OFFICIAL RULE BOOK SOCCER - Girls (Updated September 14 th, 2017) The rules shall be those published by FIFA and CISAA Girls Division It is understood and accepted that schools earning the privilege of hosting Playoff and Championship games will prefer doing so on their home field. Schools may exercise this right; but, they are encouraged to play on regulation FIFA sized fields. 2. SCHEDULING a. League Play i. A league exists at all of the Senior, Junior (U16), U15 and U14 levels. Therefore, each participating school must meet the league requirement for scheduled games. There is no league play at the U10-U12 levels. ii. The League schedules are determined by the Athletic Directors based on the number of teams participating within each league. iii. The last day for league play should be the Tuesday before a Saturday playoff and the Friday before a Wednesday playoff. iv. Any change in schedule must be reported to the League Convenor and Referee Convenor (for Toronto area games) immediately. In this way, officials may be re-arranged. Changes must be updated on the CISAA web site by the host school. b. Non-league Play (U12 and below) i. The individual schools will reach their own agreements regarding game fixtures. ii. Schools must schedule a minimum of four games with four different opponents to be eligible for the CISAA Championship Tournament. iii. Single Day Tournament: The Convenor will seed all of the teams based on regular season results. As many teams as possible should be included. If space is limited, teams having played the most games will be given priority. * Consult CISAA Constitution Article XVIII - Championship Tournament Protocol c. Season-Ending Playoff or Championship Tournaments i. Tournament Formats are determined by the Athletic Directors and based on the number of entries in each age group. ii. Saturday tournaments should begin between 9:30am-11:00am. iii. Mid-week Tournaments will be determined by the host school and League Convenor, and must avoid as much lost class time as possible.

2 * Consult CISAA Constitution Article XVIII - Championship Tournament Protocol 3. OFFICIALS All schools must arrange for their own Referees or use the Toronto Area Referee Assignor. The HOME school pays the Referee fees. Game changes/cancellations in the Toronto Metro area must be verified by the Convenor, who will then try to contact the Referee Convenor. *If a Referee arrives at a school for a game that has been changed, but the Convenor was not given notice/sufficient notice, the school(s) involved must pay the Referee cost.* In the case of a no show Referee, the game will only be played as a league game on mutual consent of both Coaches prior to the start of the game. When the Athletic Directors of the schools involved reschedule the game, the location will be determined by the visiting team. Regular Season and Exhibition Games: At all levels, U14 and above, one outside referee will be arranged for by the host school. At all levels below U14 (U10-U12), the host school is responsible for arranging for an outside referee or a member of staff to officiate. Assistant referees are strongly recommended for Senior Div I league games. Championship Event Games: All levels must have one outside official, and; Div I and Div II semi-final and final games should have 3 accredited officials (1 referee and 2 assistant referees). 4. LENGTH OF GAME a) U12 teams will play 30 minute halves. The half time must not exceed 10 minutes U14 teams will play 35 minute halves with a 5 minute half time U15 will play 35 minute halves with a 5 minute half time Junior (U16) will play 40 minute halves with a 5 minute half time Senior will play 45 minute halves with a 5 minute half time For tournament play, the length of game will follow Ontario Soccer regulation (Maximum of 180 minutes in one 24 hour period). The convenor and/or tournament host will determine the length of games in order to comply with this maximum. b) Double-Header Games: i) The younger age level teams should play first and games must begin no later than

3 4:00pm, whenever possible. ii) In Double-Header league games, (where a team is playing back to back games), there should be at least a 30 minute break between games. Halves are not to be shortened to accommodate this break. If both Coaches agree to start before 30 minutes, the game may begin earlier. c) Abandoned Match: i. If a match is abandoned due to inclement weather, the score will stand if the match if two-thirds of the match has been played. If not, it will be rescheduled at the convenience of the two schools. ii. If a match is abandoned due to player misconduct and the referee is unable to clearly allocate responsibility, the match will end in a no match result (as if it was not played), with no points awarded and no goals to count. If one school is clearly designated at fault, the win will be awarded to the other school with a 1-0 score, unless the score at the abandonment favours the designated winner, in which case, that score will stand. d) No over-time will be used in regular season games in all age groups. Ties will remain. 5. SCORING In all leagues POINTS (to be used to calculate league standings): 3 points for a WIN 1 point for a TIE 0 points for a LOSS In league games, the maximum goal differential in a game will be 5 goals. CISAA published records will only recognize a goal difference of 5 goals per game. For the purpose of breaking ties, the maximum goal differential per game will be +/- 5 goals. 6. ELIGIBILITY - See Constitutional Guidelines Article XIII - Eligibility for CISAA All players are eligible for a maximum of two (2) regular season league games at a higher level of play (Div I being higher than Div II). Any player who, during the course of the season, plays more than 2 league games (or meets) for a team at a higher level, forfeits her status at the lower level in that sport for that season. Players are not eligible to participate in playoff/championship games with teams at a higher level that they have not been with on a full-time basis for that season. Player use at a higher level other than their full-time team is restricted for the purpose of fielding a full higher level team due to a shortage of players. When an ineligible player competes in a game, that game shall be automatically counted as a loss for the school for which she competes.

4 When a game has been forfeited because of an ineligible player, the team receiving the win will be awarded the maximum allowable score 5-0, and 3 points. 7. UNIFORMS Players uniform tops should be numbered and of the same colour. The goalie shirt should be a colour distinguishable from the other players and officials. Home team must be prepared to wear alternate uniform or pinnies if there is a problem with similar uniform colour. 8. EQUIPMENT and SAFETY *See Item 17 for Safety Guidelines a) FIFA approved cleats and shin guards are mandatory and to be worn by all players. Players not wearing shin guards shall not be permitted to play. Mouth guards are strongly encouraged. Rugby, American football, or full metal stud cleats are not acceptable. Referees should be asked to inspect cleats before the game. b) Senior, Junior (U16), U15 and U14 will play with a size 5 ball, provided by home team. U12 age groups and lower will use a size 4 ball. c) Players wearing a cast on the arm or a knee brace must have the approval of the Referee and opposing Coach in order to play. 9. PLAYOFFS - TOURNAMENTS *See Constitution Article XVIII - Championship Tournament Protocol) PLAYOFF / TOURNAMENT FORMATS: a) Playoff formats will be determined by the Athletic Directors at the Annual Scheduling meeting. The Athletic Directors may change the formats for the Spring tournaments if there are time/scheduling restraints. b) Playoffs apply to the U14, U15, Junior (U16) and Senior leagues and are used to determine the League Championship. c) Overtime in a single game, and playoff, for all age groups i) Regulation length of game. ii) Two, 15 minute halves, with 11 players, and a golden goal rule. iii) If still tied, then penalty shots, employing only those players at the end of extra time periods. d) Overtime in Playoff Championship Tournaments (when more than one game is

5 played per day). Maximum of 180 minutes played within a 24 hour period i) Length of game may be reduced by 5 minutes at the Senior Level, to allow for the possibility of an overtime. ii) Two 5 minute sudden victory periods. iii) If the game is still tied, then a shootout will be used e) Shootout structure for all age groups (FIFA Guidelines) i) Only players on the field at the end of the game may be used. ii) Each team will select 5 players. iii) The winner of a coin flip will decide what team shoots first. iv) The team will alternate shooters, until all players have taken a penalty shot, or until one team has scored an unmatchable number of times. v) If the tie remains, then the remaining players will continue in a sudden death format. vi) Goalkeepers may be used as shooters at any time. In all tournaments/mini-meets in which teams could play 3 or more games, there is a maximum of 180 minutes/day of playing time permitted. The convenor and/or tournament host will determine the length of games in order to comply with this maximum. Where a team is playing back to back games, there should be at least a 30 minute break between games. Halves are not to be shortened to accommodate this break. Start Times for Playoffs/Final Tournaments: Wednesday games between 3:00pm and 4:30pm Saturday games between 9:30am and 11:00am Games may begin earlier if all teams involved agree to earlier start times. There should be at least a 30 minute break between Game #2 & #3 in all playoffs/finals. If a qualifying school is unable to host, they may find an appropriate alternate location for the Playoffs or Finals. If they are unable to secure another location, they must defer to the next place team, for the semi-finals, or the winner of the Divisional Semi-Final for the Finals. If the next place team for the Semi-Finals is unable to host, the other teams will be approached, in order of placement. Changing the date of a playoff tournament/match because of a conflict with hosting or other circumstances is only acceptable if all participating schools agree. 10. TIE BREAKING FORMATS

6 a) Format and criteria i. Result(s) of head to head competition between tied teams. ii. If still tied, goal differential in head to head competition between tied teams. iii. If still tied, fewest goals against in head to head competition between tied teams. iv. If still tied, goal differential using all league games in that season. v. If still tied, fewest goals against in all league games in that season. b) Process i. In the event that two or more teams are tied, and the process is able to successfully rank the teams and no teams remained tied, this ranking will be used to seed the teams for playoff purposes. ii. If the process is only able to reduce the number of tied teams by one or more and a tie still exists; * the teams that are no longer tied will assume their new ranking * the process involving only the remaining tied teams shall commence again from the beginning with a. i. c) Point differential is calculated by taking goals for and subtracting goals against. The Maximum goal difference to be used when calculating point differential is 5 goals. d) Forfeitures Please refer to the CISAA Constitution Article XVI Section ADDITIONAL PLAYING RULES a) U10-U15 Teams are allowed a one-minute time-out per half. The time-out may be taken at any stoppage of play. At the discretion of the official, the time-out will be granted. No timeouts permitted during overtime periods. b) Substitutions at all levels may be made at any stop in play, with the consent of the referee. The referee will grant substitution on one s own throw in or when piggybacking onto the oppositions throw in and on goal kicks. c) LEAGUE STRUCTURE i) The number of teams participating at each level determines the number of league games required. ii) The format will be determined by the number of entries in each age group and division. (see Current Format Summary, Appendix 1). iii) The last day for league play must be the Wednesday before a Saturday playoff and the Saturday before Wednesday (Tuesday) playoff. Rules for Under 10 (Grade 4 only) 7v7 Soccer:

7 1. Maximum number of players on the field at any one time is 7 (including goalkeeper) 1.1. Roster size: The suggested minimum number of players on the team is eleven. Each school s A team should meet the minimum. If a school has an A and B team, the B team may be less than the minimum The game is to be divided into 4 periods of 12 minutes each, with a 1 minute break between 1st, 2nd, 3rd and 4th periods and 5 minutes at half-time. The restart of play in the second period is to be taken by the team that commenced the first. The re-start of the fourth period is to be taken by the team that re-started at the half Number players from 1 -?? Players 1 6 play the first shift, players 7 -?? play the second shift. Player 1 does not re-enter the game until all other players have played a shift. Substitutions are made only at the breaks. Unlimited substitution may occur during a stoppage in play with the signal of the referee. Make use of the 1 minute break at the end of each period. The referee will also call for substitutions at the 6 minute mark of each period Blatant offside rule to apply Use of kick ins Player cannot score directly from the sideline, the player may touch the ball twice (tap it him/herself) Opposing players must stand a minimum of 3 meters from the point of the ball Regulation size fields are not to be used, but if no other is available, the game will be played across the width of the field between the centre line and the goal line Goal posts must follow the Canadian Soccer Association guidelines for 7v7 (Width: 12 feet, Height: 6.5 feet). It is highly recommended that these nets be the standard FlexNet. Whenever possible a visiting school will bring a portable net to the match if the host school does not have proper nets As to field markings, retain the traditional six yard goal area marking and eliminate the 18 yard penalty area marking The goal keeper cannot handle the ball outside the six yard goal area Steps will not be called on the goalkeeper who may put the ball into play within the 6 yard area either by place-kicking or punting or throwing including the restart of play from a goal kick Any player may restart play from a goal kick or otherwise within the 6 yard area Goal kicks may be taken from any point inside the 6 yard goal area Penalty shots are to be taken from a 10 yard spot directly in front of the midpoint of the goal, instead of the normal penalty spot of 12 yards The ball is to be considered frozen, when the referee at his discretion, considers that it is ïn the possession of the goalkeeper A goal kick line will be marked on the field halfway between the goal line and the center line on each end of the field. The goal kick line will be drawn from one side of the field to the other. (If lines are not on the field, pylons should be placed

8 at the side of the field to indicate the line.) On the taking of a goal kick, only the goalie and the defensive kicker (if the goalie is not taking goal kicks) may stand inside this goal kick line. All other players, both defensive and offensive, must be outside this goal kick line. Players may not make contact with the ball until it passes this goal kick line The home team is responsible to line the field and designating the goal area All games will be played with a size 4 ball Games at the CISAA tournaments will be divided into two fifteen minute periods with 5 minutes between the periods. New Rules for Under 12 Soccer: a) Number of Players 9v9 for U12 Net Size 6 or 6.5 x 18 goals should be used for U12 Field Size Every effort should be made to adhere to the suggested field sizes (60 x 42m minimum & 75 x 55m maximum). 12. CONVENOR Note the differences in the goal area and penalty area as per the OSA Guidelines. OSA Retreat Line For U12, all teams will adopt the OSA Retreat Line, marked using cones outside the field of play at the field(s) 1/3 length point. The retreat line will come into play when the ball has gone out for a goal kick or when the goalkeeper has the ball in her arms. The retreat line shall be marked at the 1/3 length point of the field on both playing sides. The use of field markers outside the field play to indicate the retreat line, is recommended. The ball is in play once it leaves the penalty area. All opponents must be behind the retreat line and cannot cross the retreat line until the ball: is touched by a player of the team releasing the ball OR leaves the field of play OR goes over the retreat line. (if the goalkeeper chooses to play the ball across the retreat line prior to the opposition crossing the retreat line) See the CISAA Constitution, Summary of Convenor s Responsibilities, Appendix SPORTSMANSHIP & CONDUCT See CISAA Constitution, Discipline XIX Disciplinary Sanctions a) Any player receiving two yellow cards, or one red card in a single game must be removed from the game, as per FIFA regulations, and must not be allowed to play in the next

9 game. This would be in effect for league or tournament play, but would not carry over from one season to the next. b) Only cards given during the CISAA. final tournament or league play will be used to determine player suspension. c) The red card suspensions will carry over and apply to play-off games. Accumulated yellow cards and yellow card suspensions do not carry over and are not applied to playoffs. d) A RED card during a game means suspension from that game and also the next game. e) Accumulation of 3 YELLOW cards by a player in three separate games means suspension from the next league game. After the suspension, she will again be suspended again for the next league game after accumulating TWO more yellow cards in separate games. Subsequently, she will be suspended for every additional yellow card. 3 yellow cards = suspension 2 yellow cards = suspension 1 RED card = suspension All suspensions MUST be reported to the league convenor within 24 hours by the Coach of the suspended player (Name and jersey number). Sportsmanship In games where the score is lopsided, coaches are encouraged to take the following steps to keep goal difference to a minimum: a) First, the coach must recognize the strength of his or her team, in comparison to the opposition, and employ strategies as early as possible. b) The coach is expected to bench the stronger players and move back line players to forward positions, and minimize number of attackers. c) In a game in which the goal difference reaches 5 or more by half time, the coaches and referee should discuss the situation. d) The coach of the team on top, might consider quietly reducing the number of players on the field. e) The coaches might also consider shortening the length of the second half. f) Players must be taught not to patronize the opposition, and to work hard at other aspects of the game besides simply scoring goals. g) A goal differential of more than 5 in a single game will not be recognised, or published on the CISAA website. 14. COACHES RESPONSIBILITIES & HOST SCHOOL a) Both coaches must report complete results by to the League Convenor within 24 hours of the match.

10 b) The coach of any suspended player (at all levels) must report the suspension to the League Convenor within 24 hours. The convenor will then notify the offending school s next opponent. c) Eligibility Rosters must be sent in for all Senior Div I OFSAA-bound teams to the League Convenor before their first CISAA Game. d) Any change in schedule must be reposted to the League Convenor and updated on the CISAA website immediately. e) Coaches must check the CISAA website to confirm that schedules are correct. 15. AWARDS CISAA plaques at all levels of play will be awarded to the champion at each level. CISAA medals/ribbons will be awarded to champions and runners-up. Medals/ribbons will be awarded to U14 teams or older. U12 CISAA tournament Champions will be awarded a plaque only. 16. GUIDELINES FOR OFSAA REPRESENTATION See League Information Charts and the Constitution CISAA Process for OFSAA Participation The champion of the Fall Senior league will be awarded a playoff position in the Spring term league, in order to qualify for OFSAA. ONLY Division I and II teams may declare for OFSAA competition. Only OFSAA eligible players may play in a challenge game. A) Schools must play in Div Ia in the CISAA to be eligible to represent the CISAA at OFSAA Championships, OFSAA Provincial Championships and OFSAA Festivals. 1) If there is no CISAA representative participating at Div Ia, schools in Div Ib (or Div II if no Div Ib) may declare as the CISAA OFSAA representative. The OFSAA Representatives will contact Div Ib of Div II Schools to seek declarations. This will occur immediately after the OFSAA Declarations have been submitted to the CISAA Athletic Coordinator. 2) Any Div Ib or Div II schools declaring for OFSAA representation must follow all eligibility rules outlined in the section below. Schools playing in Div I Leagues (or in Div Ib or Div II if no OFSAA representative) will follow the selection process outlined below for advancing to an OFSAA Championship. B) Schools playing in Div I leagues will follow the selection process outlined below for advancing to an OFSAA Championship. i) The Div I team declaring for OFSAA must play only OFSAA eligible athletes in

11 every game through the season. This includes league and exhibition matches. ii) Prior to the first league game, the teams that have declared for OFSAA must send in an AELS roster to the league convenor showing that all players are OFSAA eligible. iii) As per the chart below, unless the CISAA playoff dates are after the OFSAA entry deadline, the CISAA playoff results will be the first criteria employed to determine the OFSAA representative for each level. iv) If both teams were eliminated in the same round of the playoffs, the league standings will determine the CISAA representative at OFSAA. v) If the teams were tied at the conclusion of the season, the CISAA tie-breaking criteria will decide the representative. vi) If teams were in different divisions (east and west) and playoffs cannot determine the higher seed, head to head results in the regular season will be used to determine the winner. vii) If teams were in different divisions (east and west) and playoffs cannot determine the higher seed, and the teams do not play in the regular season, (GD1) an OFSAA qualifying game will be played OFSAA Qualifying Format/OFSAA Entry Event OFSAA Play Date OFSAA Entry Date CISAA Playoff Season or Playoff Girls Soccer June 7-9 Sat. SAFETY GUIDELINES Equipment a) A fully stocked first aid kit must be readily accessible. b) A working communication device (e.g., cell phone) must be accessible. c) Determine that all equipment is safe for use. d) Shinpads must be worn, made of suitable material to provide reasonable protection. e) Size and weight of soccer ball must be appropriate to the age and skill level of participants. f) Outdoor soccer balls must not be used indoors for games or shooting on Goalie, but may be used for indoor drills. g) Sponge soccer balls or indoor soccer balls are to be used for indoor school soccer games. Clothing/Footwear: a) Appropriate clothing and footwear must be worn. b) Molded cleats only. c) No metal or compound cleats. No jewellery: All items of jewellery (necklaces, rings, bracelets, earrings, leather bands, rubber bands, etc.) are forbidden and must be removed. Using tape to cover jewellery is not

12 permitted. The players must be inspected before the start of the match. Facilities: Indoor playing surface and surrounding area must be free of all obstacles (e.g., tables, chairs), and must provide sufficient traction. Determine that all facilities are safe for use. Holes and severely uneven surfaces must be brought to the attention of the coaches, convenor, athletes, officials and principal. Outdoor playing area must be free from debris and obstructions, provide sufficient traction, and be well-removed from traffic areas. The teacher/coach must make a pre-activity check of the facilities prior to use. Special Rules/Instructions: Skills must be taught in proper progression. Games must be based on skills that are taught. Limit time spent on heading drills. No tackling from behind. A student athlete s fitness level must be commensurate with the level of competition. Parents/guardians must be made aware of any off-campus activity and the means of transportation used. Before involving athletes in outdoor activity, coaches must take into consideration: environmental conditions (temperature, weather, air quality, humidity, UV rays, insects) accessibility to adequate liquid replacement (personal water bottles, water fountains) and athlete hydration before, during and after physical activity previous training and fitness level length of time and intensity of physical activity Athletes must be made aware of ways to protect themselves from environmental conditions (e.g. use of hats, sunscreen, sunglasses, personal water bottles, insect repellent, appropriate clothing). Athletes must receive instruction on safety procedures related to severe weather conditions (lightning, funnel clouds, severe winds, tornadoes). An exposed orthopaedic apparatus that represents a safety concern to other players must be soft or padded. Such devices must be approved by the referee prior to the commencement of the game.

13 Any player with a playing cast must provide a doctor s note or parent/guardian signed permission indicating it is safe for him/her to play. Be aware of athletes whose medical condition (e.g., asthma, anaphylaxis, casts, orthopaedic device) may affect participation. Inter School competitions must follow the regulations and rules of the local governing body (e.g. CISAA, OFSAA) and/or Provincial Sport Organization for the activity.
