3 CITY OF AURORA RECREATION SERVICES ADULT VOLLEYBALL RULES 1. Aurora Recreation Services offers a non-sanctioned volleyball program for recreational enjoyment of the participants. The City of Aurora Athletic Staff is the sole governing body of this program. 2. Aurora Recreation Services reserves the right to reclassify a team at any point in the season including tournaments and the following season in order to maintain a fair balance of league competition. 3. The City of Aurora Recreation Services also reserves the right to expel any team/player(s) from the league for reasons of conduct, failure to observe rules, regulations, procedures and/or failure to field a team for two (2) or more matches. Written notification will be provided to the individual and/or team manager. 4. Submit all league paperwork on time (registration forms, rosters, etc.). Team names must be appropriate for city web site and public posting. City staff will replace inappropriate name with manager s last name if needed. 5. CHILDREN MUST BE ACCOMPANIED BY A NON-PLAYING ADULT IN THE GYMS. If a nonplaying adult is not present a PLAYING ADULT will be required to leave the game to supervise children. All spectators must remain in the gym during play. No food or drink is allowed in the gyms. Warmups and all other activities are to take place inside the gyms, not in the hallways. 6. The Aurora Volleyball leagues will be governed by current U.S.A.V. Rules with the following clarifications, modifications, and additions. Teams are responsible for knowing the rules. Waiver/Roster 1. Teams must have a minimum of six (6) players on the team roster, roster size is unlimited. 2. The burden is on the team manager to make sure all players sign the waiver/roster. No player may participate until he/she has signed the waiver/roster. 3. Players can be added at anytime during the regular season provided that the procedures are followed: Contact the gym supervisor at your gym during league play. Fill out the waiver/roster completely. The player must sign the waiver/roster before the start of the game. 4. Players must be on the regular season roster and have played in one regular season match in order to participate in the League play-off or State tournament. 5. The burden is on the team manager to make sure all players have been listed on the team roster. 2

4 Player Eligibility & Forfeits 1. Players may participate on an unlimited number of teams; however, no player may participate on two teams playing in the same league. The athletic staff reserves the right to move a player up or not allow the player to participate due to the skill level. 2. All players must be 16 years of age sometime throughout the season. 3. Any player who, within 3 years to date has participated on a professional team (A.V.P., W.V.P.A., etc.) or is currently playing college volleyball must play at the competitive level. 4. Spot checks will be made on rosters. Driver s license or other official picture I.D. will be used to determine identification. A. If a player cannot produce proper I.D., the opponent will be notified and they must protest the eligibility immediately or they relinquish the right to protest that player s eligibility later in the match. B. If protested, the player(s) will be allowed to participate, but must produce proper I.D. at the time of the next scheduled match. If player(s) in questions is involved in a doubleheader, he/she will have until the next scheduled match. If involved in a tournament, I.D. must be presented before the next match of the player(s) in question. C. If proper I.D. cannot be produced, the match in question will be declared a forfeit, the player(s) will not be allowed to participate until I.D. is presented and the team must pay a $25.00 reinstatement fee. D. Other eligibility protests must be made the first time the player enters the match and prior to the first dead ball. E. Player eligibility protests and forfeits are not retroactive to games played before the protest. F. Protest concerning a Rule Interpretation must be made during the next dead ball situation or the manager loses the right to protest. A manager must submit a $25 (cash only) protest fee to the gym supervisor and state cause of the protest. The gym supervisor and both managers must note the exact conditions on the roster sheet. Protest will be decided before the match is continued, by the gym supervisor and/or official. If a decision cannot be reached at that time, the game will be continued and a decision will be made within one week by the athletic staff. The protest fee will be refunded if protest is upheld. 3

5 Game Regulations 1. Each court will be provided with a game ball at the beginning of the season. Should the game ball become lost or stolen anytime during the season, it will be the responsibility of the teams to provide a game ball. 2. A team must have five (5) players present to start and finish a game. When playing with five (5) players, the missing position must be designated and remain open during play. If a 6 th player becomes available that player may be legally substituted into the open position. When the open position comes to serve, a side out will be awarded. A. Game time is forfeit time, if teams do not have the required number of players. B. If the first (1st) game is declared a forfeit due to lack of players, the team shall have fifteen (15) minutes from the scheduled match time or five (5) minutes, whichever is greater, from the first (1st) game before the entire match is declared a forfeit. C. Teams cannot be forced to start before the scheduled match time, except during tournament play. With the consent of both managers, games may be started early. D. Any game that is not completed by time regulations, point rule, or forfeiture, shall be considered suspended. The game will be continued from the point of suspension until completion. E. The school districts (Aurora & Cherry Creek) reserve the right to delay the start of the games by up to fifteen minutes if necessary. They also reserve the right to cancel gym use for a school activity. F. Time outs are limited to thirty (30) second intervals and may be requested only by the team captain or manager once (1) per game. A second request, if inadvertent, is denied and the team is warned; if not deemed inadvertent, a penalty is imposed and the opponent is awarded a point side out. 3. Players are asked to remove and/or make safe any jewelry or other articles (ball caps) that may be potentially hazardous to themselves or others players. Players will not be allowed to enter the match/game until all jewelry is removed or made safe. BLOOD RULE- When a injury occurs where there is blood evident and flowing, the injured player(s) must be removed from the game, the blood flow stopped and the wound dressed (if necessary). Any uniform apparel that was contaminated by the blood must be removed. 4. All players (including substitutes) must be listed by name on the line-up sheet prior to the start of a game. Unlisted players may not participate until their team uses a time out and adds the player to the line-up sheet. 5. Matches will consist of 3 games; rally score to 21 points / 25 cap. All games will count towards league standings. If a game is defaulted due to an injury or expulsion, the team defaulting retains the points earned during play. 6. Tournament format is 2 out of 3 games to 15 points / 15 cap, 3 rd game, rally score. The IF game if played, is 2 out of 3 games to 15 points / 15 cap, 3 rd game, rally score unless started after 9:15pm. Any IF games started after 9:15pm will be one game to 15 points, rally scoring. 4

6 7. Substitutions of players may be made on the request of either the designated playing captain or the team manager off the court once the ball is dead. A. All levels may report to the referee the names of the players involved in the substitution. Following a completed substitution, the team may not request a new substitution until the next dead ball. Players re-entering the game must assume the original position in the serving order. Any number of players may enter the game in each position in the service order. If a team is reduced to less than 6 eligible players, a substitute who has already played in another position may then replace the injured player. B. Or substitutions can be done in a rotation, when that team regains the serve. The substitution must follow in the same order throughout the game. An unlimited team substitution rule is in effect. Rotation substitution takes place in the middle back position. Whichever substitution procedure a team decides to follow, they must continue to use it for the entire game. C. Co-Rec, females may replace females or males. Males can only replace males and females playing in a designated male position as listed in the line-up. D. All injured or ejected players should be replaced with a substitute. If a team is reduced to 5 players, play may continue but the ghost player rule will be used. (Ghost Player - remains open at all times, serve rotation will be honored, and side will be given when the missing position comes to serve) 8. At the time the ball is contacted for the serve, the placement of players on the court must conform to the service order recorded on the score sheet. A. Overlapping: In the front line, the center forward may not be as near the right sideline as the left forward. In the back line, the center back may not be as near the right sideline as the right back, nor as near the left sideline as the left back. No back line player may be as near the net as the corresponding front line player. After the ball is contacted on the serve, players may move from their respective positions. (The server is exempt from this requirement). B. The serving order must remain the same until the game is complete. Before the start of a new game, the serving order may be changed. 9. The server shall hit the ball with 1 hand, fist or arm while the ball is held, or after it is released by the server. The ball shall be contacted within 8 seconds after the referee s signal to serve. If a served ball touches the net and continues over into the opposing team s court, play continues. 10. The players of the serving team must not screen the opponents from seeing the server or the path of the ball (see below). A. A player of the serving team makes an individual screen if the player waves his/her arms, jumps, or moves sideways when the service is being executed and the ball is served over that player. B. A team makes a collective screen when the server is hidden behind a group of two or more teammates and the ball is served over them. 5

7 Coed Rules 1. The serving order and positions on the court at service shall alternate male, female or vice-versa. No more than 3 males are allowed on the court at anytime. No more than 4 females are allowed on the court at anytime player rule - There must be a minimum of 2 men or a maximum of 3 men on the court. When playing with 3 & 2 combination, the missing position must be designated and remain open during the game, (this will eliminate 2 male hitters at all times in the front row). When the open position comes to serve, a side out will be awarded. 3. Each team is entitled to a maximum of three contacts to return the ball to the opponent. When the ball is contacted more than once by a team, at least one of the contacts shall be made by a female player. There is no requirement for a male player to contact the ball. Contact of the ball during a block shall not constitute playing the ball. 4. When only one male player is in the front line at service, one male back line player may be forward of the attack line for the purpose of blocking. Only one male back line player may be forward of the attack line when a male back line player may participate in a block. No female back line player may participate in a block. 5. The net height for Co-ed play shall be 7'11 5/8". Referees & Gym Supervisors 1. The referee is in full control of the match and any judgement decisions rendered by the referee are final. The referee has authority over all players from the coin toss to the conclusion of the match. Decisions based on judgement by the official are final and not subject to protest. Disagreement with interpretations of the rules must be brought to the attention of the referee prior to the next serve following the play in which the disagreement occurred. The captain (Manager) of the protesting team may be the only one to bring the protest to the attention of the referee. 2. The gym supervisor is always authorized to issue sanctions, eject players and declare forfeits when necessary. A. Sanctions (or penalties) are assessed for offenses committed by a team and/or individual. B. Yellow Card is a warning assessed for a minor unsportsmanlike offense. Example: Taunting of officials or opponents, unintentional acts resulting in the game s delay, or inadvertent illegal time-out requested. C. Red Card is assessed for a second minor offense of for rude behavior. This results in a point or side out for the opponent. D. Red & Yellow Cards held together signifies a player s expulsion for the remainder of the game. E. Red & Yellow Cards held in separate hands signifies an ejection from the match. An ejection report and a recommended of suspension is made by the referee. Team captain or manager must sign the report; a copy is also given to the manager or captain. 6

8 F. Misconduct between games is sanctioned exactly the same as during games. Penalties are administered at the beginning of the next game. G. For more specific individual and team sanctions refer to the U.S.A.V. Rule Book. Code of Conduct The City of Aurora Recreation Services has taken the policy of prosecuting any player, coach, or spectator that violates any City of Aurora Municipal Ordinance. Player is defined as a player, coach, manager, sponsor or anyone affiliated with the team. The Player s Code of Conduct applies before, during and after the game. 1. NO PLAYER SHALL: At any time lay a hand upon, push, shove, strike or threaten to strike an official or City of Aurora employee. PENALTY: Officials or Field Supervisor will remove violator from the game. The player will automatically be suspended for one year. If the official or employee is struck, the player will draw a lifetime suspension in all City of Aurora Adult leagues. 2. NO PLAYER SHALL: At any time lay a hand upon, push, shove, strike or threaten to strike another player. PENALTY: Officials or Field Supervisor will remove the violator from the game. The player will automatically be suspended for a minimum of one playing season or a maximum of one year in all City of Aurora Adult leagues. 3. NO PLAYER SHALL: Be guilty of physical attack as an aggressor upon any player, official, spectator or City of Aurora employee. PENALTY: Officials or Field Supervisor will remove violator from the game. Player will automatically be suspended for a minimum of two playing season or a maximum of two year in all City of Aurora Adult leagues. 4. NO PLAYER SHALL: Be guilty of using unnecessarily rough tactics in the play of a game against the body and person of another player. PENALTY: Officials or Field Supervisor will remove violator from the game. Player will automatically be suspended for a minimum of one additional game or a maximum of one year in all City of Aurora Adult leagues. 5. NO PLAYER SHALL: Refuse to abide by an official s decision. PENALTY: Officials or Field Supervisor will remove violator from the game. Player will automatically be suspended for one additional game. 6. NO PLAYER SHALL: Be guilty of objectionable demonstrations of dissent at an official s decision by throwing any object or any other forceful action. PENALTY: Officials or Field Supervisor will remove violator from the game. Player will automatically be suspended for a minimum of one additional game or a maximum of one season. 7. NO PLAYER SHALL: Be guilty of an abusive verbal attack upon any player, official, spectator or City of Aurora employee. PENALTY: Officials or Field Supervisor will remove violator from the game. Player will automatically be suspended for one additional game. 7

9 8. NO PLAYER SHALL: Use profane, obscene or vulgar language in any manner or at any time while in the vicinity of any game. PENALTY: Officials or Field Supervisor will warn the violator and if player continues, they will be suspended from the next game. 9. NO PLAYER SHALL: Appear upon the field / court of play at any time in an intoxicated condition. PENALTY: Officials or Field Supervisor will remove violator from the game. 10. NO PLAYER SHALL: Smoke while on or in school district property. PENALTY: Officials or Field Supervisor will warn the violator and if player continues, they will be suspended from the next game. 11. NO PLAYER SHALL: Be guilty of trash talking in any manner or at any time. The officials and field supervisor have the right to determine language which is offensive. PENALTY: Officials or Field Supervisor will warn the violator and if player continues, the player(s) will be removed from the game and may also be suspended for additional games. The following administrative policies are in effect: 1. The City of Aurora Recreation Department has taken the policy of prosecuting any player, coach, or spectator that violates any City of Aurora municipal ordinance. 2. Any player ejected from the game must leave the court, gym and school property. Failure to leave can result in a forfeit. 3. Anytime a game gets out of hand, the officials, field supervisor or any Recreation official has the authority to forfeit the game. 4. Any team having three or more team members (players and coaches) ejected from a game, the team shall be penalized with a forfeit. 5. All teams are reminded that all glass containers and the possession or drinking of any alcoholic beverages, including beer, is prohibited on school property. Suspensions and Appeals Penalties for the violation of the player code will be decided by the Adult Sports Supervisor on an individual basis. All suspensions carry probations of no less than one season. Players violating the Player s Code of Conduct while on probation will receive the maximum penalty. If a league is sanctioned, the state office of the sanctioning body will be notified of the suspension. Any penalties awarded by the sanctioning body for violations of the City of Aurora Player s Code of Conduct will not have any influence or bearing on the city s decision for a player s penalty. Players violating Code of Conduct rules 1, 2, 3 or 4 have a right to appeal their suspension. Suspended players must submit a written letter of appeal to the Adult Sports Supervisor within 48 hours of verbal notification of their suspension. Letter of appeal should include the reason for the appeal and a day time phone number to reach the suspended player. A meeting for review will be set within a week of notice to appeal. At the meeting for the appeal the suspended player may bring up to 2 people to support their appeal. The appeal meeting will be held with a panel of three City of Aurora Sports staff with no less than two supervisors. The decision of the appeal panel will be final. 8

10 Inclement Weather/Rescheduled Games In case of inclement weather and/or hazardous conditions, please call for weather cancellations. Decisions for cancellations will be made after 4:00 p.m.. Aurora Recreation Services reserves the right to reschedule games on any night or location necessary in order to complete the season in a timely manner. Find game schedules on 1. Make-up games may be scheduled at any time. Original scheduled may change, so please check the league website at It is the manager s responsibility to check the website weekly for changes. If a schedule is changed and does not affect that week s games, the manager s will NOT be notified. 2. Make-up games will be scheduled at the 1st available time slot. This may require adding a week to the original schedule or playing an additional night. Exception: Last two weeks of the season, games will be rescheduled as soon as possible. 3. The responsibility of finding out make-up times is the duty of the team manager. We will not call teams. 4. Teams are advised to check and confirm their rescheduled games. We will not accept an excuse of we were told the wrong information. Schedule can be found at Awards First and second place team awards will be given at the end of the season for tournament play. Ties for seeding the tournament will be broken by the following criteria: 1. Teams with any forfeits are eliminated. 2. Head to head winner, if still tied; 3. Point differential in head to head. 4. Overall point differential. 5. If still tied a coin will be flipped to determine seed. Insurance and First Aid The City of Aurora Recreation Services does not provide insurance coverage for player, manager, spectators, passerby, or employees. You are strongly advised to check your coverage with your personal policy. In case of injury to a participant or spectator in any of the City of Aurora Adult Leagues, please report immediately to a City of Aurora staff member and request that a report be completed. All teams must provide their own first aid kit. The kit should have all the necessary items, i.e., ice packs, elastic bandage, sterilized gauze pads and rubber gloves. When an injury occurs where blood is evident and flowing the injured player must be removed from the game, the blood flow stopped and the wound dressed (if necessary). Any uniform apparel that was contaminated by the blood must be removed. 9
