1 FÉDÉRATION INTERNATIONALE DE VOLLEYBALL The Congress of Unity The 30 th FIVB World Congress, which was held in Tokyo from 3 rd until 5 th October, was the FIVB s biggest ever. The number of national federations represented in Tokyo reached 196, with some 30 delegates attending the sessions. The Congress started with a declaration of unity signed by all the national federations present and was conducted in a spirit of unity. The declaration aimed to reaffirm the international federation s unity to counter rumours of national federations breaking away from the FIVB. Official Bulletin No. 9 November 006 Edition in English In order to main stricter financial controls, new regulations were adopted that saw the establishment of an Investment Com- FIVB President Rubén Acosta speaking at the 30 th FIVB World Congress mittee for the management of the FIVB s assets, as well as the appointment of an external FIVB Controller and an FIVB Treasurer. CEV President André Meyer was appointed as the FIVB Treasurer. A Disciplinary Committee was also set up as an independent body the Committee contains no active members of the FIVB to enforce the FIVB s strict Code of Conduct. Congress delegates unanimously approved the affiliated of the Volleyball Federation of Montenegro, increasing to 19 the total number of national federations affiliated to the organisation. Mr. Drobnjak Dragan, the delegate from Montenegro, attending the first FIVB Congress for his nation Specific details of the tsunami relief package were presented by Mrs. Rita Subowo, Member of the Board of Administration and a member of the Task Force chaired by AVC President Mr. Jizhong Wei to oversee the distribution of the 3 million US dollars pledged by the FIVB. Mrs. Subowo, who as President of the Indonesian Volleyball Federation witnessed first hand the destruction caused by the devastating tidal wave, revealed plans for 18 fullyequipped schools in four of the affected countries Indonesia, Thailand, Sri Lanka and the Maldives with outdoor volleyball A record 196 National Federations were represented at the 30 th FIVB World Congress in Tokyo courts that can be used as training facilities for teams outside school hours. As the Congress closed with reports from the organisers of future Volleyball and Beach Volleyball events, delegates had already unanimously approved the recognition of the British Volleyball Federation. This will allow the British Volleyball Federation to plan the investment of 4 million pounds sterling in government funding in the run-up to the London 01 Olympic Games and will also allow a Team Great Britain to compete at international volleyball events from next year. 4 Beach Volleyball Beach VOLLEYBALL men & women 006 SWATCH FIVB World Tour Women s champions take gold at home In the tournaments last month, Brazil s Juliana and Larissa consolidated their position at the top of the women s ranking with their 6 th gold medal this season. In the men s competition, Germany s Julius Brink and Christoph Dieckmann beat the home teams on Brazilian sand to take their second gold this year. September Women s Open Vitória - Brazil - Podium Finish 1 GOLD Juliana - Larissa BRA 3 Juliana Felisberta Silva and Larissa Franca continued their winning ways in front of the home crowd by capturing the women s gold medal at the USD 400,000 Vitória Open on Camburi Beach. The topseeded Juliana and Larissa scored a 19-1, 1-14 and win in 56 minutes over third-seeded Leila Barros and Ana Paula Connelly in the all-brazilian final to split the USD 3,000 first-place prize. Secondplaced Leila and Ana Paula shared USD,000 for their seventh podium placement in 4 SWATCH starts together. It is great to finally win a gold medal in front of family, friends and the Brazilian fans, said the 4-year old Larissa. In an all-american bronze medal match, third-seeded May-Treanor and Walsh shared the USD 16,000 third-prize after beating Nicole Branagh and Elaine Youngs and maintained their record of posting a podium finish in each of their five SWATCH FIVB World Tour appearances in Brazil. Playing in their first SWATCH event together, Branagh and Youngs split USD 1,000 for fourth-place. Dieckmann and Brink posted a 1-17 and 1-19 gold medal win over ninth-seeded Jake Gibb and Sean Rosenthal to avenge an earlier defeat to the Americans in the Vitoria Open competition. 5 SWATCH FIVB World Tour Beach VOLLEYBALL men & women 007 Calendar SWATCH FIVB World Tour The road to Beijing 008 with 37 tournaments The Olympic Qualification process for Beijing 008 for Beach Volleyball will start on 1 st January 007. In the runup to Beijing, the SWATCH FIVB World Tour will see its first-ever stop in a Middle Eastern country as the circuit stops off in Bahrain for a men s Open event in 007. The Tour also sees strong interest from Asia, with new events sanctioned in Singapore, Korea and Indonesia. These add to a calendar that contains established stops across Europe and in North and South America including four European Grand Slams in Berlin, Klagenfurt, Paris and Stavanger and continue the growth of a tour that is a genuine world event. Prize money for the 37 events will be 8.65 million USD, of which 1 million alone is up for grabs at the World Championships, which will be held in Gstaad, Switzerland and will feature 48 of the world s best teams from each gender. The latest version of the World Tour calendar can be viewed at: 008 Beijing Olympics qualification process The Olympic qualification process for Beach Volleyball will start on 1 st January 007 and run until 0 th July 008, with 4 team vacancies available for each gender. The participating teams will be decided based on the best eight performances in recognised Olympic Qualification tournaments SWATCH FIVB World Tour events, World Championships and FIVB recognised Continental Championship Finals. There is a maximum of two teams per country and if a continent does not have any teams qualified after the above procedure is applied, the 3rd place will be awarded to the highestranked eligible team from the continent in question. Heuscher-Heyer team up for Beijing 008 A new force in international Beach Volleyball emerged when Swiss champion and vice World Champion Sascha Heyer teamed up with Athens bronze medallist Patrick Heuscher to start a campaign aiming for a podium place at the 008 Olympic Games in Beijing. Patrick Heuscher had been looking for a new partner after his longstanding team-mate Stefan Kobel announced his retirement at the end of the 006 season following a spate of injuries. The new partnership can look forward to a great start to the 007 Olympic qualification season with the World Championships on home soil in Gstaad. I m very much looking forward to the next two years, said Heuscher. I will give everything at the World Championships and for a berth at the Olympic Games in Beijing. I am highly motivated to play with Sasha. Insiders may be surprised at the new partnership, which combines two world-class blockers. Sascha Heyer was, however, Patrick s ideal choice as a partner and he sees no problems with the new configuration. I can see advantages. Some opponents don t like me at all as a blocker, others have a lot of respect for Sasha s block. We can now tailor our defensive tactics specifically to each opponent. I m also looking forward to learning new things as a defensive player in future. Heyer made the team s ultimate objective very clear: We both think that a medal is possible in Beijing. But before that, he thinks the Beach Volleyball World Championships in his home country will be a highlight of his career. This will be the first milestone on the road to Beijing, he said. 6 Confederations VOLLEYBALL women Four European teams qualify for the 007 World Grand Prix Russia, the Netherlands, Italy and Poland qualified for the 007 World Grand Prix on conclusion of the European Qualification tournament in Varna, Bulgaria in September. This year s top scorer at the World Grand Prix, Ekaterina Gamova, stood out again in the final match against the Netherlands as she led Giovanni Caprara s girls to a straight set victory and took the MVP award for the tournament. In the play-off matches, Italy beat Turkey and Poland overcame Azerbaijan to com- plete the quartet that will take part in next year s World Grand Prix. Italy went on to beat Poland in the bronze medal match. At a press conference following the tournament, CEV President André Meyer hinted that more teams may be included in the qualifiers next year, with a possibility of the tournament being extended to two stages. He also announced that Bulgaria, following its successful staging of World League matches this year, will host one of the three Olympic Qualification tournaments for men. It s certain that Japan will host one of the tournaments, so we were looking for hosts for the other two. Now I m glad to congratulate Bulgaria as one of them, he said. Europe s Continental Qualifications for Beijing 008 will be staged in the period from 15 th December 007 to nd January 008. In the presence of FIVB President Dr. Rubén Acosta H., Luxembourg Government Commissioner for Physical Education and Sports, Mr. Guy Fusenig, the President of the Luxembourg Olympic Committee, Mr. Marc Theisen, and Luxembourg Sports Minister, Mr. Jeannot Krecke, the CEV held its 7th General Assembly in Luxembourg on Saturday, 14th October 006. CEV President André Meyer addressed the representatives of the 54 national federations and declared the commitment of the European federations and their solidarity with the FIVB. Mr. Meyer also mentioned the strong support of these federations for FIVB President Rubén Acosta. Following Mr. Meyer s welcome speech, FIVB President Dr. Rubén Acosta underlined the importance of a strong leadership of the FIVB and the CEV to develop Volleyball and Beach Volleyball all around the world. Dr. Acosta further took time to remind all national federations that all constant efforts established for the benefit of the development of Volleyball and Beach Volleyball were always set up in order to serve FIVB institutions and not any other interests. On this occasion, Mr. Cristóbal Marte Hoffiz, FIVB Executive Vice-President and member of the FIVB Finance Commission, presented the FIVB Audit Report & Administrative Inquiry concerning former FIVB General Manager Jean-Pierre Seppey s mismanagement and financial abuses. Furthermore the 68 delegates had the chance to follow the presentations of the various European Commissions and Working Groups. In this scope, CEV Sports Organizing Commission President Pierre Mulheims informed about the qualification procedure for the FIVB Junior World Championship 007. The European Champions Russia for the men s competition and Italy for the women s competition are directly qualified, while a European 005 CEV accounts close with a significant surplus representing an increase of 30% compared to the budget. In four years India missed the Asian junior title for the second time losing the final. Ironically, India went down to Iran in the final in 00 also, but in a five-set game. But this time the Indian team caved in very badly in the title-decider. Having remained unbeaten till the final India blot- ted its book with a poor display and Iran, which was shocked by Japan in a five-setter, coasted to a comfortable victory in front of its home crowd. In 004, India was not in the top four. Both Iran and India qualified for the World junior championship, likely to be held in Europe. Though the Volleyball Federation of India officials are quite happy about the juniors silver medal victory, they are worried about the team s habit of falling at the last hurdle. As the VFI is preparing the Indian team for the next World senior championship qualifier this juniors good show has come like a shot in the arm for the Federation. In two years, this team should be quite strong to face the world challenge. In fact, the VFI feels that 006 as a whole has been a more fruitful year for Indian volleyball. volleyball women Asian Women s U-19 Championship China takes seventh title Mighty China underlined their supremacy over the 13 th Asian Women s Junior Under-19 Volleyball Championship after pulling off a dramatic , 4-6, 5-18, 5-17 victory over a gallant Japan in the final showdown on Monday. It is the seventh Asian title China have won since they claimed their debut crown in 199. In between Thailand and Chinese Taipei, the host side, went down in the opening set 16-5, but recovered fast to snatch the thrilling second set 5-. Chinese Taipei won the the third-place play-off against the host side Thailand, who were playing without star spiker Sirintra Seesuma, who had sustained an ankle injury during training. South Korea, third place at the previous Colombo episode in Sri Lanka two years ago, lost their touch this time to finish fifth place after outclassing Vietnam in straight sets 5-1, 5-11, 5-1. In the 7 th -place play-off, the Aussies came from behind to beat New Zealand in a 13-5, 5-0, 5-17, 19-5 and 1-19 victory. China won five individual awards, with Fan Linlin taking the Best Server and Chen Yao the Best Attacker respectively. Wang Qian claimed the Best Libero Player award, while Yan Ni took home the Best Blocker and the Most Valuable Player awards. Japanese Miho Watanabe captured the Best Setter award, while Chinese Taipei s Wu Shu Fen took the Best Scorer. China and Japan are eligible for next year s World Women s Under-0 Volleyball Championship, while Thailand, as the host country, will also join the two teams to take part in the world-class tournament.
