13 Build out Line for U9-U10 Once the opposing team is behind the build out line, the goalkeeper can pass or throw/roll the ball to a teammate (no pun]ng) Afer the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal. The build out line should be equidistant between the penalty area line and the halfway line.
14 Build out Line for U9-U10 If a goalkeeper punts the ball, an indirect free kick should be awarded to the opposing team from the spot of the offense If the punt occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred.

31 NJSRC 2017 Referee Recer]fica]on Law 10 Determining the Outcome of a Match KFTM may not be delayed by a player that leaves the field. That player s kick is forfeited (not scored) if the player does not return in ]me to take the kick 2017

45 Current Fligh.ng Process Cross- Flight Play When teams drop afer flights are created this creates a bye week for some teams. To eliminate the bye and provide a full slate of seasonal games, we try to schedule a cross- flight game. This game will not count toward standings for either team.
46 Current Fligh.ng Process High School Flights There is difference between how and at what age boys and girls mature physically HS Boys have a big difference between Freshman and Upperclassman, so we create U15, u16, u17, etc. HS girls don t have as big a difference, and you ofen see freshman playing varsity, wo we create a U19 flight for everyone. By placing all girls teams in U19, it allows Premier U15 teams, and strong U16 teams, to be scheduled against more moderate U18 teams for example Think of it as being able to schedule No Highlands JV against a smaller Group 1 schools varsity (Cresskill or Midland Park).
47 Current Fligh.ng Process High School Flights (con.nued) Allows for more flexible scheduling matchups. For example, if only 6 true U15 teams registered, but two requested A, two C and two E, the schedule would have no choice but to create uncompe]]ve matches. Also allows more flexibility in crea]ng rosters. An NCSA team can be put together with 15 freshman a senior captain to provide leadership. For tournaments, this would have to be registered as a U18 team (based on age of oldest player), but for NCSA scheduling would be matched more appropriately vs other freshmen weighted teams. In general terms, fligh]ng works something like this: A flight is strong club or varsity HS teams B flight might be moderate club teams, varsity Group 1 schools, JV teams from bigger schools, Premier U15/16 club teams C flight might be lower level U17/18 teams, moderate U15/16 teams, mid sized HS JV teams D flight might be lower level U16 teams and freshmen HS teams
48 Current Fligh.ng Process Determining Flight Winners Flights of 6 teams play each other 2x. Team with most points wins. Flights of 10/11 teams play each other 1x. Team with most points wins. Flights of 8 teams play 5 opponents 1x and 3 opponents 2x. Only the 2 nd game vs an opponent counts toward standings. As such, points are only accumulated for 7 games.
49 Current Fligh.ng Process MBOS (Matches Based on Standings) In flights of 8, the scheduler may create an MBOS division. In this case, a 7 game schedule is released. At the conclusion of those 7 games, the top 4 teams will play each other again (award bracket) and the bonom 4 teams will play each other again (consola]on bracket). The flight winner will be the team from the top 4 (award bracket) that has the most points from all 10 games.

54 2016 NCSA CUP SURVEY RESULTS Impressions of Championships at Ramapo College 1st class organization. It had the feel of a "big event". I've attended NJYS State Cup final days, Region 1 Championships, USYSA Nationals, Nike Friendlies etc, and this was done (on a smaller scale) very very well. Grass pitch (for U12) was fantastic. Ref crew were quality. Kudos Overall positive experience. Team was wowed by the fact we had a scoreboard with running clock, field conditions were great Facility was in excellent shape, field conditions were great, parking was easy and spectator seating was good I think NCSA did a great job with the event. It was very organized and also made the players feel special. It was awesome. Very well run. A lot of fun for the kids. Very well run - great experience for the teams Great fields! Strong referring and well organized. Great job.

61 GAMES CONDUCT Critical Messages Minimum of 1 extra game suspension for any post ejection antics. Player or Coach Coaches have to avoid referee confrontation and threats. There is a better way! Will focus more attention on teams that have patterns of conduct issues in Conduct was better in the fall, hoping it will carry over to the spring. Please continue to speak to your players and especially Your coaches. We need to reduce coach to referee confrontations.
