1 I. GENERAL LEAGUE RULES Skokie Park District Co-RecVolleyball Rules Winter 2012 Bob DeLeonardis, Athletics Supervisor, A. All matches will consist of three games to 25 points (win by two) with a 27 point cap using rally scoring. Matches will be allowed 60 minutes of play. B. A coin toss by the referee will determine the team to choose serve or court for the first game. The losing team of each game will automatically serve to start the next game. Each team is allowed 1 30-second time out per game. C. 60 minutes will be allowed for the completion of match play. An announcement will be made at 10 minutes and at five minutes remaining for match completion. D. If match play is completed early, players must vacate the court fifteen minutes prior to the start of the next match. E. Six players per team will play at a time. Position switching is allowed once the ball is served but rotation order must be reinstated for the next serve. Rotation of players' positions will be in a clockwise direction. ROTATION MUST BE MADE ON EVERY SIDEOUT, INCLUDING THE FIRST OF THE GAME. F. Five players consisting of three women/two men or four women/one man or three men/two women will be considered a team, but the ghost rule will be enforced. When the team s sixth player arrives he/she may enter the game during the next side out. This rule does not allow teams to play with five players every week; it only allows teams to play with five players in emergency situations. Teams may not play with only four players. G. Forfeit times will be strictly enforced. The first game will be forfeited at the scheduled start time of the match, second game at ten minutes and third game at twenty minutes after the scheduled start time. H. Player substitutions may be made at one or both of two positions in the rotation order. These positions are 1.) Server or right-back (position 7) and 2.) Left Outside Hitter or leftfront (position 8). Having two substitution positions allows up to two players to be rotating into the game at a time, thereby increasing playing time for all participants. All substitutions must be male-for-male or female-for-female. Once a player has rotated out to position 7, he/she may not rotate in from position 8, or vice versa. Unlimited substitutions are allowed. (Please note that as a necessary component of this rule change, teams no longer have the option of choosing their substitution position. All substitutions, with the single exception of injury substitutions, must come from position 7 and/or position 8.)

Service will be lost for any of the following conditions: - Serving out of player rotation order. - Serving before referee's whistle signal (after one warning). - Served ball hitting any part of supports or ceiling. - Served ball hitting outside of legal playing area. - Not serving within eight seconds of referee's whistle. *If Served Ball hits the net and goes over it is a live playable ball* K. If a played ball strikes the ceiling or any structure attached to the ceiling, on your team s side of the net the ball is playable and the rally continues. The opposing team will be awarded a sideout and a point if the ball touches the ceiling and then travels over the plane of the net. The ceiling is playable on your own side of the court. L. While spiking the ball a player's follow through over the net will be considered legal if the spiking player does not make contact with the net. The spiking player may not reach over the net to attack if this action interferes with the opponent's attempt to play the ball. Back row players are not allowed to spike above the net, if they approach in front of the tenfoot line. M. A defending player may block any ball (except the serve) coming toward the net if said player does not contact the net or interfere with the attacking player(s) on the opponent's side of the net. Back row players are not allowed to participate in the blocking attempt. N. Judgment of all ball handling errors and conditions of rules K thru M are made only by the referee. Good sportsmanship must be displayed at all times or penalty points may be awarded to the opposing team by the referee. Only the floor captain is allowed to discuss any circumstance of play or rule decision. O. Completed Team Rosters are due at your first scheduled match. 1. Teams are allowed up to twenty players who must be listed on their roster. 2. Players may not participate in any volleyball match unless they are listed on the team roster and have recorded their signature on that form. 3. Any roster change that includes the new player(s) signature(s) will become permanent, as of the fourth game of the season. 4. Any team that is found to be in violation of team roster regulations is subject to forfeit of game or match in which the violation occurs. 5. All participants must be 18 years of age to play in any SPD Adult Volleyball League. 6. NEW RULE: In the interest of reducing forfeits and short-handed games, teams will now be permitted to pick up players from other teams in the league in order to fill out a complete team for a given match. Picked-up players MUST be on the roster of at least one team and MUST have signed the team roster/waiver. Captains are urged to verify this before inviting a sub to play. These subs are not required to sign the roster of the team they are substituting for. P. Match results and team records: Scores of all games will be recorded by the game officials and activity supervisor. Team captains are encouraged to verify the result and sign the record sheet.

3 A team that forfeits a game or match will go on record as losing each forfeited game by a score of: 0(F)-15. Double forfeit games will be recorded as losses for both teams. The team/teams that forfeit will be assessed a $25 fine before they may continue with league play. NOTE: The forfeit fine has been loosely enforced over several seasons. This will be a point of emphasis in 2012 leagues. Any team with three match forfeits will be ejected from the league. Q. Rules specific to Co-Rec league competition: 1. Full six player teams may have three women and three men or four women and two men. A five-player team is allowed in an emergency situation. A team MAY NOT play with 4 men and 2 women, or with 5 players of one gender and one player of the opposite gender. 2. The ball may be played off any part of the body, so long as the touch is legal. 3. *NEW RULE: To receive serve, a player must contact the ball with a legal pass and hands must be together (Exception: If the serve forces a dig situation from the passer, the serve may be passed using any legal dig off of any part of the body.) Setting a serve will be permitted for A multiple-hit is allowed on the first ball (otherwise known as a deflection) over the net as long as the multiple-hit occurs as the result of one action or motion. 4. League play will be governed by the rules of USA Volleyball 2012, with all SPD league-specific exceptions and addition outlined in this rulebook. R. Contact of the ball during blocking shall not constitute playing the ball. II. RULES OF CONDUCT A. Each manager will be held responsible for the conduct of his/her team players and is responsible to see that all rules are observed. The manager must maintain complete control of him/herself and team members at all times; this includes before, during, or after a match and any other time involved with the volleyball program. B. Officials and their decisions will be respected and not interfered with at any time. Unsportsmanlike conduct or other serious violations will not be condoned. Unsportsmanlike conduct, disrespect, vulgarity, or profanity will not be tolerated at any time. Any player removed from a match will receive an automatic one (1) match suspension to be served in the next consecutive match. A longer suspension may be given, depending on the severity of the offense. C. In any discussion on the court with an official only the floor captain will be permitted to enter the discussion. Verbal or physical abuse of an official will not be tolerated. D. No food or soft drinks are allowed in the gymnasium. Bottled water and sports drinks are OK to bring in. NO SMOKING!!! E. No street shoes are allowed in the gymnasium. Please bring non-marking court shoes to wear in the gym. Running shoes are not prohibited, but they are discouraged. F. Locker rooms are available for changing and showering. Please bring all belongings into the gym or supply your own lock. The Skokie Park District is NOT responsible for ANY items

4 lost or stolen while participating in Skokie Park District leagues or activities. Items will remain in Lost & Found collections for a maximum of 7 days. After that all Lost & Found items will be discarded of donated to charity. G. In the interest of sportsmanship and scheduling, no more than THREE players from any given team may be on the active roster of another team in another division. Within the same division, no player may be on more than one roster at a time. H. At no time, will consideration be given regarding game times during the playoffs to playoff teams who share rostered players. III. IV. SCHEDULE A. The league scheduling format will be determined by the number of teams registered. B. Traditionally, team captains will be notified by phone for the first game times. Schedules will be distributed at your first game. Complete schedules MAY be distributed or made available prior to the first match. C. Game times will be 6:45, 7:45, 8:45,, depending on the number of teams registered. D. Schedules and standings (after completion of week 4) will be posted on the SPD website on the Volleyball page. PLAYOFFS A. For this Winter 2012 league, ALL teams will qualify for the playoffs and participate in separate leagues. B. League standings and regular season champions will be determined by the following order: 1. Game record, followed by head-to-head games. 2. Match record, followed by head-to-head matches. 3. Point differential, followed by point differential in head-to-head competition. B. All playoff matches will be decided in a best-of-three format. C. Tournament scheduling formats will be determined by the number of teams in the playoffs. E. All tournament final matches will begin 10 minutes after the semi-final. V. OTHER A. League Awards: Cash Awards, Team trophies, The amount is contingent on number of Teams that enter each season. League Awards for 2012 are TBA (Contact Athletics Office for more info) B. League Balls: The Skokie Park District will provide game balls for matches, which may be used at each captain s discretion, however, if the captain of either of two teams playing a match wishes to use the provided league ball for a match, THE LEAGUE BALL MUST BE USED. The Skokie Park District will not provide warm-up balls. Teams are advised to bring 2 or 3 balls for warm-ups. C. If any team wins two consecutive leagues, the team must advance to a higher level of play.

Winter League Fees will be $ (Residents), and $450 (Non-Residents). *NOTE: Teams must have 60% residency on their roster, or be sponsored IN FULL by a business within the Skokie Park District boundaries, in order To be given the resident team rate. D. All league fees must be paid in full at the time of registration. Make checks payable to the Skokie Park District. The Weber Leisure Center is located at 9300 Weber Park Place, Skokie, IL F. All matches will be played at the gymnasium located in the Weber Leisure Center, which is on the corner of Church Street and Gross Point Road. THE SKOKIE PARK DISTRICT RESERVES THE RIGHT TO ACT IN THE BEST INTEREST OF THE LEAGUE ON ITEMS NOT SPECIFICALLY COVERED ABOVE. PLEASE NOTE: Players participate at their own risk. Skokie Park District does not provide insurance coverage for any team or individual player. It is the responsibility of the team manager to inform his/her players of all of the information contained in this document.
