1 LOWER MAINLAND SENIORS SNOOKER LEAGUE MINUTES OF ANNUAL GENERAL MEETING June 25 th, Roll Call and/or registration. Thirty delegates were present. All teams had representatives present except for B teams from Minoru, Pitt Meadows and Century House. 2. Call to Order. 9:35 a.m. 3. Moment of silence to honour players that have passed in the last year. 4. Previous Minutes. Moved by George Kawaguchi and seconded by John Bonthuis that the minutes of AGM July 28 th, 2017, be accepted as circulated. 5. Current Business. 2 5. 1. Moved by Rob Johnson and seconded by Richard Stansfield that the financial report be accepted as printed above. CARRIED 5.2. It was decided by consensus that the annual team fees would remain at $100 again for next year. 6. REPORTS: Referee-in-chief Report: Anthony Braganza. We had a group of twenty-five referees. Going out to all thirty tournaments some of them, Dan Hanna and Henry Tsang went out to ten different ones. We qualified nine new refs this last year. We had a three session training clinic. The web-site rules have been up-dated. During the season sharking and intimidation were the main issues we had to deal with. For next year we plan to also provide referees for the B league B cup finals. A league: Frank Bourassa: Format was the same as last year. Thanks to Anthony Braganza for coordinating all the referees. Everything went really well. Some comments were made by players re: length of entire process with much travel required. Recommendation to Tournament Director to review format for next year. B league: Steve Surinak: New format with qualifying round robins and single day quarterfinals and finals was very well received and a lot of good comments were made. Efforts to be made next year to speed up slow play mainly because of certain individuals. One of the tournaments was so long that I did not get home until five o clock. Also all registrations have to be done through the captains. Super Seniors: Gary Spence. The new format with a two-day tournament so super-seniors could play both singles and doubles worked out well with a better turnout and recommended that this be continued next year. Report On Banquet: Gary Spence. We had seventy-two paid attendees. Reports received were excellent except for the corn. Satisfied with the venue! Thanks to Clive who made the suggestion that we use Maple Ridge. No alcohol was not a big issue. Regulations and fees for permits too difficult. 6.1 Moved by George Kawaguchi and seconded by John Bonthuis that the reports be accepted as given. CARRRIED. 6.2 Special motion for ease of administration the EXECUTIVE moves that the Banquet individual price be temporarily capped at $20.00 each and that the League subsidize costs above $ Moved by Jim Boak and seconded by John Bonthuis to accept the Banquet report as presented and to set a fee cap of $20.00 for next year and a $5.00 maximum subsidy from general funds. 7. OLD BUSINESS/HOUSEKEEPING/CLARIFICATION ISSUES Moved by the EXECUTIVE that the Lower Mainland Senior Snooker League will adopt and follow the Official Rules of the Game of Snooker approved by The World Professional Billiards & Snooker Association except where inconsistent with the Local Rule Adaptations set out in Article 8, Section 8.02 in which case the Local Rule Adaptations will prevail Moved by the EXECUTIVE that the Annual Team Registration date be moved up to July 31 st of the year to allow the EXECUTIVE time to meet and make decisions for the following season and to prepare and disseminate schedules. 2

Moved by the EXECUTIVE that the new format used in the B League post-season tournaments be continued for Depending on the decisions made today on a modified league structure it is moved by the EXECUTIVE that the Tournament Director for post-season tournaments strike a committee to review the format used in the A league 2018 and then plan the format and eligibility rules for the tournaments for the post-season A league Moved by the EXECUTIVE that Section 8.02 (d) re: assistance from the referees if requested by a player be re-written to provide more guidance and clarity: First, players may not ask questions about the rules of snooker. referees are generally not allowed to teach the rules during a frame. However, certain specific questions may be asked and should be answered: 1. What is the difference in scores? 2. Am I on a colour or a red? 3. Is this my game ball? 4. Do I need snookers? DEFEATED With reference to the motion above, since the referee or opponent must state the difference in scores it is moved by the EXECUTIVE that the referee should also up-date the scoreboard once per turn if requested by the striker. If there is no referee this could be done by either the opponents or the striker s partner or even the striker. (It is noted that with modern electronic scoreboards professional players can always check on the exact scores and differences. so the same courtesy should be granted to amateurs. DEFEATED Moved by Gary Wallace and seconded by Richard Stansfield that the league will play the full and complete rules of snooker as approved by the WPBSA; namely, to call all touching fouls, full foul and miss and playing regular tiebreaking at the end of frames. DEFEATED Clarification of spares regulations SPARES AND REGULATIONS (b) SPARES during season league play. (i) Snooker club members are eligible to spare for their Centres snooker teams at any time during the season. The December 31st deadline applies to full time players and to eligibility for play-offs and post-season tournaments. (NOTE: this is not a change see Procedures 2) iii)) However this deadline date was later eliminated in the new business section of the meeting. See 9.6. (ii) Note that new members who join a Centre and its Snooker Club after New Year s Day are eligible to serve as spares during the regular season but will not be eligible to play in the play-offs or in any post-season tournaments. (iii) A league teams may use B league players as spares; however, B league teams may not use A league players as spares. Club members who do not wish to play full-time can spare for either or both A and B teams from their centre to a maximum of 6 six occasions in total for both teams during the regular season. DEFEATED (NOTE Currently 8 occasions so it will continue to be 8 occasions). (iv) No individual may play on more than 8 occasions) as a spare for any one team. If this occurs the penalty will be forfeiture of the entire match and the offending team will receive zero points and the other team will be awarded 2 points for the match and credited with a minimum of 10 frame wins or their actual score for the day; whichever is greater. (v) Centres that have two B teams, will be allowed to borrow players from a spare pool of players. These spares can play for either or both teams to a maximum of 8 occasions) times for each team and will be eligible to play for either team (or both) in the play-offs. They will also be eligible to 3

4 play in the post-season tournaments; if they have played a minimum of 16 frames during regular season play and were registered by December 31 st. (C) SPARES during play-offs. (vi) Centres that have two B teams see (v and vi) above. (vii) Any B player who qualifies to play in the play-offs (16 league frames during season) is also eligible to spare for his centre s A team in the play-offs but cannot play in the A league post-season tournaments and does not have to be on the A team s eligibility list circulated by the official scorekeeper. (viii) Please note that A teams who do not have B teams in their centres are allowed to draw spares from their general club membership provided that those players were club members prior to December 31 st. 9. NEW BUSINESS/New motions from the floor. 9.1 Housekeeping: League Matches this year will start immediately after Labour Day on the 5 th and 6 th or the week of the 12 th and 13 th. DEPENDS ON NEW SCHEDULE. 9.2 Moved by the EXECUTIVE that the Referee-in-Chief will be an official member of the EXECUTIVE although it will continue to be an appointed position by the EXECUTIVE. 9.3 Re-balancing league schedules.re: a possible shortage of teams to play in the A league Before formally considering Alternative One President Spence requested an informal poll of delegates from A league teams as to how many teams we could expect for next season: The results were that the existing five teams would likely continue if there was any likelihood of expansion teams joining: Kevin Robitaille stated that he was planning on leading a new team based in Langley independent of their current B team. Anthony Braganza also stated that the Bonsor Centre would also likely enter one of their teams in the A league Given the above information it was moved by Jim Boak and seconded by Ed Smith that the EXCUTIVE should make a formal declaration of how many teams they would deem necessary to run an A league for next season. A short recess was called during which the EXECUTIVE briefly met and decided that seven teams would be satisfactory Next a motion to formally direct the EXECUTIVE to form an A league schedule for seven teams based on the membership (players) listed on their first REGISTRATION FORMS. DEFEATED Then a delegate, Jim Boak, challenged the longstanding by-law that gives the EXECUTIVE the authority to appoint a team to play in either league. The challenge was DEFEATED Re: Alternative One and Alternative Two (and numerous follow-up motions re: updating) for re-balancing the league were deemed out of order and/or not necessary at this time PART I. Moved by Anthony Braganza and seconded by Kevin Robitaille to speed up general play by limiting the number of times per frame that players both be allowed to approach the table to confer on strategy PART II MAXIMUM NUMBER OF TIMES twice per frame PART III It was clarified that a third approach of the table would be a foul. CARRIED by 4

5 consensus Moved by Gary Wallace and seconded by Jim Boak that the maximum time for conferring would be restricted to 30 seconds per time. 9.5 Moved By John Bonthuis and seconded by Anthony Braganza to speed up general play a time limit of 30 seconds per shot should be enforced after a warning is given to a player or players who are exceedingly slow during league match play or post-season tournaments. Referee-on-call or Observer given the right to award a frame if player/pair continues slow play. 9.6 Moved by Gary Wallace and seconded by Rob Johnson that the only qualification to play in the play-offs and post-season tournaments be the requirement that 16 (sixteen) frames be played during the regular season. 10.
