4 Registration: I. Eligibility a. Any BC team competing in any Volleyball BC event must be fully registered as a club team and may utilize only registered Volleyball BC members of that club. b. Team members must be residents of British Columbia, unless approved by Volleyball BC. Volleyball Canada may require further information. c. A Volleyball BC representative may request proof of registration of a club, team or individual. Proof of registration and a copy of the individual s birth certificate must be sent to Volleyball BC for validation. II. Regulations a. It is the responsibility of the athletes and coaches to know the rules of the game and abide by them. b. The FIVB rules of volleyball as presented in the current Volleyball Canada rule book and as applied by officials registered with Volleyball BC are the only rules applicable in Volleyball BC events unless otherwise stated. c. Volleyball BC may penalize any club, team, coach or athlete by way of default, suspension, fine or other suitable penalty, for contravention of any rule or regulation. d. All teams must register online at All the required fields must be completed and updated in full, including a current address. A Club Contact must register the club prior to a Team Contact registering the athletes (team roster). A Club Contact may also register as a Team Contact. Volleyball BC must be notified, in writing, if there is a change of Club Contact. e. Clubs must designate a home town and all teams within that club will be required to compete within that region for Regional s (where applicable). When applicable, the club name or team name must represent the home town. f. Teams that wish to have the flexibility in moving athletes between teams in the same division, or up in an older division, must utilize athletes registered within the same club. g. Playing Up i. Teams are not permitted to play in an age category outside of their registered category without the direct permission of the event host. ii. Athletes may play up for the entire year or on an occasional basis, but careful consideration should be taken with respect to over training and burnout when allowing an athlete to play up. Please refer to LTAD and the principles and guidelines provided with the document. Further LTAD planning support is provided by Volleyball BC online at III. iii. Teams that register in an older age category at the start of the season are committed to competing within that division at both Provincial and National s. h. The registration deadline to add or delete athletes from a team roster is 15 th, Prior to this date all additions to a roster must be made via the online registration system. After this deadline, rosters can only be changed with the approval of Volleyball BC and an administration fee will be applied. i. Registration will be uploaded from Volleyball BC into Volleyball Canada s National Registration System (NRS) on a set schedule during the 2012 club season. j. An administration fee will be applied to all roster changes requiring an upload into the NRS by Volleyball BC after 15 th, k. All athletes, club and team staff must fill in and sign the Waiver and Code of Conduct form and return it to the club or team contact responsible for online registration. Clubs and teams are required to keep all waiver forms on file in case they are requested by Volleyball BC. All athletes under the age of 18 will be required to have a parent/guardian sign the waiver form. Tryout and Training Guidelines a. It is recommended that tryouts and training at the 13U & 14U divisions commence after January 1 st, b. It is recommended that tryouts and training at the 15U, 16U, 17U & 18U divisions commence after the completion of their respective BC School Sports Provincial s. VOLLEYBALL BC Club Handbook Page 4

5 IV. Recruiting and Transfer Policy a. Volleyball BC strongly encourages the cooperation of its membership to ensure all volleyball participants have a positive experience. b. Volleyball BC has a zero tolerance recruiting policy. The zero tolerance recruiting policy will be in effect starting December 1, c. Club representatives (coaches, administrators, managers, parents, athletes, etc) are not allowed to contact athletes from clubs other than their own at any time regarding recruitment. d. Athletes may tryout for more than one club; however, they must bring a transfer form signed by their 2011 club representative before they attend tryouts for a different club. e. Once athletes have registered with a club (paid any portion of club fees), they are committed to that club for the remainder of the season. V. Membership Fees a. Membership fees include: i. Event Information a. Volleyball BC Super Events (Super Spike, Super Volley and Super ). i. All event registrations and payments are online (Visa and MasterCard only). ii. Registration for all events will open January 9 th, iii. Early registration will close three weeks prior to the event. Once the early registration deadline has passed, teams may still register (with the permission of the event host) as a late entry until two weeks prior to the event. Late entry registrations are subject to a $ late registration fee in addition to the standard registration fee. iv. Teams must have a valid roster (minimum of eight athletes, maximum of 15 athletes) to register and participate in any Volleyball BC Super Event. b. Provincial Information i. Registration for all Provincial s will open January 9 th, ii. Early registration will close four weeks prior to the event. Once the early registration deadline has passed, teams may still register (with the permission of the event host) as a late entry until three weeks prior to the event. Late entry registrations are subject to a $ late registration fee in addition to the standard registration fee. 6 VII. VIII. Withdrawals a. If a team needs to withdraw from an event after registering, they must contact the event host prior to the early registration deadline (three weeks prior to the event) to avoid a sanction. b. Withdrawals requested after the early registration deadline and before the late registration deadline (two weeks prior to the event) will be subject to a $50 penalty. c. Withdrawals after the late registration deadline (less than two weeks prior to the event), will forfeit 50% of the entry fee and a warning will be recorded. Two warnings in one season will prohibit the team from participating in Volleyball BC s Provincial. d. Withdrawals within 72 hours of the event will forfeit the entire registration fee and a warning will be recorded. Two warnings in one season will prohibit the team from participating in Volleyball BC s Provincial. e. Withdrawals within 24 hours of the event will forfeit the entire registration fee, will be subject to a $100 fine and a warning will be recorded. Two warnings in one season will prohibit the team from participating in Volleyball BC s Provincial. Performance Bonds a. All clubs must pay a performance bond with Volleyball BC in accordance with the fee structure outlined below. The performance bond must be paid at the time of registration. b. Please contact Chris Berglund at ext. 222 to pay the performance bond. c. The performance bond will remain with Volleyball BC and be carried over to the next season. Carry over is mandatory. d. If any portion of the performance bond is claimed during the season, it must be replaced before any team in that club can compete in a Volleyball BC event. e. Performance bonds may be claimed for, but are not limited to, the following infractions: i. Damage to accommodations or facilities - varies. ii. Violation of the coach or athlete code of conduct - varies. iii. Violation of the uniform rule at Provincials or Nationals - $50. iv. Withdrawal from an event after the deadline - varies. v. Failure to play a match without the approval of the event host - $100. vi. Failure to meet or produce proof of required coaching certification 1. Event draws will be posted online at b. It is the responsibility of the coach or team contact to ensure that they have the most recent version of the event draw. c. All revisions will be posted online, up to 5:00pm the day prior to the event. d. Teams will be contacted directly if any revisions are made after 5:00pm the day prior to the event. It is imperative that coach and club contact information in the Volleyball BC database is current. It is the responsibility of the club to ensure that all information is correct and current. X. Medals and Prizing a. Prizing at all Super Events will be given to the top three finishers. b. Medals (Gold, Silver, Bronze) will be given to the top three finishers in each division at the Provincial s. XI. Outstanding Fees a. Any individual or club (athlete, coach, team, club) that has outstanding debts with Volleyball BC at the end of the competition season will be deemed members not in good standing and will be ineligible for all Volleyball BC programs until such debts are paid. 7 Competition Guidelines: I. Competition Rules a. Volleyball Canada rules are in effect for all Volleyball BC events, unless otherwise stated. b. Recent rules modifications, and clarification on new rules, can be found online at II. Only teams fully registered with Volleyball BC will be permitted to compete in Volleyball BC events. Foreign teams must apply to the event host to enter an event and will be reviewed on a case by case basis by the Regional Development Committee. III. Teams are limited to two athletes on their roster that are born in IV. Uniform Regulations a. Athlete s jerseys must be numbered b. The number must be at least 15cm high on the chest and 20cm high on the back. The width of the stripe forming the number must be at least 2cm. c. The numbered must be located in the center of the jersey on the front and back. d. The colour and brightness of the jersey must contrast the colour and the brightness of the number. i. To avoid a potential uniform violation, it is strongly recommended that jersey numbers are not included in any artwork/logo. The numbers must be clearly visible and should stand alone. e. The libero must wear a jersey of a contrasting colour to the other members of the team. The libero jersey does not have to be the same design, but it must be numbered. If a different libero is used for each set, the jersey number must correspond to the number registered on the official scoresheet. f. Shorts must be uniform in design and colour, except the libero. V. Roster Guidelines a. A registered team may use up to fifteen athletes in any Volleyball BC event. i. Only twelve athletes can be listed on a scoresheet and compete per match. ii. The twelve athletes listed on the scoresheet can change each match. iii. A minimum of eight athletes must be registered on the scoresheet. b. A total of four team personnel can be registered with any team. i. Head Coach ii. Assistant Coach iii. Manager/Team Contact iv. Medical Staff (if listed, they must have medical certification) c. 8 VI. Substitution and Libero Regulations a. Limited Substitution Rule: There are a maximum of 6 or 12 substitutions per team per set. Within the maximum, one or more players may be substituted at the same time, however, subs may only enter the game in place of an athlete of the starting line up once per set. They can only be substituted back out of the set by the same starting athlete. These substitutions may occur at any point in the set and all other substitution rules must be followed. b. Unlimited Substitution Rule: There are a maximum of 12 substitutions per team per set. Within the maximum, one or more players may be substituted at the same time, however, one particular sub may enter and exit the game up to a maximum of 12 times (total). These substitutions may occur at any point in the set and all other substitution rules must be followed. c. Quick Sub Rule: Volleyball BC has adopted the Quick Sub Rule for the 2012 club season. i. The substitution must be carried out within the substitution zone (area between the 3 meter line and net). ii. The request for a substitution is the entrance of the substitute athlete(s) into the substitution zone, ready to play, during a regular interruption (the coach no longer signals to the official for a substitution). iii. The request of the substitution is announced by the scorer (buzzer) or second referee (whistle). If there is no second referee, the first referee will acknowledge the request (whistle). iv. The substitution will only last the amount of time necessary to record the substitution on the scoresheet. v. If a team wants to make multiple substitutions at the same time, all the athletes must enter the substitution zone at the same time. Substitutions must be made in succession, one pair of players after another. vi. vii. The team will be given a warning or delay of game if protocol is not followed. The 12 limited substitution rule will be in effect for National s. 6 Limited Substitutions VII. National Coaching Certification Program (NCCP) Requirements a. Coaches that fail to produce proof of certification upon request while participating in any Volleyball BC event may be subject to a performance bond penalty of $25. b. Coaches that have not met the requirements prior to the Provincial will be subject to a performance bond penalty of $100. c. Exemption cards are available for coaches that meet the eligibility and apply to Chris Berglund at cberglund@volleyballbc.ca by 15 th, d. Coaches are eligible for an exemption card if they have completed a portion of their certification during the 2012 season. Minor Officiating Regulations a. All Volleyball BC events require participating teams to provide a scorekeeper and linesperson for their own match. b. Minor Officials may be athletes, teammates, parents, friends, etc. c. Minor Officials provided must be capable of fulfilling their duties to the satisfaction of the First Official. Failure to meet the satisfaction of the First Official will result in the individual being removed from their role. The participating team will be required to replace the individual and may be assessed with a delay of game warning by the First Official. d. Failure to fulfill minor officiating duties will be noted on the scoresheet and subject to further penalty. e. It is strongly recommended that teams attend events with trained Minor Officials. Volleyball Canada s tie breaking procedures will be in effect at all Volleyball BC events, unless otherwise stated. XI. XII. Official Game Ball a. The official game ball of Volleyball BC is provided by Baden. Volleyball BC events will use either the Baden 15-OC or the Baden Perfection Elite. Travel Permits a. Requests for Travel Permits must be submitted a minimum of four weeks prior to the event. Requests not submitted by the four week deadline will not be reviewed by Volleyball Canada. Rankings will be based off of previous Provincial results, Super Spike results and Regional Development Committee (RDC) recommendations. iv. Geographical consideration will be taken when allocating teams into pools. v. Guaranteed five matches per Super Spike (two day event). vi. Playoff draw format will be based on the number of teams in the event. c. Competition Guidelines i. No libero, 12 limited substitution. ii. Athletes are not allowed a double contact (set) off of serve receive. iii. New net and center line rules are in effect. iv. Quick sub rule is in effect. d. Regional and Provincial s i. Rankings for Regional s will be based on RDC recommendations. ii. Rankings for Provincial s are based on Regional results, then Super Spike results, geographical representation and RDC recommendations. iii.
