Organizer 2018 Central American & Caribbean Games Barranquilla, Colombia 19 July - 3 August 2018 VOLLEYBALL COMPETITION TECHNICAL MANUAL REGULATIONS 1.1 For the organization of the 2018 Central American & Caribbean Games, Barranquilla, Colombia, the Central American & Caribbean Sports Organization, CACSO, the Organizing Committee of the 2018 Central American & Caribbean Games, Barranquilla, Colombia, COBAR and the Colombian National Volleyball Federation, as affiliated National Federation of FIVB, of the South American Volleyball Confederation, CSV and the Pan American Volleyball Union, accepts to comply with the terms and conditions established in the Competition Regulations that are the official statutes of the event. 1.2 The Central American & Caribbean Sports Organization (CACSO), the Organizing Committee of the 2018 Central American & Caribbean Games, 1

2 Barranquilla, Colombia, COBAR and the Colombian National Volleyball Federation, as an affiliated NF to the Federation Internationale de Volleyball, FIVB and CSV, together with NORCECA, the responsible Volleyball Confederation, will be responsible for the organization of the 2018 Central American & Caribbean Games Barranquilla, Colombia Volleyball Competition to be held during the period from July 20 to August 2, 2018, in the city of Barranquilla, Colombia. 1.3 Organization Addresses & Contacts: Lic. Host City, International Airport of Arrival and Competition Venue 2.1 Host City The 2018 Central American & Caribbean Games Barranquilla, Colombia, Volleyball Competitions will be held in the city of Barranquilla, Colombia. The event will be held from July 20- August 2, International Airport of Arrival and Departure The International Airport for the arrival and departure of participating National Teams in the 2018 Central American & Caribbean Games Barranquilla, Colombia, is; Ernesto Cortissoz International Airport (BAQ) 2.3 Competition Venues The main competition venues for participating teams are: Coliseo de Voleibol Humberto Perea, in the city of Barranquilla, Colombia a) Main Competition Venue: The 2018 Central American & Caribbean Games Organizing Committee must have the necessary sports infrastructure facilities appropriate for hosting this event. The competition venue must fulfill the following conditions: 5,000 seat capacity. The court must fulfill the requirements of FIVB (official measures and ceiling height). Syntactic floor; The synthetic floor must be homologated by NORCECA, been the official Sport Floor Homologated by NORCECA, the Sport Court Volleyball Surface. Norceca will provide a donation to the Colombian National Volleyball Federation of one (1) complete Sport Court Volleyball Surface. The main competition venue must be equipped with the following SENOH Homologate Equipment; one set (1) net posts, one set (1) of protection padding for the net posts, two sets (2) of official net, four sets (4) of antennas, four set (2) substitution paddles, one (1) official refereeing stand with corresponding padding protection. In addition, the following 3

4 equipment must be also provided; substitution buzzer system, chair or bench for the teams, 4 Molten ball carts to be provided by Norceca, 4 large supermarket carts, six (6) 1m. mops, four (4) 5 gallon water containers for the drinking water, two (2) five gallons ice container, two (2) five gallons hydrated liquid containers, a minimum of 100 chairs, 8 tables size 150 x 90 x 70 cm, 4 tables sizes 300 x 90 x 70 cm, 8 small chairs for the quick moppers and ball retrievers 50 cm in height, 1 hygrometer, 1 thermometer, 1 clock/chronometer and 1 net height measuring device, 12 dozens of small towels to dry the floor, 4 Molten line judges flags to be provided by Norceca, 1 Molten ball pressure gauge to be provided by Norceca, one 5 unit ball stand and one (1) extra set of SENOH net post protectors. This equipment must be available for inspection during the Referee Practical Clinic and must be of the type and model homologated by FIVB and/or NORCECA. b) The main competition venue must have available the following facilities: A minimum of two (2) dressing rooms, equipped with one (1) massage tables each, 20 chairs each, one (1) 5 gallons drinking water container, one 5 gallons ice container, one (1) instruction white board, one table for the snacks, fruit and juice to be provided before each match. Two Changing room for National Referees, male and female. Two Changing room for International Referees, male and female. One Meeting rooms for Control Committee Members equipped with a meeting table with a minimum capacity of 12 persons. One Working room for the President and Competition Director equipped with two (2) working desks, meeting table for six (6) persons, telephone with international line, fax, computer with internet line and printer, office material such as paper, pencil, stapler, markers, folders, tape, etc. One Medical room fully equipped and with Medical Staff available. One Anti-doping control room equipped with a working desk, chairs, 2 tables and bathroom (WC), according to the WADA/FIVB standards. One Pressroom equipped with computers (minimum of 2), printers, fax, telephone, Internet line and working desk. One Journalist room equipped with working tables, chairs, a minimum of 4 computers with printers and Internet access. Two (2) International line telephones to be paid by the user with credit or phone card. These 2 international line phones must be available for international accredited Journalists. One Press Conference room with a minimum capacity of 30 persons, equipped with a podium, sound system, chairs and one main table for 6 persons. One VIS working room equipped with computer, printer, working table, 4 chairs, working desk with 3 chairs, one high-speed photocopier, phone, fax and Internet line. 4

5 Three (3) complete sets of computers, one of them with printers to be installed and connected together with the VIS System. Preferably, the main competition venue will have one or two court for the warm-up and training of the participating teams, which will be used prior to every match. This courts will have synthetic flooring homologated by NORCECA SPORTCOURT Volleyball Surface and SENOH posts with padding, nets, and antennas. The main court must have at least 15 balls (Molten V5M-5000) for the competition matches and training of the participating National teams. A total of 60 Molten V5M-5000 balls will be provided by NORCECA for this event. The main competition court must be surrounded by a publicity court side panels system (28 panels or billboards) measuring 1m by 3.4m each and/or a rotating system in accordance with the court layout provided by the Norceca. NORCECA reserves the right to allocate a maximum of seven (7) panels for the following Norceca official banners to be posted on the court: NORCECA, FIVB, CSV, UPV, Molten, Mizuno and Sport Court. 2.4 Training Venues The training venues for participating teams are: Training Court 1 Coliseo Humberto Perea Training Court 2 Coliseo Humberto Perea a) TRAINING VENUES The 2018 Central American & Caribbean Games Organizing Committee must provide appropriate sport competition and training venues in order to ensure the participating teams the necessary facilities for their training according to the requirements established by the FIVB/ NORCECA, providing 1.5 hours daily training, from day of their arrival until the end of the competition. The minimum recovery time between competition matches and training sessions of participating teams is five (5) hours. Each team will have a minimum of one training session of 1.5 hours in the official competition court venue prior to the event. Training Venues: A minimum of two (2) Courts that comply with all FIVB requirements (official measures and ceiling height) each equipped with synthetic NORCECA homologated floors, SPORT COURT Volleyball Surface and Senoh volleyball net system, (one set (1) net posts, one set (1) of protection padding for the net posts, two sets (2) of official net, four sets (4) of antennas and one (1) official refereeing stand with corresponding padding protection The training venue must also have available: 2 changing rooms for teams equipped with 1 massage table in each and a 5 gallons ice container available with ice, also an equipped medical room with medical staff must be available. 16 Molten V5M5000 game balls per training court, one (1) 5 5

6 gallons drinking water container in each court with sufficient drinking water and ice during each training session must be available. The competition venue and the training venue must be available for the daily training of participating teams. A minimum of 1.5 hours daily must be provided for the training of participating teams before and during the competition; each team must be guaranteed at least one 1.5-hour training session in the main competition venue. 2.5 Accommodation, Meals and Internal Transportation Accommodation, meals and internal transportation for Participating National Teams, Control Committee and Referees will be under the responsibility and covered by the Host Organizing Committee of the 2018 Central American & Caribbean Games, Barranquilla, Colombia, COBAR, from the date of arrival until the date of departure according to the established schedule for the competition. Participating Teams Accommodation: Central American & Caribbean Athletes' Village in Barranquilla, Colombia. The Village will be the Games-time home for the athletes, coaches and team officials, and will incorporate a full range of conveniences and amenities. Will be located in the city of Barranquilla, the Village is within 30 minutes of the Barranquilla Central American & Caribbean Volleyball Sport Centre, Coliseo Humberto Perea and less than 30 minutes from the Ernesto Cortissoz International Airport. The Athletes Village will respect the traditions, cultures, abilities, languages and cuisines of all residents. 24-hour service will be available throughout the Village for athletes and team officials. A transport center and accreditation services will maximize convenience for athletes and officials. The Village Polyclinic will offer a full range of health care services. 7 b) Meal Services Participating National Teams delegation members will receive their meals at the Central American & Caribbean Athletes' Village. Participating members of the Control Committee, Referees and Officials will receive their breakfast in the official hotel designated for their accommodation. The Organizing Committee of the 2018 Central American & Caribbean Game, Barranquilla, Colombia, will provide a Meal Per-Diem, as established in the MOU, to cover lunch and dinner for the members of the Control Committee, Referees and Officials. 2.6 Hotel accommodation; NORCECA s Officials, Referees and Technical Personal NORCECA President (or representative) requires single room occupancy. Technical Delegate, Competition Director, and Administrative Coordinator requires single room occupancy. Venue Operation Delegate, Members of the Appeal and Refereeing Sub- Commissions, as well as International Referees require double room occupancy. Technical and Support Staff, VIS Delegate, Press Delegate and Photographer require double room occupancy. Medical Delegate requires single room occupancy. NORCECA s Control Committee Members, Officials, Referees and International Technical Personal will be lodged at; Hilton Garden Inn Barranquilla Carrera 53, Calle , Barranquilla, Colombia TEL: FAX: Any change of Hotels made by the Organizing Committee of the 2018 Central American & Caribbean Games, Barranquilla, Colombia, must have the written approval of Norceca. NOTE: In case hotels are used for the accommodation of participating National Teams, the lodging of NORCECA Officials, Members of the Control Committee, Referees, Technical, Support Staff, Press and Medical Delegate must be in a different hotel or accommodation quarters where the participating teams are accommodated 2.7 MEALS The 2018 Central American & Caribbean Games, Barranquilla, Colombia, Organizing Committee, COBAR, must provide meals to the participating teams, Officials and Staff, from the day of arrival to the day of departure. a) Participating Teams Breakfast, lunch and dinner, plus one snack, to be provided to the participating teams before or after each match according to the request of the Team Manager, 7

8 for a total of 21 person s maximum per Team Delegation. Meals must be provided in the Sport Villa or hotel, destined for the lodging of participating teams. This location must be approved by Norceca during the site inspection visit and must comply with the sanitary quality/conditions, provide the necessary meals according to the International Competition Standards for High Performance Athletes (IFQS). b) NORCECA Officials, Referees, Technical and Support Staff NORCECA Officials, Technical Delegate, Members of the Control Committee, Referees, VIS Delegate, Press Delegate, Medical Delegate, Technical and Support Staff must be also provided with breakfast, lunch and dinner in the hotel destine for their lodging. The hotel must be approved by Norceca during the site inspection visit and must comply with the sanitary quality/conditions, provide the necessary meals according to the International Food Quality Standards (IFQS). During the competition days, a snack shall be provided in the Control Committee, Referee and Technical Personnel Meeting Rooms at the Competition venue. NOTE: The host Organizing Committee of the 2018 Central American & Caribbean Games, Barranquilla, Colombia, COBAR, may also pay an extra Per Diem to cover the meals for NORCECA Officials, Members of the Control Committee, Referees, Technical and Support Staff, in order for them to provide their own meals. This extra Per Diem must be provided, three days before, during the competition and one day after the competition, as established in the MOU. 3. INTERNAL TRANSPORTATION The 2018 Central American & Caribbean Games, Barranquilla, Colombia Organizing Committee is responsible to provide internal transportation to all participating teams from the day of their arrival to the day of departure, as follows: a) Participating Teams: internal transportation in buses with a minimum capacity of 45 persons. Transportation of two participating teams in the same bus is not permitted. b) NORCECA Officials, Members of the Control Committee, Referees, VIS Delegate, Press Delegate, Medical Delegate and Technical and Support Staff: i. One vehicle for the NORCECA President (or his representative) ii. One vehicle for the Competition Director iii. One van and/or a minibus with a capacity of 15 passengers to be provided for the Members of the Appeal and Referee Sub-Commission, VIS Delegate. Press Delegate, Medical Delegate, Technical and Support Staff. iv. One van and/or minibus with a capacity of 15 passengers to be provided for the International Referees. 4. Statutes & Authority 4.1 Competition Regulations These Regulations will be the statute that controls the competition. Any situation not covered by these regulations will be decided according to 8

9 NORCECA, CSV and PVU Regulations and in the contrary, by the FIVB Regulations, including its Constitution, Administrative, Sport, Financial, General Regulations, Complementary Statutes and Disciplinary Regulations in force. 4.2 FIVB Official Rules of the Game The 2018 Central American & Caribbean Games Barranquilla, Colombia, will be played in accordance with the 2018 FIVB Official Rules of the Game in force. 4.3 Control Committee The competition will be conducted by the Control Committee, which will be designated and appointed by NORCECA. 4.4 VISA information In order to facilitate the participation of qualified National Teams, Control Committee Members and Referees in the 2018 Central American & Caribbean Games, Barranquilla, Colombia, the Organizing Committee, COBAR, through the Colombian Governmental Authorities, guarantees to provide the necessary approved official accreditation (ID Credential) for the entry formalities and/or VISA that will permit the entry into Colombia of the participating Team Members, Control Committee Members and Referees, registered in the Games Official Entries and the FIVB 0-2 Form. 5. 14 6. Participating Teams & Delegation Composition A maximum of eight (8) teams per gender are qualified to participate in the 2018 Central American & Caribbean Games Barranquilla, Colombia. The qualified teams are the Host Country Team, Colombia (1), Venezuela (2), and the top six (6) National Federation Teams in the Norceca Continental Ranking, as of January 1, 2018, from among the National Federations affiliated to Norceca. Participating qualified National Teams for the Women competition; The qualified teams are the Host Country Team, Colombia (1), Venezuela (2), and the top six (6) National Federation Teams in the Norceca Continental Ranking, as of January 1, 2018 as follow; Dominican Republic, Puerto Rico, Cuba, Mexico, Trinidad & Tobago and Costa Rica Participating qualified National Teams for the Men competition; The qualified teams are the Host Country Team, Colombia (1), Venezuela (2), and the top six (6) National Federation Teams in the Norceca Continental Ranking, as of January 1, 2018 as follow; Cuba, Puerto Rico, Mexico, Dominican Republic, Guatemala and Trinidad & Tobago NOTE 1: In case one of the qualified teams withdraws their participation, the next team in the Norceca Continental Ranking from among the National Federations affiliated to Norceca will be eligible to participate. 6.1 Team Composition Each team delegation will be composed of a maximum of 21 persons, consisting of: A minimum of twelve (12) Players and up to a maximum of fourteen (14) Players Four (4) Officials (One Team Manager, One Head Coach and Two Assistant Coaches/Athletic Trainers) One (1) Doctor (FIVB accredited) One (1) Physiotherapist (FIVB accredited) One (1) Team Statistician (FIVB, NORCECA or CSV accredited) Additionally, the Referees (International FIVB Referee or Continental Referee) will be approved and designated by NORCECA. 14

15 6.2 Additional Team Personnel All persons that exceed what is stipulated in Article 6.1 above will be considered as additional personnel and the National Federation (NF) and its National Olympic Committee that registers them will have to cover their expenses, including lodging, meals and internal transportation, in accordance with the terms and conditions established by the Organizing Committee of the 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee, COBAR. The names of these persons should be submitted in advance to NORCECA for registration. 7. Player s Eligibility 7.1 Participating players in the competitions of the 2018 Central American & Caribbean Games, Barranquilla, Colombia, must be citizens of the country that they represent according to the FIVB Sport and General Regulations. The official document to verify the player s eligibility is their valid passport, issued by the competent governmental authorities of their country. Team Managers must submit, for control and database purposes, color copies of the National Team players passports (provided on CD or paper color copy) during the Team Preliminary Inquiry. 7.2 The 2018 Central American & Caribbean Games, Barranquilla, Colombia women competition is an Intercontinental International competition exclusively reserved for female-born players. 7.3 The passports of all players and the ID Credential provided by the 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee, must be presented to the Control Committee for verification during the Team Preliminary Inquiry. 8. Registration Players whose original passport (no passport copies will be accepted) and ID Credential is not presented during the Preliminary Inquiry will not be registered and therefore, will not be eligible to participate in the competition. 8.1 The registration of each participating National Team will consist of submission, through the 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee, COBAR, Sport Entries to be completed by their National Olympic Committee, NOC, as well as, by submitting the FIVB O-2 Form to Norceca before the established deadline. The O-2 form may contain up to 25 athletes, and no declaration of Captain or Libero(s) is required. No substitutions or changes of athletes are permitted after the submission of the O-2 Form. The final list of 12 or 14 15

16 participating athletes on the O-2bis Form must be constituted from among the 25 athletes listed in the O-2 Form. The O-2 Form submission must be completed online ( for the implementation of the FIVB Live Score system (O-2 VIS). A printed copy of the completed form must be sent to the Norceca Sport Events Department prior to the established deadline of the event. A copy of the FIVB 0-2 Form, one (1) team photo and individual photos (size 2x2) of all members of each participating team delegation (players, officials, medical personnel, statistician, journalists and referees) must be remitted by to the Sport Events Department (norcecasportevents@gmail.com) prior to the established deadline. A copy of the FIVB 0-2 Form must be remitted to the 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee, COBAR, through their National Olympic Committee. 8.2 Player Final Registration (FIVB O-2 bis Form) During the Preliminary Inquiry, the Team Manager must submit, to the Control Committee, the FIVB O-2 bis Form with a maximum of 14 players (comprised only of the players registered in the O-2 form). In the case that the FIVB O-2 bis Form is not provided to the Control Committee, the first 12 or 14 players in the FIVB O-2 Form will constitute the team. Also for Control Committee registration and VIS Data Control, the players positions (Outside Hitter, OH, Middle Blocker, MB, Opposite, OP, Setter, S and Libero, L) must be indicated in the final O2bis Form. 9. Official Rules, Ball & Uniforms 9.1 The 2018 Central American & Caribbean Games Barranquilla, Colombia, Volleyball Competitions will be played under the current FIVB Rules of the Game in force at the time of the competition. All necessary interpretations are to be clarified during the Referee Clinic and/or the General Technical Meeting. 9.2 Official Ball The official competition game ball will be the Molten V5M Norceca will provide a total of 60 unit of Molten V5M5000 volleyballs. 9.3 Uniforms Player s uniforms must be FIVB Homologated and in accordance with FIVB Sport Regulations. Each team shall have available a minimum of three (3) sets of playing uniforms of different colors, one of which should be based white in color. The team Captain and Libero uniforms should be presented at the Preliminary Inquiry for Control Committee inspection. The player s names and numbers on the uniforms must be the same as register on the FIVB O-2 and O-2Bis Forms. Teams presenting uniforms that are not in 16

17 compliance with the FIVB Sport Regulations are subject to a USD$3, fine and will not be able to use those uniforms during the event. Teams uniform accessories and injury prevention devices, (compression pads, knee pads, elbow pads, etc.) must be of the same color design as the uniform. Neutral colors, black and white, are also accepted. Teams players wearing injury prevention devices must be all uniformed (same color /design) and a sample must be presented at the team preliminary inquiry for inspection and approval. 9.4 Publicity on Uniforms Publicity on player s uniforms must be approved by CACSO, the 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee, COBAR and Norceca, must follow the CACSO and the 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee, COBAR, established guidelines. Publicity on players uniforms must be in accordance with the FIVB Sport Material, Team Equipment and Advertising Guidelines. Teams presenting uniforms that are not in compliance with the FIVB Sport Regulations are subject to a USD$3, fine and will not be able to use those uniforms during the event, therefore, new uniforms that comply with the FIVB Uniform Regulations and FIVB Sport Material, Team Equipment and Advertising Guidelines must be presented to the Control Committee of the event for approval. 9.5 Dress Code for Officials on the Bench All Officials on the bench (maximum of five officials on the bench to be decided by the team manager) must be uniformed according to the dress code of the current FIVB Sport Regulations. Those Officials that do not comply with the dress code established are subject to a USD$1, fine per Official and will not be allowed to sit on the bench. Each participating team manager is entitle to determine the five (5) officials to be on the bench, but must declare and register then for the entire competition during the Preliminary Inquiry. In addition, team medical staff is allowed to be seated behind the team bench, as foreseen by the regulations site plan. 10. Competition Format and Team Distribution 10.1 The 2018 Central American & Caribbean Games Barranquilla, Colombia, will be played under one of the following competition formats: a) With eight (8) teams, two (2) groups of four (4) teams each will be formed. b) With seven (7) teams, two (2) groups will be formed: one (1) of four (4) teams and one (1) of three (3) teams. c) With six (6) teams, two (2) groups of three (3) teams each will be formed. d) With five (5) teams, a Round Robin will be played. The first four (4) teams ranked in the Preliminary Round will advance to compete in the Semifinal Round. (1 st vs 4 th and 2 nd vs 3 rd ). Winners of the 17

18 Semifinal Round will play a match to determine the Champion and Vice-Champion. The losers of the Semifinal Round will play one match to determine the 3 rd and 4 th place. e) With four (4) teams, a Round Robin will be played. All teams will advance to compete in the Semifinal Round. (1 st vs 4 th and 2 nd vs 3 rd ). Winners of the Semifinal Round will play a match to determine the Champion and Vice-Champion. The losers of the Semifinal Round will play one match to determine the 3 rd and 4 th place. NOTE: The official competition format of the event will determine the distribution of teams, according to their Continental Ranking for Norceca National teams in the Preliminary Rounds. No changes to the official competition format of the event will be permitted after it has been determined and approved by NORCECA. Colombia, as host country of the 2018 Central American & Caribbean Games Barranquilla, Colombia, is entitle to choose the pool for the allocation of their national teams. Venezuela will be allocated as a South American team, will be allocated in a different pool from that of the host country, Colombia Classification, Quarterfinal and Semifinal Rounds For the Classification, Quarterfinal, and Semifinal Rounds, according to the FIVB General Competition Regulations, it must be avoided that teams from the same group play each other as established in the competition format According to the established competition format and the FIVB General Regulations, for the Classification, Quarterfinal, and Semifinal Rounds, if three teams from the same group qualify, the match between the highest ranked team and the lowest ranked team of their Preliminary Round will be repeated Round Robin Ranking To establish the ranking of teams after Preliminary Round, the ranking of the teams will be determined as follows: 1. By the results of matches won and lost. 2. In case of equality in the number of matches won and lost, among two or more teams of the same group, the final ranking of the teams will be determined by the number of points gained among teams of the same group during the Preliminary Round. 3. The following points will be awarded to each team per match, according to the number of sets won/lost: Match won 3-0 = 5 points Match lost 0-3 = 0 point 18

19 Match won 3-1 = 4 points Match lost 1-3 = 1 points Match won 3-2 = 3 points Match lost 2-3 = 2 points Match forfeited = 0 points (0-25, 0-25, 0-25) 10.5 Tie Breaking Procedure In case of equality in the number of points gained by two or more teams, the tie will be broken by the points ratio with the following criteria, in order of importance: A) Point Quotient: In case of equality in the number of points gained by two or several teams they will be classified in descending order by the quotient resulting from the division of all points scored by the total of points lost. B) Set Quotient: If the tie persists as per the points quotient the teams will be classified in descending order by the quotient resulting from the division of the number of all sets won by the number of all sets lost. C) If the tie continues as per the set quotient between two teams, the priority will be given to the team which won the last match between them. D) When the tie is between three or more teams a new classification of these teams will be made taking into consideration only the matches in which they were opposed to each other Team Distribution For the 2018 Central American & Caribbean Games, Barranquilla, Colombia, teams will be distributed according to their position in the Norceca Senior Men and Women Ranking as of January 1, 2018, using the Serpentine system for their distribution. Colombia, as host country of the 2018 Central American & Caribbean Games Barranquilla, Colombia, is entitle to choose the pool for the allocation of their national teams. Venezuela will be allocated as a South American team, will be allocated in a different pool from that of the host country, Colombia. 11. Rights of the Host Country 11.1 The host country has the right to choose the group for the positioning of their National Team. The remaining teams will be distributed using the Serpentine System in accordance with their position in the Norceca Continental Ranking (as of January 1, 2015), starting with the highest-ranking team as head of Group A or B. Venezuela will be allocated as a South American team, will be allocated in a different pool from that of the host country, Colombia. The host country, has the right to choose one (1) match in the Competition Schedule of the Preliminary Round. Once the Preliminary, Classification, Quarterfinals, Semifinal and Final Rounds matches are established, the 2018 Central American & Caribbean 19

20 Games Barranquilla, Colombia, Organizing Committee, COBAR, will propose to the Control Committee the time and order of all matches to be played. All matches are established in the Official Competition Schedule/Format of the event. The host country will also have all other rights as established in the FIVB General Regulations. 12. Financial Responsibilities 12.1 The following will be the financial responsibilities of the 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee, COBAR: 12.2 Internal Transportation, lodging, and meals for Control Committee, Referees and Team Delegations, from the date of arrival to date of departure as established by NORCECA and the 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee, COBAR, in the Memorandum of Understanding, MOU First Aid and Medical Service must be provided during the Competition. (International Medical Insurance is recommended for participating teams in order to cover the payment of their medical services if needed that may be required by the members of their delegation) Payment of Per Diem to Control Committee Members, Technical, Support Staff and Referees, according to what has been established by NORCECA and the 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee, COBAR, in the Memorandum of Understanding, MOU, as follows: NOTE 1: The payment of Per Diem for the Members of the Control Committee, Competition Directors, Venue Operation Directors, Administrative Director, Press Delegates, VIS Directors and Photographers, USD$ per/day. Members of the Control Committee, Appeal Sub-Committee, Refereeing Sub-Committee, Medical Delegates and Info- Technology Delegates, USD$ per/day. Technical, Support Staff and participating Referees, USD$ per/day. Payment of the Per-Diem must be covered before the start of the competition. Additional meal Per Diem of Col$90, (pesos) per/day must be also paid before the start of the competition, in case that is not covered to be served in the official hotel for the Members of the Control Committee, Technical Delegate, Competition Director, Press Delegate, Medical Delegate, VIS Director, Technical, Support Staff and participating Referee. 20

21 NOTE 2: The payment of Per Diem to local technical officials is to be made in accordance with the established agreement between the 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee, COBAR, with the person contracted for the required services. a) Event Tickets: The 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee must provide fifty (50) tickets to NORCECA: fifteen (15) VIP tickets & thirty-five (35) General Admission tickets. b) Air Fare: The 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee, COBAR, is be responsible to provide and cover the cost of the airline ticket (economical class) for Control Committee Members, Referees and Technical Staff as follow; 1 Round-trip flight for President of NORCECA 2 Round-trip flight for Competition Director 2 Round-trip flight for Venue Operations Manager 1 Round trip flight for the Administrative Coordinator 4 Round-trip flights for the Member of the Appeals Sub-Committee 4 Round-trip flights for the Member of the Referee Sub-Committee 18 FIVB International Referees (Including two neutral referees) 2 Round-trip flight for the Press Delegate 2 Round-trip flight for the Medical Delegate 4 Round-trip flight for the VIS Delegate 2 Round-trip flight for the Official Photographer 12.5 The following are the responsibilities for participating National Federations: a) To remit a letter confirming the participation of their National Team to Norceca with the endorsement of their NOC before the established deadline. b) Remit together with a copy of the FIVB 0-2 Form, one (1) team photo and individual photos (size 2x2) of all members of each participating team delegation (players, officials, doctors, statistician, journalists and referees) by before the established deadline. c) Be responsible, together with their National Olympic Committee for all other additional expenses of their delegation that may apply. d) Payment of international transportation, as well as visa fees, and airport taxes, as needed. e) To present the following documents during the Preliminary Inquiry: - FIVB O-2 Form - FIVB O-2 VIS Form - FIVB O-2 bis Form (hard copy and the online VIS copy) - FIVB M-3 form 21

22 - Norceca L-1 Form - Norceca L-2 Form - Norceca L-3 Form - FIVB M-8 (if necessary) - CACSO Publicity Form and publicity certificate approved by CACSO and the 2018 Central American & Caribbean Games Barranquilla, Colombia, Organizing Committee COBAR (as needed) - Original passports of all players - Players ID Card Official Accreditation provided by COBAR. - Color copy of all players passports (provided on a CD) - Official size Country National Flag - Official National Anthem (Maximum duration two minutes) - Captain & Libero Uniforms (3 sets of different colors) - Injury prevention devices team gear for approval (Compression pads, undershorts and arms calf s, socks) 13. Complaints and Sanctions 13.1 Complaints: a) All complaints must be presented in writing to the Control Committee. The procedure established to present a complaint must be according to the FIVB Sport Regulations. Complaints will be resolved according to the FIVB General and Sport Regulations, and Rules of the Games in force. b) Complaints related to a technical issue (violation of the FIVB Rules of the Game) must be resolved by the acting Control Committee of the match where the violation of the Rules of the Game has been verified. The procedure must be in accordance with the FIVB/NORCECA Sport Regulation (Judges Conference). Violation of the Rules of the Game must be claimed by the affected team, during the development of the match in course and must be resolved during the match by the Control Committee. c) All complaints and appeals not related to a technical issue and/or violation of the Rules of the Game must be presented in writing to the Control Committee President within 60 minutes after the conclusion of the match. Complaints and appeals must be presented with a deposit of US$ (Five Hundred Dollars) cash; if the complaint and/or appeal proceeds, the deposit will be reimbursed. The Control Committee President must announce the verdict within 12 hours after the presentation of the complaint and/or appeal. 22

23 13.2 Sanctions: For this competition, the following sanctions have been established: a) Negligence to provide the FIVB O-2 Form, O-2Bis and the O-2 VIS online registration by the deadline established will apply a sanction of US$ (Five Hundred Dollars). b) The non-fulfillment of Article 9.3 and 9.4 of these Regulations, corresponding to the uniforms of Participating Teams, in accordance with the FIVB Official Uniform Regulations, will apply a sanction of US$3, (Three Thousand Dollars). Also, teams presenting less than the mandatory three (3) sets of uniforms, as established in Article 9.3 above of these regulations, will be sanction with a USD$1, fine for each set of uniforms not presented. c) All sanctions established by the FIVB Constitution, Disciplinary Regulations, Administrative, Financial, Sport, General Regulations and Complementary Statutes would be applicable. d) The non-fulfillment of Article 12.5, a), b), c) and d), of these regulations, will apply a sanction of USD$ (Five Hundred Dollars) in each case as foreseen individually. e) All participating national teams and players must be available for the opening, closing and award ceremony of the event. Participating national teams refusing or not participating in the opening, closing and award ceremony, their National Federation will be eligible to be applied a sanction of USD$20, Also, individual players to be awarded, refusing or not participating in the individual award ceremony, their National Federation will be eligible to be applied a sanction of USD$5, and will also lose their award, one that will be awarded to the next player in the final result of its individual performance. f) The non-fulfillment of Article 7.2 of these Regulations, that correspond to the eligibility of participating players, will apply a four-year (4) sanction to the player in fault from all Norceca competitions and a fine of USD$100, (One Hundred Thousand Dollars) sanction to the National Federation that declares an ineligible player in the roster of their National Team. 14. Referees 14.1 It is mandatory that each participating National Federation propose one (1) Referee for evaluation from one of the following categories: a) FIVB International Referee b) FIVB Continental Referee 23
