2 APPENDIX D - PUBLIC COMMENTS AND RESPONSES Appendix D contains the public comments received during the planning process for the Pedestrian, Bicycle and Traffic Calming Strategic Implementation Plan as well as the team s responses to the comments. This appendix also contains the summary results from the Interactive Web Tool. The public input on this project was significant. The City received over 800 comments on the project, which indicates that residents value walking and biking and would like to see improved and/or new pedestrian and bicycle facilities throughout the City. Many comments stated concerns about specific locations and recommended improvements. Responses on the web tool indicated that the most popular destinations are the shopping centers, City Hall, parks, and downtown. Sidewalks are the most important amenity to walkers. Survey respondents indicated that sidewalks are missing along important routes where people want to walk and/or that existing sidewalks are often cracked or blocked by overgrown vegetation, which makes walking difficult. In addition, respondents indicated that the top five most difficult intersection crossings are: 1. W&OD Trail at N. West Street 2. W&OD Trail at Fairfax Drive (outside the City) 3. W&OD Trail at Great Falls Street 4. Lee Highway/Cavalier Trail /S. Maple Avenue and 5. Pennsylvania Avenue/Rees Place. Survey responses from persons with disabilities focused on the need for additional accessibility improvements including compliant curb ramps, audible and vibrating signals and sidewalks without obstacles. Those responding to the questions about bicycle accommodations indicated support for more bicycle lanes separated from traffic. The public input received for this project provided invaluable guidance for the project team in identifying projects and setting priorities. The pages that follow contain the full list of comments and the team s responses to those comments. The majority of the comments have been addressed in the Plan. What are your pedestrian destinations? 1 Donald Frady Park 2 City Center, 300 Park Ave 3 Cherry Hill Park It is the closest park with playground equipment from our end of town. The walk down route 7 with children/dogs is scary. The sidewalk is narrow and the cars speed recklessly 300 Park Ave (almost daily). Cherry Hill Park, Community Center, Library, and City Hall are all big walking destinations A HAWK signal is proposed at the intersection of E. Broad St and E. Fairfax St (intersection closest to the Donald Frady park). The City sidewalk policy for E. Broad St is to provide a minimum of 10 foot sidewalk (sidewalk and buffer) on E. Broad Street. However, due to relative priority of each project and limited budget the implementation will take place in phases. Appendix C details the rankings for each sidewalk segment. 4 City Center, 300 Park Ave crossing Virginia and Great Falls is dangerous. Cars accelerate into turn, sidewalks are missing, traffic on Virginia never stops at the stop sign (cannot see traffic until they have entered the traffic lane on Great Falls) The plan shows intersection improvements to Great Falls and Virginia including curb radii reduction with splitter islands. The goal is to calm traffic turning onto the street and create better visiblity and safety for pedestrians. 5 Falls Church Churchyard Destination The falls Church. You can only cross 7 by foot at either cherry st. or Washington St. I d like to cross closer to Fairfax or Lawton street (or in the middle). I see tons of people crossing here on Sundays 6 Cherry Hill Park Dog walking 7 East Falls Church Metro East Falls Church Metro 8 Giant, CVS, ABC, Staples (regularly) -- Haandi, Hair Fall Church Shopping Cuttery, Baskin Robbins (irregularly, but in past Center year) 9 Devonshire Park Good place to take dog. W&OD Trail at N Van Buren St Buxton Rd and Tyson Corner N Spring St between Fulton and Park Ave 13 Falls Church Park 14 City Center, 300 Park Ave Hard to get to from our street with children. Many missing sidewalks and not clear crossings making it stressful. Hidden corner - where cars come flying around both directions. Home (where I start or end) I enjoy walking on the Crossman Park walking path. It is provides a pleasant, safe walk next to Four Mile Run. I run/walk around the city for exercise. I mainly use the streets/bike path north of Broad street and from my home in Broadmont over to the city center. The City's policy is to install sidewalks on both sides of collectors and arterial streets and on one side of local and residential streets. The existing conditions inventory revealed that there were 354 locations in the City where there are no sidewalks. While the City understands that every location without a sidewalk should receive a sidewalk at some point, there needs to be a ranked list in order to identify the relative priority of each project and also due to the limited budget for implementation. Chapter 6 shows the locations of all new sidewalks based on priority. Appendix C details the rankings for each sidewalk segment. The City will review this issue and consider measures as appropriate. 15 Governors Ct and Little Falls St South Maple Ave 17 Cherry Hill Park Lincoln Great Falls St and Lincoln Ave City Center, 300 Park Ave I walk from Gresham Place to the Farmers Market on Saturdays. N Washington St is heavily travelled by fast moving, noisy cars and trucks. The sidewalks are narrow and close to the street. I try to avoid walking along N Washington St. I walk from my home on N. Virginia to my office on S. Maple Ave several times per month I walk from my home on N. Virginia with my kids to Cherry Hill Park several times per month I walk from my home on N. Virginia with my kids to Lincoln Park several times per month I walk from my home on N. Virginia with my kids to the Farmer s Market most Saturdays The City sidewalk policy for N. The City has adopted a goal to 'Develop and implement a walkway maintenance program that includes annual sidewalk inspections' which will take care of these issues. Further all existing sidewalk deficiencies such as heaving, settling, buckling, etc have been identified in the existing conditions report (Chapter 4) and are scheduled to be remedied through the ADA Transition Plan. 21 Shopping Center, 352 West Broad St Many cars speed down our cul de sac looking for access to 29. They turn around and speed out again. The population of children continues to increase and the street becomes more dangerous 22 West Falls Church metro Metro Stop. Building on that effort, the City created the Parks Connectivity Map, which designates on-road and off-road paths to connect all of the parks and trails. Chapter 5 shows the Park Connectivity Plan which has connections to W&OD Trail (from the intersection of Ridge Place and N. Roosevelt Street). 176 E. Oak Street we like to ride down great falls st to get to the trail... very hard w/o a bike lane The City plans to install sharrows and a new sidewalk on Great Falls Street. Also, some of the intersecting side streets will be retrofitted with smaller curb radii to slow turning vehicles, reduce pedestrian crossing distances and increase the visibility of pedestrians. Additionally, the City plans to redesign the W&OD trail crossing (raise the crosswalk and provide additional signage) to warn approaching motorists to slow down and to alert them to the presence of trail users. It is anticipated that all these improvements will narrow the roadway width and help to calm traffic and provide a safe pedestrian environment.
