4 1. INTRODUCTION Badminton South Africa Juniors/Schools is a committee of Badminton South Africa. It consists of a appointed Chairperson assisted by a minimum of 4 Committee members. The committee reports to the Vice President Youth and Operations, who in turn reports to the BSA Executive. Members hold office for a period of two years, after which they may be appointed for subsequent terms of office. Nominations for the various posts may be made to the BSA Executive Board (Vice President: Youth and Operations) for consideration. Nominations must be received by end September of an election year and as per procedure set out in Annexure C Governing as per Bye- Laws of the Constitution of BSA for the proposal to be considered and approved at the BSA Board. Member Associations consist of Provincial Associations and Country District Associations. Its Junior/Schools sections (which in turn are subsections of a Senior body) liaise and register through their province with BSA Junior/Schools Committee. The contact details are issued annually at the beginning of February of each year. It is the responsibility of the Member Association to inform BSA Junior/Schools Committee as well as the BSA Headquarters of the latest appointments. Should this not happen, the new Committee stands a strong chance of not being on the mailing list and hence will not be aware of developments/events in the Junior section. Electronic mail will be used as the preferred means of communications. Should this means not be available, fax will be the alternative. To ensure the smooth running of Junior Badminton in the different areas, interaction with the Junior Committee is essential for an effective Badminton Junior section to exist. All matters concerning BSA Junior/Schools are to be referred to the Chairperson of the Junior Committee via the Province, who will deal with it or refer it to the next level of authority, the Vice President Youth and Operations. 2. TOURNAMENTS Junior Tournaments in the Provinces are for all age groups. U9, U11, U13, U15, U17 and U19 or whatever age group you wish to cater for. School tournaments, school league and fun tournaments to develop the game are strongly encouraged. The BSA Junior/Schools Committee is responsible for the promotion of Badminton nationally. This, amongst others, implies the regulating of tournaments by: 2.1 Provincial Tournaments under 17 and under 19 Age Groups Junior Committee to appoint Member Associations to host Tournaments on their behalf A nominated person serving on the Tournaments Committee to receive all entries after collation by the hosting province, in the prescribed format (as per enclosure 5 of the Events, available from your Main Body and on the BSA website listed under Events.) Host Province to submit entries to the National Junior Selectors in the prescribed format (see above) for seeding A nominated person serving on the Events Committee to receive the Seeding from the national junior selectors and undertake the Draw for the tournament A nominated person serving on the Tournaments Committee to forward the draw Chairperson of the Junior Committee and to the Convenor of the Junior Selectors, Aug 2013 Page 4

5 who will check the draw and forward it to the Host Association. The Convenor may delegate this function to another member of the National Junior Selectors Junior Committee to attend (at least one member) the Tournament. The Convenor of the Junior Selectors may delegate this function Hosting province to provide meals and refreshment facilities to the designated members of the Junior Committee (1 meal, 1 tea/coffee and 1 cold drink is deemed sufficient) A guideline for the effective hosting of a Tournament is given in the Events Circular, available from your Main Body or on the BSA website listed under Events Host Association to send out entry forms in the format as set out in the Events Circular, available from your Main Body or on the BSA website listed under Events Tournaments are to be staged, starting Friday evenings with Mixed Doubles and continuing on Saturday with the Singles and Doubles. To deviate, written approval must be obtained from the Junior Committee and only when all parties agree, will a change be made On presentation of a Tournament Report to the Tournaments Committee and if funds are available, a grant will be made to the Association for hosting a U-19 Open Tournament. Refer to the current Event circular. 2.2 National Tournaments The Junior Committee appoints Associations to Host the National and Inter-Provincial Championships Host Province to send and receive entries for the Championships as per prescribed format Host Province to collate the entries and submit it to the Secretary-General of the Junior Committee, in the prescribed form. He/She will then submit it to the Convener of the National Junior Selectors for seeding, after which he/she will submit it to the Events Committee, which Committee will to the Draw Junior Committee to submit the draw, program as well as the inter-provincial Teams and program to the Host Province for publication as well as arranging for it to be published on the BSA Website Junior Committee to assist with the arrangements if requested to It is the responsibility of the Hosting Province to provide designated Junior Committee members at National Tournaments in terms of meals/refreshments (1 meal, 1 tea/coffee and 1 cold drink is deemed sufficient) As per clause above One boy and one girl player of colour is mandatory per A side per province. 40% of the Inter-Provincial games are to be played by the player of colour (in both genders) and these players must participate in the individual section. Should there be 5 teams in a section, both players must play a minimum of 2 ties. Should there be 6 teams in a section, both players must play a minimum of 3 ties. Should there be 7 teams in a section, both players must play a minimum of 3 ties. Should there be 8 teams in a section, both players must play a minimum of 4 ties A Team may consist of a maximum of six boys and six girl players or of a minimum of three boys and three girls players. In all cases the quota on players of colour is to be maintained In the event of any invitation team taking part due to the province not fulfilling the obligation in terms of players of colour or not having a minimum of 3 girls per boys in the team, the team will be placed last in their section and that their matches will not be taken into account when determining team section winners. However, the players still can be graded in the section and nationally No Grant is paid for hosting South African Championships and Inter-Provincials. Aug 2013 Page 5

6 For all regulations not stipulated above, see the current Events circular. 2.3 National/International Teams Attend to all arrangements as delegated by BSA EXCO The Manager is appointed by BSA EXCO. The appointed Manager will then appoint an assistant if so directed Refer to Annexure C Governing tor the National Selection Policy. 2.4 General The following procedures apply to associations hosting Open s or South African Championships : Opens - Finals to be played directly after each event. To deviate from this rule, application must first be made to the Junior Committee. South African Championships and Inter-Provincials Program for semi-finals, finals etc., as laid down by the BSA Junior Committee. Levies are to be paid immediately or within 1 week of hosting an Open Tournament or South African Championships and Inter-Provincials. Non-compliance will result in interest and penalties. The amount to be paid will vary from year to year. Attendance at finals and semi-finals are compulsory, as Provinces will be required to be linejudges. A fine of R500 will be imposed for non-attendance. Prize money will be forfeited if players are not present when prize money is handed out. 3. SEEDING Seeding is done for a tournament and may be based on previous tournament results by the National Junior Selectors. If in the National interest for the selection of National Teams, the Committee may place players to test strengths. Shadow seeding may be allowed. Refer to National Selection Policy on BSA website as well as Annexure pertaining to seeding and grading 4. GRADING GUIDELINES 4.1 Grading Systems National Grading. National grading will be done by the National Junior Selectors. National grading will not be based on purely a point system; other criteria will also be taken into account. National grading will be based on the performance of the player over the year. National grading may thus differ from Grand Prix and Sectional grading Travel Fund (Grand Prix Grading). Travel Fund grading will be based on the points system as is currently used by the Events Committee. Grand prix points will be used to determine amounts paid out of the Junior Traveling Fund to the top 6 qualifying boys and girls players in the u/17 and u/19 age groups. The amounts paid out will vary and depend on the amount available in the Traveling Fund SA Tournament grading. Following the SA Championships and Inter-provincial Tournament, grading will be done based on that event. This grading will be done by the team managers, for a specific section, as per attached grading form (Annexure VIII). Please note that this is not a National Grading, but a Tournament grading, recognizing player performance for that week and for the players who cannot travel to open championships due to monetary reasons. 7 4.2 General Guidelines National Grading Grading of players: (per age group) i) Two Open tournaments or the regional open provincials (if applicable), plus the S.A. Championships and Inter-Provincials of all age groups will be taken into account for grading. Player s ability and performance will be identified. A pure points system alone will not be used. See also Events Circular. ii) Players are requested to give Junior Tournaments priority where possible to assist selectors to fulfil selection criteria. Players are, however, encouraged to play the Senior Tournaments as well. The requirement for grading will take precedence to Senior Tournaments unless the participation is undertaken with the Authorization of the High Performance Manager. Refer current Events Circular re Under 19 s participation in the Regional Cat 1 tournaments. 5. TROPHIES, PRIZE MONEY AND SPECIAL AND SPORTS AWARDS It is the responsibility of all Provinces & individuals who have earned trophies to take care of them and to return the trophies in time and in acceptable condition for the next relevant tournament. Engraving is the responsibility of the individual or Province and should be returned engraved and cleaned. Should this not happen, a fine of R500 will become payable by the recipient of the Trophy. The Junior Committee will endeavour to remind Provinces regarding the return of trophies. Should trophies be lost, the holder will replace the trophy to the equivalent standard. Trophies forgotten will be subject to an R500 fine. Minimum prize money for Open Tournaments is supplied by the host Province, in accordance with the guidelines as set out in Annexure 5. Trophies / medals may be supplied additionally to the prize money by the host province. BSA Junior Committee will supply floating trophies and also miniatures / medals at National events. An awards panel will be nominated at each national junior tournament to determine special awards. 5.1 SPORTS AWARDS. Various sports awards are presented at the close of the SA Championships and Inter- Provincial Tournaments. Besides the awards for individual performances, the following are normally included. For all Sections : Sports Boy, Sports Girl: Criteria for Award: This trophy is awarded to the player who is voted by his/her peers and the tournament control as being the person who is considered to be someone who always gives his/her best and who shows good sportsmanship on the court. Sports Team. Criteria for Award: This trophy is awarded to the team who is voted by his/her peers and the tournament control as being the team who is considered to be a team who always gives of Aug 2013 Page 7

8 their best and who show good sportsmanship on the court and excellent support for their team. Most Improved player: Criteria for Award: This award is presented to the player who has shown remarkable improvement in his/her quality of play throughout the season and the tournament. This is awarded by the BSA Junior committee at their discretion and if a suitable award is available. Umpire of the Tournament, Criteria for Award: This trophy is awarded to the person who shows consistent excellence in his/her quality of umpiring throughout the tournament. This trophy is awarded by the tournament referee. The host Province is encouraged to make fun awards at their discretion at the Tournament. 6. DEVELOPMENT Development is seen as a crucial part Junior Badminton and the guidelines of the National Body are strongly supported. Development is not limited to player development, but also includes the development of line judges, court officials, coaches and administrators. Please refer to the LTPDL, LTCDP and LTODP available on the BSA Website under High Performance Commission 7. SCHOOLS Should any school wish to engage in this sport, all possible support will be offered through Shuttle Time SA, the BSA Schools Development Programme. It is very important to give feedback to the BSA Junior Committee of any school showing interest to enable the Committee to address the matter. A National Schools Championship Tournament is staged once a year where a National School Champion is awarded. The Tournament is run on a Round Robin basis where each player plays one singles and one doubles game against each of the opposing school. The final winner is based on the School that achieves the most points in the Tournament. The boys and girls are staged separately and no mixed games are played. A school may therefore enter both teams or opt to enter one only. A separate tournament is run for primary and high schools. All school teams participating in the National Schools Championship will consist of a minimum of 4 players and maximum 6 players. 7.1 The tournament will be played in accordance with the rules and regulations of the World Badminton Federation, BCA and BSA. THESE RULES WILL BE STRICTLY APPLIED. 7.2 Dress as per school colours 7.3 ENTRY FORMS WILL NOT BE ACCEPTED IF NOT ACCOMPANIED BY FEES. NO TELEPHONIC OR LATE ENTRIES WILL BE ACCEPTED 7.4 Any player who is unable to be present at the official starting time should advise same on their entry form and state the earliest time they can be present. Likewise any last minute delays should be made known to the Referee. Aug 2013 Page 8

9 7.5 The Referee, in conjunction with the Disciplinary Committee, shall have the right to take any disciplinary action they may deem necessary against any player/spectator/official for misbehaviour or misconduct during the tournament. 7.6 Decisions made during the tournament by the Referee in conjunction with the Disciplinary Committee will be final. 7.7 BSA approved nylon shuttles will be used. 7.8 The Tournaments will both be run in 2 sections: Senior Schools Boys and Senior Schools Girls and Primary Schools Boys and Primary Schools Girls 7.9 All players within a team must be scholars from the same school. A Document of Proof, signed by the Headmaster/Headmistress must be handed in at Managers Meeting. Failing to comply will automatically disqualify a team Teams to be based on gender. Each team to consist of a minimum of 4 members, a maximum of 2 reserves will be allowed Players Order of Strength list must be handed in before the tournament at the Managers Meeting Fixture sheet has to be handed to Referee for checking 30 minutes before each fixture and then returned to the Referee after the fixture for the results to be processed Form of match play: 3 singles (1 set to 21 points, no setting) and 2 doubles (1 set to 21 points, no setting). Thomas Cup format (boys) and Uber Cup format (girls) The winning School (Boys and Girls) will represent South Africa at the All Africa Continental Championships in December, venue and final date TBA. Each team representing South Africa Schools will consists of four (4) members. BSA will appoint the Coach/Manager 7.15 Food and refreshments will be available throughout the tournament No entries from Schools not based in South Africa will be entertained In the case of a combined Primary/High School the minimum age will be 13 in order for a player to play in the SA High Schools Tournament. No player will be allowed to play in both the High Schools and Primary Schools Tournaments. Proof of DOB may be requested by the Referee 7.18 The Referee will be appointed by BSATO. 8. REGIONS The Regions currently registered are listed in Annexure 5. Aug 2013 Page 9

10 9. GENERAL 9.1 Socialising at Junior Tournaments. As the Tournament is a junior event, no taking of alcohol is permitted, nor smoking by parents/spectators, in the presence of or areas where players frequent. This rule will be applied as the BSA Junior Committee is responsible for the Tournament, hosted by an association on their behalf. 9.2 All rules as per the Events Committee as well as BSA apply to Juniors as for Seniors. 10. DISCIPLINARY COMMITTEE See Events Circular available from your Main Body or on the BSA website listed under Events For Junior Tournaments specifically, a member or members of Junior Committee and in conjunction with the hosting province, will constitute the above committee. 11. RULES FOR JUNIOR/SCHOOLS TOURNAMENTS 11.1 The host Association is responsible for the following results and reports: National Coach (Stewart Carson - stewart@badmintonsa.org), National Junior Coach(Dorian James) Convenor National Junior Selectors (Emelda Botha), the High Performance Manager (Dr Klaas Visser - landas@lando.co.za) and the nominated person serving on the Events Committee by the first working day after the tournament The Tournament Report to the Secretary Technical Officials Committee within 21 days of the tournament. Tournament report is done by the Referee Results by the first working day after the Tournament to media representative of BSA. Contact details are: media@badmintonsa.org 11.2 All Draws are done by Badminton South Africa Events Committee with the exception of the under 15 and under 13 tournaments All seedings are done by the National Junior Selectors Shuttles as per Tournament Circular on BSA website Badminton South Africa Technical Officials Committee appoints the referee for all the National tournaments. For Open Provincial Tournaments, the province must apply to BSATO for a referee to be appointed. The referee is responsible for the referee s report The Criteria for allocation Tournaments is to ensure even participation for Opens. In the u/17 and u/19 age groups. The following main considerations are taken into account: One official tournament to be held in each of the four areas of South Africa (Gauteng, Central, KZN, Western Cape) In order to be graded at the South African Championships, a player will have to play in two of these tournaments or in the regional open provincial tournaments. 11 If a player decides to play in all the tournaments, all the player s results will be taken into consideration allocating Traveling Fund points If a player does not participate in two of the tournaments, they will not be considered for National grading at the South African Championships in their age group Registration of Junior Players All players playing in an open tournament must be registered with Badminton South Africa, through their member association All players playing in a school structure must be registered as such with their respective Provinces. Players not in the school structures must be registered as social players or fully registered players All players playing socially must be registered as social players, if not covered by the above registration Playing for another Province than where the player resides refer current Events circular Registered Associations A list of all the present listed Provincial Associations is given in ANNEXURE Junior Contact Details The contact details are issued annually at the beginning of February. It is the responsibility of the Provincial Association to inform BSA Junior Committee as well as the BSA Executive of the latest appointments. CONDITIONS FOR TOURNAMENT ENTRY FORMS Refer to Events Circular on the BSA website. 13. RESPONSIBILITIES OF THE TEAM MANAGER Refer to BSA By-Laws on the BSA website. 14. RESPONSIBILITIES OF THE COACH Refer to BSA By-Laws on the BSA website. 15. JUNIOR TRAVELLING FUND The Junior Travelling Fund will use the same system as the Senior Grand Prix, with the only difference that points will be accumulated overall and not per singles, doubles or mixed doubles categories. The Junior Travelling points will be used to allocate money from the Junior Travelling Fund to qualifying players, the top 6 boys and girls will qualify. The amount paid out may vary per age group depending on the funds available. 16. CODE OF CONDUCT of Players Refer to BSA By-Laws on the BSA website. Aug 2013 Page 11

CODE OF CONDUCT of Parents / Spectators BSA Juniors strive to have excellence in the form of providing facilities and organisation to ensure the sport is presented to all concerned, in particular our players, in a clean and fair manner. Parents and Spectators form an extremely important aspect of any activity of Junior Players. Support in training, tournaments and all aspects of the game are important for the performance of the player. Although every effort is made to accommodate the Parents / Spectators, the players needs take first place. Parents are required to make their own arrangements. During any game their player is engaged in, not to engage or support the chanting or support of chanting un-sportsman / jeering slogans etc. to players of the opposite player/team. No coaching from the side of the court is permitted. Coaching may only take place during the allotted breaks between games and only one coach at a time will be permitted on court. As we are playing the game in public open areas, no smoking is permitted in the Hall where any games are played. Smoking is permitted only in designated areas or outside the Hall. As the Tournament is a junior event, no taking of Alcohol is permitted in the presence of or where players frequent. Parents / spectators are not allowed to get involved in the games by calling lines. Aug 2013 Page 12

13 18. FORM OF INDEMNITY / DRUG TESTING (This is an example Provinces may use) I,.. I undertake on behalf of myself, my executors, my spouse and child aforesaid, to indemnify, hold blameless and absolve Badminton South Africa, the coach, the manager and person appointed to drive the team vehicle, of the under. side, against and from any or all claims whatsoever that may arise in connection with any loss of, or damage to property or injury to the person of my child aforesaid in the course of the tour, in the knowledge that those in charge will nevertheless, take all reasonable precautions for the safety and welfare of my child. Drug testing is mandatory. If a player refuses testing the test will be taken as positive. It is the responsibility of the Parents to advise the Team Manager or Coach of any medication the child is taking in the event of the medicine being a banned substance... Signature Parent/Guardian. 16 Annexure 5 - Allocation of BSA Junior National Tournaments The country has been divided into 4 areas. 1. GAUTENG: Northern Gauteng, Eastern Gauteng, Southern Gauteng, Sedibeng, North West Province. 2. CENTRAL: Eastern Province, Border, Northern Free State, Free State, Northern Cape. 3. NATAL: KZN 4. CAPE: Western Province, Cape Winelands, Southern Cape. The tournaments rotate between the areas per age group. The provinces in the areas that are scheduled to host need to apply to BSA Junior Committee on the official tournaments committee application form for the tournament. Please use the form available from your Main Body and on BSA website listed under Events. Allocation of the relevant tournament will be determined by the Junior Committee from the applications received. Past performance will be considered when tournaments are allocated.
