1 FMATS Transportation Improvement Program Non-Motorized Project Nomination Form Project nominations are accepted from the public and are scored based on the adopted Project Scoring Criteria. These criteria assign weight based on the project s impact on the following: 1. Health and Quality of Life 2. Safety Improvements 3. Public Support 4. Road Maintenance and Condition 5. Other Considerations (Economic Development, Security, Utility Conflict Resolution, etc.) The score the project receives will be used to determine the project s eligibility for funding in the Transportation Improvement Program, or TIP. The TIP identifies, prioritizes and allocates anticipated funding for transportation improvements over a 4 year period. NAME: Donna Gardino ADDRESS: Attn: FMATS City of Fairbanks, City Hall 800 Cushman St. Fairbanks, PHONE: donna.gardino@fmats.us Name of Proposed Project: Loftus Road: Wood River Drive - Birch Lane Pedestrian Improvements Project Scope/ Description: Investigate potential improvements to make crossing Loftus Road more comfortable for nonmotorized users, particularly at Wood River Drive and Birch Lane and areas around University Park Elementary School and Effie Kokrine School. Crossing improvements are recommended along this road as part of the Safe Routes to School plan. Consider constructing a crosswalk at York Road to go with the school-designated crossing at that location. Is there a commitment from a public organization to maintain this project if built? If so please identify that organization below. ADOT&PF currently maintains this road from Geist Road to Birch Lane, and will continue to maintain this portion of the facility. Has an organization agreed to pay the non-federal funding match for this project? If so please identify the organization that has committed to pay the non-federal share. At the level of funding listed in the FMATS 2040 MTP A Roadmap to 2040, the ADOT&PF will commit to pay the non-federal share for the portion of the project owned by the ADOT&PF. Page 1 of 4

The four goals are listed below please explain the relationship between these goals and this project. 1. Coordinate planning efforts to provide an integrated transportation and land use system that embodies smart growth principles and stimulates the economy to grow. 2. Provide a safe, efficient, secure, and interconnected multi-modal transportation system for all users. 3. Protect the environment, improve air quality, promote energy efficiency, and enhance regional quality of life. 4. Optimize the utility and lifespan of the existing transportation system. Goal 1: This project strengthens and directs development towards existing communities. Additionally, it creates a more walkable neighborhood and provides a variety of transportation choices for residents and visitors to the area. Goal 2: This project supports the FMATS goals by providing a more safe connection to the neighborhood around the two schools in the area, University Park Elementary and Effie Kokrine Charter School. It will give users a specific, safe location to cross the roadway. Senior and disabled groups would have an easier time navigating this roadway as well. It reduces conflicts between motorists and pedestrians along the corridor. In 2011, there was a pedestrian fatality near the Loftus Road and Birch Lane intersection. Goal 3: Connecting students to the local school by sidewalk and connecting neighbors offers an enhanced quality of life for this area. Offering a safe facility for pedestrians to cross the road will encourage people in the area to walk which could result in fewer vehicle emissions. Goal 4: For individuals who choose to walk the reduction in vehicle miles traveled will reduce the wear and tear on the exiting transportation system. Additionally, by offering a more complete street individuals will find more utility in this roadway corridor. 1) Does this project improve community health and/or quality of life? For example: improve air and water quality, enhance intermodal connectedness, reduce congestion, etc. This project improves community health and quality of life by offering a more safe facility for pedestrians to cross the road. This crossing can enhance intermodal connectedness, and reduce congestion. Air quality can also be improved by the possible increase in pedestrians and bicyclists along this corridor. Page 2 of 4

There is a history of accidents in this area. There were 2 accidents in 2008, at the Loftus Road and Wood River Drive intersection. In 2011, there was a pedestrian fatality near the Loftus Road and Birch Lane intersection. Additionally, there were 3 accidents in 2008, and 1 accident in 2010, at the nearby Geist Road and Loftus Road intersection. Of those 4 accidents, 2 of them involved bicyclists. 3) Would you describe the public support for this project as broad-based, localized, or limited? Please provide a justification for this level of public support. Public support for this project is high. The Fairbanks, Report Every Dangerous Driver Immediately REDDI campaign is a result of the fatality along this corridor. This group has members from the City of Fairbanks Police Department, FMATS, the Fairbanks Memorial Hospital, Alaska DOT&PF, and others. While the group s overall goal is to improve transportation user safety in the Fairbanks region it was started locally after this accident that resulted in a fatality. 4) Will this project improve drainage, decrease operating cost, promote efficient system management or improve overall facility condition? Please explain: By reducing the requirement to use a personal automobile for transportation individuals can promote efficient system management by choosing to walk or bicycle rather than drive. Adding a safe crossing improves the overall facility condition by providing transportation options. 5) Are there other benefits of this project? For example: national security, community development or otherwise economic benefits This project is an opportunity improve a roadway that experienced a fatality. Completing this project would serve as a testament to improving transportation conditions for pedestrians in the Fairbanks region. Please address other issues that have not been addressed concerning this project. (Attach additional pages and/or photos as necessary) The functional classification of the road is minor collector. 7 Fairbanks Area Safe Routes to School July 2011 Walk Zone Inventory Report & Engineering Recommendations University Park Elementary School University Park Elementary School is located off Loftus Road, south of Geist Road. The walk zone encompasses the Geist neighborhood from Tolovana Drive east to Wilcox Avenue, and falls within the College Road Service Area. 473 students were enrolled at the school for the school year. University Park Elementary is outside the City of Fairbanks. The walk zone neighborhood is primarily single-family residential, with some multi-family units scattered throughout. There is also some commercial development along Geist Road. Site Characteristics There are crossing guards positioned at: Fairbanks Street & Birch Lane Birch Lane and Loftus Road Loftus Road and York Street There are sidewalks along Loftus Road between the school and Geist Road. Parent and bus drop-off/pick-up areas are separated. Birch Lane serves as primary walking route from the east Wide shoulder on south side, west of Fairbanks Street No streetlights Speed limit posted 20 mph Painted crosswalk at Fairbanks Street Many side streets, no shoulders east of Fairbanks Street Loftus Road AADT = 2,439; Fairbanks Street AADT = 4,192 Photo 1 - University Park student drop-off signage Parent Survey Results University Park had a 25% response rate to the parent surveys. Parents indicated that distance from school, weather, and the amount of traffic were the top three reasons for not allowing their children to walk or bike to school. The safety of intersections and crossings also ranked high. This sentiment was also expressed in the comments section multiple times, as was the concern about driver behavior/speed throughout the walk zone. PDC Inc. Engineers Page 1

8 Fairbanks Area Safe Routes to School July 2011 Walk Zone Inventory Report & Engineering Recommendations Photo 2 - Primary walking route to University Park Elementary (Birch Lane) Summary The University Park walk zone has considerable infrastructure deficiencies, but there are opportunities for improvement. The immediate school zone has acceptable sidewalks, crosswalks and crossing guards. However, the primary walking route from the east (Birch Lane) lacks a complete sidewalk, traffic calming, streetlights, and marked crosswalks. There is an informal dirt path in the utility right-of-way that parallels Birch Lane between Loftus and Fairbanks streets. There is also a bike lane along the south side of the road, but the on-street markings are faded. Recommendations Add ADA-compliant sidewalk along the east side of Fairbanks Street from Geist Road to Birch Lane. Install painted crosswalks on Fairbanks Street at the intersections with Iris Lane, Yvonne Avenue, Fahrenkamp Avenue, and Dunlap Avenue. Add ADA-compliant sidewalk along the south side of Birch Lane from Fairbanks Street to Loftus Road. Install painted crosswalks with signs along Birch Lane at the intersections with Iver Drive, Tovey Drive, and Dark Star Court. Install painted crosswalks with signs along Loftus Road at the intersections of Wood River Drive and the three entrances to the school. Install crosswalks with pedestrian-activated RRFB across Loftus Road at the intersections of York Avenue and Bishop Circle. Install traffic calming devices such as speed humps on the streets that lead into Loftus Road, Birch Lane, and Fairbanks Street. Conduct a lighting study to see if additional light is needed.
