1 Stadium Rules for UEFA EURO 2008 Preamble These stadium rules (hereinafter "Stadium Rules") take the form of terms and conditions of use. They apply to all stadiums used during the final trournament of the UEFA European Football Championship 2008 (hereinafter "UEFA EURO 2008 "). 1 Scope These Stadium Rules shall apply to all stadium premises used in connection with UEFA EURO 2008 during the period of validity described in para. 8. Stadium premises shall include all areas that are only accessible with a match ticket and/or accreditation, including all entrance and exit gates, as well as all other official installations and areas (hereinafter "Stadium"). 2 Entrance 2.1 Entrance to a Stadium shall only be authorised upon presentation of a valid ticket and/or accreditation per person (regardless of age). The match ticket and/or accreditation must be shown on entry and inside the Stadium at the request of any safety official, steward or police officer. If requested, proof of identity shall be shown in the form of an official document. 2.2 Driving and parking of vehicles inside the Stadium shall only be permitted with the special authorisation of UEFA/Euro 2008 SA. 2.3 The validity and usability of match tickets shall be determined according to the UEFA EURO 2008 Ticketing Terms and Conditions. 3 Entry controls 3.1 Every person entering the Stadium shall be obliged to show and, if requested, hand over for inspection their match ticket and/or accreditation to safety officials or stewards, and to the police if requested. Failure to do so shall result in access to the Stadium being denied. 3.2 The appointed safety officials and stewards shall be entitled to examine including through the use of technical aids whether persons represent a security risk on the grounds that they have consumed alcohol or drugs or are in possession of weapons or other dangerous or combustible items. With the permission of the person concerned, security staff shall be entitled to search clothing and other items in their possession. 1

2 3.3 Persons who represent a security risk or who refuse to be searched shall be turned away and denied access to the Stadium. The same shall apply to persons who are subject to a local, national or international stadium ban. Such persons shall not be entitled to reimbursement of the admission charge. 4 Conduct inside the Stadium 4.1 All persons who enter the Stadium shall conduct themselves in such a way that they do not harm, endanger or unnecessarily obstruct or annoy others. 4.2 All persons who enter the Stadium shall follow the instructions of the organiser, safety personnel, stewards, police, fire brigade and rescue service, and of the Stadium announcer. Anyone who deliberately or negligently fails to do so may be ejected from the Stadium by the safety personnel, stewards or police. 4.3 All persons who enter the Stadium shall occupy the seat allocated to them as described on their match ticket and use the appropriate access routes. For security reasons and in order to prevent risks, they shall be obliged to occupy seats other than those indicated on their match ticket including in other blocks if so requested by safety officials, stewards or police officers. 4.4 All entrances and exits, together with emergency, escape and rescue routes shall be kept clear. Further exceptional demands may be made in order to prevent or eliminate danger to life, health or property. Instructions to this effect issued by safety officials, stewards or police officers must be followed. 4.5 Rubbish and empty packaging and containers shall be placed in the bins provided at the Stadium. The arrangements for the separation of waste shall be respected. 5 Sound and image recordings 5.1 Any person attending a match acknowledges that use may be made, free of charge, of his/her voice, image and likeness by means of live or recorded video display, broadcast or other transmission or recording, photographs or any other current and/or future media technologies. 5.2 Any person attending a match shall not record and/or transmit any sound, image and/or description of the Stadium or the match (as well as any result and/or statistics of the match) other than for private use. It is strictly forbidden to disseminate over the internet, radio, television or any other current and/or future media, any sound, image, description, or result and/or statistics of the match in whole or in part, or to assist any other person(s) conducting such activities. 6 Prohibited conduct 6.1 Unless expressly authorised by UEFA/Euro 2008 SA, the following items may not be brought into the Stadium: weapons of any kind; 2

3 (b) (h) (i) (j) (k) (l) (m) (n) (o) (p) (q) (r) anything that could be used as a weapon or to cut, thrust or stab with, or as a projectile, in particular long umbrellas, helmets and other unwieldy implements; bottles, cups, jugs or cans of any kind as well as other objects made from PET, glass or any other fragile, non-shatterproof or especially tough material as well as Tetrapak packaging; fireworks, flares, smoke powder, smoke bombs or other pyrotechnics; alcoholic beverages of any kind, drugs or stimulants; racist, xenophobic, extreme right-wing, national-socialist, sexist or political propaganda material; flagpoles or banner poles of any kind. Only flexible plastic poles and so-called double-poles that do not exceed 1 metre in length and 1 cm in diameter are permitted; banners or flags larger than 2.0 x 1.5 metres. Smaller flags and banners are permitted provided that they are made from material which is deemed non-flammable and comply with national regulations and standards. official supporters groups with giant overhead flags must notify Euro 2008 SA officials one day before the match in question for them to decide whether these giant overhead flags are permitted; animals, except for guide dogs and police dogs; any promotional, commercial, political or religious objects, including but not limited to banners, signs, symbols and leaflets as well as any kind of promotional or commercial objects and material; gas spray cans, corrosive, flammable substances, dyes or receptacles containing substances which are harmful to health or are highly flammable. Standard pocket lighters are permitted; unwieldy objects such as ladders, stools, (folding) chairs, boxes, large bags, rucksacks, suitcases and sports bags. For the purposes of this rule, unwieldy means any objects which are larger than 25cm x 25cm x 25cm and which cannot be stowed under the seat in the Stadium; large quantities of paper and/or rolls of paper; mechanically operated sound-emitting devices such as megaphones or klaxons; laser pointers; cameras (except for private use and then only with one set of replacement or rechargeable batteries), video cameras or other sound or video recording equipment; all devices used for the purposes of commercially transmitting or disseminating sound, pictures, descriptions or results of events via the internet or other forms of media; 3

4 (s) other objects which could compromise public safety and/or harm the reputation of UEFA EURO In case of doubt, the relevant safety representative shall be responsible for defining which objects are prohibited or permitted under the Stadium Rules. 6.2 Unless otherwise authorised to do so by UEFA/Euro 2008 SA, it is strictly forbidden to do any of the following inside the Stadium: (b) (h) (i) (j) (k) (l) (m) (n) (o) (p) sell goods and tickets, distribute printed material and hold collections or carry out other promotional or commercial activities without prior written authorisation from UEFA/Euro 2008 SA; throw objects or liquids of any kind, particularly in the direction of another person or in the direction of the area around the pitch or the pitch itself; start a fire, let off or launch fireworks, flares, smoke powder, smoke bombs or other pyrotechnics; express or disseminate political, racist, xenophobic or extreme rightwing propaganda and pursuits or slogans and emblems; act in a way which may be interpreted by others as provocative, threatening, discriminatory or offensive; create any threat to the life or safety of oneself or others, or endanger anyone else in any way whatsoever; cause damage to anyone or anything at any time; climb on or over structures and installations not intended for general use, particularly facades, fences, walls, fencing, barriers, lighting masts, camera platforms, trees, masts of any kind and roofing; enter the pitch or the area around the pitch; access areas (e.g. function rooms, VIP and media areas, etc.), which are closed to the public or for which access is unauthorised; restrict or impede areas open to traffic, footpaths and roadways, entrances and exits to visitor areas and emergency exits; write or paint on or affix anything to structural elements, installations or pathways; relieve oneself anywhere other than in the toilets, or litter the Stadium by discarding objects such as rubbish, packaging, empty containers, etc; stand on seats in the spectator areas; record, transmit or disseminate sound, images, descriptions or results of events in full or in part (except for private use) via the internet or any other media or assist others to do so; disseminate photographs or images taken within the Stadium for commercial gain. 4

5 6.3 Unless otherwise authorised by UEFA/Euro 2008 SA, persons may only enter the Stadium with a match ticket acquired via the official UEFA/Euro 2008 SA distribution channel in compliance with the UEFA EURO 2008 Ticketing Terms and Conditions. 6.4 Any breach of these Stadium Rules will be punished as follows: (b) 7 Liability the offender will be expelled from the Stadium and handed over to the police; UEFA/Euro 2008 SA will ban the offender from all eight UEFA EURO 2008 Stadiums for the duration of the tournament; tickets that have already been obtained for other UEFA EURO 2008 matches will be electronically cancelled and invalidated; relevant information will be made available to the national football associations so that they can take appropriate measures, e.g. national stadium bans; UEFA/Euro 2008 SA or other authorised persons will institute legal proceedings for unlawful entry or intrusion; a fixed penalty of 5,000 will be due to cover the administrative costs arising from the infringement. The right to claim further damages is reserved; the rights of the owner or rightful occupier of the premises are not affected hereby. 7.1 Any person attending a match acknowledges that his/her movement in and around the Stadium is at his/her own risk and that UEFA/Euro 2008 SA or any other relevant body cannot be held liable for any damage or loss arising from attendance at the Stadium, including physical injury, damage to or loss of property, or other incidents, whether occurring before, during or after the match, with the exception of incidents arising from gross negligence and/or wilful misconduct. 7.2 Accidents or damage must be reported immediately. 8 Period of validity These Stadium Rules shall enter into force on the day that the Stadiums are handed over to UEFA/Euro 2008 SA and shall remain valid until the Stadiums are handed back.
