2 Player Pathway RFC fully supports the BC Soccer Player Pathway and strongly believes in order for players to truly fulfill their potential and to be the best they can be, the players needs should be first and foremost and any player that demonstrates the potential to play at a higher level should be provided with the opportunity to do so.

5 INTERNAL PLAYER MOVEMENT If a player is identified to move up a division based on their development needs, the age group technical lead assigned to the team would inform the technical director The player performance records for the season would be reviewed to see if the player met the criteria to play at that level If this movement is within an age group with an assigned age group technical lead, they would communicate with the 2 respective club coaches that the player has demonstrated that they have the potential to move up, and the player would be invited to train with the recommended team on a trail basis for a set period of time to see if this is the correct environment for the players development The player may also be invited to play a game through the BCCSL fluid Roster Process so that the player can be evaluated within a competitive game setting If it is decided that the movement up a division would indeed be beneficial for the players overall development RFC would send an official invitation to the player If agreed team transfer papers would be completed before BC Soccer deadline In the case the movement would fall after the deadline, or movement could potentially effect a teams demise due to insufficient numbers, or the respective team receiving the player has a full roster, the player could be invited to train with the respective team and play games with the current team for the duration of the season (player may play games in the division above using the BCCSL Fluid Roster Process when possible, and participate in exhibition games or tournaments) The Fluid Roster Process to call up players would only be authorised, as long as it did not impact the releasing team or player in a negative way, and the player would only be eligible to play the equivalent of 1 game per day, therefore if the players was to participate in 2 games that day, minutes played in each game would be tracked to ensure the player played a maximum of the required game time minutes for the age group (the exception to this rule would be Goalkeepers, who would be eligible to play 2 full games in one day as the physical demands would be less than an outfield players) The RFC Playing time policy would apply to any players called up to play games through the Fluid Roster Process
6 INTERNAL PLAYER MOVEMENT If a team is short for a game due to sickness, injury or un availability, the age group technical lead would recommend a player or players to be called up based on recent performances as a reward If this movement is within an age group with an assigned age group technical lead, they would communicate with the 2 respective club coaches of the potential movement and reasons why, this would then be communicated to the player and the player may be invited to train with the respective team prior to the game. The Fluid Roster Process to call up players would only be authorised, as long as it did not impact the releasing team or player in a negative way, and the player would only be eligible to play the equivalent of 1 game per day, therefore if the players was to participate in 2 games that day, minutes played in each game would be tracked to ensure the player played a maximum of the required game time minutes for the age group (the exception to this rule would be Goalkeepers, who would be eligible to play 2 full games in one day as the physical demands would be less than an outfield players The RFC Playing time policy would apply to any players called up to play games through the Fluid Roster Process
7 BCCSL FLUID ROSTER PROCESS (Section 16 page 17) Any player with a valid BC Soccer ID card (see section 1b) will be allowed to play for another team at the same Club under the following conditions: i. The League shall grant a registered player permission to play for a team within the Club at the same age or the age group one year older than theirs as long as the player is currently playing a lower caliber of play, if at the same age, or the same or lower caliber of play if they are a year younger. Movement of players in Div. 3 shall be permitted between teams at the same level. The player must provide his or her BC ID card to the game officials to be eligible to play under FRP. iii. Players can only use the FRP for league games. League Championship games are considered league games, but no teams will be allowed to use FRP for players from the same division they played in between the first round of re-tiering in October and the start of League Championship play. Players must be from a lower division or a younger age group at the same or lower division for League Championship games. iv. Clubs must limit players to two games per weekend to safeguard against them playing too many games and being exposed to potential injury. v. Team game day roster, including FRP s cannot exceed the declared roster size registered with BC Soccer. ii. Teams that do not have another team from their Club in a lower division within the same age or a younger team in the same or lower division may use the FRP to pull players from another team at their Club that plays in the same division as them. For District run U11 and U12 Div. 3, where the District has opted not to provide BC ID cards, the District can opt to use a paper-based FRP process that makes the details needed on the BC ID card clear. The paper would then be presented to game officials in lieu of an ID card. 17. League Championships Division 1-3 a) After the completion of League Play in December, all U13-U18 teams will commence PLEASE NOTE: A permit would only be authorised by the club, as long as it did not impact the releasing team or player in a negative way. The player being permitted would only be eligible to play the equivalent of 1 game per day, therefore if the player permitted was to participate in 2 games that day, minutes played in each game would be tracked to ensure the player played a maximum of the required game time minutes for the age group

RFC IDENTIFICATION OF POTENTIAL BCSPL PLAYER If a player is identified as a potential BCSPL player the assigned age group technical lead would inform the RFC technical director The player performance records would be reviewed to see if the player met the criteria, and further observations could be made by the age group technical lead or technical director before making a final recommendation The RFC Technical Director would communicate to the player and parents that RFC will be putting forward a recommendation to the RFC BCSPL partner club Fusion, as the player has demonstrated that they have shown the potential to play at the BCSPL level, and would it be ok to pass on their information to the Fusion Technical Director The RFC Technical Director would then contact the RFC BCSPL partner club Fusion through there Technical Director informing them of the player, and pass on the contact details If the player is invited to train with Fusion for an evaluation this would be communicated through the RFC and Fusion Technical Directors, and passed down to the age group technical lead and club coaches. If the player is invited to play a game on a permit with Fusion for an evaluation this would be communicated through the RFC and Fusion Technical Directors, and passed down to the age group technical lead and club coaches. A permit would only be authorised, as long as it did not impact the releasing team or player in a negative way, and the player would only be eligible to play the equivalent of 1 game per day, therefore if the players was to participate in 2 games that day, minutes played in each game would be tracked to ensure the player played a maximum of the required game time minutes for the age group (the exception to this rule would be Goalkeepers, who would be eligible to play 2 full games in one day as the physical demands would be less than an outfield players) If the player is selected based on the evaluation this would be communicated through the RFC and Fusion Technical Directors, and passed down to the age group technical lead and club coaches, player and parents. If agreed transfer would be completed along with all necessary paperwork In the case transfer could potentially effect the releasing teams demise due to insufficient numbers, the player would fulfill their commitment with the releasing team and could be invited to train with the Fusion team and play games with there current team for the duration of the season (player may play games on a permit when possible, and participate in exhibition games or tournaments) A permit would only be authorised, as long as it did not impact the releasing team or player in a negative way, and the player would only be eligible to play the equivalent of 1 game per day, therefore if the players was to participate in 2 games that day, minutes played in each game would be tracked to ensure the player played a maximum of the required game time minutes for the age group (the exception to this rule would be Goalkeepers, who would be eligible to play 2 full games in one day as the physical demands would be less than an outfield players) If Fusion decides not to select the recommended player, RFC may then choose to contact other BCSPL clubs within the area Coastal FC, Surrey United if the RFC felt that the BCSPL environment would be better suited for the overall development of the player

BCSPL CLUB IDENTIFICATION OF POTENTIAL RFC BCSPL PLAYER If a player is identified by a BCSPL club or a player has contacted a BCSPL club requesting an evaluation, the BCSPL s Club Technical Director will inform the RFC Technical Director The player performance records would be reviewed to see if the player met the criteria, and further information on the player would be passed onto the BCSPL s Club Technical Director via the RFC Technical Director If the player is invited to train with the BCSPL s Club for an evaluation this would be communicated through the RFC and BCSPL s Club Technical Directors, and passed down to the age group technical lead and club coaches. BCSPL PLAYER MOVING DOWN TO RFC METRO TEAM If a current BCSPL player is looking to move into the RFC Metro Team and contacts a club coach or age group technical lead, the player should be directed to the RFC Technical Director The RFC Technical Director will meet with the player and parent to find out the reason they wish to return The RFC Technical Director will ask the player and parent if they have informed the BCSPL s clubs Technical Director of their decision, and if not they should do so. The RFC TD would then communicate with the BCSPL s Clubs Technical Director that the player has been in contact, requesting to be part of the RFC Metro program If agreed a transfer would be completed along with all necessary paperwork In the case where the RFC team within the age group roster size is at is maximum the returning player may be placed in a higher age group for the duration of the current season If a BCSPL club is releasing a former Richmond FC Player, the BCSPL s Technical Director would communicate this to the RFC Technical Director, who would advise the player to contact the club if they are looking to return to Metro

12 BCCSL METRO PLAYING TIME RULE The Program s rules are, all things being equal, when calculated over a Metro-Select League playing season (and not on a match-by-match basis), players in the following age groups are entitled to approximately the following minimum playing time percentages: U13 & U14-50% U15 & U16-40% U17 U18-35% All things being equal : takes into consideration player health, injury and safety requires that players adhere to the Richmond FC Player Code of Conduct requires, that at training sessions and games, players consistently exhibit the determination and the desire to become the best soccer players that they can be requires, that players adhere to Richmond FC Metro-Select program expectations (including rules relating to attendance and punctuality) The playing time minimums set-out above do not apply to Coastal/Provincial Cup games. Playing time is to be recorded at each game and RFC encourages coaches to ensure all players receives adequate playing time at each game
13 BCCSL DIV 1, 2 & 3PLAYING TIME RULE RFC has a policy that all players must receive 50% playing time for each game throughout the course of the season considering ALL THINGS BEING EQUAL which means that: takes into consideration player health, injury and safety requires that players adhere to the Richmond FC Player Code of Conduct requires, that at training sessions and games, players consistently exhibit the determination and the desire to become the best soccer players that they can be requires, that players adhere to Richmond FC Select program expectations (including rules relating to attendance and punctuality) If a player receives less than the prescribed playing time on the basis of ALL THINGS BEING EQUAL this needs to be communicated to the player and the reasons why Playing time is to be recorded at each game and RFC encourages coaches to ensure all players receives close to 50% playing time at each game
