1 1. EVENTS Handball competitions will be conducted from 28 July 2013 to 03 August 2013 and will comprise the following events: Men's Team only 2. PARTICIPANTS 2.1. Age Eligibility All handball competitors must be at least sixteen (16) years old in 2013 (born in 1997 or before) Number of Teams Each National Federation may enter one (1) men's team. Participation in the Deaflympics is limited to a maximum of sixteen (16) men's teams. Teams entered are CRO, GER, HUN, RUS, TUR, SER and USA 2.3. Number of Players Each team may have a maximum of eighteen (18) players. Sixteen (16) players for the preliminary round of the competition (finals and semi-finals) and two (2) reserves for second round of the competition (finals and semi-finals) if they are needed to replace (of any reason) some of the 16 players from first round of the competition Reserves or substitutes See paragraph REGISTRATION 3.1. Preliminary Registration The preliminary registration deadline for the 2013 Deaflympics Handball Championship with an indication of the probable number of athletes in each event is 21 December Final Entry with the names of each athlete The final entries with the names of each athlete (an expanded list of maximum 28 athletes) for the 2013 Deaflympics Handball Championship must be submitted no later than 14 June No changes or additional entries will be accepted after 14 June COMPETITION RULES AND REGULATIONS 4.1. 2 Protest Committee: The Championship Protest Committee shall consist of: Marijo Lusic ICSD Handball Technical Director Handball Head Referee 1st Representative from IHF 2nd Representative from IHF Sports Liaison Officer (Organising Committee Representative) 4.3. Competition Rules The Handball competitions will be conducted in accordance with the Rules and Regulations of the IHF (version 2011 IHF Publication 2010 Rules of the Game). In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with as follows: Cases of a general nature will be resolved in accordance with the Deaflympics Regulations, General Technical Rules Summer Deaflympics and this Handball Technical Regulations Technical questions related to competition rules shall be resolved according to the IHF Rules and Regulations Only athletes who comply with the Deaflympics Regulations are entitled to take part in the Deaflympics Handball Competitions Competition Equipment All equipment and implements used during competitions will comply with the IHF Rules and Regulations The balls will be Select and Adidas will be used as a reserve ball Competition Clothing 4.6. Draw All the court players on a team must wear identical uniforms. The combinations of colours and design for the two teams must be clearly distinguishable from each other. A player who is used as goalkeeper must wear colours that distinguish him from the court players of both teams and the goalkeeper of the opposing team. These colours and their arrangement must be identified on the official entry by 14 June The players shall be numbered from 1 to 20. The numbers must be at least 20cm high in the back and at least 10cm high in the front. The colour of the numbers must contrast clearly with the colour of the uniform All players must wear the same assigned number throughout the competition. The captains of the teams must wear an armlet, at least 4cm high of contrasting colour, around their left upper arm If the technical committee or referees consider that the dress of two teams on the court is likely to cause confusion, the team listed first on the official program will change its uniform to one of contrasting colour Summer Deaflympics Technical Regulations Handball 2 of 5

3 The draw for teams participating in the preliminary round of the men's tournament will be held at the first Technical Meeting on 26 July 2013 at 14:00 hours Competition Plan Preliminary Round During the preliminary round, the participating five (5) teams or more will be divided into groups or each team will play the other teams in its group. As following: 5 teams - each team will play the other team and semi-finals and finals 6 teams - 2 groups and semi-finals and finals 7 teams - 2 groups and semi-finals and finals 8 teams - 2 groups and semi-finals and finals 9 teams - 3 groups and semi-finals and finals 10 teams - 2 groups and semi-finals and finals 11 teams - 3 groups and semi-finals and finals 12 teams - 4 groups and semi-finals and finals Quarter-finals, Semi-finals, Finals and Classifications Based on the final registration and number of teams, competition system for Quarterfinals, Semi-Finals and Finals will be decided at the first Technical Meeting on 26 July 2013 at 14:00 hours, the same date when the Draw will be held. Competition system will be decided first and afterwards the Draw Finals The winners of the semi-finals will play for 1st and 2nd places, the losers for 3rd and 4th places Matches All matches will consist of two periods of 30 minutes each with an interval of 10 minutes after the first half-time, without overtime in the preliminary phase. Timeout: first half time two times and second half time two times. The classification points will be calculated as follows: Match won: 2 points Match tied: 1 point Match lost: 0 point During the finals phase, up to 2 periods of overtime (each consisting of 2 x 5 mins halves) and a penalty shoot-out according to the IHF rules may be played in order to determine the winner Classification If two or more teams have gained the same number of points after all matches have been completed, placing is decided as follows: Results in points between the teams concerned. Goal difference in the matches between the teams concerned. Greater number of plus goals in the matches between the teams concerned. If the teams are still equal, a decision is made between those teams with an equal number of points as follows: o Goal difference is subtracted in all matches o Greater number of plus goals in all matches 2013 Summer Deaflympics Technical Regulations Handball 3 of 5

4 5. VENUES 4.8. Officials Referee The referees to conduct the matches are designated by the Organizing Committee. Referees should be in possession of an IHF international referee license valid for 2013 but also top league referees may be used. The scorers and timekeepers will be appointed by the Organising Committee Appointment The scorers and timekeepers will be appointed by the Organising Committee Withdrawal If a team withdraws after the Deaflympics have begun or is disqualified during the group matches, the group must continue without this team or a replacement. The matches played by the team concerned will not be taken into consideration Competition Venues The 2013 Deaflympics Handball Championship will take place at National Sports Academy, Sofia Flooring The competition court surface concrete covered with Teraflex surface Facilities Ample showers and lockers are available and a First Aid station is on site Training Venues The training venue is the same as the competition venue. 6. SCHEDULE 6.1. Competition Schedule Refer to competition schedule on the official Deaflympics website; Training Schedule Refer to training schedule on the official Deaflympics website; Technical Meeting Date and Location The first Technical Meeting will be held at on 26 July 2013 at National Sports Academy, Sofia. The second Technical Meeting will be held at on 02 August 2013 at National Sports Academy, Sofia Attendance Each participating National Association may be represented by two officials, of whom at least one must be deaf and, if necessary, an interpreter Summer Deaflympics Technical Regulations Handball 4 of 5

5 7. CONTROL AND SANCTIONS 8. PROTESTS 7.1 Hearing Devices and others The use of any hearing aid/amplification or external cochlear implant parts and others (earrings, necklaces, jewellery, etc) are not permitted within the restricted zone area especially not after the warning from the officials (technical directors or judges or other officials for matches) Restricted Zone Area The restricted zone area is in effect from the time athletes enter on the Handball court hall area during the warm-up and competition period Violation and Penalty When this rule is violated after the official s warning, the match shall immediately be stopped and the offending team shall lose by Refer to Audiogram Regulations, 8: Violations and Penalties. 7.2 Medical Control Refer to General Technical Rules - Summer Deaflympics, Article 4 - CONTROL AND SANCTIONS Procedure for lodging a protest All sport related protests will be resolved in accordance to the IHF Rules and Regulations and will be managed by the Handball Protest Committee. Any official protest must be submitted in writing in English on the Official Deaflympics Protest Form. The form must be given to the ICSD Technical Director with USD $50 within 60 minutes after official posted results The ICSD Technical Director will decide whether the protest is sporting related or eligibility related. The Deaflympics Handball Protest Committee will review all sport related protests, and the ICSD Representative will review all eligibility protests. The deposit of USD $50 will be returned to the appellant only if the protest is considered valid Procedures for reviewing a protest The Protest Committee will meet in the Technical Director s office at National Sports Academy, Sofia, at a time decided upon by the ICSD Handball Technical Director. The ICSD Technical Director will be the chairperson of the committee. The Sports Liaison Officer (SLO) will be responsible to book the meeting room and interpreters. The Sports Liaison Officer (SLO) will contact all members of the Protest Committee to inform them of the meeting time and location. The ICSD Technical Director will be responsible for liaising with the State Sports Association's Competition Manager. The Sports Liaison Officer (SLO) will be responsible for informing Deaflympics Headquarters and the ICSD Technical Director will be responsible for informing ICSD Executive Committee about the protest and also the outcome of the protest Summer Deaflympics Technical Regulations Handball 5 of 5
