It is our privilege to host the 78 th annual MICSA Finals. Enclosed are the documents needed to provide you with the necessary information regarding the meet, including Sponsorship, Advertising, VIP packages, and Apparel sales. General Parking General parking will be at University of Detroit Mercy at 4001 West McNichols (Six Mile Road) Detroit, MI There will be a shuttle to bring you to the Golf Club. Handicap Parking Handicap parking will be available. Please request handicap parking from our parking attendant and you will be directed to the designated area. No swim meet parking is allowed on Hamilton Road or Pontchartrain Blvd. per Detroit City ordinances. Cars violating this policy may be ticketed & towed at the owner s expense. Concessions Food & Beverage services will be provided on the DGC grounds using Scrip purchased with cash or credit cards no chitting is allowed. Several food stations will be available. There will be one in the swimmers tent, on the front lawn, and in the main dining room of the clubhouse. Apparel Apparel will be sold in advance through the MICSA website, ( where you may view styles and order online. Apparel will also be available at DGC beginning on Tuesday, July 25th during team practices and throughout the meet. First Aid The First Aid station will be located under the Motown Lounge balcony. It will be staffed throughout the weekend to provide medical services and first aid as required for athletes and spectators. 3

9 2017 MICSA Finals Scoring Summary The number of swimmers entered determines the number of heats in each preliminary event. The rules specify that there should be a minimum of 3 swimmers in a heat. The last three heats consist of the top 18 swimmers entered in the event. The last three heats are then circle seeded, with the fastest swimmers in the inside lanes. Fastest to slowest in each of the last 3 heats would be in lanes respectively. The top 12 qualifiers compete on Sunday in the Finals and are eligible to score points for their respective clubs. Qualifiers 7-12 compete in the consolation finals and qualifiers 1-6 compete in the championship finals. Note: No swimmer can place any higher or lower than their group of 6 at finals, regardless of how fast or slow their time is during the Finals on Sunday. For example, the 6 th fastest qualifier in the championship heat cannot finish lower than the 6 th place. Qualifiers 13 and14 are listed as alternates in the event. If one or more qualifiers are unable to compete on Sunday at the Finals, the alternates will be moved into the finals heats. 10 2017 MICSA Finals Timers Information As in the past, we are asking each visiting Club to provide three to six experienced timers for the days on which your club is assigned a lane. Due to the possibility of inclement weather, we encourage your club to provide two teams of three people to work your lane for each assigned session. We ask timers to cover their assigned lane at all times during the session. 13 2017 MICSA Finals Roster of Officials Head Official Ron Reinke Officials Bob Juhasz Cynda Avery Mike Rossi Pete Olson Rules The National Federation of State High School Association Rules will govern the 2017 MICSA Finals. Any exceptions to these rules are listed in the MICSA by-laws. Timing Back up timing will be done by volunteers from each club. Please contact the person in charge of timing at your club if you are interested. 13

14 2017 MICSA FINALS OFFICIAL GUIDELINES 1. Current NFHS Rules apply with the following expectations: Backstroke Flags are local pool locations. Jewelry is acceptable unless deemed dangerous. Logo rule is waived. Swimmers will not be eligible to set individual records for any swim on the lead leg of any 100 relay event. The no recall false start rule is waived a recall rope will be positioned 20 meters from the start end. 2. Orange cones on each side of the pool will identify the 15-meter mark from both ends of the pool. 3. Towels are allowed on the blocks but must not hang over the front edge. Timers will be asked to remove the towel immediately after start of the race. 4. In every heat each swimmer is allowed one false start! This means there is a potential of six false starts before disqualification. 5. The starting device will be the only device used to recall. No guns will be allowed or used. 6. Make sure all swimmers are set at the start! Some may come down before moving into track start position or leaning back. 7. Coaches contact with swimmers: One coach from each team will be allowed by the starting block and turn end of the pool during the 8 & under relays. The coach may not make physical contact with the swimmer. During all other events, no coach is allowed by any starting block. Coaches will be advised on Friday where they can stand during the meet. During individual events, one coach from each team is allowed to talk to their swimmer(s) while they are in marshalling just prior to approaching the starting block for an event. 8. Any coach, participant or guest who displays conduct unbecoming to the spirit of MICSA will be immediately removed from the pool area and asked to leave the club grounds for the remainder of the meet. 9. A meet committee will be established on Friday to resolve disputes relating to swimming matters during the finals. 10. Non-verbal dual confirmation will be required on false start and relay exchange false starts. Write down lane number and, for relays, swimmer number on event sheet and meet in middle to confer. 11. Dual confirmation is not required on stroke or turn violations. Record all disqualifications on disqualification sheet provided and be sure it gets to the scoring table. Two-way radios will be used for official s communication during the meet! Make every effort to advise swimmer or coach of disqualification! 12. The officials along Lane 1 will be responsible for calling all finishes for all events. The turn judge along Lane 1 will call finishes for the 25 meter events. 13. One touchpad, three semiautomatic buttons and 2 manual dolphin watches will be used for timing finishes. 14. Note for Marshalling: Keep next swimmer away from starting block until a race has been 14

15 finished and the prior swimmer has left the starting area! During relays, swimmers must stay back from the block area until it is their turn to swim. After a relay member has finished, they should step back away from the block area until the race is done. 15

Once entered, you will receive an electronic confirmation (PDF) from Anne Welch by 5pm Sunday for your review to ensure all your entries are correct. Any changes must be made by 8:00pm Sunday night.
