2 Fairbanks Area Safe Routes to School February 2012 Walk Zone Inventory Report & Engineering Recommendations Joy Elementary is located at the north end of Margaret Avenue, north of College Road within the City of Fairbanks. The walk zone encompasses the north side of College Road between the Johansen Expressway and Creamer s Field. Of the 379 students enrolled in the year, only a handful walk to school, most of which come from the Wedgewood Apartments located east of the school. There is a large residential neighborhood south of College Road within ½-mile of the school that encompasses the Royal Court Village and Lemeta Subdivisions. While children living in this neighborhood attend Joy Elementary, they are bused across College Road by the school district. With four lanes of traffic and over 12,000 vehicles daily, the school district considers crossing College Road hazardous. There are several businesses along College Road within the walk zone with driveways entering directly onto College. Site Characteristics The school yard is fenced with access gates off Maryleigh and Margaret Avenues. Sidewalks adjacent to the school property meet ADA-compliance. The sidewalk along Margaret Avenue is not ADA-compliant and absent from the east side of street. There are painted crosswalks and pedestrian countdown timers at the Margaret Street and College Road intersection. The sidewalk along College Road is 8 feet wide, ADA-compliant, and illuminated. 3 Fairbanks Area Safe Routes to School February 2012 Walk Zone Inventory Report & Engineering Recommendations Parent Survey Results N/A Summary The walk zone s most notable deficiency is the lack of an acceptable College Road crossing. There are opportunities for children to walk from Lemeta Subdivision south of College Road to Joy Elementary if there is infrastructure to provide a safe crossing. The sidewalks along College Road meet Safe Routes standards. Sidewalks along Margaret Avenue are substandard and require attention. However, the ADOT&PF project to realign the Margaret/College/Antoinette intersection will replace the sidewalks along Margaret Street. The many side streets and driveways along College Road generate turning traffic that students must consider. Without dedicated turning lanes, traffic is often in a hurry to make any turns off College Road. Recommendations Add ADA-compliant sidewalk at the formal entrance to the school. Add formal crosswalk from school property to Willow Woods apartments Construct ADA-compliant sidewalk in front of Willow Woods apartments Conduct detailed traffic study for redesign of student pick-up/drop-off area to alleviate congestion and enhance traffic circulation. Obtain easements from Wedgewood Resort and ACS of Fairbanks to allow students living in the neighborhood between Wedgewood Estates and College Road access to the north through an area that is currently fenced off. Conduct further study to determine under what criteria College Road would no longer be designated as a hazardous crossing. Construct ADA-compliant sidewalks along Antoinette Avenue, Maryleigh Avenue, and O Connor Road in Lemeta Subdivision. Upgrade bike racks. PDC Inc. Engineers Page 2
