give the competitors their scores and heat situations during the event. Secondary role :Outline the event concept to the spectators in an entertaining and instructive fashion. Other roles :Mentor the Assistant Announcer. Reports to the SSA GM. Assistant Announcer (appointed & paid by the sponsor/promoter) Works with the Head Announcer. Event Secretary Appointed by and reports to SSA GM. Assists in coordinating the event. Work force Appointed and paid by the sponsor/promoter. Set-up and strike the event site and daily placement of the competition area flags and the event promotional banners, etc. Report to the Event Director.

I agree to abide by the decisions of the Judges and will follow the correct procedure when protesting a judging decision. I will conduct myself in a professional manner at all times throughout the duration of the event. I also give release for the use of photos, film or video taken of me at the event in the promotion and marketing of the event. In addition, I am responsible for keeping up to date with any changes to the scheduled times and format of the event. APPENDIX F PRIORITY RULES Tactical paddling Interference (TPI) Preamble Unsporting paddling tactics must be penalised as a heat result is decided on waves ridden and not by negative tactics such as trying to reduce the waves ridden. This practice does not enhance the performance in the heat. Right of Way should be available to any surfer who wishes to catch a wave in a heat. They should not be hindered in any way nor prevented from catching a wave if they have Right of Way. Preventative or hindering tactics are not in the spirit of the sport. Unsporting Paddling Tactics (TPI) includes but is not restricted to: Taking the inside position and ROW with respect to an opponent then intentionally aborting takeoff once deferred by the opponent at the take off point. The Process Judges will review the TPI situation taking the first instance as an indication by the competitor that the surfer is using this tactic. If the surfer commits a TPI for a second time a warning will be announced and appropriate colour disc will be displayed. If a third TPI is committed by that surfer they will be instructed to leave the water (as per the interference rule) Note: TPI may involve infringements against different opponents in the heat. SSA Priority Rules (taken from ISA Priority Rule) The Event Director in consultation with the Contest Director and Head Judge will have the final say as to whether the 3 or 4 surfer priority rule (as described below) will be used in an event or whether the TPI rule will be used. 3 or 4 Surfer Heat Priority Rule - A Priority Rule system can be used where surfers establish priority by being the first to reach or go beyond or to the side of the main take off zone under the direction of the Priority Judge. - Where surfers reach the line up at the same time priority will go to the surfer who did not have the last priority. - The Priority Judge will determine who has priority. They may consult with the judging panel in the case of close calls. - Priority will be indicated by changing the colours of the priority discs, lights or flags to match the colours of the contest vest worn by the surfer who has priority. - The priority discs, lights or flags must be situated at one end of the judging area where it is clearly visible by the surfers in the heats in progress. It must be easily accessible so that it can be indicated immediately as and when priority changes either by or under the direction of the Priority Judge or the Head Judge.

21 19 - Normally, when a heat commences there will be no priority until one surfer catches a wave. They will all be deemed to be sharing priority at the start of a heat. All non priority interference rules apply until this point. - The surfer with first priority has ultimate and absolute wave possession. - Once a surfer catches a wave all the remaining surfers will share equal first priority and the surfer who caught the first wave will move to third priority (in a heat of three) or fourth priority (in a heat of four). - A competitor loses priority as soon as they catch a wave or paddle for and miss a wave. This loss of priority is determined by the Priority Judge or the Head Judge and is based on their experience of watching similar situations. The loss of priority can be defined by as gaining momentum on a wave by either catching a wave or paddling for and missing a wave but still travelling towards the shore. When this happens priority reverts to another competitor only if they had already established second priority. Then the surfers in third and fourth place all move up one place and the surfer who lost first priority automatically moves to third priority (in the case of a heat of three) or fourth priority (in the case of a heat of four). - If no competitors hold priority no discs, lights or flags are indicated and the normal non priority interference rules will apply to determine right of way. These rules will apply until priority has been re established as described above. - A competitor loses second priority as soon as they catch a wave or paddle for and miss a wave. If this surfer catches and rides a wave in any way they will be scored for that wave, lose second priority and automatically move to third priority (in the case of three in a heat) or fourth priority (in the case of four in a heat). - When a surfer with first priority paddles for and misses a wave the other surfers will get automatic first, second and third priority if they held priority at that time. If the second priority surfer then paddles for and misses the same wave, both surfers (in this situation) will be deemed to have lost priority regardless of their having been insufficient time to change the priority disc. The surfer who had first priority will go to third priority and the surfer who was holding second priority will go to fourth pushing the original third and fourth priority surfers into the new first and second priority respectively. - The surfer with first priority must not position themselves in front of the other surfers to deliberately block them from catching a wave or they will lose priority. Prior to losing priority a verbal warning will be given to notify the surfer with priority that they are close to turning over their first priority position. - Similarly, where in the opinion of the Head Judge, a surfer with first priority places themselves in the take off zone to sit on the other surfers and prevent them from catching a wave, that surfer will also lose priority. Prior to losing priority a verbal warning will be given to notify the surfer with priority that they are close to turning over their first priority position. - The Head Judge may call priority interference only if the majority of the judging panel does not see the incident. - In all cases where a dispute arises from a malfunction of the priority system, the event Priority Judge and Head Judge will arbitrate. It is always the surfers responsibility to continually check the priority system at all times to verify allocation.

22 20 - If the surfer is not in the Competition area when the heat starts and arrives late they will be allocated the appropriate priority position as determined by the Priority Judge at the time when the surfer reaches the Primary take off zone. 3 & 4 Surfer Heat Interference Penalty a. In Priority situations when interference is called on a surfer, that surfer s heat score will be calculated using only their best scoring wave. b. In non priority situations when interference is called on a surfer, that surfer s second best scoring wave will be halved. c. In Priority situations, when interference is called on a surfer while paddling to catch a wave or while riding a wave, the ride will be scored zero. d. Interference will be denoted by a triangle over the score on the Judges sheets. e. Any interfering surfer must be penalized. Once an interference decision is made it is irrevocable unless the interference is a consequence of incorrect official priority information. The Judges are directed not to enter into any discussion over the interference call. Any discussion must be directly with the Head Judge who has the option of discussing the situation with others, or not. f. The surfer who has been interfered with will be allocated an additional wave beyond their wave maximum within the prescribed heat time limit. g. EXCEPTION: where a double interference is called neither surfer is allocated an extra wave. An extra wave or heat delay as decided by the Head Judge at the time will apply to interference caused by water photographers, water security craft or personnel or other outside interferences. h. Any surfer who incurs two interference calls must immediately leave the water. Failure to do so will result in a penalty as defined in the Rule Book. Furthermore: 1. If both interference calls are in a non priority situation, both scoring rides will be halved. 2. If one interference call is in a no priority situation and the other is in a priority situation, one scoring ride will be halved and the other ride will score zero according to the order of the interference calls. 3. If both interferences are in a priority situation the surfer will be disqualified from that heat. i. If neither surfer in a double interference situation has established priority, the penalty will be a non priority interference (see point b) regardless of the other surfers in the heat (those not involved in the interference situation) who hold priority or not. In this described interference situation the interfering surfers involved will have their second best scoring wave halved.
